OPENING GENERAL SESSION KEYNOTE SPEAKERS Supervisor Warren Slocum President, San Mateo County Board of Supervisors

San Mateo County Supervisor and Board President Warren Slocum was elected to the Board in November 2012. He represents the 4th District which includes East Palo Alto, east Menlo Park, Redwood City, and the unincorporated community of North Fair Oaks. Warren has a deep passion for public service and for over 20 years he has worked hard to improve the quality of life for all people on the Peninsula. Warren is focused on the issues of housing, youth, and veterans, and is committed to transparency and accountability in government. He is a Vietnam veteran, earned his degree from San Diego State University on the GI Bill and is proud to have served as an Election Observer in Albania. He and his wife, Maria Diaz-Slocum, a Redwood City School District Trustee, and family call Redwood City home.  Warren’s a technology enthusiast, an amateur photographer, and a hack golfer who loves the outdoors, dogs and is always in search of a great cup of coffee.

Dr. David B. Grusky Professor of Sociology, Stanford University

David B. Grusky is Barbara Kimball Browning Professor in the School of Humanities and Sciences, Director of the Stanford Center on Poverty and Inequality, and coeditor of Pathways Magazine. His research addresses the changing structure of late-industrial inequality and addresses such topics as (a) the role of rent-seeking and market failure in explaining the takeoff in income inequality, (b) the amount of economic and social mobility in the U.S. and other high-inequality countries (with a particular focus on the “Great Gatsby” hypothesis that opportunities for social mobility are declining), (c) the role of essentialism in explaining the persistence of extreme gender inequality, (d) the forces behind recent changes in the amount of face-to-face and online cross-class contact, and (e) the putative decline of big social classes. He is also involved in projects to improve the country’s infrastructure for monitoring poverty, inequality, and mobility by exploiting administrative and other forms of “big data” more aggressively. His recent books include Social Stratification (2014), Occupy the Future (2013), The New Gilded Age (2012), The Great Recession (2011), The Inequality Reader (2011), and The Inequality Puzzle (2010).

LUNCHEON GENERAL SESSION KEYNOTE SPEAKER Congresswoman Anna Eshoo California’s 18th Congressional District

Like the Silicon Valley region she represents, Congresswoman Anna G. Eshoo exemplifies innovation. She’s creative, boundary breaking and productive. She is a problem solver and a consensus builder. In Rep. Eshoo’s two decades in Congress, she has defended consumers, promoted American competitiveness and innovation, fought for access to health care for families and children, protected the environment, and encouraged development of clean energy technology. Rep. Eshoo’s work consistently earns the highest approval from a wide range of organizations, including the League of Conservation Voters, the Humane Society, the American Association of University Women, Iraq and Afghanistan Veterans, the Biotechnology Industry Organization, the American College of Emergency Physicians, and the Science Coalition. The San Jose Mercury News named her one of the ten most powerful women in Silicon Valley “because she sits on committees that oversee the Internet and biotech—areas vital to the valley’s interests” Underlying Rep. Eshoo’s tenacity to serve her constituents are her achievements. Following the tragic losses on 9/11, Rep. Eshoo recognized critical gaps in our nation’s public safety communications network. As Ranking Member of the powerful House Communications and Technology Subcommittee, Eshoo was uniquely positioned to address this issue. Working from recommendations made by the 9/11 Commission Report, Eshoo led a charge in the House to create America’s first nationwide, interoperable public safety communications network and to appropriate significant funding for Next Generation 9-1-1 technology. In February 2012, Congress passed legislation to do just that. The nation’s first responders from local to federal levels will soon have the critical interoperable airwaves needed to effectively communicate in the event of an emergency. In the wake of the nation’s housing crisis which put extraordinary strain on the California housing market, Rep. Eshoo broke new ground for homeowners. Families in her district were struggling to keep up with their mortgages, forcing many to give up their dream of owning a home. Eshoo created consensus around inclusion of a “Homeowner Bill of Rights” in the 50-State Settlement—a $25 billion settlement for mortgage servicing abuses perpetrated by the largest servicers. Eshoo’s new borrower safeguards put an end to “dual tracking,” a practice in which borrowers are foreclosed upon even as they negotiate the terms of a modification. The new rules also guarantee a single point of contact for borrowers seeking information about their loans. The American dream of owning one’s home was severely threatened, and Rep. Eshoo took up the cause of defending it. As the Bay Area population continues to grow from booming economic growth, significant strain has been placed on the region’s transportation networks, especially Caltrain. In 2012, Caltrain reached record ridership levels with 50,000 riders every week day. Rep. Eshoo has long advocated for a modernized Caltrain to meet growing demands. She knows that a 21st century Caltrain will support economic growth, create jobs and help the environment. Earlier this year, the California state legislature approved funding to modernize Caltrain. The plan is part of a $1.5 billion funding agreement to electrify the rail line, increasing safety and energy efficiency, as well as stabilize the agency’s operating budget. This was an historic moment born out of Rep. Eshoo’s vision of a lasting future for the spine of the Peninsula’s transportation system. No matter the call, Rep. Eshoo has always answered. Rep. Eshoo was born in New Britain, Connecticut, of Assyrian and Armenian heritage. She is the proud mother of two children, Karen and Paul. Eshoo is a graduate of Cañada College and the CORO Foundation. She was awarded an Honorary Degree by Menlo College and was elected to the San Mateo County Board of Supervisors in 1982. She served on the County Board for ten years before being elected to the U.S. House of Representatives in 1992.

CLOSING GENERAL SESSION PANEL Carla Marinucci - Senior Political Writer, Politico

Carla Marinucci is the California Playbook writer for Politico, an American political-journalism organization based in Arlington County, Virginia, covers the issues, ideas and personalities behind politics and policy in the United States and in the global arena. It distributes content via television, the Internet, The Politico newspaper, and radio. Its coverage in Washington, D.C. includes the U.S. Congress, lobbying, media and the Presidency. Marinucci has been consistently named one of California’s leading political writers and top political bloggers by organizations including the Washington Post, and was honored with a Lifetime Achievement Award by the Society for Professional Journalists of California for her decades of California political coverage. Prior to joining POLITICO last year, Marinucci was senior political writer for the San Francisco Chronicle, where she has covered state and national elections including the U.S. Presidential elections around the country since 1996. She has covered six California gubernatorial elections, including the historic recall with Arnold Schwarzenegger. She has covered politics in Europe, Latin America, China and Russia, and has been twice named a Media Fellow at Stanford’s Hoover Institution. Marinucci is based in the San Francisco Bay Area.

Bill Whalen - Research Fellow, Hoover Institution/Stanford University

Bill Whalen, a Hoover Institution research fellow since 1999, writes and comments on campaigns, elections and governance with an emphasis on California and America’s political landscapes. Whalen is a columnist for the Sacramento Bee and writes on politics and current events for Forbes.com. His commentary can also be seen on the opinion pages of the Wall Street Journal, Real Clear Politics, Los Angeles Times and the Fox News’ website. Whalen has been a guest political analyst on the Fox News Channel, MSNBC and CNN. He’s also a regular guest on the nationally syndicated radio shows hosted by John Batchelor, Larry Kudlow, Lars Larson and the Bay Area’s Michael Krasny. Whalen has served as a media consultant for California political hopefuls and aspiring policy leaders. His past clients have included former Governor Arnold Schwarzenegger, former congressman Tom Campbell and former Los Angeles mayor Richard J. Riordan. Prior to joining the Hoover Institution, Whalen served as chief speechwriter and director of public affairs for former California governor Pete Wilson. Before moving to California, Whalen was a political correspondent for Insight Magazine, sister publication of the Washington Times, where he was honored for his profiles and analysis of candidates, campaigns, Congress, and the White House. Whalen also appeared frequently on C-SPAN, National Public Radio, and CNBC. In addition to his time in Washington as a political journalist, Whalen served as a speechwriter for the Bush-Quayle reelection campaign. Whalen currently resides in Palo Alto, California.

Sal Russo - Co-Founder & Chief Strategist, Tea Party Express

Sal Russo is recognized as one of America’s premier political strategists and the leading architect of the Tea Party Express and its explosive and historic success in American elections. He has been a fixture on national and local media as the foremost expert on the Tea Party movement and an analyst regarding state and national politics. Mr. Russo’s firm, Russo Marsh + Associates, Inc. has been at the forefront of some of the most prominent national, state and local campaigns, including the election of Governor George Deukmejian, California (1982), for whom he served as Deputy Chief of Staff; Senator Alfonse D’Amato, New York (1992); and Governor George Pataki, New York (1994). He also founded the Recall Gray Davis Committee in 2001, which was the leading organization to recalling the first sitting Governor in decades. Mr. Russo holds a B.A. in Government from California State University, Sacramento, and a J.D. from McGeorge School of Law, University of the Pacific. He serves as a member of the Statewide Advisory Council for the Center for California Studies, California State University (1996-); the McGeorge School of Law’s Institute for Legislative Practice Alumni Advisory Board (1995-); and the Kenneth L. Maddy Institute Advisory Board, California State University, Fresno (2000-). He has belonged to the International Association of Political Consultants since 1982 and served on the Board of Directors (1986-1992). He is the Founding Chairman of Tower of Youth, a Sacramento regional youth-run organization that sponsors and supports the communication arts for teenagers (1986-).

Mark Simon - Executive Officer for Public Affairs, San Mateo County Transit District Mark Simon is Executive Officer for Public Affairs at the San Mateo County Transit District (SamTrans). In his position, Simon oversees the Communications and Government and Community Affairs departments of the agency. As such, he is responsible for all internal and external strategic communications on behalf of all three agencies, their respective boards of directors and the executive management of the agencies. Simon joined SamTrans in 2004 as the Special Assistant to the CEO. Prior to joining SamTrans, Simon was a political reporter and columnist for Bay Area newspapers for more than three decades. He remains active in political reporting as the host of “The Game,” a public affairs show that airs on Peninsula cable systems from Daly City to Sunnyvale. Simon worked for 11 years as an award-winning columnist and political reporter for the San Francisco Chronicle. Twice he was named The Chronicle’s columnist of the year. Simon graduated with honors and distinction from San Jose State University in 1973, obtaining a B.A. in Journalism. He graduated with honors from Skyline College in 1971. A fourth-generation San Franciscan, whose family came to the area in the 1850s, Simon lives in Redwood City. He has two sons and two granddaughters.

GROUP A: HIGHWAY 101 CORRIDOR: ENSURING OUR ECONOMIC ENGINE KEEPS MOVING Emily Castor - Director of Transportation Policy, Lyft

As a member of the original Lyft team, Emily has been on the front lines of ridesharing policy since the birth of the industry. She leads Lyft’s partnerships with transportation agencies across the United States, integrating Lyft as a last-mile connection to public transit and a viable alternative to car ownership. Emily started her career as a transportation policy aide for a U.S. Congresswoman and later served as a financial advisor for municipal infrastructure projects. She holds an MPA from the University of Pennsylvania.

April Chan - Executive Officer, Planning & Development, SamTrans

April Chan has over 20 years of professional experience in public transportation. April has been with the San Mateo County Transit District for the past 15 years, and has served in a number of capacities. She currently serves in a senior leadership role as the Chief Officer for Planning, Grants & Transportation Authority. She oversees strategic and transportation planning for SamTrans, sustainability and environmental planning, grants procurement and management, and administration of a sales tax expenditure plan for projects in San Mateo County. Prior to her tenure at the District, she worked at the Metropolitan Transportation Commission.

Jim Hartnett - Chief Executive Officer & General Manager, San Mateo County Transit District

Jim Hartnett is the Executive Director/CEO for the San Mateo County Transit District. In addition to acting as the CEO and General Manager for SamTrans, Mr. Hartnett’s position carries the additional titles of Executive Director of Caltrain and the Transportation Authority. Prior to joining Caltrain, Mr. Hartnett, a long-time Redwood City resident, practiced law in the Bay Area and served as a Redwood City Councilmember for 15 years, including terms as mayor and vice mayor. Mr. Hartnett served on and chaired both the SamTrans and Caltrain Boards of Directors during his time on the city council. During his tenure, and with his leadership, the services provided by both Caltrain and SamTrans were significantly redesigned and reinvented. The Caltrain Baby Bullet service launched during his time on the board. When the board voted to partner with High Speed Rail, Mr. Hartnett authored an amendment requiring that any activities by HSR be consistent with Caltrain current and future rail service. He advocated successfully for a budget reserve policy.

Jeral Poskey - Transportation Manager, Google

Jeral Poskey is head of transportation planning and a transportation project executive for Google. His role spans the gamut from construction to long-term planning. Jeral’s most recent project was for Google to resurface more than two miles of the Bay Trail, replacing a muddy, graveled path with a high quality, all natural surface. Prior to Google, his experience includes people movers as well as having worked on Capitol Hill for both political parties.

Juan Salazar - Associate Manager, State Political Outreach, Facebook

Juan Salazar is a Manager of Local Policy and Community Affairs at Facebook. Juan works with state and local governments on issues related to transportation, housing, and community engagement. He earned a master’s degree in public policy from the Harvard Kennedy School of Government and a bachelor’s degree in history from the University of California, Berkeley.

GROUP A: HIGHWAY 101 CORRIDOR: ENSURING OUR ECONOMIC ENGINE KEEPS MOVING Elizabeth Scanlon - Manager, Caltrain Planning, Samtrans Liz Scanlon joined Caltrain in December 2015 and currently serves as the Manager of Planning where she oversees the strategic and long range planning for the Caltrain Corridor on behalf of the Peninsula Joint Powers Board. Specifically, Liz manages Caltrain’s Strategic Plan, Short Range Transit Plan, and many various initiatives for policy consideration. Liz also manages the Blended System planning work for integrating California High Speed Rail into the Peninsula corridor. Previously, Liz was in Honolulu, HI as part of the Honolulu Rail Project and with the Utah Transit Authority in Salt Lake City. Liz grew up in the Denver area and is a graduate of the University of Colorado at Boulder. She earned her Master’s in Urban Planning at the University of Utah. In September 2012, Liz was named one of Mass Transit Magazine’s “Top 40 Under 40” for her work on the first FTA Full Funding Grant Agreement for Honolulu.

Charles Stone - Vice Mayor, City of Belmont

Charles Stone grew up in San Mateo County, California. Charles attended UC San Diego (’97) and Santa Clara University School of Law (’02.) He began his career as a litigator with the well-respected Redwood City, CA firm of Roger, Scott & Helmer. After moving his family from San Mateo to Belmont in 2004, Charles became active as a volunteer in the public school community and youth sports. In 2010, Charles began volunteering with the Belmont-Redwood Shores School District Education Foundation (School-Force!). In 2012, he was appointed to the School-Force! Board of Directors as Endowment Chair and helped lead an effort that resulted in new fundraising records. In 2013, Charles was elected to the Belmont City Council and currently serves as Belmont’s Vice-Mayor. He was appointed to the San Mateo County Transit District (“SamTrans”) Board of Directors in December, 2013. He currently serves as the Board’s Finance Committee Chair. In addition to the Belmont City Council and SamTrans, Charles currently serves as a Governing Member of the San Mateo County Library JPA, a Board Member on the South Bay Waste Management Agency (“ReThink Waste,”) and a as Belmont’s representative for the San Mateo County Jobs/Housing Imbalance Task Force. Recently, he was also appointed to serve on the Peninsula Clean Energy (“PCE”) JPA Board.

Jim Wunderman - President & CEO, Bay Area Council

Jim Wunderman is President and CEO of the Bay Area Council, a CEO-led public policy organization focused on making the San Francisco Bay Area and Silicon Valley the most globally competitive and economically productive region in the world. Since becoming President and CEO in April 2004, Jim has honed the Bay Area Council’s regionalist approach to advocacy in the key areas that impact the Bay Area’s economy and competitiveness, including: Business Climate, Education, Infrastructure, Healthcare, Transportation, Renewable Energy, Sustainability, Land Use, and Cyber security. The organization has received consistent acclaim for providing business leadership on these and other issues. Jim has played an instrumental role in securing federal, state and regional funding for major transportation projects completed or under construction. He has worked to support education improvement at all levels, with a particular focus on the use of data systems to inform decision making, as well as the early educational needs of young children. Under his leadership, the Bay Area Council has continued to play a key role in efforts to achieve consensus-based solutions to California’s water challenges, and is leading the region’s business community in the effort to make sure the economy is a primary driver of regional planning and sustainability efforts.

GROUP C: CONNECTING OUR COMMUNITIES Hon. Lloyd Levine (ret.) President, Filament Strategies, Board Member, California Emerging Technologies

Lloyd Levine is a former member of the California State Legislature, and now President of Filament Strategies, LLC, a Sacramento based consulting firm. He has extensive experience in public affairs, communications, public policy and politics. His focus is on green issues and technology. While in the Legislature, he served as Chair of the Committee on Utilities and Commerce where he developed significant policy expertise in energy, telecommunications, technology and environmental issues. He is also an author and is frequently asked to write articles on a variety of topics for publications ranging from local newspapers and magazines to international law journals. He has spoken at conferences and events around the world and has been frequently interviewed as a subject matter expert by state, national, and international news institutions, including the BBC, 60 Minutes, and the New York Times.

Doug Nolan - Regional Director of Construction, Comcast Doug is currently the Director of Construction for Comcast’s California Region.  In his role Doug manages the construction of hundreds of plant miles throughout the Bay and Central Valley areas. His team focuses on commercial construction by extending Comcast’s reach to serve businesses with both coax and fiber services.  He also manages the permitting group responsible for oversight of all permits submitted to municipalities and other utilities.  Doug has worked for Comcast since 1989 starting as an installer/technician.   He holds a BA in Management from Golden Gate University.  He and his family are longtime residents of Santa Cruz County.

Lennies Gutierrez - Director of Government Affairs Peninsula & South Bay, Comcast Lennies is the Director of Government Affairs for Comcast for the South Bay and Southern Peninsula areas since February 2010 and previously at the California State Capitol. She is an active board member of the Redwood City/San Mateo County and San Jose Silicon Valley Chambers of Commerce, the Bay Area Women’s Sports Initiative and the Latino Leadership Alliance. She also serves as an advisory board member of the Chicano Latino Youth Leadership Project and the Latina Coalition of Silicon Valley. Lennies has participated in several leadership programs and is currently part of the American Leadership Forum of Silicon Valley Class of XXXVI – Urban Innovation Network. She is a graduate of UC Davis and the Lorenzo Patino Law School of Sacramento. Lennies enjoys watching and playing sports, running, going salsa dancing and spending time with her husband and son.

David Witkowski - Executive Director, Wireless Communications Initiative

David Witkowski is a wireless industry expert and leader who became Executive Director of Joint Venture’s Wireless Communications Initiative (WCI) in 2015 after serving as a contributing member of the Initiative since 2011. David’s passion for radio and wireless began as a hobby during childhood and continued during his service in the US Coast Guard where he led deployment and maintenance programs for mission-critical radio, radar, and data networking systems. He has held positions of leadership and responsibility for companies in the wireless industry ranging from Fortune 500 multi-nationals to early-stage startups. David is the Founder of Oku Solutions, a leading professional services company focused on the wireless industry with practice areas including market entry, technical marketing, engineering analysis, and business development. A noted industry author, David has written feature articles for IEEE Microwave Magazine, CIO Review, Microwave Products Digest, MissionCritical Communications, EETimes, Make:Magazine, QST, CQ Magazine, Urgent Communications, and RCR Wireless. He is co-author of the industry-leading market report “Carrier & Public Wi-Fi” published in 2015 by Mobile Experts LLC. As a public speaker he has delivered presentations and moderated panels at DAC, APCO, CTIA, IWCE, WCA, Pacificon, IIT Bombay Heritage Fund, MIT Club, Alberta Wireless Connections, and ConnectivityWeek. David serves as an adviser to the Carnegie Institute of Technology Dean’s Council, as a member of UC Davis Industrial Affiliates Council, and as a member of CTIA Innovation Council. He is a senior member of both the IEEE and the Radio Club of America, and a President Emeritus of the Wireless Communications Alliance. David earned his BSEE from University of California at Davis with a study emphasis on modulation theory and RF/wireless design.

GROUP D: HOUSING OPTIONS FOR ALL Elaine Breeze - Vice President of Development, SummerHill Housing Group Elaine Breeze is responsible for project entitlements and development for new communities. Ms. Breeze has been affiliated with the Marcus & Millichap companies since 1988, starting as a research analyst with Marcus & Millichap Real Estate Investment Brokerage. With affiliate SummerHill Homes until 2008, as Senior Vice President and Managing Director, she oversaw the development of award winning single family and multifamily projects throughout San Mateo and Santa Clara Counties. From 1989 to 1990, she was an analyst and project coordinator for Essex Property Company specializing in multi-family investment real estate and retail shopping center joint ventures. Ms. Breeze graduated from the University of California at Berkeley in 1988 with a Bachelor of Arts degree in History. She completed post-graduate studies in Real Estate and Architecture at U.C. Berkeley, as well as courses in Construction Practices at San Jose State University. She is a current member of the Grand Boulevard Task Force, and serves on the SAMCEDA Board of Directors and San Mateo County Historical Association Board of Directors.

Ron Galatolo - Chancellor, San Mateo County Community College District Ron Galatolo has served as Chancellor of the San Mateo County Community College District since his appointment in May 2001. He joined the District in 1999 as Executive Vice Chancellor (Chief Financial and Operating Officer) following eleven years as Controller for the Foothill-DeAnza Community College. Mr. Galatolo also served as a Certified Public Accountant with KPMG Peat Marwick in San Jose. He holds a Bachelor’s Degree in Business Administration, concentration in Accounting, from San Jose State University and an MBA from San Francisco State University. Chancellor Galatolo serves as President of the Board of Directors of the Chief Executive Officers of the California Community Colleges. He also serves on the Board of Directors of the Community College League of California. A San Carlos native and lifelong resident of the Bay Area, Mr. Galatolo and his family reside in Menlo Park.

Jan Lindenthal - Vice President of Real Estate Development, Mid-Peninsula Housing Jan joined MidPen in February 2009 with nearly twenty years of experience in community development and affordable housing. Most recently, Jan served as Vice President of Development and Construction at South County Housing where she oversaw the production of more than 1,600 affordable housing units at nearly 30 properties, several of which won national awards of excellence. Prior to this, Jan held key roles at the Santa Clara County Housing Authority and the Central New York Planning and Development Board. Jan has a bachelor’s from Hamilton College and a master’s from Tufts University Center for Public Service.

Richard Gordon - Assemblymember, California State Assembly, District 24 Assemblyman Rich Gordon is entering his sixth year representing the San Francisco Peninsula in San Mateo and Santa Clara Counties. Gordon chairs the Assembly’s Rules Committee, and is a member of the Committees on Budget, Budget Subcommittee #3 on Resources and Transportation, Elections and Redistricting, Local Government and Privacy and Consumer Protection. He also chairs two Assembly Select Committees including one on Waste Reduction and Recycling and another on Water Consumption and Alternative Sources. Gordon is a member of the Bay Area, Environmental Legislative and LGBT Caucuses. He is a participant in San Mateo County’s Closing the Jobs/Housing Gap Task Force and served as its keynote speaker at its inaugural meeting. Prior to his Assembly work, Gordon was a Supervisor for San Mateo County (13 years,) the president of the California State Association of Counties, an executive director of a non-profit youth agency and a minister in the United Methodist Church. Gordon is a fourth generation Californian - born and raised in San Mateo County. He completed high school in Orange County, and graduated from the University of Southern California. He has a Masters in Divinity from Garrett Theological Seminary at Northwestern University. He resides in an unincorporated neighborhood in Menlo Park with his husband, Dr. Dennis McShane.

Joe Goethals, Councilmember, is a life-long resident of San Mateo. Joe was elected in November 2013 and is currently serving his first term. He works as a prosecutor in the Alameda County District Attorney’s Office. Joe served on the Public Works Commission beginning in 2010, and was serving as the Chair of the Public Works Commission when he was elected. Joe also has a Master’s degree in Public Health and he served on the Peninsula Health Care District Board prior to being elected to the City Council. Joe serves as Council liaison to the Public Works Commission, the Personnel Board, and the Youth Activities Council. Joe serves on the Advanced Life Support Joint Powers Authority for San Mateo County and the Regional Housing Needs Allocation C/CAG subcommittee.

Davina Hurt - Councilmember, City of Belmont

Attorney Davina Hurt has practiced law in California since 2005 with a focus on property and corporate law in her private practice. She earned her J.D. at Santa Clara University School of Law with a specialization in International law and has a B.A. from Baylor University in Waco, Texas. Following her passion for community justice and accountability, Ms. Hurt was elected as council member for the City of Belmont in 2015. Today, she sits as the Chair of a Department of Consumer Affairs licensee board appointed by former Speaker of the State Assembly John A. Perez and Toni G. Atkins. Ms. Hurt is honored to be a board of director for the Peninsula Traffic Congestion Relief Alliance, San Mateo County Emergency Services Council, Notre Dame Namur University Advisory Board, and Audit Committee for the City of Belmont. For over a decade, Ms. Hurt has resided in Belmont with her husband Matthias Hausner and daughter. As a  Belmont City Councilwoman, Ms. Hurt works hard to improve the quality of life for all. Davina believes in the power of coming together to make good things happen and serves with integrity, listens carefully, engages all voices, respect all opinions, and works hard to represent  the City of Belmont with distinction.

Joyce Ibardolasa - Director of Performance & Inclusion, PG&E

Joyce Ibardolasa is currently the Director, Performance and Inclusion with Pacific Gas & Electric Company (PG&E). In this role, she leads the strategy and execution of performance management, succession management, and diversity and inclusion programs at the company. She is a human resources professional with over 25 years of experience leading innovative talent programs with Catellus Development Corporation, Deloitte Consulting, TheScience, PageNet and Hilton Hotels. In addition to her professional career, Joyce supports her passion for diversity and inclusion through involvement in the community. She is currently the board chair for the PG&E Employee Community Fund which provides scholarships to students from Northern and Central California. She is on the executive committee for the Equal Employment Advisory Council, a nonprofit employer association which provides guidance to its member companies on understanding and complying with their EEO and affirmative action obligations.

Mindy Romero - Director, California Civic Engagement Project, UC Davis

Mindy Romero is the founder and director of the California Civic Engagement Project (CCEP) at the UC Davis Center for Regional Change. Raised in California’s Central Valley, Romero is a political sociologist and holds a Ph.D. in Sociology from UC Davis. Her research focuses on the intersection of political behavior and race/ethnicity. Romero has been invited to speak about civic engagement and political rights in numerous venues, testifying before the National Commission on Voting Rights and the California Legislature, among others. Her research has been cited in the Washington Post, Los Angeles Times, Politico and the Huffington Post. She has also served on a number of boards and commissions. She is currently a member of the Public Policy Institute Statewide Survey Advisory Committee, President of the Board of the non-profit organization, Mutual Housing California, and Vice-Chair of the Social Services Commission for the City of Davis.

Kimberly Seitz - Human Resource Leader, Kaiser Permanente

Kimberly Seitz is the Human Resources Leader for Kaiser Permanente in Redwood City. She originally joined Kaiser Permanente in 1973 at the San Francisco Medical Center. She took a hiatus to explore working at high tech start ups, DHL, and five ambulatory surgery centers in the Bay Area. She returned to Kaiser Permanente in 2013 to work on opening the Redwood City state of the art hospital. Kim holds a Bachelor of Arts in Business Administration from San Francisco State University and MBAs in Human Resources and Marketing from Golden Gate University. Kim enjoys living in Redwood City where she attests to the “climate is the best by government test”.
