Introduction Greetings from Toronto, We are less than one year away from the summer of 2015, when Toronto will welcome the Americas to a great festival of sport and culture taking place in communities across the region we call the Greater Golden Horseshoe and stretching along the shores of Lake Ontario. Our Press Operations team continues to make progress as we prepare the services and facilities to assist you with your coverage plans of the TORONTO 2015 Pan American/Parapan American Games. This Press Services and Facilities Guide provides an overview of what’s planned for the accredited written and photographic press and non-rights-holding broadcasters. This guide also contains important information and deadlines about a variety of topics, including accreditation, accommodation, Rate Card photo services and Venue Media Centres. Whether it’s the soccer stadium in Hamilton, the flatwater centre in Welland, the basketball court in downtown Toronto or the aquatics centre in Scarborough, our goal is to provide you with the essential services and workspaces at more than 30 sport venues to help you tell the Pan Am and Parapan Am Games story. Flash — The TO2015 Press Operations Extranet Flash — the TO2015 Press Operations extranet is the source of information to help you plan your coverage of the TORONTO 2015 Pan Am/Parapan Am Games. This extranet will be updated regularly with information, documents and forms as we continue to plan the services and facilities for accredited press, photographers and non-rights-holding broadcasters. About the Pan American/Parapan American Games The Pan American Games are the world’s third largest international multi-sport Games; they are only surpassed in size and scope by the Olympic Summer Games and the Asian Games. The first Pan American Games were held in Buenos Aires, Argentina, in 1951 and the inaugural Parapan American Games were held in Mexico City in 1999. Both the Pan Am and Parapan Am Games are held every four years for the athletes of the 41 PASO member nations, in the year preceding the Olympic and Paralympic Summer Games. While the Pan Am Games have been hosted in a dozen countries throughout the Americas, Canada has had the honour of hosting them twice: in 1967 and 1999 and both times in Winnipeg, Manitoba. The 2015 Pan Am/Parapan Am Games were awarded to Toronto on November 6, 2009, giving the province of Ontario its first international multi-sport event since the British Empire Games in 1930. Close to 7,000 athletes from across Central America, South America, the Caribbean and North America will compete in 36 Pan Am sports and 15 Parapan Am sports at the TORONTO 2015 Games. The Pan Am Games take place from July 10 to 26 and the Parapan Am Games from August 7 to 15.

About the Organizing Committee The TORONTO 2015 Pan Am/Parapan Am Games Organizing Committee (TO2015) is tasked with managing and delivering the Games. It is working to bring some of the world’s best athletes and artists to the Greater Golden Horseshoe region, giving Ontarians a unique chance to be part of the action, and making the region a hub for sport. The TORONTO 2015 Games are funded by the Government of Canada, the Province of Ontario, as well as Lead Partner CIBC and other partners and sponsors. The TORONTO 2015 Pan American Games will take place July 10–26 and the Parapan American Games August 7–15. For more information about the Games, please visit TORONTO2015.org.

Press Accreditation Press will be accredited for the TORONTO 2015 Games under the “E” category.

E

Journalist, blogger, editor, photographic editor who is employed or contracted by a world news agency, national agency, general daily newspaper, sports daily, sports magazine or periodical or sports internet site; independent/freelance journalist under contract; working holder of a professional press card. This category also includes journalists working for local, official and recognized news organizations in the Greater Toronto Area.

Photographer meeting the same criteria as defined in the “E” category.

ENR

Member of a non-rights-holding radio and/or television, internet, mobile platform or other electronic medium organization.

Eligibility “E” category accreditations will be allocated to media professionals who meet the above criteria. Each person must be affiliated with one or several news organizations and his/her application must be validated by the news organization they represent and by the respective National Olympic Committee (NOC).

Accreditation Expression of Interest — Pan American Games TO2015 will be using an expression of interest process for press accreditation. This process will allow news organizations to register their intent to attend the Games. The collection and review process will involve TO2015 Press Operations and NOCs, but NOCs will make the final decision on individual press accreditation approvals. In the expression of interest, individuals or news organizations are to express interest in attending the Games directly to TO2015. This includes submitting requests for the number of accredited persons in each press category. Each individual or news organization must fill out a Press Accreditation Expression of Interest Form and submit it to TO2015. The online form is available on Flash — the TO2015 Press Operations extranet. Contact Press Operations at [email protected] for access to Flash or a PDF version of the form. This process will provide NOCs and TO2015 Press Operations with all the information required to appropriately assess each individual or organization’s request to attend the Games fairly and on their own merit. Only one form should be completed for each individual. TO2015 will collect the Press Accreditation Expression of Interest Forms and forward these requests to NOCs to make the final decision on press accreditation approvals. Once press accreditations are approved, NOCs work directly with each news organization to collect the data that will be submitted to TO2015 to process each accreditation.

Pre-valid cards become the Pan Am identity and accreditation card (PIAC). Accreditation validation services will be available at Toronto Pearson International Airport in Terminal 1 and Terminal 3 for international arrivals. Those arriving on domestic flights can validate their accreditation card at the Main Media Centre accreditation centre.

Use of a Pre-Valid Card as an Entry Document to Canada In accordance with the Pan American Sports Organization (PASO), TO2015 and Citizenship and Immigration Canada, a pre-valid card (PVC), along with a valid passport, will serve as an official entry document to Canada. Individuals will be able to enter Canada using the temporary resident visa (TRV) process from May 10, 2015, to 23:59 on August 26, 2015, for a period of stay no longer than six months from the first entry. No additional entry visas will be required during this period. The pre-valid card will be valid for multiple entries, provided it is accompanied by a valid passport on each occasion.

Press Accreditation — Parapan American Games TO2015 will also be using an expression of interest system for the Parapan American Games press accreditation process. This system will allow news organizations to register their intent for accreditation to attend the Games. The collection and review process will involve TO2015 Press Operations and National Paralympic Committees (NPCs), but NPCs will make the final decision on individual press accreditation approvals. This process will provide TO2015 Press Operations with essential planning information to assist in the delivery of press services and facilities for the Games. Date

High-Demand Events For some events, the demand for press access may exceed the venue’s capacity. In these cases, a press ticket may also be required to guarantee access to the press tribune. Seats will be assigned to press by TO2015 Press Operations, in consultation with National Olympic and Paralympic Committees.

Press Accommodation Accommodation options for the accredited press will include a range of hotels in downtown Toronto and other Games competition zones. They have been selected for their standards of quality and service, access to public transit and proximity to the Main Press Centre. In addition to hotels, other press accommodation options, such as dormitory-style rooms, will be available. Media villages will not be used for the TORONTO 2015 Games. Transportation options will be available from the downtown press hotels to the Main Press Centre at CIBC Pan Am Park.

Hotel Rating System Accommodation is graded based on the international star-rating system. Hotels in the TORONTO 2015 press accommodation program are in the following categories: •

Four stars: outstanding comforts and a large variety of luxury amenities.



Three stars: clean and comfortable accommodation in a simple setting.



Two stars: clean and basic establishments with limited services.

Room Types The following is a summary of the room types available for the TORONTO 2015 Games. All room types are non-smoking. •

Single room: one bed for single occupancy or double occupancy.



Double room: two beds for single or double occupancy; additional charges will apply for triple or quadruple occupancy.

Room Prices Room prices are quoted in Canadian dollars (CAD) and are subject to the harmonized sales tax (HST) of 13%. Room rates are firm and non-negotiable. Room rates are quoted for single or double occupancy, depending on the property. Room rates include breakfast (for up to two people per room, depending on the property) and complimentary internet.

Accessibility TO2015 is dedicated to providing an accessible Games experience for all Games participants. Accessible hotels are noted in the descriptions. Please note your accessibility needs in your room requests.

Press Accommodation

Incidentals Room prices do not include incidental charges such as food and beverage services, parking, local and long-distance calling, in-room services, laundry, dry cleaning, baggage handling and provision of audio/visual equipment. Accommodation properties will require a credit card upon arrival to guarantee coverage of any incidentals.

Check-in/Check-out Time Most hotels have a check-in time of 15:00 and a check-out time of 11:00. Press with flight arrival times prior to noon can request their rooms for the night prior, at their cost, to ensure access.

Online Portal Reservation System “E” category accredited press, photographers and non-rights-holding broadcasters will be eligible to participate in the TO2015 press accommodation program. All accommodation requests must be made through the online portal. Contact press operations at [email protected] for details about how to access and use the online portal. All accommodation requests entered into the portal will be listed as pending until an accommodation allocation agreement (AAA) has been signed and received by TO2015. Once a signed agreement is received, the request will be confirmed. Signed AAAs must be returned via email. Press Rate Card Overview The press Rate Card program will provide news organizations with the opportunity to rent or purchase products and services to help facilitate their coverage of the TORONTO 2015 Games. Beginning November 15, 2014, the press Rate Card online ordering system will allow press organizations to browse product categories, submit requests and monitor the status of their orders. The selection of products and services will include internet accounts, SIM cards and phones. The selection will also include furniture for private office space at the Main Press Centre (MPC). Once an order is confirmed and approved, TO2015 will issue an invoice representing TO2015’s commitment to fulfill the order. All payments must be submitted in Canadian funds by wire transfer or bank draft within 30 days of the invoice date.

Normal Ordering Period November 15, 2014, to January 31, 2015.

Late Ordering Period February 1, 2015, to May 15, 2015. Note: Late fees may be charged in the late ordering period. For a full listing of all products and services, see the Press Rate Card Catalogue on Flash — the TO2015 Press Operations extranet. During the Pan American Games, a limited selection of products and services can be ordered at the MPC Press Services desk. To request access to the press Rate Card online ordering system, email [email protected].

Technology The press Rate Card will include all standard technology components that will be needed by press organizations to support their operations at the Games. These products will include internet access, desk phones, dedicated networking, mobile services, printers, copiers, televisions, personal computers, printers and copiers. Internet Overview Internet access at the Main Press Centre, Venue Media Centres and press tribunes can be purchased through the press Rate Card. The TO2015 internet access account will allow press and photographers to access wireless internet in press workrooms and tribunes. A limited number of wired connections, primarily for the use of photographers, will also be available.

Internet Products Main Press Centre — free wireless internet During the Pan Am Games, there will be free wireless internet access in the press workroom at the Main Press Centre at CIBC Pan Am Park. The free wireless internet will not include access to INFO 2015, the Games-time intranet. However, there will be a number of INFO 2015 terminals in the MPC. The free wireless connectivity will be on a best-effort basis in the MPC press workroom. Neither performance nor individual bandwidth can be guaranteed with this free service. For journalists and photographers working on strict deadlines, purchasing the TO2015 internet access account is recommended.

TO2015 internet access account The TO2015 internet access account will be an on-demand, shared bandwidth internet access service provided through wireless and wired connections in designated areas including the Main Press Centre, Venue Media Centre workrooms and press tribunes in the competition and non-competition venues. A user account will provide a customer with a username and password, which will enable one connection to the internet service at any given time at any venue. Cost: CAD$100.

Internet access drop This will provide exclusive use of a TO2015 internet access point (RJ45 jack) wired to a specific location within designated venue areas, such as a seat in a press tribune or a photo position on the field of play. The service will provide a dynamic private IP address with shared bandwidth. This product will include a cabled access point, but will not include internet access. A TO2015 internet access account must be purchased separately. The internet access points will be subject to availability at the venues and will be installed by TO2015. Cost: CAD$240.

Internet service with static IP address This service will provide exclusive use of a TO2015 internet access point (RJ45 jack) wired to a specific location within private office space at the Main Press Centre or a specific photo position. This will permit a server to connect to the TO2015 network so that users are able to initiate connections to their servers. This service will provide a static private IP address with shared bandwidth. This will not include internet access; a TO2015 internet access account must be purchased separately. Cost: CAD$735.

INFO 2015 account This account will be for press who do not purchase a TO2015 internet access account but want to access INFO 2015 through a non-TO2015 internet connection. This will allow press to log into the INFO 2015 system to receive content such as results and Games News Service material. Cost: CAD$20. For the Pan American Games, all internet services will be available from July 1 to 27, 2015. Internet access accounts may also be purchased at Games time at the Press Services desk at the MPC.

Dedicated networking/VLAN For a dedicated network (VLAN) solution, a variety of telecom products will be available and designed in cooperation with the press clients. Contact Press Operations at [email protected] for additional information.

Parapan American Games Press Rate Card Pricing and products for the Parapan American Games are still being developed. TO2015 is looking at extension pricing as well as separate pricing for the Parapan Am Games. Details will come in late 2014 or early 2015.

Main Press Centre Private Office Space — Pan American Games News organizations, National Olympic Committees (NOCs) and future Games Organizing Committees and news organizations can rent private office space in the Main Press Centre at CIBC Pan Am Park. The deadline to provide TO2015 Press Operations with an Intent to Rent Form is November 1, 2014, and orders must be placed via the press Rate Card by January 31, 2015. Download the Intent to Rent Form from Flash — the TO2015 Press Operations extranet — and email the completed form to [email protected] by November 1, 2014. No guarantee of space availability can be made. As in past Games, private office space will be offered in modules of 25 square metres. The cost to rent each module of office space is CAD$8,700. Parking at Venues Overview Accredited press will be encouraged to use the TORONTO 2015 media transportation system (TM) to travel to and from competition venues. The TM system and — for some venues — public transportation will provide the most convenient transportation options for accredited press and photographers.

Vehicle access and parking permits Press who may be required to park at competition venues and at the Main Press Centre, must purchase a vehicle access and parking permit (VAPP) through the press Rate Card. Please note that press parking will not be available at some venues. The number of VAPPs available for sale will be determined by the available space at each venue. Overall, press parking will be limited at venues and will be available on a first-come, first-served basis (not guaranteed) to those who purchase a VAPP. TO2015 has a range of VAPP options. Customs, Press Freight and Shipping Some press organizations, in particular those who will rent private office space at the Main Press Centre at CIBC Pan Am Park, may choose to ship equipment or other goods to Canada before the TORONTO 2015 Pan Am/Parapan Am Games. The information below summarizes the key points about shipping goods to Canada. Detailed information is available in TO2015’s Customs and Freight Guide.

Customs Broker TO2015 has appointed Schenker of Canada Limited (DB Schenker) as the designated customs broker and freight forwarder. DB Schenker will work closely with TO2015 Logistics to provide integrated customs clearance and delivery of freight to the Main Press Centre. Temporary Goods Press organizations choosing to ship temporary goods into Canada may do so under an ATA carnet or E29B temporary admission permit. Goods entering on a temporary basis will need to be re-exported from Canada within the time limit specified, otherwise the importer will be accountable for the duties and taxes on goods that remain in Canada. For example, specialized equipment that will be imported into Canada to help facilitate Games coverage may be imported on either an E29B temporary admission permit or an ATA carnet. The ATA carnet is an international customs document for the duty- and tax-free temporary importation of eligible goods. It is issued by the International Chamber of Commerce and valid for one year. Canada Border Services Agency The CBSA has a TORONTO 2015 project team dedicated to ensuring that travellers and goods coming to Canada for the Games will not face unnecessary border delays, while protecting the safety and security of visitors and Canadians at the same time. The duty rate is determined by the tariff classification and tariff treatment of the goods. Canada participates in the International Harmonized System (HS) of tariff classification. Goods and Services Tax, Provincial Sales Tax and Harmonized Sales Tax The goods and services tax (GST) is Canada’s value-added tax that is payable on all imported and domestic goods and services, unless they are specifically exempt. Any import duties or excise taxes are also subject to the GST. In Ontario, the provincial sales tax (PST) is combined with the GST for the 13 per cent harmonized sales tax (HST). The CBSA collects provincial sales taxes on behalf of certain provinces, including Ontario. The CBSA does not collect PST on commercial importations of goods imported temporarily. Business and individuals who should pay the PST on imported goods are required to self-assess. The HST was introduced in 2010 and combines the GST and provincial consumption tax that applies to retail sales and leases of taxable goods or services in Ontario, and to taxable goods brought into the province.

Medical Devices and Prescriptions If bringing prescription drugs into Canada, make sure they are clearly identified. The drugs should be in the original packaging with a label that specifies what they are and that they are being used under prescription. If this is not possible, individuals are advised to carry a copy of the prescription or a letter from their doctor.

Tobacco Products Visitors to Canada may import, duty-and tax-free, the following amounts of tobacco products: •

Additional quantities are subject to substantial duties and taxes. An absence from Canada of at least 48 hours is required to be eligible to claim these exemptions again. For more information on tobacco laws, visit the Province of Ontario’s website at: mhp.gov.on.ca/en/smoke-free/.

Alcoholic Beverages Accompanying Travellers Visitors of legal drinking age in the province or territory where they enter Canada may import small amounts of alcoholic beverages exempt from duties and taxes. The legal drinking age in Ontario is 19. The goods must accompany the visitors and may not exceed any one of the following amounts: •

1.14 litres (40 ounces) of distilled spirits



A total of 1.14 litres (40 ounces) of wine and distilled spirits combined



24 x 355 millimetre (12 ounces) cans or bottles of beer or ale (maximum of 8.5 litres)

Wireless Telecommunications and Broadcasting Equipment Games-related organizations may, on a temporary basis, bring in, install and use radio frequency equipment such as hand-held radios, wireless microphones and mobile satellite uplinks. All radio frequency equipment must be coordinated and licensed from Industry Canada prior to use. The TO2015 Spectrum team strongly encourages all press organizations to avoid the use of license exempt (license free/family radio services – privately purchased “walkie-talkie-style” devices) due to the high risk of radio frequency interference. Industry Canada will charge a small fee for this coordination, which is based on the type of wireless equipment being used. In addition, use of private Wi-Fi will be restricted unless coordinated with the TO2015 Spectrum team. Mobile Phones Mobile phone networks in Canada utilize GSM (2G) [850/1900 MHz] / UMTS (3G) [850/1900 MHz] / LTE (4G) [700/2100/2600 MHz]. Most mobile and smartphones will be compatible with the Canadian mobile phone networks. However, users are encouraged to contact their home carrier to verify hardware compatibility and international roaming agreements.

Main Press Centre — Parapan American Games

Sheraton Centre Toronto Hotel is the site of the Parapan Am Games MPC Located in the heart of downtown Toronto next to Toronto City Hall, the Sheraton Centre Toronto Hotel will house the Main Press Centre (MPC) for the TORONTO 2015 Parapan American Games. The Parapan Am Games MPC will have approximately 120 workstations for press and photographers, a press conference room with approximately 80 seats and proposed simultaneous interpretation in English, French and Spanish. The hotel’s transport mall will link the MPC with all the Parapan Am Games competition venues with regular scheduled bus service.

The Parapan Am Games MPC will be open from August 4 to 16, 2015. The proposed operating hours will be as follows: Pre-Games, August 4–6, 2015: 09:00–18:00 Opening Ceremony, August 7, 2015: 09:00–24:00 Games time, August 8–15, 2015: 07:00–24:00 Post-Games, August 16, 2015: 09:00–17:00 NPCs and news organizations that wish to set up a private office space (press office) at the MPC through the press Rate Card are asked to contact TO2015 Press Operations at [email protected] by January 15, 2015. Photo Services A variety of services for photographers will be available in the Main Press Centre (MPC) at CIBC Pan Am Park and at each Venue Media Centre. Each Media Centre will have workstations and most, including the MPC, will have lockers for photographers. Dedicated photo positions will be reserved for accredited photographers at each venue, providing an unobstructed view of the competition and allowing them to work as close as possible to the field of play. As a general rule, photo positions will be on a first-come, first-served basis. The TORONTO 2015 Pan American Games is expected to have a Games Photo Pool (GPP). Members of the GPP may reserve photo positions. In some cases, for example the infield at the athletics stadium at York University, special permissions will be required. Photographers can also work from any unoccupied spectator seats, as long as they don’t obstruct spectators’ views and they leave when ticket holders arrive. Photographers may work in the mixed zones, but priority will be given to journalists already working there. Photographers will be expected to dress in a reasonable manner and abide by the following: •

No sleeveless shirts.



Solid-coloured shirts are preferred instead of brightly-coloured clothing or shirts with commercial branding.



No bare chests.



Dress shorts are acceptable; cut-off jeans are not acceptable.



Some sports will have specific dress codes. For example, photographers who are ringside in the boxing venue are required to wear trousers and collared shirts.



A complete list of dress code regulations will be available in the photo services centre at the MPC.

The Photo Vest: Supplemental Accreditation for Photographers In addition to the Pan Am identity and accreditation card (PIAC), all “E” category accredited photographers must also wear a photo vest. This supplemental accreditation provides access to photographer areas in the venues, including designated photo positions. Photo vests will be issued to each accredited photographer when they check in at the photo services desk at the Main Press Centre. These vests will be individually numbered. They will not be transferable and will not be replaced if lost. Photographers will be required to wear this vest on the outside of their clothing at all times when working in the competition venues. They may not wear any other vest, jacket or clothing bearing advertising emblems while working from a designated photo position. The use of a supplemental accreditation device for photographers applies to both the TORONTO 2015 Pan Am and Parapan Am Games.

Photographers’ Undertaking “EP” category accredited photographers will be required to sign a Photographers’ Undertaking for the TORONTO 2015 Pan Am/Parapan Am Games. The undertaking states that images taken at the Games may be used for still photographic editorial purposes only and that the use of photographs for advertising or any other commercial purpose, in any medium or in any manner whatsoever, is prohibited. This undertaking also states that “EP” category accredited photographers are prohibited from shooting and disseminating video. The undertaking must be signed when photographers collect their supplementary accreditation device at the MPC.

Spectrum Management (Frequency Coordination) PocketWizards are a popular remote radio-controlled camera trigger used at sporting events. These operate in the 344 MHz-354 MHz frequencies on PocketWizard channels from 1 to 32. PocketWizard radio transmitters are pre-authorized for use in triggering cameras at all venues. Photographers planning to use PocketWizard must sign up each day at the Venue Media Centre for available channels. No private wireless internet devices (Wi-Fi) will be permitted in the venues without previous clearance and written approval from TO2015 Spectrum Management.

Remote Cameras All remote camera installations must be approved by Press Operations and must meet the criteria outlined in TO2015’s Photographers’ Handbook (available at Games time). Request for remote installations in underwater locations or where the installation is above head height must be approved by the photo services manager and requested at least 24 hours in advance. A complete list of policies and local rules will be provided in the TO2015’s Photographers’ Handbook.

Photo Services Centre at the MPC – Pan Am Games The Main Press Centre at CIBC Pan Am Park will offer a number of services for accredited photographers. Nikon and Canon will operate a camera loan and basic camera repair service.

Photo Services during the Parapan Am Games A photo help desk will be available at the Parapan Am Games MPC. The services will be announced later.

Media Transportation Overview The media transportation system (TM) will provide safe and efficient transportation services for press covering the TORONTO 2015 Games. The system will be based on a “hub-and-spoke” design, with the Main Press Centre (MPC) in CIBC Pan Am Park serving as the central transportation hub. Transportation services for the TORONTO 2015 Pan Am Games will begin on June 30, 2015, and will end on July 28, 2015 — two days after the Closing Ceremony. Representatives at the transportation client service desk located in the MPC will be available to assist with media transportation services. Detailed media transportation information, including maps and schedules, will be available on INFO 2015. The TM will serve accredited press, photographers, non-rights-holding broadcasters, rights-holding broadcaster staff and the Host Broadcaster. In some instances, the system will also serve members of International Federations. The TO2015 Transportation team will continue developing the operating plans for the TORONTO Games.

Accommodation Transportation Media transportation services between the MPC and press accommodation in downtown Toronto will be a combination of public transportation and TO2015 shuttle service. Press staying at the downtown cluster of hotels will make their way to Union Station via public transport and will then board the TO2015 shuttle system to the MPC. Beginning June 30, 2015, the media shuttle will run daily between Union Station and the MPC until July 27, 2015 (the day after the Closing Ceremony). The shuttle between Union Station and the MPC will run every 15 minutes from 05:00 to 02:00. The media transportation service from the zone-based hotels to the venues they serve will begin on the first day of competition and will operate until the competition ends. The service will run every 60 to 120 minutes, depending on the venue.

Arrivals and Departures The media transportation system will include an efficient and flexible system to and from official press accommodation. TO2015 Press Operations will request travel schedules from accredited press to ensure their travel from Toronto Pearson International Airport (YYZ) to their accommodation is seamless. Press who will be staying at the downtown cluster of hotels will take the UP Express (Union Pearson Express) train from YYZ to Union Station in downtown Toronto. A TO2015 shuttle service from Union Station to the press hotels will be provided. A direct shuttle service between YYZ and zone-based accommodation, outside of the downtown cluster of hotels, will be provided three days before the start of competition and two days after the end of competition. Media arrivals services will begin on June 30, 2015. Accredited press who plan to arrive before this date will be required to make their own transportation arrangements.

Public Transportation During the Games period, accredited press will have free access to public transportation in the Greater Toronto Area by showing their valid accreditation.

Transportation Schedules Media transportation services between the MPC and the competition venues will start on the first day of competition and will operate until the last competition event at each venue. Transportation services will run every 60 to 120 minutes, depending on the venue. The first arrival at each venue will be at least two hours before the competition starts, and the last departure from the venue to the MPC will be approximately two hours after the competition ends. Media transportation services to training venues will be available through a booking system. Requests for transportation are to be made at the transportation service desk in the MPC.

Parapan Am Games Media Transportation Media transportation services will operate from August 2, 2015 through to August 17, 2015. The TORONTO 2015 Parapan American Games will follow the same approach with service to venues from the transportation hub at the Sheraton Centre Toronto Hotel.

Venue Press Operations TO2015 Press Operations is developing plans for Venue Media Centres (VMC) in the competition venues. Generally, for both the Pan Am and Parapan American Games, VMCs will be open two hours before the start of competition and will close two hours after the competition. VMCs will range in size; however, the common services and facilities will include: •

CIBC Pan Am Park Zone Located a short distance from downtown Toronto, CIBC Pan Am Park will encompass several different sites and venues along the shore of Lake Ontario, including the historic Exhibition Place, Ontario Place and the West Channel. The Park will host up to 13 sports at several venues during the TORONTO 2015 Pan Am Games making it the largest sport cluster of the Games. As such, CIBC Pan Am Park will be “action central” at the Pan Am Games.

The Abilities Centre, which opened its doors in June 2012, is a state-of-the-art community facility that sets new standards in Ontario and Canada for accessibility and inclusive and innovative programs that enable people of all abilities and ages to lead healthy, active lives. This multi-purpose centre, located in the heart of Markham’s newly developing downtown, has an Olympic-sized swimming pool for water polo and a triple gymnasium with a warm-up hall for badminton and table tennis, both with 2,000 seats each. Two current soccer fields will be converted into a Games-time baseball diamond, and an adjacent diamond will be rebuilt with new sod and clay to meet the most up-to-date International Baseball Federation standards. Pan Am Games: athletics Parapan Am Games: Opening Ceremony, athletics The fully accessible CIBC Pan Am/Parapan Am Athletics Stadium is designed for certification by the International Association of Athletics Federations (IAAF) as a Class 1 track suitable for hosting Olympic and other top-tier competitions. It has a 400-metre track and an infield that supports throwing and jumping disciplines, as well as a scoreboard, professional broadcast capabilities, athlete change rooms, equipment storage and classroom space. Will O’ Wind Farm, named the Pan Am CrossCountry Centre at Games time, will feature an all-new course designed to challenge the skill of riders and their horses. The Concours Complet International (CCI) 2 Star (2*) Championship Cross-Country Course will be approximately 4.4 kilometres to 5.5 kilometres in length with 30 to 35 jump efforts, such as water features, drops and log jumps.

Pan Am Games: shooting — pistol, rifle, shotgun All shooting competitions at the TORONTO 2015 Pan Am Games will take place in new or upgraded ranges located about an hour from Toronto. The Toronto International Trap & Skeet Club was founded by local enthusiasts of the sport in 1970. At Games time, it will be known as the Pan Am Shooting Centre and will host competitions in 25-metre pistol, 50-metre rifle and pistol, 10-metre air rifle, as well as trap and skeet.

Pan Am Games: football (soccer) The new CIBC Hamilton Pan Am Soccer Stadium is under construction on a 5.45-hectare parcel in Hamilton’s Stipley neighbourhood where the Ivor Wynne Stadium formerly stood. The design reimagines the historic site — fittingly, the same ground where Canada held its first major international competition, the British Empire Games in 1930 — as a flexible “neighbourhood stadium” that can host professional and amateur sports, cultural happenings and national and international events.

Pan Am Games: cycling – track cycling Parapan Am Games: cycling – track cycling The Cisco Milton Pan Am/Parapan Am Velodrome has a 250-metre timber track, with two 42-degree banks, designed to meet the most stringent requirements set by the International Cycling Union (UCI). The oval-shaped, threestorey, fully accessible velodrome is the sole facility of its kind in Canada and only the second that meets top international standards in the USA and Canada.

Royal Canadian Henley Rowing Course

Pan Am Games: rowing For more than a century, the best rowers in the world have raced across the waters of Martindale Pond, home of North America’s largest rowing regatta. Rated as a world-class rowing course by the International Rowing Federation, the Royal Canadian Henley Rowing Course in St. Catharines will host 14 men’s and women’s competitions during the TORONTO 2015 Pan Am Games. The Welland Pan Am Flatwater Centre has almost eight kilometres of deep, placid water, making it an ideal spot for hosting fast-paced paddling sports. In fact, the name Welland comes from a Celtic word meaning “good river.” In preparation for the Games, TO2015 widened a section of the canal to meet international competition standards, built two new buildings, including a timing tower and the athlete centre, and added a plaza, start towers and permanent seating for 500 spectators.

Training Venues Accredited press and photographers will have access to athlete training sessions for the TORONTO 2015 Games. However, services at training venues will be limited. In most cases, the training venues will only have viewing and interview areas, with no dedicated workspace or internet services for the press. To access training sessions, press must request media transportation 24 hours in advance. Some training sessions may also be closed to the media. Training schedules will be published on INFO 2015.

CIBC Pan Am/Parapan Am Athletes’ Village The CIBC Pan Am/Parapan Am Athletes’ Village is located just east of downtown Toronto. The Venue Media Centre (VMC) at the CIBC Pan Am/ Parapan Am Athletes’ Village will have space for 30 press and 15 photographers. The VMC will be located at the Village Plaza and close to the area where team Welcome Ceremonies will be staged. The VMC will also include a 40-seat press conference room and bookable interview rooms. Press and photographers with “E” category accreditation as well as rights-holding broadcasters (“RT” category) will have access to the Village Media Centre with their Games accreditation. To access the Village Plaza for the Welcome Ceremonies and/or interviews, they must request a media guest pass at the Guest Pass Centre upon arrival. Media guest passes will permit direct access to the Village Plaza only. Those with an “ENR” category accreditation may also apply for guest pass access to the Village Plaza under the News Access Rules. The number of press able to access the Village Plaza at any given time is 150. Guest passes will permit access to the Village Plaza from 09:00 to 21:00. It is important to note that, as in past Games, press will not be allowed into the residential zone. However, a media tour of the CIBC Pan Am/Parapan Am Athletes’ Village is planned and will be held before the Opening Ceremony on July 10, 2015. For the Pan Am Games, the Athletes’ Village will be closed to accredited press and broadcasters’ access on July 10 (Opening Ceremony) and July 26 (Closing Ceremony). Press access to the boxing training sessions held in the Village will be coordinated through the Village Media Centre. INFO 2015 will publish the protocols to access the boxing training sessions.

Parapan Am Games Athletes’ Village Access All points noted in the CIBC Pan Am/Parapan Am Athletes’ Village section above will be in place for the Venue Media Centre at the Parapan Am Games Athletes’ Village. A media tour of the Village is planned and will be held before the Opening Ceremony on August 7, 2015. The Athletes’ Village will be closed for accredited press and broadcasters’ access on August 7, 2015 (Opening Ceremony) and August 15, 2015 (Closing Ceremony). Press access to the judo and sitting volleyball training sessions held in the Village will be coordinated through the Village Media Centre. INFO 2015 will publish the protocols to access these training sessions.

Games News Service on INFO 2015 The TORONTO 2015 Games News Service (GNS), managed by TO2015 Press Operations, will be a useful tool for the press, allowing journalists to stay updated on events that they’re not able to cover directly. During the Games, GNS will distribute flash quotes, press conference highlights and general Games news on INFO 2015. The INFO 2015 system will be similar to other information systems (intranets) at previous multisport events. It will be a source of background and reference materials for the accredited press and broadcasters. The content will be delivered on INFO 2015 without bias or favour.

INFO 2015 Content Overview Schedules and results: Competition and non-competition schedules — including training sessions, press conferences, Pan American Sports Organization (PASO) activities and ceremonies; Americas Paralympic Committee activities; competition results viewable by sport, date and National Olympic Committee (NOC)/National Paralympic Committee (NPC). Alcohol Ontario’s legal drinking age is 19. Photo identification such as a driver’s licence, passport or citizenship card is required to purchase alcoholic beverages in licensed establishments. Licensed establishments can sell alcohol seven days a week from 11:00 to 02:00. Alcohol can be purchased in Liquour Control Board of Ontario (LCBO) retail stores. LCBO is an Ontario government enterprise. Beer is also sold by the Brewers Retail Inc., which operates using the name the Beer Store. Wine, beer and liquor are also available in a number of stores operated by producers, which are licensed to sell their own brands. Some of these stores are located at wineries, breweries or distilleries.

Arriving in Toronto Toronto Pearson International Airport (YYZ) Toronto Pearson International Airport is the official port of entry, Official Welcome Partner and Official Supplier of Games Airport Services for the TORONTO 2015 Pan Am/Parapan Am Games. Toronto Pearson is Canada’s largest and busiest airport, in Canada’s largest and busiest city. This architecturally stunning airport is the hub for some 400,000 flights a year and more than 36‑million passengers annually. When you consider that Canada’s population is roughly 35.3 million, that’s more people than the entire country. Toronto Pearson provides non-stop and same-plane service to more than 165 cities around the world.

There are two terminals: Terminal 1 and Terminal 3. Each terminal is multi-sector serving domestic, United States and international flights. Both terminals have free Wi-Fi service. Customers can activate Wi-Fi on their laptops, tablets or smartphones by enabling Wi-Fi on their device and selecting “Toronto Pearson WiFi” from the network list. Toronto Pearson has five runways and 30 taxiways, constructed of concrete, asphalt or a combination of the two. From a quick snack to fine dining, Toronto Pearson has more than 65 food options located in the two terminals. The Terminal Link train The fast, free Terminal Link train connects Terminal 3 to Terminal 1. This is where the Union Pearson Express (UP) station is located. UP, launching in 2015, will connect Toronto’s downtown Union Station with Terminal 1 at Toronto Pearson International Airport. In the YYZ terminals Toronto Pearson has more than 130 shopping and dining outlets. Many restaurants feature quality local flavours and celebrity chefs-led offerings. In 2000, Toronto Pearson asked artists from around the world to create works that represented Toronto’s role as a gateway to North American air travel, while capturing the essence of flight. More than 300 submissions were received, and eight were selected as permanent installations. Look for them as you make your way through the airport.

Ground transportation to/from Toronto Pearson International Airport There are a number of options for both public and private transport to/from Toronto Pearson International Airport. Note: the ground transportation options listed below are current as of September 2014 and may change during the TORONTO 2015 Games. For an updated listing, please consult torontopearson.com. Public transport to downtown Toronto – TTC bus routes The Toronto Transit Commission (TTC) offers various bus routes that connect from specific subway stations to Toronto Pearson Airport Terminal 1 and Terminals 3 (YYZ).

79 The main airport bus route is the 192 Airport Rocket, which provides all-day express bus services to/from Kipling subway station (on the Bloor subway line) to Terminal 1 and Terminal 3. This service operates from approximately 05:00 to 02:00 Monday through Saturday, and from approximately 08:15 to 02:15 on Sunday. The one-way travel time for this service is approximately 20 to 25 minutes. Other TTC bus routes also serve the airport. Union Pearson Express The Union Pearson (UP) Express Train is an elevated train service that will connect Toronto’s Union Station to Toronto Pearson Terminal 1 (YYZ). The Union Pearson Express is scheduled to begin before the TORONTO 2015 Games. Press arriving at Toronto Pearson International Airport will have complimentary access to the Union Pearson Express. Taxis, limousines and pre-arranged services Taxi and limousines are available on the arrival level curbs of each terminal at Toronto Pearson Airport. These vehicles are fully licensed by the Greater Toronto Airports Authority and they provide safe, reliable flat-rate services within the Greater Toronto Area (GTA). VIA Rail at Union Station (downtown Toronto) VIA Rail Canada operates the national passenger rail service on behalf of the Government of Canada. An independent Crown corporation established in 1977, the corporation provides passenger transportation in the country’s two official languages. VIA Rail operates almost 500 trains weekly on 12,500 kilometres of track and serves 450 communities across the country. VIA Rail carried close to four million passengers in 2012. In the Ontario-Quebec Corridor, VIA Rail provides intercity passengers with service between Canada’s largest business centres. More than 429 corridor trains run per week, carrying 80 per cent of VIA Rail’s total ridership. VIA Rail trains arrive and depart from Toronto’s Union Station. Billy Bishop Toronto City Airport Billy Bishop Toronto City Airport, owned and operated by the Toronto Port Authority, is located on Toronto’s waterfront. More than two million people travel through Billy Bishop each year. Porter Airlines and Air Canada both fly in and out of the airport, offering service between Toronto and 18 cities in Canada and the United States, with connections to more than 80 international destinations.

A ferry runs from the foot of Bathurst Street every 15 minutes, connecting foot passengers and vehicle traffic with the airport terminal. The Toronto Port Authority is currently building an underground pedestrian tunnel, scheduled to open in late 2014, which will make getting to Billy Bishop even quicker and easier. Please note that TO2015 will not have any operations or welcome services at Billy Bishop Airport.

Banking, Currency and Sales Tax Banks are generally open Monday through Friday, with some branches open on Saturdays and Sundays. Debit and credit cards are widely accepted at restaurants and retail stores. ATMs are found throughout the Greater Toronto Area. The national currency in Canada is the Canadian dollar. Paper bills come in $5, $10, $20, $50 and $100 denominations. Coins come in five cents (nickel), 10 cents (dime), 25 cents (quarter), $1 (loonie) and $2 (toonie). The penny has been eliminated from circulation in Canada. A rounding guideline that has been adopted in other countries is in place in Canada for cash transactions.

Goods and services tax The calculation of the 13 per cent harmonized sales tax (HST) on goods and services purchases in Ontario, whether for cash or non-cash transactions, is calculated to the penny and added to the price. It is only the total cash payment for the transaction that will be rounded.

Driving in Ontario Visitors to Ontario who want to drive in the province must be at least 16 years old and have a valid driver’s licence from their own province, state or country. Those visiting Ontario for more than three months need an international driver’s permit from their own country.

Electricity In Canada, electricity is 110 volts, 60 hertz. Power outlets are the North American standard threeprong plug.

Smoking Regulations The Smoke-Free Ontario Act prohibits smoking in workplaces, enclosed public spaces and also in motor vehicles when children under 16 are present. It also bans the public display of tobacco products prior to purchase and prohibits youth-targeted tobacco products such as flavoured cigarillos. In Toronto, it is against the law to smoke within nine metres of an entrance or exit of any building. Buildings affected by the City of Toronto bylaw include: •

Municipal buildings (such as city hall, civic centres, recreation and community centres, libraries, arenas and administrative offices)



Shopping malls, stores



Offices and institutional buildings



Multi-residential buildings — condos and apartments — that can be accessed through a lobby or foyer with a buzzer

City of Toronto tobacco enforcement officers can give tickets to people who break the bylaw. All TORONTO 2015 venues are strictly smoke-free, except in designated outdoor spectator smoking areas.

Tipping Within Canada, it is customary to tip between 15 per cent and 20 per cent at restaurants and bars for good service. Taxi drivers are usually tipped 10 per cent. The tip should be calculated on the pre-tax total of any bill.

Telephones Canadian telephone numbers have 10 digits. The first three numbers are the area code, plus a sevendigit local number. All 10 digits must be dialed for calls within Ontario. The following telephone area code prefixes are the most commonly used within the Greater Toronto Area and Games communities: City of Toronto – 416, 437, 647 Suburban areas bordering the city of Toronto – 905, 289, 365 When making a long-distance phone call within Canada or to the United States, add a 1 before the full phone number (for example, 1-416-555-2015). Depending on the caller’s phone plan, long-distance charges may be applied to the call. For international calls, except to the United States, dial 011, then the appropriate country code before the full number. International mobile phones may not work on Canadian cellular networks. Check with your service provider to ensure coverage.

Toronto Public Transit During the TORONTO 2015 Pan Am/Parapan Am Games, press with an accreditation card will have complimentary access to all public transit services in Toronto. Toronto is served by an extensive transportation infrastructure. The public transit system, operated by the Toronto Transit Commission (TTC) is clean, safe and efficient, and widely rated among the world’s best. The TTC has a network of more than 4,000 miles of bus, streetcar, subway and light rapid transit routes, all in one integrated system. The majority of Toronto’s residents (90%) live within 300 metres of public transit routes, and the system handles about 450 million passengers a year. The regional GO Transit network carries 66,000 commuters a day into the city. The TTC is committed to improving access to the conventional system for all its customers. GO Transit GO Transit is the regional public transit service using trains and buses for the Greater Toronto and Hamilton Areas, with routes extending to communities across the Greater Golden Horseshoe. GO carries 65 million passengers a year.
