Introduction

The International Institute of Social Studies (ISS) is proud of welcoming new PhD students to its programme. PhD graduates from the institute have manifested themselves, over the last three decades, to be leaders in a variety of academic and other positions in countries across the Global South.

The PhD programme at ISS continues to strive for excellence combined with maximising the societal impact of its research activities, and in this the PhD graduates are eminently important. In recent years, the establishment of a number of research programmes at the institute had resulted in the further integration of PhD researchers in the overall research activities at ISS. This will be an important point of attention for the years to come, and future PhD students working at ISS will play an important role in this effort. In a globalising world Development Studies has to deal with the interconnectedness of societies on the one hand and with regional and local specificities on the other hand. It examines societal change within a historical, comparative and global perspective, and translates insights into policies, actions and strategies for development. International Institute of Social Studies (ISS) PhD research in Development Studies takes place at the International Institute of Social Studies (ISS) in The Hague. The institute is Europe’s leading centre of higher education and research in the field. Since 2009, ISS is a part of Erasmus University Rotterdam (EUR). ISS is a graduate institute of policy-oriented critical social science, founded in 1952 and able to draw on 60 years of experience. It is a highly diverse international academic community of scholars and students from more than 50 countries.

ISS offers a four-year programme leading to the internationally recognised degree of Doctor of Philosophy (PhD) in Development Studies. Since the inception of the programme in the 1980s, over 125 PhD degrees have been awarded by the institute. All PhD researchers are firmly embedded in one of ISS' four research programmes.

Civic Innovation Research Initiative (CIRI) This research programme explores how organisations and individuals mobilise to change their societies. Research within this programme focuses on how these groups co-shape political, economic and cultural trends in pursuing the common interest whilst respecting differences. CIRI looks beyond development theories and policy frameworks which tend to emphasise structure.

Economics of Development and Emerging Markets (EDEM) The major research concerns of this programme are the social, political and economic conditions required to make the transition to a higher level of economic and human development and, in turn, the effect of this transition on the global poor. This theme is studied by integrating insights from microeconomic and macroeconomic research

Governance, Globalization and Social Justice (GGSJ) Members of this programme study how and to what extent particular governance arrangements help or hinder the achievement of goals of social justice. The research programme builds on the strong ISS tradition of research in the areas of politics, public administration, public policy and international law, but is committed to cutting across disciplinary boundaries.

Political Economy of Resources, Environment and Population (PER) This research programme investigates the ways in which resource scarcities are created and contested, particularly in contexts of unequal access, poverty and social exclusion. Particular attention is given to how agrarian, food and environmental policies shape the political economy of rural areas and their social policies, population and gender dynamics.

Fulgencio Seda’s (Lucas) PhD research project focuses on the meanings of borders in post-war Mozambique. It explores and contrasts the Eurocentric model of border control vis-à-vis the public discourse practices of borders rooted in cooperation between cross-border communities.

Research “With this PhD project I really wanted to make a difference,” Fulgencio says of his research, which focuses on border controls seen from the security perspective. “I’m studying the security conflict in relation to the role of borders in post-war Mozambique.

Fulgencio doesn’t shy away from a challenge. In 2011, he moved to the Netherlands to undertake a PhD research project at the International Institute of Social Studies of Erasmus University Rotterdam. Fulgencio: “I like to deal with diversities. All these changes of environment have made me a stronger person. I can live anywhere, because I know that in few days I will be integrated.”

With this PhD project I really wanted to make a difference. My research can contribute to an understanding of borders from a different perspective.” Experience at ISS He describes his experience as a PhD at ISS as ‘very comfortable’. “All the facilities are here, and

all they want is for you to study. They offer many tools, like the methodological course at the beginning, that helps you in the PhD process and gives you the open mind to judge whether you’re on the right track. You’re being offered many opportunities to prove you deserve to do this research, and also to present it. It’s really inspiring, but it comes with a lot of responsibility too. But this is exactly what really motivates me.”

Structure PhD programme The ISS PhD programme offers flexible academic arrangements to accommodate the different entry levels and possible constraints arising from the professional obligations of mid-career applicants. Preparatory phase The first year of the programme comprises of coursework and preparing for fieldwork and the general theoretical framework of the PhD thesis. Under supervision, each candidate constructs a portfolio of courses which enhances their theoretical, analytical, methodological, thematic and field/survey skills and capacities.

Research schools All ISS PhD research is part of the Erasmus Graduate School of Social Sciences and the Humanities (EGS3H) and the Centre for Resource Studies for Development (CERES).

The end requirements of this first, preparatory phase generally include the submission of a thematic survey-of-the-literature paper and of a well-articulated research outline, together with a developed fieldwork design on a selected topic.

PhD students participate in the activities and courses of both schools. These activities include special courses and workshops, which provide an opportunity to interact with PhD students from other EUR departments and various universities in the Netherlands.

Field work and thesis The second year is generally spent abroad, collecting data under the guidance of a local supervisor. The following 18 months are then devoted to writing the thesis. During the final six-month period, the thesis is reviewed and assessed, leading to a public defence by the candidate.

Practical matters: application, funding and housing

The Hague: International City of Peace and Justice ISS is aptly located in the centre of The Hague, the third largest city of the Netherlands and one of the culturally most diverse. With over 150 international organisations located at its hart, including the International Criminal Court and the International Court of Justice of the United Nations, the city is considered the “International City of Peace and Justice”.

Besides a thankful partner in research and expertise the city is also home to many ISS students for the duration of their studies. ISS has several students residences, most of them situated within a 5 minute walk from the main ISS building. Throughout the year social and cultural activities are organised by ISS’ dedicated Welfare Office. These

include a sports day, a Dutch evening, an International Food Fair, excursions, movies and performances in the ISS building.

Funding ISS receives a majority of students on a partial or full scholarship programme. In the past, many of its students have enjoyed their PhD track on a Netherlands Fellowship Programme (NFP) scholarship. The NFP is initiated and fully funded by the Dutch Ministry of Foreign Affairs from the budget for development cooperation. However, there is an increasing number of prospective PhD students who apply for other scholarships. ISS has therefore created a scholarship database to help you find the funding programmes you are eligible

for. Our advice: apply for several sources of funding. Cost The expected duration of a full PhD programme is four years. The tuition fee for the entire PhD programme amounts to € 32.000. If you do not have sufficient funds to pay your PhD tuition fee, always feel free to contact the ISS student office at [email protected].
