  Planning Update 8-1-16 The following are brief updates regarding current development projects and development inquiries in the community. Park Improvement The City Council approved the use of park dedication to fund new playground equipment at Rivers Bend Park. These funds will be combined with other grant funds the city received from Hennepin County totaling $25,000 and an additional $46,813 from MN/WI Playground/Gametime. The City also received a generous donation from the Dayton Lions in the amount of $2000. Rivers Bend Park is located at 13010 141st Ave (NE Dayton). The Park Commission has been prioritizing improvements necessary at existing parks and new park development within new residential developments The City will continue to seek grant funds to provide improvements to parks and trails. The proposed equipment at Rivers Bend will replace outdated equipment with two playground areas for young children and big kids, new swings, climbers and a zip line. Equipment will be ordered soon, and a fall 2016 install is likely. The city will need volunteers for the installation. PW and Police Facility Building The City Council approved bids for the construction of a new Public Works/Police Facility that will be located on Zanzibar north of S. Diamond Lake Road. Grading work will begin in August with construction underway in the fall. The facility will include needed expansion room for public works and police departments including garage space for vehicles and repair.

3. Faithbrook Church Osseo Church of the Nazarene received approval to construct a new church building to be known as Faithbrook Church. The property is located at the northeast corner of Fernbrook Lane and Elm Creek Road. The initial construction is 12,355 sq. ft. including the worship space, children spaces, meeting areas and offices. The site plan includes area for future expansions. The site will have access from Elm Creek Road. Construction will begin in the fall.

APPROVED RESIDENTIAL DEVELOPMENTS: 4. Balsam Lane Apartment Building: Sand Development LLC received approval of a Conditional Use Permit to construct a three story, 49 unit apartment building. Sand Development will own and manage the property. The development will include underground parking, outdoor recreation/playground area, extensive landscaping and variety of interior amenities for residents. The building is located on the east side of Balsam Lane between S. Diamond Lake Road and Dayton River Road. 5. Rush Creek Landing: Capstone Homes received final plat approval for Rush Creek Landing which includes 35 lots west of Sundance Woods off of Rush Creek Road north of Territorial Road. Development work is underway with the first single family house under construction. http://www.capstonehomes-mn.com/

6. Diamond View Estates: A Preliminary and Final Plat to be known as Diamond View Estates was approved in April. The Preliminary Plat incudes 72 lots and the final plat includes the first phase of 32 lots. Lots will be sold to local custom homebuilders. Development work will begin this spring. The site is located north of N. Diamond Lake Road (across from Kingsview Lane) and immediately west of the River Hills development. The development will feature extensive landscape buffering along N. Diamond Lake Road. A trail will be constructed north of N. Diamond Lake Road connecting this site to the trail system within River Hills. 7. The Pines at Blesi Farms: The final phase of development is close to completion and final plat for the last phase (60 lots) was approved in July. Several new homes are under construction and will be occupied soon. The trail along S. 8. Granstrom Orchard: Development work is completed for the first phase (20 lots of a total of 49) with the first lift of asphalt installed. Several new homes are under construction. Centra Homes is the sole builder for Granstrom Orchard. Grandstrom Orchard is located north of Co. Road 121 off of Pineview Lane N right next to the City’s watertower. http://www.centrahomes.com/community/granstrom-orchard/

9. Sundance Woods: The development includes a total of 192 single family lots. The third phase (44 lots) received final plat approval in July. Construction on the rush creek sewer is complete and the parkway will be constructed in 2017. Sundance Woods is located south of Sundance Golf course, west of Fernbrook Lane. 10. River Hills: Hans Hagen Homes (M I Homes) steadily continues to build into the seventh phase of development. The 7th addition was recently approved adding 69 lots. This phase will extend the parkway to Dayton River Road and build the underpass (Spring 2017) to connect this development to Cloquet Overlook Park and Stephens Farm property north of Dayton River Road. 11. Territorial Trail: Pulte Homes of Minnesota received preliminary plat and first phase final plat approval for Territorial Trail. The development contains a mixture of single family and age-targeted lots. The creative development plan includes lots of open space, trails and other HOA amenities. Development work has begun for the first phase starting at the southern end of the site. The site is located north of Territorial Road and west of French Lake Road. www.pulte.com

Concept Plans: A concept plan is required for any subdivision of 10 lots or more, rezoning or PUD. The purpose of a concept plan is to look at general land uses and conformance with the comprehensive plan, general layout, street configuration, access, parks, and trails. Detailed engineering is not required for concept plan review. Concept plans are required prior to any applicant making a submittal for a preliminary plat or rezoning. Developments may have multiple concept plan reviews. During concept review the Planning Commission and City Council provide input but no statements are binding nor are any decisions on the project made during the concept review. Because no decisions are made and complete plans are not required a public hearing is not required during concept review. After concept review the applicant/developer will revise plans based on the input received and develop plans for submittal for a preliminary plat and oftentimes a rezoning or planned unit development. The review of these future applications will require a public hearing by the Planning Commission. In some cases staff may also recommend that applicant/developer hold a neighborhood meeting prior to submittal of a preliminary plat or rezoning.

Concept Plans Currently Under Review 12. Brayburn Trails (Ostroot Proerty): The Excelsior Group has submitted plans for development of the Ostroot property located south of 117th Avenue, north of Sundance Golf Course, east of French Lake Road and west of Fernbrook Lane. 

This property is guided in the 2030 Future Land Use plan for Low Density Residential (2.3 unit-4 units per acre) and is within the current staging area. The concept plan consists of approximately 273 single family homes in variety of lot width and lot sizes. The development includes extensive trails, open space, wetlands and a public natural/passive park land at southern portion of the development. The concept plan has a net density of 2.6 units/acre. The applicant will be requesting a Planned Unit Development in the future. The concept plan was discussed at the March 8th and July 12th City Council meetings. Comments provided are not binding but are intended to express opinions about the plan as the applicant/developer continue to work on refining plans. Staff will request that the developer hold a neighborhood meeting before any work begins on preliminary plat plans. Staff is also recommending that the required environmental review by through a joint Alternative Urban Area Wide Review (AUAR) with the future development of the Sundance Golf Course. Stay tuned for future updates. 13. Sundance DevelopmentSundance Development is has submitted a concept plan for development of the Sundance Golf Course property and surrounding property owned by the Dehn family. Total acreage is 306.9 acres. This includes the property immediately east of Sundance Woods east to Fernbrook. The golf course is guided on the Future Land Use plan as Golf Course while the remaining area is guided Low Density Residential. A comprehensive land use amendment will be required for the area of the golf course planned for redevelopment. 6   

The proposed concept plan includes partial redevelopment of the golf course while maintaining the western portion as a nine hole course. The concept plan includes reworking of the holes and placement single family lots abutting the course. The concept plan includes a wide variety of housing types and includes extensive trail system, open space and other HOA maintained amenities.

Approved Industrial Project:

14. French Lake Industrial Center: City of Dayton approved plans for a 1.8 million square feet industrial park to be developed by Liberty Property Trust. Located along the east side of Brockton Lane and West of French Lake. The city will receive $2 million in development fees and commitment for expansion of utilities and transportation improvements. The development will provide for regional transportation improvements including extension of West French Lake Road through site and intersection improvements at Brockton Lane and Rogers Drive and Brocton Lane and CSAH 81. Grading and utility work is underway with street construction starting this fall.

15. K-Manufacturing Expansion K-Manufacturing, located at 18351 Territorial Road received approval for a 15,120 sq. ft. expansion to their facility. The expansion will provide necessary space for their growing business. 7
