Parish Assemblies: a new approach for 2015

T

he Constable of St Helier is publishing in this month’s Town Crier Gazette section the dates of regular Parish Assemblies throughout 2015. In a break from tradition, the dates have been set in order to allow the Parish Assembly to consider subjects due for debate by the States which are relevant to the Parish. Each meeting will be preceded by a meeting of the Conseil Municipal, consisting of the Constable, the Parish Deputies, the Procureurs du Bien Public and a member of the Roads Committee. Senior Parish staff will also be in attendance. The meetings of the Conseil Municipal will begin at 6pm and will be open to the public, with an agenda published on the Parish website five days in advance as is already the case with the meetings of the Roads Committee. The Parish of St Helier opened its Roads Committee meetings to the public in 2002 and is still the only Parish to do this. Parish Assemblies will begin at 7.30pm. Mr Crowcroft says that he will be discussing with the Conseil Municipal the potential for further changes; in particular, the introduction of Question Time at the beginning of each Parish Assembly.

years ago Islanders' lives in the early months of the year were transformed by the arrival in Jersey of the Red Cross supply ship, SS Vega, bringing desperately needed food, medicine and essential supplies. At a ceremony held on the Albert Quay on New Year's Eve last year there was moving eye-witness testimony about the relief and excitement felt by Jersey families as a result; even the presence of the Vega in St Helier harbour made one small boy watching from Mount Bingham feel that the Island had not been forgotten. This year's Liberation 70 celebrations will highlight the role played by the Vega with the newly-constructed model pictured on this month's cover being the focus of attention in the Island's schools. People whose lives were affected by the Vega are also being invited to tea parties being held in the Town Hall in conjunction with the Red Cross and Waitrose plc, the first of these being on Sunday 22nd February – more details in the Gazette section of this month's Town Crier. This month also sees the first of several initiatives this year to raise the profile of some of our town's shopping districts, beginning with Colomberie, which will host a special day of events and promotions on Valentine's Day, Saturday 14th February. 'Love Colomberie' is the name coined by the traders' group which meets regularly with the Town Centre Manager to devise ways of encouraging people to venture up from the main shopping precinct and to experience the street's variety of shops, cafés and restaurants. Throughout February St Helier continues to provide late night shopping on Thursday evenings with an increasing number of businesses joining the trader-led initiative 'Love Shopping, Love Thursdays'.

PARISH MATTERS A round-up of the latest news and events from the Town Hall, Parish departments and our associated clubs and organisations. St Helier's First World War memorial: an invitation to contribute As has been reported in previous issues of the Town Crier, the St Helier Roads Committee has been looking at the options for the creation of a memorial to the fallen of the Parish during the First World War. St Helier appears to be the only parish which lacks such a memorial and the centenary years (2014–18) were considered an opportunity to rectify this omission. Local historian, Ian Ronayne, has been researching a list of names for the Parish, while the Roads Committee has been looking at the potential for putting the memorial on the site of the JEC sub station at the Union Street end of Parade Gardens. Jersey Electricity has kindly agreed to remove their sub station which means that the pergola surrounding it is no longer required. The Committee was originally looking at a raised memorial but has been advised that it would be much better to create a memorial 'at grade', i.e. flush with the ground or possibly below ground. This would have the added advantage of opening up the views between the Cenotaph and the Don Monument once the sub station and pergola are removed. In the first instance, the Roads Committee would like to receive proposals from local artists and sculptors indicating the sort of memorial that could be constructed on the site, and the costs of the installation. Provision would need to be made to include the 600 or so names of the fallen of St Helier. Proposals should be received by 31st March 2014, and the successful design will be presented to the Parish Assembly for approval later this year. Thank you to our street cleaning team A big thank you goes to the Parish’s street cleaning team who came into work on Christmas Day to clear up the litter from the night before. The team worked from 6am to 10am which left them enough time to get home for their own Christmas Lunches.

New Vingteniers sworn in Two serving Constable’s Officers have recently been elected and sworn in as Vingteniers by the Royal Court. Jason Rhensius was educated at Victoria College and works in a local fiduciary company, while Geraldine Ferreira, who was born in Ireland, is a financial services clerk with the CI Co-Op. The new Vingteniers are pictured with Vingtenier Danny Scaife, who was himself re-elected at the end of last year, and who has been reappointed Chef de Police for St Helier by the Constable.

Reception for the retiring Bailiff The Parish is holding a reception in honour of Sir Michael and Lady Birt at 6pm on Wednesday 4th February which all parishioners are

welcome to attend. Sir Michael was educated at Malborough School and at Magdalene College, Cambridge, and then worked in private legal practice in Jersey before becoming a Crown Advocate. He was appointed Attorney General in 1994, Deputy Bailiff in 2000 and Bailiff in 2009. Sir Michael has attended numerous events and functions in St Helier, including the Visite Royale, and the annual ceremony to mark D-Day (pictured left). The Parish of St Helier is now sponsoring The Parish of St Helier is now sponsoring the pétanque Lunchtime League, which involves both winter and summer competitions between hundreds of players on the pétanque terrains at the Weighbridge. As reported in the December Town Crier, the 'PoSH Pétanquers' team is doing extremely well in the League; the same cannot be said for the Parish's newest team in the St Helier Lunchtime League, named 'Saints and Sinners'. This team has lost every one of its games so far! Hopefully the team will do better this year.

PARISH MATTERS NEWS FROM THE CONTINUED PARISH HOMES Christmas cake raffle

The winner of a Christmas Cake Raffle, organised by our Customer Services Department, was Mrs Trehiou. Tickets were sold by our Community Services volunteers whilst they were distributing Mr Kirch’s vouchers, and the cake was kindly made and donated by ex-Parish member of staff Angela Goguelin. A total of £992 was raised, which is being donated to Jersey Hospice.

The vacant premises at 62 Halkett Place have been used for several ‘pop up shops’ in recent months, all of which are welcomed by the landlord due to their charitable purposes. Local artist, David Bourke, held an exhibition of his paintings there at the end of last year which raised £750 for Jersey Alzheimers Association.

Staff at St Helier House Residential Home were joined by friends and relatives of residents for a Christmas Party at the end of last year. Entertainment was provided by Sandy, while Marion made sure that as many residents as possible got to their feet for a dance.

CONSTABLE’S Comment COME ON IN, THE WATER’S LOVELY!

H

aving promised the organisers of the New Year’s Day swim at West Park that I would take part, along with dozens of others I was relieved when the day proved to be the mildest since 1916. There was a cold wind blowing but at least the sun was shining and the sea temperature a respectable 10 degrees or so. This was the first event this year to be held in the Jubilee Marine Lake which was opened last July, restoring what is one of the largest sea water bathing pools or lidos in Europe. The project had been talked about for years but it became a reality when the Parish assembled a project group, ably chaired by former Senator Pierre Horsfall, CBE, and including representatives from the States’ Transport & Technical Services and Property Holdings Departments, the Jersey Development Company and the Parish, with the refurbishment costs being shared. The promotion and management of the bathing pool is being undertaken by the Bosdet Foundation which presented their 2015 plans to States’ Members at the end of last year. There are lots of exciting initiatives under development which are designed to introduce young Islanders in particular to the benefits of watersports and to ensure that

visitors to St Helier as well as residents can enjoy a dip in the sea on St Aubin’s beach, whatever the state of the tide. Bosdet plan to offset the costs of organising activities, and providing lifeguards from mid-May onwards, by offering corporate activity days and other opportunities for people to hire equipment to use on the Lake; everyone involved in the project is looking forward to the first full year’s operation of the Jubilee Marine Lake, created to mark the jubilee of Queen Victoria in 1897 and restored in the year of Her Majesty’s diamond jubilee. Meanwhile, on the eastern side of town, the Havre des Pas bathing pool has had a successful year with countless people enjoying sunbathing on the terraces as well as swimming. In the year of the NatWest Island Games it seems appropriate that St Helier should be providing these two historic lidos with free access to the pleasure and health benefits of sea bathing – though experiencing these in the month of February is not everyone’s cup of tea!

Remembering the 234th anniversary of the Battle of Jersey

L

ast month the Parish once again organised the commemoration of the decisive action which took place in the Royal Square on 6th January, 1781. Saturday 3rd January was chosen for this year’s event, being the closest Saturday to the anniversary, and Frank Falle, Chairman of the History Section of La Société Jersiaise, led a walk from St Peter’s Church ‘in the steps of Major Peirson’, to St Helier. At noon in St Helier’s Royal Square members of the 1781 Royal Jersey Militia fired a musket volley, and it was pointed out to the spectators, many of whom were covering their ears due to the deafening sound of eight muskets, that

more than 2,000 soldiers were involved in the original battle! After a short talk by Mr Falle, the Dean of Jersey said a prayer and blessing, before a tableau of the famous painting by John Singleton Copley, ‘The Death of Major Peirson’, was created by Angela Crowcroft, using volunteers from the crowd. Town Centre Manager Daphne East found herself playing the part of the fallen leader of the British troops, while members of Jersey’s Army Cadet Force volunteered to fill the role of defeated French troops. The event in the Royal Square was followed by lunch in the Town Hall with a performance by local Jèrriais group, Badlabeques.

Municipality CHANGES

A

t the Parish Assembly held on Wednesday 17th December, Bernie Manning was elected onto the St Helier Roads Committee, having previously been a Roads Inspector and a member of the Accounts Committee. Mr Manning was sworn in by the Royal Court with the other re-elected members of the Roads Committee on 9th January. Rates Assessors Edward Trevor and Carole Melville were also elected in December and sworn in last month. John Wilding has retired from the St Helier Roads Committee having served on the committee since January 1999. At the same meeting, Frank Norwood stood down as a member of the Assessment Committee; Frank has served the Parish of St Helier as a Rates Assessor since January 2005. The Constable of St Helier presented both long-serving members of the Municipality with a gift at a reception held before Christmas.

s reported in previous editions of the Town Crier, the Parish’s Town Centre Manager, Daphne East, holds regular meetings with business people in various parts of the town, with the aim of encouraging traders to work together to promote their particular area. The Colomberie Traders’ Group is keen to ensure that the few empty premises in the street are re-let or used as ‘pop up

shops’ where possible; they are pursuing environmental improvements to make the shopper’s experience of Colomberie more pleasant; and they are eager to capitalise on the extra footfall that is bound to be created by the presence of the NatWest Island Games village in Howard Davis Park later this year, as well as by the relocation of the Police Station to this end of town.

nd what a good Christmas it was for the majority of St Helier retailers, with footfall in town around 5.6% up on the previous years, and many shops reporting extremely good trade. Many of them were able to tell me this in person when they attended the Christmas Shop Window Competition Awards ceremony held on the ground floor of the Town Hall. We had the Helier Morris Men performing outside and Music Originals Choir singing indoors as the expectant retailers awaited the announcement. It was an extremely successful evening and BBC Radio Jersey broadcasted live from the Town Hall during the event.

Also in December the Constable of St Helier and Daphne East welcomed town retailers to a reception in the Town Hall to meet each other and discuss plans for next Christmas. Several good ideas came out of discussions, and entertainment was provided by Bossa Basseline Music.

Parish seeks four Roads Inspectors

FEBRUARY, the ‘Month of Love’ in St Helier! One of the ideas that came out of our reception for retailers was that we take a leaf out of the book of Sydney in Australia and theme this month around Valentine’s Day. So look out for various events and promotions in St Helier which have a romantic twist! For example, we are holding a ‘Spot the Cupid’ competition. Some traders in St Helier will have ‘Cupid’ in their shop window throughout the month of February; members of the public can win a prize for the best ‘selfie’ taken in each window location with ‘Cupid’ at the end of the month. The Cupids will move from one window to another throughout the month so participants will have to keep a watchful eye on the little winged archers! Upcoming events in St Helier St Helier Fashion Month The retailers in St Helier are planning a month of fashion in St Helier, starting with a Fashion Show at the Town Hall at 7pm on Thursday 19th March. Spring Fashion will be the theme, with independent as well as UK retailers involved in the show. Special offers will be available to ticket holders to use during ‘Love Shopping, Love Thursday’ late night shopping days throughout March. St Helier’s Trader Groups Daphne East continues to meet regularly with groups of traders in specific areas of town in order to discuss the challenges and opportunities they are facing. Recent meetings include the following areas: West’s Centre, Conway Street, Colomberie, Halkett Place, Market Street & Halkett Street, Mulcaster Street and the Weighbridge, Don Street & New Street, Bath Street, The Parade including Charing Cross & Sand Street, and other trader groups are being formed. Daphne also attends the Retail Development Group which takes a strategic view of town retail and devises events – the ‘Love Shopping, Love Thursdays’ initiative was the brainchild of this group!

Overall, St Helier’s traders have a positive outlook, but concerns about parking availability and the internet are very real. Additional parking spaces have now been released at Snow Hill and at Ann Court. In terms of competition from the internet, a steering group has been formed by the Economic Development Department, including Jersey Business, CBS Services, the Jersey Consumer Council and the Customer Service Awards team to help retailers to complete a ‘health check’ for their business and to identify key threats so that they can be overcome them. We hope that everyone is able to ‘Love St Helier’ this February.

ollowing the elections for various honorary positions in the St Helier Municipality held on Wednesday 17th January, four positions of Roads Inspector remain unfilled. Roads Inspectors are elected at a Parish Assembly and sworn in by the Royal Court. Their main role is to keep an eye open on the state of the footpaths and roads in their particular area (‘Vingtaine’) and to report any problems to the Parish so that issues such as loose paving stones or overhanging bushes can be dealt with in a timely fashion. Roads Inspectors take part in the annual Visite du Branchage et des Chemins, which in 2015 will be held on Friday 18th September and lasts all day. The date for the election of the remaining four Roads Inspectors will be Monday 23rd February at 7.30pm.

KERBSIDE RECYCLING: more participation in 2015?

T

he Parish is undertaking a survey of householders whose properties are part of its recycling scheme in an effort to increase participation. The fortnightly collection of paper, cardboard, plastic bottles and cans was introduced in February 2011 and now

covers the majority of residential streets in St Helier. Recyclables are sorted and baled in the recycling shed completed in February 2014 and shipped to the Parish’s recycling partner in St Malo, who pays the transport costs and ensures the recyclables are put to good use as well as paying the Parish an income which is used to offset the costs of the scheme. While participation in the scheme is good in some parts of the Parish, there are some streets where very few of the red and blue bags can be seen on collection days, so the Parish is organising a door-to-door survey in a bid to encourage greater participation in the scheme. ‘St Helier parishioners were responsible for diverting 1,672 tons of recyclable material from the incinerator in 2014,’ says Director of Municipal Services, Debra d’Orleans. ‘That is an impressive achievement. However, now that we have all the necessary equipment

to process greater quantities of recyclables, as well as a partner in France willing to take all the material we can produce, it’s important that we get more householders on board with the scheme. Recycling is a key part of our being an environmentally responsible Parish.’ The Parish is planning to provide a kerbside collection of glass later this year, following the successful trial carried out with the sponsorship of Moore Stephens.

hree lunches were held in the Town Hall in the run-up to Christmas, served to around 350 St Helier senior citizens by members of the Parish's Social Committee, and generously supported by the Vallée des Vaux branch of Waitrose. Some Waitrose staff even gave up their time to help wait on the tables, and some Town Deputies were also in attendance. Sir David Kirch attended one of the lunches where he was thanked by parishioners for once again providing vouchers for the over 70s. QUARTERLY HONORARY POLICE REPORT

T

his is the final quarterly report for 2014 and whilst it is still too early to refer to any statistical data, which will be produced later in the year, the demands upon St Helier’s Honorary Police have remained constant. The Duty Centenier, supported by a small team of voluntary officers, continued to be on call 24 hours a day and frequently received calls to assist with parishioners’ problems as well as calls from our colleagues in the States Police to deal with offenders who required charging and presenting before the Magistrate’s Court. The work undertaken in that latter role is invaluable not only to the Parish but also to the Island. During this quarter the Honorary Police continued to conduct Parish Hall Enquiries on most weekday evenings. The volume of persons attending such Enquiries has remained constant and is a significant draw on resources. Nevertheless it is an established part of the Island’s unique criminal justice system and helps alleviate pressure on the courts. There have been some significant events to police during the final quarter including the general elections held in October,

events associated with the commemoration of 100 years since the start of WW1, Remembrance Sunday, Bonfire celebrations and Christmas events, including the hugely popular Fête de Noué which requires significant planning and road closures to ensure public safety. My thanks go to all the team involved but particularly to Vingtenier Mitch Couriard, MBE, who is responsible for planning and organising the policing of such events. As a voluntary organisation there will always be occasions when members decide that they need to move on, and in that respect 2014 has been no different to any other year; on behalf of the Parish I’d thank them for their contribution. However, following a successful recruitment campaign, I am pleased to report that during the last quarter of 2014 the Parish elected nine new Constable’s Officers. Nevertheless there’s still a number of vacancies and if anyone resident in St Helier is interested in joining the Honorary Police please contact Administrator Mr Kevin Molloy on 811890 or email [email protected].

It was another successful year for Age Concern’s Operation Hamper Appeal. The charity, along with their proud sponsors SandpiperCI, gave out over 250 hampers to elderly people in need this winter, ensuring they had a warm, happy and healthy Christmas. Age Concern would like to thank all those organisations who donated items, their sponsor SandpiperCI, and all the staff who worked tirelessly to make it happen. Thanks also to St Helier parishioners who dropped off items to the bin in our Customer Services area.

Airtel-Vodafone launches mobile phone trade-in scheme Airtel-Vodafone has launched a scheme which enables Islanders to trade in, redistribute and

The Buy-Back Scheme is available to existing and new Airtel-Vodafone contract customers, who will receive a credit to redeem against the purchase of their new handset. Airtel-Vodafone’s Head of Marketing, Peter Zunino, said: “Many of our customers want to upgrade regularly to the latest device. This scheme will allow them to help fund these new devices while, at the same time, know that their previously used devices will deliver social, economic and environmental benefits around the world.

Words and Numbers Matter is a local charity which offers literacy and numeracy support for both children and adults. The immediate initiative is to provide support with English and maths studies. From legends of classical music and literature to contemporary drama, dance and visual arts, Jersey Arts Centre has a fun-packed month coming up! Amici Artium has been supporting the classical music programme at Jersey Arts Centre for 10 years, and, in honour of their great work, a special concert will be held on Thursday 12 February featuring internationally renowned pianist Peter Donohoe CBE. Formed by a group of friends with a mutual interest in live classical music, the programme has featured such performers as Paul Lewis, Angela Hewitt and Ingrid Fliter over the years. Known for his musicianship, versatility and commanding technique, Donohoe will be performing a selection of Schuman, Schubert and Chopin, among others, on the Model D Steinway that he helped to choose. Not to be missed! Another master of his craft will be performing on the Jersey Arts Centre stage, as former Poet Laureate, and Jersey Arts Centre Honorary Patron Sir Andrew Motion presents pieces of new work on Friday 13 February. The New World is Motion's second Treasure Island sequel, after the critically acclaimed Silver in 2012. Following the adventures of Jim and Natty in Motion's trademark beautiful verse, The New World follows the heroes as they are captured by Native Americans. This evening with Andrew Motion is the perfect chance to hear the expertly crafted work in all its glory. There's an opportunity of a different sort to look forward to from 28 February. Why not spend a weekend learning the basics of Aerial Arts? Taught by expert Hayley Wray, this 2-day course will help you experience the physically challenging world of hoop and ribbon work, along with some circus skills, just for fun! ST HELIER SCHOOLS Year 5 at D’Auvergne School is currently studying WW2, and a lot of their work is linked to this topic area. The children have produced some wonderful emotive poetry through Literacy lessons, focusing on how the war affected children at that time. This is an example of the work produced by children working collaboratively:

Grainville and JCG compete in the Jersey Student Business Challenge Local businesses and schools have teamed up for the third year for The Jersey Student Business Challenge which sees 20 teams of students set up and run their own businesses. The teams from Grainville and Jersey College for Girls are each lent £100 to get them going and they have two months to develop their business acumen. At the end of the Challenge the teams face a final “Dragons’ Den” where they have to impress the judges with their business abilities. Many teams choose to raise money for charity. Last year the 20 teams collectively donated nearly £4,000 to their chosen charities including local charities such as CLIC Sargent, Help a Jersey Child, JSPCA, and the Jersey Special Gymnastics Club. The Jersey Student Business Challenge is supported by Barclays, EY and Ogier who also supply business mentors for each of the teams. This year’s contestants can be seen out and about in St Helier throughout February and March. The teams will be selling healthy snacks, cakes and sweet treats, cards and a range of gifts for Valentine’s Day and Mother’s Day as they compete to be the Overall Winner of the Jersey Student Business Challenge 2015.

Nominations of persons willing to perform this honorary role in the Parish will be invited at the Parish Assembly due to be held at 7.30pm on 23rd February. Roads Inspectors need to be on the electoral list of the Parish but need not live in the Vingtaine or district for which they are responsible.

SS VEGA AFTERNOON TEAS IN AID OF THE RED CROSS The Parish of St Helier is holding two afternoon teas to mark the 70th anniversary of the arrival of the SS Vega with vital food and medical supplies. These are being arranged in conjunction with the local branch of the British Red Cross and will be held in the Town Hall on Sunday 22nd February and Sunday 8th March from 3-5pm, with the generous support of Waitrose. The organisers would be particularly pleased if parishioners whose lives were touched by the food parcels delivered by the SS Vega would attend one of the afternoon teas, and be willing to share their memories.
