JOB PURPOSE: Manage the development of strategies to improve public transport and sustainability, helping to secure funding from public and private sector sources and assisting in influencing District Councils and other public and private sector organisations and to manage the Planning & Sustainability team, budget and resources.

DIMENSIONS: Context:

The Transport Delivery and LTP Co-ordination Section is responsible for input and delivery of the LTP Implementation plans for SYPTE, taking the lead role on park and ride, accessibility planning, land use and development planning, planning applications, road safety and social inclusion issues for the SYPTE. It leads SYPTE’s input into Local Development Frameworks and input into district partner’s Economic Master Plans.

Staff:

Responsible for managing the Planning & Sustainability team (3 posts) comprising of two Planning Officers and the Planning & Sustainability team’s Technical Assistant.

Budget:

Revenue Budget - £0.15m

GENERAL RESPONSIBILITIES: •

RESPONSIBILITIES AND KEY ACCOUNTABILITIES: 1. Manage and develop the team responsible for the development of our planning and environmental strategies to improve public transport and long term sustainability, securing funding from public and private sector sources and assisting in influencing District Councils and other public and private sector organisations in line with Integrated Transport Authority (ITA) policy and SYPTE objectives. 2. Actively support the development of the Local Transport Plan (LTP), LTP related strategies and other plans, aligned to SYPTE objectives and ITA policy. 3. Provide guidance to internal and external bodies on delivering our strategy objectives in order to ensure strategy outcomes. 4. Manage and co-ordinate the provision of input into District Local development Frameworks (LDF’s) and Development Control decisions to ensure that public transport issues are properly considered and that developers actively contribute to necessary public transport improvements. 5. Manage the amalgamations of emerging land use and transport planning, to provide advice, recommendations and guidance to the appropriate internal and external committees, groups and stakeholder organisations, aligned to ITA policy and SYPTE objectives. 6. Manage and co-ordinate in conjunction with the Integrated Transport Strategy Manager the provision of input to European initiatives in line with ITA policy and SYPTE’s objectives as determined by the Transport Delivery and LTP Co-ordination Manager. 7. Manage and co-ordinate where appropriate in conjunction with the Integrated Transport Strategy Manager, the preparation and submission of applications to funding agencies in order to secure funding for projects that actively support ITA Policy and SYPTE objectives. 8. Manage, develop and lead transportation studies including directing consultants, in conjunction with the Integrated Transport Strategy Manager, in order to identify solutions to -4-

problems, support funding bids and assist programme development. 9. Manage the development and preparation of project briefs and frameworks for both capital and revenue projects to be implemented by other departments. 10. Manage and participate as appropriate in internal and external project teams, stakeholder groups and LTP delivery groups continually carrying out work in support of the section’s responsibilities. 11. Deputise when necessary for the Transport Delivery and LTP Coordination Manager, including providing advice to stakeholders and representation at groups and committees, in order to aid the efficient functioning of the section at all times. 12. Assist other members of Strategy Directorate in delivering Business Plans and our strategy objectives in order to ensure effective delivery of the plans. 13. Undertake any other responsibilities commensurate with the post that the Transport Delivery and LTP Co-ordination Manager may require.
