PRESIDENT’S MESSAGE President: Artie Sevigny Aloha, The holidays are here and the New Year is approaching fast. I’ve been finding myself putting in a few more hours at work to complete projects and tasks that through the course of the year or even the last several months just seem to keep dragging on. I look back on 2010 and the goals I had set for myself. Some were achieved, others are still a work in progress and some goals had to abandoned or modified for one reason or another. It’s better to have had goals and tried to reach them and failed than to not have had any goals. As 2011 nears take some time and set a few realistic goals, both short term and long term. For some it may be just reassessing goals set previously. Goals are dreams with a plan and a deadline. “You will fail at 100% of the goals you don’t set – Mark Victor Hansen”. Well the HLSA 2011 Annual Conference is almost here and it’s time to start thinking about registering for the conference. Times have been tough for many over the last couple of years but I think it would be beneficial to attend even if only for one day. The conference schedule and registration form are in this newsletter as well as the Awards and Installation Banquet registration. Don’t forget about participating in our Surveyors Challenge and the Survey Map competition as well. National Society of Professional Surveyors November 13-15, 2010 Meeting - Orlando, FL Report by Kevin Kea (NSPS Gov.) Meetings attended: 1. ACSM Joint Government Affairs Committee 2. NSPS/ALTA Committee 3. Western States Governors Council 4. NSPS Board of Governors Here are the highlights of the meetings: •

2011 ALTA/ACSM Standards will be in effect on February 23, 2011. Gary Kent who is the NSPA ALTA chairman reported on the effective date but what caught my attention was the strong stance against lender’s additional requirements that end up tainting our surveys. The certification cannot be altered in anyway due to special additives and requirements by attorneys and lenders, if this is the case then ALTA cannot be placed anywhere on the map. Everyone at the meeting agreed that we as surveyors need to stand up and refuse to do work under these “special” request, what helps now is that the 2011 standards puts this in writing. Another item I like about the new standards is we no longer have to research and or make determinations on zoning or parking standards or height and floor space restrictions, the insurer will now have to supply this info to us to place on the map. We will be holding a 50 minute concurrent session at our 2011 HLSA annual conference to cover the new 2011 standards so if your interested in learning more please attend, the speaker will be NSPS President Wayne Harrison. Past NSPS President John Matonich who is the chairman of the Joint Government Affairs Committee reported on several issues. One of the issues that I can relate to is the 3% withholding requirement for government contracts. ACSM is a member of a coalition working hard to repeal Section 511. Many times this money of your contract is withheld from payment long after the work is complete and sometimes not even paid, for many business owners this is a portion if not all of the percentage of your profits and without profits no business can survive. Another issue which is carefully monitored is the Brooks Act which requires that surveying services as well as A/E services be procured by the federal government using Qualifications Based Selection procedures and not just the cheapest fee offered for services.



The major issue took place at the Board of Governors meeting where we needed to decide what direction we wanted to take concerning ACSM. Since the last meeting in Phoenix things have deteriorated for ACSM, due to the heavy losses at the previous conferences and several other areas ACSM is in trouble financially. NSPS being one MO of ACSM, also being 94% of ACSM have decided to help ACSM financially over the next few months while discussions are on-going on possibly restructuring all the MO’s. We all agreed that ACSM is a vital resource for NSPS since they handle all administrative support and really is the driving force behind NSPS. So for all NSPS members and those concerned be ready for a restructuring. The BOG passed a motion to have the NSPS Board of Directors meet with other Board of Directors of the other MO’s to discuss ways of unifying one geospatial organization.

Hawaii Land Surveyors Association 2011 Board of Directors Slate of Officers for Nomination President: Gavin Hirano • Mr. Hirano is a graduate of Iolani School and Santa Clara University. He currently works for the DAGS Land Survey Division. He is a licensed land surveyor and has been working for the State for the past 6 years. Vice President: Debbora Robertson • Ms Robertson has over 10 years experience in both office and field in land surveying working for firms in Colorado, California, the Big Island, and Honolulu, Hawaii. She is currently doing contract survey drawings, calculations, and field work for both mainland and local firms. Secretary: Darryl Cadiz • Mr. Cadiz was born & raised in Hawaii. Graduate of Damien Memorial High School & Honolulu Community College. Worked in the Surveying profession for over 21 years. Employed for the last 7 years at AECOM, formerly M&E Pacific, Inc. Most current job title listed is Surveyor at AECOM. Treasurer: Clayton Kaneshiro • Mr. Kaneshiro was previously employed with the State Department of Accounting and General Services Survey division from 1991 to 2008. Worked up from an Engineering Aid III to a Land Boundary Surveyor III. Currently employed with Belt Collins Hawaii Ltd since 2008 as a Cadastral Engineer . 1st Director: Iopa Maunakea • Mr. Maunakea Land Surveyor, Hawaii Electric and Light Company, HLSA Board Member, Operating Engineer Local 3 member, and life long Musician. 2nd Director: Karl Nishio • Mr. Nishio is currently working at Controlpoint Surveying, Inc. as a project manager having oversight of most of the topographic surveys and mapping. He has been involved in the A-E field with various disciplines such as civil, structural, architecture and surveying for the past 30+ years. NSPS Governor: Kevin Kea • Mr. Kea is a licensed land surveyor and president of Ace Land Surveying LLC. He is the past president of HALS with over 20 years of surveying experience. Kevin has served as the NSPS Governor the previous 4 years Past President: Artie Sevigny • Artie Sevigny has over 20 years of experience in land surveying. Mr. Sevigny became Licensed Professional Land Surveyor in 2006. He is currently employed by Parsons Construction Group.
