History of 911 Consolidation • In 1994, a committee was formed to study consolidation. • They studied other center’s budgets; policies; and staffing needs. • Each one consolidated for the same purpose: to save money.

How did we choose this location? • In February, 2012 the County showed five sites to the Citizens Efficiency Task Force. • Based on rating criteria, the Task Force chose the green space on Country Club Road over the South Annex.
How did we choose this location? • The South Annex was originally ruled out because of a natural gas line, and possibly flooding. • Around this time, the City of Arkansas City offered land at Patterson Parkway next to the hospital.

How did we choose this location? • The South Annex was chosen because it was a low cost solution. • By removing the natural gas line and enhancing the sump pump system, both issues were resolved.
Can this Wait? • We do not believe it can. • Both Winfield and Arkansas City have equipment that is more than 10 years old and has had issues of failing. • Our Our current system is not sustainable. If current system is not sustainable If we do not consolidate the services we will most likely have to change what services are offered.

Sales Tax Question on the Ballot Shall Cowley County, Kansas, be authorized to: (1) impose a one‐fourth percent (1/4%) retailers' sales tax (the "Sales Tax") for the purpose of financing the cost to construct, furnish and equip improvements to the south annex to the Cowley County Courthouse for County administration and annex to the Cowley County Courthouse for County administration and emergency communication purposes, make all other necessary improvements appurtenant to the foregoing and pay a portion of the interest on any bonds issued by the County during said construction period (collectively, the "Project"), collection of such Sales Tax to commence on July 1, 2013 or as soon thereafter as permitted by law, and to expire upon the payment of all costs incurred in the financing of the Project (including the y p y ); ( ) retirement of any bonds issued and payable from such sales tax); and (2) issue sales tax/general obligation bonds (the "Bonds") in an amount not to exceed $3,550,000, provided that the County receive, prior to such issuance, a comprehensive feasibility study that indicates the revenues received from such Sales Tax will be sufficient to retire such Bonds without the necessity of levying any ad valorem taxation; all pursuant to the authority of K.S.A. 12‐187 et seq., as amended?

We do believe; however, that as funds begin to ; , g shrink, those centers with a larger impact area will be more favorably reviewed.

However due to a lack of resources and the age of the equipment failures do happen from time to time.
