Section 1: Asphalt Paving The front asphalt parking area for customer access is divided into two major sections. The west section measures approximately 186,257 square feet, and has 327 marked spaces. The east section measures approximately 76,369 square feet and has 92 marked spaces. A total of 8 spaces are designated for handicap use in front of Target out of 186. This is within the acceptable ratio of designated spaces per ADAAG requirements. Parking spaces are arranged in groups of 40 before being divided by concrete islands with interior landscaping. The asphalt paving is in overall good condition. Localized cracks have been repaired and sealed. The overall surface will need to be seal coated soon, and restriped. The front right corner of the east section has localized damage. An area approximately 30 square feet is cracked and needs repair.
Section 2: Freight Areas The main freight and receiving areas are to the rear of the stores. Access is obtained from a separate driveway off of Bradford Road. The asphalt on the freight alley shows signs of cracking, with typical localized damage at the turn areas. There are no loading docks present. A single concrete platform provides trucks access to the loading bays.
Section 3: Other Components The paint striping is cracking and showing signs of age and deterioration. Striping includes the 419 marked spaces, which includes 10 spaces designated for handicap use, and 8 pedestrian directional crosswalks. The four spaces closest to the stores are separated by concrete parking blocks. There are a total of 64 parking blocks. The blocks are in good condition, except one block in front of the adjacent hair salon that is cracking.

Handicap signs are pole‐mounted. The first two spaces of each row directly out from a store front are marked for handicap use. The signs and poles are in good condition. All cart returns are portable; none have securing poles through the asphalt. The perimeter concrete curbing and associated storm drains are in good condition. No evidence of cracking was observed. The paint on the corners of the curbing is cracking and will need to be repainted.
The concrete sidewalks in front of the stores appear in good condition. Minor localized cracking has been sealed and the sidewalks are even with no evidence of heaving or other trip hazards.
There is no “change of surface” transition from the sidewalk to the parking lot crosswalk. This is a requirement per ADAAG for walks designated for public use. Recommend installing an ADA‐compliant change of surface. The access ramps along the “Accessible path” from the marked handicap spaces in the parking lot to the sidewalk are properly sloped at no more than 1/12 slope. No parking bollards are present in the parking lot, as there were no electrical, gas or other utility items that require protection from impact damage.
Parking lot illumination is provided by 24 pole mounted lights. The poles are set on concrete pilasters and painted. The paint is in good condition, and no exposed wiring or other visible electrical concerns were noted. The inspection was performed during daylight hours so the lights were not observed while actually “on”.

Comments Seal coat and stripe the parking lot. Cost is for entire parking lot; it is typical for the landlord to charge each store a percentage of the total based on leased square footage. Localized repair to surface cracks. This is typically performed to all surface cracks in the parking lot by the resealing contractor prior to sealing. Cost is for cracked area directly adjacent Target only and does not address cracks in front of other stores. Install a proper “Change of surface” in the transition from the sidewalk to the crosswalk per ADAAG guidelines for the visually impaired. The Change of surface should be detectable by a cane.
