REWIND 5 PAUSE 2 PLAY 1 FORWARD To understand the present and shape the future, we must confront and critique the past. During COPSWEST, REWIND 5 PAUSE 2 PLAY 1 FORWARD will examine the decisions and current training that, when combined, lead each of us to critical moments. In the training portion of COPSWEST, topics such as use of force, community relationships, crisis intervention training and field response will all be addressed, along with one, big life changing event that will tie the whole program together. Recent events across the nation have strained this relationship. Psychological Impact of an Officer Involved Shooting 1:00 PM - 3:00 PM

Presenter: Nancy Bohl-Penrod, Ph.D., The Counseling Team International Learn about the effects on officers involved in an OIS and methods to help them recover and survive the event. This session covers: • Physical and emotional symptoms associated with potential stress responses. • Intervention strategies and communication techniques. • Signals to recognize when an officer is unable to cope with the effects from an OIS. • Role of management, mental health, and peer support. • This session will include an OIS debriefing.

Crisis Intervention Training

Geared Toward Patrol Personnel Presenter: Carole McKindley-Alvarez, Psy.D, Consultant & Trainer To effectively manage crisis response, officers must develop strategies to recognize signs and symptoms of mental illness and how to effectively intervene when a crisis occurs. Most common diagnosis, symptomology, behavioral manifestation and strategies for engagement will be covered to increase officer understanding of mental illness and ensure the safety of law enforcement and civilians while interacting with someone in crisis.

Legal Aspects of an Officer Involved Shooting

Geared Toward Supervisor & Manager Level Presenter: Bruce Praet, JD, Ferguson, Praet & Sherman Explore common issues and legal trends involving officer involved shootings, including: agency response; voluntary statements; civil liability considerations, and an updated understanding of use of force standards in the context of case law. Bruce’s expertise comes from his personal experience as an officer and over 30 years of defending hundreds of cases in federal court.

Geared Toward Patrol Personnel Presenter: Tony Duckworth, California Peace Officers’ Association The national spotlight on police use of force often calls into question deployment strategies and tactics used by field personnel. Courts are now considering preincident tactics and decision making preceding the use of deadly force. This session will provide structured response methods to enhance deployment strategies and field tactics by first responders.

The San Bernardino Mass Shooting – Critical Incident Debrief 12:30 PM - 2:45 PM

Presenters: • Chief Jarrod Burguan, San Bernardino Police Department • Sheriff John McMahon, San Bernardino Sheriff’s Department On December 2, 2015, 14 people were killed and another 22 were seriously injured in a terrorist attack at the Inland Regional Center in San Bernardino, California. The incident involved two attackers who, when located by law enforcement that same day, instigated a gun fight. Both attackers were killed in the gun battle. Join Chief Burguan and Sheriff McMahon as they review the agencies’ responses to the events of the day and discuss lessons learned.

MEAL FUNCTIONS & OPTIONAL EVENTS Included in full registrant packages for days registered. Expo-Only attendees and guests of attendees can purchase tickets to optional meal and social events.

ATTENDANCE POLICY Attendance is limited to those who work directly for public safety agencies and city, county, state or federal departments. Identification is required. Anyone attending from a company actively purchasing from exhibitors, and any vendor walking the show with the intent of exhibiting in 2017 who has never attended COPSWEST can register for $25. CPOA reserves the right to refuse ineligible attendees.

DRESS CODE Casual business attire is appropriate to almost all activities. Attendees are encouraged to wear Class A uniforms to the Annual Awards Luncheon on Monday, October 3.

CANCELLATION POLICY Cancellations must be in writing. Cancellations received on or before September 9, 2016, will be charged a $100 cancellation fee. Cancellations received after September 9, 2016, and no shows will not be refunded.
