Experiences for emerging countries • E-Government promotion is key for ICT development in emerging countries. • e-government gives citizens greater access to information held by public authorities and makes government more transparent and accountable. • Enables and empowers citizens and leads to greater participation in the society. • Minimize the digital divide and rich & poor gap • Is Pivotal platform for e-Business development 41
e-Government in Taiwan • Taiwan has been making efforts to promote egovernment development. It aims to enhance the application of information and communications technology(ICT) by the government to link networks and provide extensive, proactive services not subject to the constraints of time or geographical location through a variety of service infrastructure. • The consequences have made government agencies dramatically more flexible and responsive, increase service speed, extend service time, extend the geographical reach of services, enrich service options, lower costs and be able to provide innovative interdepartmental services. 42
