5. WELCOME The time and date of arrival of athletes and horses and their means of transport must be given to the OC in order to assist them on arrival. From the 16/02/2011 after 17.00 to 20/02/2011. It’s possible to stay with the horses before or after the show, either at the showground or nearby stables, for the extra cost of NOK 250 each day. Must be entered with the definite entry. The bedding of all stables will be on shavings. There is no straw available. The first bedding of shavings is provided free of charge. Additional bedding (shavings) can be bought within the stable area at current prices and during certain hours. Since stabling is limited, there are no stable boxes available for horses that do not participate in the CSI Vestfold 2011. Competitors/Grooms will not be allowed to erect extra stabling facilities or to erect any private stable shelters. Cancellations of stabling: Applications for refund of charges, received by the Organising Committee later than 4th of February 2011 will under no circumstances be considered. ADVERTISING AND PUBLICITY ON ATHLETES AND HORSES (Art. 136.1-2) The Athletes are authorised to carry the logo of their personal sponsor on the saddle cloth in accordance with Art. 256.3 and 257.3 of the FEI Rules for Jumping. The Chief Steward will check that the advertising and publicity on Athletes and horses complies with these Articles.

2. PRIZE - CLASSIFICATION 3. PRIZE GIVING CEREMONY The owner of the winning horse/pony is invited to the prize giving ceremony for the Grand Prix. Following each competition a distribution of prizes will take place, for all competitions except the classes mentioned below, the competitors up to and including the 5th place will be invited to attend to the prize giving ceremony. For Grand Prix competitions all riders placed in the competition will be invited to attend the prize giving ceremony. The owners of the winning horses are invited to attend to the prize giving ceremony in these classes as well.

4. DEDUCTIONS FROM PRIZE MONEY The scheduled prizes are gross amount. According to Norwegian Law, tax will be deducted from prize money, current rate 15%. Competitors will be asked to provide all necessary information, in order to guarantee the correct tax procedure; to this purpose all competitors must provide the Organising Committee with a copy of their passport and their home address.

5. INSURANCES All owners and athletes are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date. RESPONSIBILITY: Neither the Vestfold Horse Show AS nor the Organising Committee will be responsible for any accident, injury or damage that may occur to, or any illness or disease which may be contracted by any animal entered at the Show howsoever occurring, and Riders, Grooms. Owners shall keep both the Organising Committee and Vestfold Horse Show AS and each of them harmless and Update 03/02/10

Neither Vestfold Horse Show AS or the Organising Committee nor any of its or their officers, servants or agents shall be in any way liable for anything that may happen (from any cause or circumstances whatever) to Riders, Grooms or Owners or their servants or agents, or to any animal or article exhibited, or to any property brought into the BCC or for any other loss, claim, matter, circumstance or event whatever in connection with, or arising out of attributable to the BCC, Vestfold Horse Show AS, the Organising Committee or any of them or their Officers, Servants or Agents or these or any other Rules and Regulations or Special Conditions prescribed by the Organising Committee. The Organising Committee and the Commissioners are not responsible for damage done to property, persons or to fortune caused by accident and maladies of riders, horses or stable staff. Damage done to cars, saddlery equipment and other objects (including damage of theft, loss or fire) is not the responsibility of the tournament or the Organising Committee and the commissioners. 6. 8. ENTRY RIGHT TO SHOWGROUNDS (Art. 132, 1005) The show will be held at Brunstad Conference Centre. For driving directions, please contact the organising office. Due to Norwegian law valid from 1st of July 2004, smoking is prohibited at the venue and in other in-door public areas. Smokers will be advised to a smoking area out-door. Competitors and others involved in the CSI Vestfold 2011 must make themselves conversant with these general regulations in addition to the special conditions applicable to the various competitions. Riders may only compete on the understanding that they comply with, and are bound by these regulations and the special conditions relating to each competition. A. STABLES: All horses, entered for the competitions of the CSI Vestfold 2011 must be stabled in the official stables, immediately following the horses inspection, for the entire duration of the event. Smoking inside the stables is strictly prohibited. Offences against this rule first will incur a fine and in case of a repeated offence, will lead to permanent exclusion from the stables by withdrawal of the accreditation of the person concerned. B. IDENTIFICATION: For identification purpose all horses stabled have to carry their identification number whenever leaving the box. Offences against this rule, will incur a fine. C. It is the responsibility of the rider/groom to complete the card in full and affix to their horses stable doors for the duration of their stay at the show. Whilst every reasonable effort will be made to contact the owner/Person Responsible (PR) of the horse, if unsuccessful the Veterinary Surgeon on duty will treat the animal as he finds necessary. D. DOPING CONTROL FOR HUMAN ATHLETES: Doping controls during the event may be carried out by FEI, WADA and our national anti-doping organisation, Norwegian Olympic Committee & Norwegian Confederation of Sports according to FEI, NOC and NCSs regulations, which we as organisers must submit to, all participants shall be under obligation to submit them selves to doping control. In case of a positive test, the results will be confidentially communicated to the international federation. If a competitor is found to have contravened the FEI Anti doping regulations, the athlete will be disqualified from participation in the event, and the result will be made void. Alcohol-testing may be part of this doping control procedure. E. ACCREDITATION: There will be free access to the restricted area for competitors, grooms, owners of participating horses and officials. All riders, owners, grooms, officials and organisers must register in the Check-In office to get their accreditation. One groom, only, per competitor will receive accreditation. There is a set maximum of two owners per horse providing their name is registered in the horse passport. The Organising Committee must be informed, together with final entry, if riders want to bring any owners to the show. Private veterinaries have to report to the official FEI Veterinary Delegate, before they will be accredited and also allowed to enter the restricted area. 9. 4. HEALTH REQUIREMENTS FOR THE ENTRY OF HORSES Health requirements at frontier crossings: HORSES FROM EU COUNTRIES All horses from EU countries must travel on a health certificate issued by an official veterinarian from the domicile country. The health certificates must be according to health certificates issued by the Norwegian Animal Health Authorities. (Directive 90/426) HORSES FROM OTHER COUNTRIES As the rules for import and export of horses from a third country into EU countries for the time being are changing rapidly and administered differently from nation to nation, riders from countries outside the EU are kindly advised to seek information about these rules before leaving their home-stables in order to avoid waiting time at the border. The request of health documents for return has to be made on arrival in the secretary’s office.

CHECKLIST FOR DRAFT SCHEDULE JUMPING 2011 At events other than those listed in VR Art. 1017.1 or at events other than in Groups I and II, samples may be analysed at an alternative approved laboratory (VR Art. 1022 and Annex X.). IMPORTANT NOTICE According to Norwegian Law there is no permissible level of Phenulbutazone, Oxyphenulbutazone, Theobromine, salicylic and arsenic. These substances must therefore be added to the list of prohibited substances as concern events taking place in Norway. In addition, Norwegian Law does not permit physical treatment later than 4 days before 12 noon the day of the competition, by the use ultrasound, short wave therapy, magnetic field therapy, farradic current, other electrical stimuli, ionising radiation (including x-ray treatment) and other treatment/use of equipment equal to these. Further, acupuncture and chiropractic treatment are not permitted within the same time limit. Extract from the Norwegian Regulations (unofficial translation): Regulations on prohibited use of medications etc. and special forms of treatment of competition horses ("doping") given by the Royal Ministry of Agriculture on January 30th 1987 according to Law of December 20th 1974 no 73 on Protection of animals § 30. Chapter I. Surgical interventions, use of medications and equipment etc. §1. Horses with nerve blocks are not allowed in competition. Within the time limits given in § 2 a horse that has been given special medication or special treatment that may affect the horse’s ability to perform or his temperament, is not allowed to participate in a competition, no matter whether the medication or treatment have had such an effect in the actual case, and no matter whether the medication or treatment was used to prevent or heal an injury or illness in the horse. In this connection the following are counted as special medication: Substances that may act on the central nervous system Substances that may act on the autonomic nervous system Substances that may act on the cardiovascular system Substances that may act on the digestive system Substances that may act on blood clotting Antimicrobical substances Antihistamines Antimalaria- and antiparasitical substances Antipyretics, anaesthetics, analgesics and anti-inflammatory substances Diuretics Local anaesthetics Muscle relaxants and muscle stimulants Substances that may affect respiration Sex hormones, anabolic steroids and corticosteroids Endocrine secretions and their synthetic counterparts Injections and infusions of vitamins, trace elements and nutrition infusions Cytotoxic substances Nature medicine - Homeopathic substances The following are counted as special treatment: Infusions and injections of blood, blood elements or blood substitutions. Cooling of body parts by other means than cold water Acupuncture, chiropractic treatment Radioactive implants In case of doubt, the Royal Ministry of Agriculture decides whether a treatment is permitted or not. § 2. Where treatment as mentioned in § 1 is concerned, there is a general time limit of 4 days (96 hours) counted from 1200 hours on the day of competition, unless other time limits have been established. These limits are: 180 days: Implantation of substances, including injection of depot substances, other than radioactive implants. Nevertheless, the County Official Veterinary Officer may, on application, grant an exemption, so that mares with heat of unusually strong or long lasting character, may compete after having been given an injection or implantation with hormone substance with depot effect. The application must state the reason and be followed by a veterinary certificate confirming the application. 90 days: Anabolic substances (including androgens) 14 days: Local and systemic use of corticosteroids, NSAIDs (phenylbutazone, oxyphenbutazone, flunixin meglumin, meclophenamin acid, naproxen etc.) and systemic use of benzylpenicillinprocain. Injections into joints, tendon sheets etc, including diagnostic injections, transfer of joint fluid and treatment with different pharmacological active substances, unless a longer time limit has been established. 12 hours: Cooling of body parts by other means than cold water. No limit (allowed up to start): Local use on skin of antimicrobical substances and substances with only protective, softening, absorbing, astringent, drying and keratolytic effect Local use of antimicrobical substances in the eye. Use of saline and lubricating laxatives. It is forbidden to compete a horse that has been infused or injected with blood, blood elements or blood substitutions unless the treatment was given in conjunction with illness. In certain circumstances Statens dyrehelsetilsyn can still give permission for such a horse to compete if the infusion/injection was given at least 60 days before. A horse treated with radioactive implant must not compete as long as the radioactivity from the implant exceeds the natural measurement at the place of treatment (K 40). § 3. In connection with treatment of injury or illness it is the duty of the person responsible to inform the treating veterinarian about when the horse is due to compete. It is the duty of the veterinarian treating a competition horse to find out whether the treatment is covered by the §§ 1 and 2. If the treatment takes place within the time limits mentioned in § 2, the person responsible must be warned that the horse must not compete. If there is any doubt whether the treatment is covered by these regulations, a veterinary certificate must be presented to the Veterinary Delegate in good time before the competition. CHECKLIST FOR DRAFT SCHEDULE JUMPING 2011 It is the duty of the person responsible to inform the Veterinary Delegate before the competition on any use of medication etc and other treatment that might be covered by §§ 1 and 2. Even if the Veterinary Delegate does not reject the horse from competing, this does not excuse the person responsible from his responsibility in the case of use of special medication or special treatment against these regulations. Chapter II Sampling § 4-§ 9 gives the details of the sampling procedure. The testing veterinarian will give information. Chapter III Miscellaneous § 10. If substances mentioned in § 1 are found in tissues, body fluids or excretes/secretions, this is counted as prohibited use, even if the substance was given earlier than the time limits mentioned in § 2. The same is the case if otherwise proven that the horse has been given substance or treatment as mentioned in § 1 within the given time limits. § 11. In a case of proven use of special medication or special treatment that according to §§ 1 and 2 are against these regulations, or if there is reason to believe that such use has found place, the case must be brought forward to Statens dyrehelsetilsyn, which decides whether the actual case is against the regulations or not. § 12. The keeping of special substances, equipment for special treatment, syringes and injection needles in a stable where competition horses are stabled, is prohibited, apart from substances prescribed to a horse mentioned by name or if special permission is given to keep such equipment. During the treatment period the substances, equipment, syringes and injection needles must be kept in a locked cupboard. When the treatment is finished, unused medicine, syringes and injection needles must be removed from the stable. § 13. If the owner or person responsible rejects the sampling of his horse or the horse does not appear at the sampling, this is regarded as if special medication or special treatment were used against these regulations. THE FEI CODE OF CONDUCT FOR THE WELFARE OF THE HORSE The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences. 1.

At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

Horses and Athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.

Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

5.

The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.
