INTRODUCTION
A
A.
Brief History of Plast
of the Ukrainian word "plastun" which is synonymous While Lord Baden-Powell successfully built the natural interests and abilities of youth into an organized world-wide youth movement, it was Dr. O. Tysovskyj, the founder of the Ukrainian scouting movement who adapted the universal scouting principles to the needs and interests of Ukrainian youth.

Founded in 1911, during a period of great social and political upheavals in Eastern Europe, the Ukrainian scouting movement underwent great adversity during its early history thus developing unique national features.
The first scout troops were formed in 1911 in Lviv, the largest city in Western Ukraine, The movement spread rapidly to the other then part of the Austro-Hungarian Empire. Ukrainian centers and by 1913 the first Supreme Scout Council "Oseredna Plastova Uprava" had been formed and the first scouting manual published. Shortly after its establishment, the evolution of the Ukrainian scouting movement was disrupted by World War I, which brought about the collapse of the Austro-Hungarian and Many Ukrainian youths after participating in scout camps in the Tsarist Russian Empires. summer of 1914, joined the "Ukrainski Sichovi Striltsi" (Ukrainian Sich Riflemen), a volunteer unit in the Austro-Hungarian Army. After 1918 this military unit fought during the Ukrainian War of National Liberation until 1920 when Ukraine was occupied by her neighbors.
Under Soviet and Romanian occupation all scouting activities were abolished, although under Polish administration Plast continued to develop rapidly in Western Ukraine despite numerous obstacles. The reactivated Supreme Council convened the first conference of Plast leaders, conducted training camps, organized the first National Jamboree, started four fully A fundamental functioning branches within Plast cubs, scouts, rovers and senior scouts. guidebook for scout activities "Zhyttia v Plasti" written by Dr. O. It was at this time that Plast first requested international recognition but this was denied on political grounds. In the late 1920’s opposition by the Polish authorities seriously impaired further growth of Plast and eventually in 1930 the Plast movement was dissolved. Plast continued to flourish in that part of Ukraine under Czechoslovak administration, maintaining close liaison with the underground scout units in other parts of Western Ukraine.
Small delegations of Ukrainian scouts unofficially participated in the 3rd and 4th World Jamborees in 1929 and 1933, attempting to make the world scouting movement aware of the suppression of Plast activities in Ukraine. Plast survived the in

In 1954 Plast organized the Conference of Ukrainian Plast Organizations (Konferentsia Ukrainskikh Plastovikh Orhanizatsii [KUPO]) to elect members in the International Bureau (Holovna Plastova Bulava [HPB]) and the International Council (Holovna Plastova Rada [HPR]) whose duties include coordinating the programme, giving directives for internal and external
administration to all National Executives in different countries, commemorating anniversaries, publishing press and manuals as well as maintaining informal ties with the International Scouting Movement. In 1968, the founder of Plast, Dr. O. Tysovskyj passed away. second "Nachalnyi Plastun" (Head Scout), Dr. J. Starosolskyj.

Plast has no official organizational ties with the International Scouting Organization and national scouting movements.

B.
Present Organizational Structure
Plast consist of boys and girls from seven to twenty-five years of age, organized and conduct their activities in small groups of six to twelve persons. Depending on their age, they form groups of Novaky-Novachky (UPN), the equivalent of "cubs and brownies" (seven to twelve year olds); Iunaky-Iunachky (UPIU) "scouts and guides" (thirteen to eighteen) and Starshi Plastuny (USP) "rovers" (nineteen to twenty-five year There are also senior scouts over twenty-five years of age (Seniory - UPS) as well as olds). parents of Plast members (Plast Pryiat) who participate in the educational as well as administrative operations of Plast.

The National Executive is elected every two years by accredited representatives of all local branches at National Assemblies. It includes the President, the immediate Past President, two Vice-Presidents, the Secretary, the Treasurer, not less than five or more than fifteen additional members.

elected every three years at the Conference of Ukrainian Plast Organizations (Konferentsiia
Ukrainskykh Plastovykh Orhanizatsii -KUPO). This conference is held every three years, with delegates from the National Executives of Canada, U.S.A., Argentina, Australia, Germany and Great Britain. At this conference, directives are issued to maintain idealogical and educational unity among the National Executives. Also, the delegates elect the members of the Holovna Plastova Rada (HPR) or International Council, whose responsibilities include the monitoring of the work of the HPB.

The Plast-Ukrainian Youth Association Collection
at the
National Archives of Canada
The collection was donated in 1978-1979 and 1983-1984 by the Plast National Executive in Toronto, Ontario. Each volume is a box containing 20 cm of files. A modified Library of Congress system of Ukrainian transliteration is used in this finding aid, however, some personal names, titles and words previously transliterated according to other systems were left in their original form. This archival collection is a primary source of information for researchers interested in The organizational history of a major Ukrainian community organization in Canada. collection contains information on the founding and evolution of one of the more active the
Ukrainian youth organizations, established by immigrants who came to Canada after the Second World War. This youth organization as most ethnocultural associations in Canada has been confronted with the problems of assimilation, cultural and language retention and this archival collection provides information on the responses to these and other challenges to its continuing existence.

history in Canada.
