PJ 2267: 2013-2014 Slurry and Cape Seal Pavement Maintenance Project - Supplemental Public Notification Information Preparatory Work Crack sealing and pavement marking removal will occur prior to slurry/cape sealing work and will not affect the drivability on streets or the general ability to park. Limited parking restrictions may be enforced due to pothole repair work in advance of slurry and cape sealing. Slurry Seal The Slurry Seal process spreads a thin layer of an asphalt and aggregate mixture on the street. A slurry seal typically dries within a few hours after it is applied. The application of a slurry seal will require single lane or complete street closures between 8:00 a.m. and 5:00 p.m. On the day of slurry seal work, please do not park your vehicle on the posted streets or it will be towed at the owner's expense in order for the contractor to perform his work (Municipal Code Title 10 Traffic and Vehicles, Chapter 10.10.150 (3).) Please do not drive on, into or from closed lanes or on a street with the street closure barricades in place. Barricades are an indication that the slurry seal is wet. Driving or walking on the wet slurry can result in significant damages to the street surface and cause the black tar-like substance to adhere to your car tires or shoes and track on driveways and sidewalks. Cape Seal The Cape Seal process includes two steps. First, an oil mixture and small gravel chips are applied (a chip seal) to the existing pavement. Residents are prohibited from parking on the street on the day of the application of the chip seal until the contractor removes the barricades with “No Parking” signs. After the contractor completes work on the chip seal and removes the barricades, residents will be permitted to drive and park on the street. For about one week, the chip seal will be exposed to allow setting and curing time. Please drive slowly over the chip seal as it is natural for some of the gravel chips to come loose. About one week after the chip seal has been placed, a slurry seal will be applied on top of the chip seal (the second step). The same parking, driving and walking restrictions for the chip seal apply on a street being slurry sealed. Street Restrictions Driving on a closed lane or street is a violation of the City’s Municipal Code Title 10 Traffic and Vehicles, Chapter 10.15.040, as is driving around barricades or moving barricades to gain access into or out of a closed lane or street. Residents found to be in violation of the City’s Municipal Codes may be cited and found responsible for the cost to repair the damages resulting from the violation. Please relocate your vehicle(s) outside the work area in advance if you wish to have access to your vehicle(s) on the day of the street closure. The City will suspend street sweeping parking restrictions on streets adjacent to those being closed for work. The contractor will place barricades with “No Parking” signs on streets and provide you with notification on your front door 24 hours prior to the street work. Please note work on your street may occur anywhere between 8:00 a.m. to 3:00 p.m. Most closed streets will not be reopened until 5:00 p.m. to allow for slurry seals to dry. Some streets may be opened earlier depending on the work schedule and weather conditions. Inclement weather or equipment failure may cause work on your street to be postponed. If you no longer

see barricades on your street with “No Parking” signage, you may park and drive on your street as usual. You will receive notification 24 hours prior to the new date of the street work. The project will construct pavement maintenance and curb ramp improvements on various City streets. Additional project details can be seen on the City’s web page at: www.cityofconcord.org/pdf/pw/projects/construction.pdf Construction is expected to begin in July with completion in September of 2014. The general work hours are between 8:00 am and 5:00 pm. Unforeseen site conditions may require that work start earlier or end later than times specified for certain activities. While traffic may be impacted at various times during construction, City Staff and the Contractor will be working diligently to minimize any impacts. The City Project Manager or Resident Engineer listed below will answer any questions or respond to any concerns you may have regarding construction activities. Though the Contractor information is provided, please contact the City Project Manager or Resident Engineer before contacting the Contractor. Estimado Residente, El 10 de Junio de 2014 El Consejo Municipal de la Ciudad (City Council) autorizó un contrato para el proyecto No. 2267 Mantenimiento del pavimento de calles para el año 2013-2014 (Varias localidades). El proyecto es para mejoras y mantenimiento del pavimento en varias calles de la Ciudad. Las mejoras de la Rampa de freno se incluyen en este trabajo. Más detalles del proyecto se pueden ver en la página web de la ciudad en: http://www.cityofconcord.org/pdf/pw/projects/construction.pdf Se espera que la construcción comience en Julio y que finalice en Septiembre de 2014.
