PLAN FOR GIG SUCCESS IN #GIGATOWN As part of the finals each town is being asked to create a Plan for Gig Success outlining how the town plans to use gigabit services to foster new ways of learning, playing, conducting business and exploring the future of ultra-fast broadband services and applications. The Plans for Gig Success are being developed by the people leading each town’s bid for Gigatown. If you would like to help out then contact your town’s administrator via your town’s nominated Gigatown Facebook page.

WHAT THE JUDGES WILL BE LOOKING FOR The judges are looking for the town that most clearly and passionately demonstrates that it understands how to leverage the opportunity presented by town wide access to gigabit fibre. The town with: • The best chance of driving lasting and meaningful change - economic, entrepreneurial and social. • Strong leadership and governance. • The ability to lead New Zealand and showcase the potential of ultra-fast broadband. • Broad community support to leverage gigabit infrastructure.

HOW THE PLAN WILL BE ASSESSED The judges will assess each of the six categories of the plan on the following criteria awarding an overall score out of ten for each category: • The overall understanding of the category. • The quality of the answers within the category. • Did the town address all the questions in the category? If a question is not relevant/applicable to your town acknowledge it and say why. • Are the ideas within the realms of possibility? We’re looking for plans that towns could begin to implement within the next three years. The judges will also assess the Plan for Gig Success video – awarding it an overall score out of ten: • The supporting Plan for Gig Success video and how well it reinforces and supports your written plan. What are we looking for in the Plan for Gig Success video: A video pitch that sells your Plan for Gig Success to the public voters and our Gigatown judging panel. Inspire them with why your town should be the winning Gigatown by capturing the essence of your Plan for Gig Success. There are no limits to the video style or the number of people on camera. The video will be assessed on its content and the overall presentation. We do have some rules, and your video entry will be disqualified if you do not meet the following: • Your video must be uploaded to the Vimeo platform (not YouTube). If you don’t have a Vimeo account then create one here: https://vimeo.com

• Your video must be no longer than four minutes. Your video must have #gigatown and your town’s short hashtag (#gigatownABC) in the video description. • As well as uploading your video to Vimeo, you must also submit your Vimeo video link to the Gigatown website. • Your Vimeo video link must be submitted to the Gigatown website no later than midday Tuesday 18 November. No late videos will be accepted. • If technical difficulties mean that you are unable to upload your town’s Vimeo video link to the Gigatown website then a Vimeo video link to your town’s video must be provided to the following email address no later than midday Tuesday 18 November: [email protected] Your video will be made publicly available on the Gigatown website when the voting period opens on Wednesday 19th November. Remember that the Gigatown terms and conditions apply to this competition. Chorus reserves the right to disqualify your town’s video from entry into this part of the competition if it does not meet these requirements, or your town is in breach of the Gigatown terms in relation to your video. Overall rating for your plan – awarding it an overall score out of ten: • In addition to the judging of the six individual categories in the plan, there will be a section where you are judged on the overall quality of your Plan for Gig Success and the video as a total package.

THE RULES

1. The written entry for each category must be no longer than 1,500 words, or the equivalent of two sides of A4 in a minimum of 10 point type. No graphics or charts can be used in the written submission. 2. An appendix of charts and graphics of no longer than one page of A4 may be submitted per category to support your written answers. This is optional – not mandatory and is up to each town to decide what most appropriately supports their submission. 3. Your submission must include town name, name of town contact, contact email address and contact phone number. 4. Only the material within the Plan for Gig Success entry submission will be considered when judging. Links to external information will not be allowed. 5. Your Plan for Gig Success must be saved and submitted as a PDF document and the file must not exceed 6MB. Details about how to upload the Plan for Gig Success to the Gigatown website will be provided directly to the people leading your town’s bid for Gigatown. Town plans are not available for public viewing until public voting starts on Wednesday November 19 and the feedback provided along the way by the judges to help your town develop its plan is only provided to the people leading your town’s bid for Gigatown. 6. The person or persons creating and uploading the town’s Plan for Gig Success are responsible for ensuring that they have permission to use any images or materials provided within their submitted plan. Chorus may reject entries, or disqualify the winner, where the creator has not obtained the rights to use images or materials that appear within their Plan for Gig Success entry. 7. Final town Plans for Gig Success must be uploaded by midday Tuesday 18 November. Plan submissions after this time will not be eligible for entry. 8. Any Plans for Gig Success that do not adhere to these rules will be disqualified. 9. The judges’ decision is final and no correspondence will be entered into.

Tuesday 7th October by midday Upload the first draft of your town’s Plan for Gig Success*. Wednesday 8th October to Monday 13th October Judges will give online feedback*. Saturday 11th October Chorus will take town representatives to Chattanooga. Monday 3rd November by midday Upload the second draft of your town’s Plan for Gig Success*. Monday 3rd November to Monday 10th November Judges will give online feedback*. Tuesday 18th November by midday Upload your final Plan for Gig Success*. Entry submissions close at 12 noon sharp. Tuesday 18th November 1pm to Monday 24th November 1pm Judges’ scoring of the Plan for Gig Success* is complete. THE PLAN

Category 1. Gig leadership Leadership and good governance is critical to gig success. Please provide answers to the following questions: • Describe what outcomes you are seeking for your town from gigabit services and how you will measure success. • Who will be critical to the success of your plan? • What governance will you put in place to keep your plan on track and leverage the gig?

Category 2. Smart towns We are looking for a town with a vision for how gigabit infrastructure will create services and applications that will make your town a smart town. Please provide answers to the following questions: • How will you use the gig to create a smart town? • What’s the opportunity for, and role of, public facilities and services in your gig plan? • How will you use the gig to foster digital accessibility and inclusion and ensure everyone in your community has opportunities to benefit from gigabit capability? • How will you encourage collaboration around the gig to leverage smart town opportunities?

Category 3. Your innovation ecosystem Ultra-fast broadband and gigabit services can provide a platform for economic growth. Tell us how your town will maximise the economic benefits by answering the following questions: • How will you leverage the gig to stimulate economic development in your town? • What kind of companies and entrepreneurs will you seek to attract to your town and why? • How will you help these types of companies and entrepreneurs flourish? • How will you promote and market the benefits of the gig to attract businesses and people with the skills to activate the benefits of the gig? 6

Category 4. Funding and investment We’re looking for a town that understands how to attract funding and investment to leverage Gigatown and gig services. Please provide answers to the questions below: • What’s your plan for attracting investment and funding for the tactics in your plan? • What public/private partnerships would you aim to establish as part of your plan? • What support will your town provide to the winner/s of the NG Connect joint development fund?

Category 5. Education Gig services will provide greater connectivity to extend learning and development in your town. Tell us how education providers and your citizens will benefit from gigabit services in your town by answering the following questions: • What role will education play in your plan and how will education providers benefit from gigabit services? • What role could research institutes, polytechnics or universities play in the success of your plan?

Category 6. The Gig-Club We are looking for a town that can spearhead developments over gigabit fibre and share their learnings with the rest of New Zealand, if not the world. Please answer the following questions: • How will you market and promote Gigatown? • How will you share what you learn and do in Gigatown with other towns, cities or institutions across New Zealand? • If you were hosting a Gig Club conference, what would it cover and who would you invite to speak and why?
