The Chief’s Corner The month of May is historically known as Police Recognition Month. On May 9, 2011, the Park Ridge Police Chaplains sponsored a Police Memorial Service in honor of National Police Week. Representatives from a number of departments participated including Chicago, Des Plaines, Niles, Cook County, Rosemont and the State. Many people from the community participated in this event. The Department is grateful to the Chaplains for putting this program together. In addition, our Honor Guard participated in the Cook County Police Memorial Program the following day to honor police officers throughout Cook County. MCYAF hosted its annual Appreciation Program. The Department was recognized as the “Outstanding Coalition Partner of the Year Award” for 2011. Members from the Department were on hand to receive the award. This was quite an honor for the Department. The Department participated in several community events in May. Seven people graduated from the Citizen’s Police Academy. This is the 8th class since it began. The Department co-sponsored a White Collar Crime Program with the Chamber. Finally, the Department assisted the Youth Commission and Park Ridge Parks Foundation in a 3 on 3 Basketball Tournament. As part of our Community Policing Efforts, the Department hosted a neighborhood meeting in Northeast Park Ridge regarding a series of burglaries. The meeting was held at the Youth Campus with over fifty neighbors attending. The Department explained the problem and worked with neighbors to find solutions. Some of the other activities during the month included the following:  Issue Chaplain Badges to three chaplains at their church’s Sunday services.  Conducted a Roadside Safety Check with the Cook County Sheriff’s  Police.  Evaluated our LEADS procedure and met with a field representative.  Participated in mutual aid for the flooding in Cairo, Illinois.  Attended the IACP Gun Violence Project Meeting.  NIPAS Annual Luncheon  Parent Patrol resumed this month

Administration Cmdr. Lou Jogmen The Month of May was a busy period for the Administrative Section. In addition to the implementation of the 2011-2012 budget, and the ongoing Policy Updates, including LEADS procedures, and Training Updates, the Section participated in the following activities throughout the month:  Completion of the Community Strategies Catalog, with the final printed documents delivered and ready for distribution during the summer.  Home security checks for residences begun, with two completed during the month.  Preparation completed for the Police Officer Trading Card program to begin during the summer.  Completion of the Department Photograph.  Coordination of a new College Intern, who will remain with the Department throughout the summer.  Planning of the 5 Municipality Entry Level Police Examination, to take place at M.E. H.S. June 17th, 18th and 25th.  Completion of the 8th Session of the Citizen’s Police Academy with classes on the 5th (Detectives and States Attorney), 12th (Evidence Collection), 18th (Weapons and Use of Force) and 25th (Graduation).  Attendance of a Cyber Bullying Class by Officer Genualdi on the 9th. Preparation of Community Presentations on Bullying, and a presentation of the material at Roosevelt School May 26th.  Honor Guard Appearances in Police Memorial Ceremonies on the 9th (Park Ridge) and the 10th (Cook County), as well as the Park Ridge Norwegian Day Parade on the 15th and Memorial Day Parade on the 30th.  Boy Scout Facility Tour on May 19th.  Preparation and Participation in the Law Enforcement Torch Run, Cop on Top of Dunkin Donuts, Special Olympics fundraiser on the 20th.

Meetings attended by Administrative Section Personnel included:  JETS Board, Communications meeting.  Healthy Community Partnership monthly meeting.  Citizen’s Patrol monthly meeting.  Youth Campus special community meeting on the 12th.  The Senior Breakfast on the 17th.  MCYAF coalition May 26th.

Traffic Grants:  IDOT STEP Grant scheduled and implemented for Memorial Day Holiday (May 13th to May 30th.) There were 140 citations issued (122 failure to wear seatbelt, 5 failure to secure child, 7 equipment violations, 3 no insurance, 1 lane use violation, 1 curfew, and 1 GDL violation).  STEP Grant Roadside Safety Check planned and scheduled with Cook County Sheriffs was conducted on May 20th at Dempster and Maine East High School. Park Ridge totals- 1 DUI arrest, 3 seatbelt violations, 1 child safety seat, 2 revoked DL arrests, 3 no valid DL arrests, 14 no insurance violations, 5 other violations, and 2 admin tows. Cook County Totals- 6 registration violations, 8 no DL arrests, 13 no insurance violations, and 1 seatbelt violation. Traffic:  Traffic Safety Challenge awarded for State Level. PRPD won 3rd place in the State.  Planned, advertised, and worked with school district on Distracted Driving Campaign. Conducted enforcement zones by schools with Patrol Division. 4 citations issued for drivers talking on cell phones in school zones, 2 seatbelt citations, 2 equipment citations, 4 written IVC violations warnings, and 20 parking verbal warning issued during campaign.  Pedestrian sign at N/W Hwy crosswalk was repaired and put back out onto street.  7 days of traffic enforcement on Bike Patrol. Included school zone, seatbelt, and selective traffic enforcements.  Speed trailers were brought out and used on streets to educate drivers. Trailers were placed by Maine South (Talcott crosswalk) and on Rosemont by Brophy.  Attended planning meeting for traffic issues for Resurrection’s High Schools graduation at the Pickwick Theater. They want to hire back 2 Police Officer, use Police Explorers, and to block off parts of Prospect Avenue during the event. All permits and planning implemented and officers were hired back.  Cumberland Traffic Survey completed and studied. Extensive Selective Enforcement initiated on street. Met with neighbors to discuss solutions.  Implemented and monitored Departments “Click it or Ticket” program for IDOT’s incentive program as month of May was “Click It or Ticket’ Month. Press releases issued. Data being collected for final report to IDOT. Conducted 3 selective enforcement  Issued 5 overweight truck/equipment permits. Red Speed:  Reviewed 97 Red Speed red light violations and completed monthly report. Worked with PW and Red Speed to get tree branches clear from camera view. Camera down for a few days due to this. 

Meeting with Red Speed manager Mike Lebert and 2 Red Speed engineers about Oakton and Algonquin intersection and all R/R crossings in town about future camera locations.

Schools:  Attended meeting with PRFD Dep. Chief Sorenson and PRPD SRO Luehr about Prom DUI program for 2012.  Several warning letters sent to bus arm violators reported by Cook County School bus Inc. Working with company on “Adopt a bus” Program to be implemented next school year. Program aimed at bus arm violators. Park Ridge was one of the worst communities for these violations the last school year. This was reported by school bus drivers. Engineering:  Worked with PW for “Pedestrian Flag Sign” program to be tested at Devon/ Fairview crosswalk. Waiting on IDOT approval for implementation. Signs, posts, and flag buckets all built in house. 24 flags purchased at minimal cost.

Investigations Arrests  On May 3, 2011, School Resource Officer Luehr arrested a juvenile for possession of cannabis as well as another juvenile for unlawful possession of a weapon.  On May 5, 2011, the Investigations unit conducted surveillance on an ATM machine with a skimming device. They identified possible offenders and turned over to Secret Service. On May 6, 2011, they recovered the ATM skimmer.  On May 4, 2011, Detective Dorner arrested a juvenile for battery at the Park Ridge Youth Campus.  Detective Dorner filed six juvenile petitions.  On May 5, 2011, Detective Anderson made an arrest for UUCC/theft from Lutheran General Hospital.  On May 23, 2011, Detectives Faso and McEwen cleared fifteen burglary to motor vehicle and criminal damage to vehicle reports.  On May 22, 2011, Detective Anderson filed five juvenile petitions for various batteries and the Park Ridge Youth Campus.  On May 27, 2011, Detective McEwen made an arrest for battery.  A residential burglary arrest was made. The fingerprints returned positive from the crime lab. The offender is currently in jail for numerous other burglaries.  School Resource Officer Ryan made two juvenile arrests for theft and two juvenile arrests for disorderly conduct and battery.  There were no dispositions at Peer Jury.  On May 26, 2011, Detectives McEwen and Faso and Lt. Shaughnessy conducted tobacco enforcement stints—all were compliant. Training and Meetings  Detectives Rataino, Faso and McEwen attended the Chicago Technology Expo.  Detective Stopka attended a cyber bullying seminar  Detective Dorner attended TLOC training  Detectives Stopka and Raitano attended an insurance fraud seminar  Detectives Stopka and Faso attended a bank safety and fraud seminar  Detective Stopka attended cell phone records investigation seminar  All members participated in firearms training  Area 5 Detective meeting, Lake County gang meeting, Glenview Detective meeting  Detectives Faso and McEwen attended and Internet Crimes training session

Maine South SRO Activity Report Deans meeting, meet with Dr. Rose, Lunchroom supervisions, student and staff consults, several Theft—no reports, Citizen Corps meeting, follow up on two theft reports. Gave anti-bullying presentation at St. Andrews and a 4th Amendment presentation at the Park Ridge Youth Campus.  

Maine East SRO Activity Report Attended Executive Committee Meeting. Met with students regarding child abduction attempts, Facebook harassment issues, harassment by telephone, driving issues, and underage drinking. Assisted security and monitored in cafeteria.

Letters of Recognition Officer Greg Taylor was issued a letter of recognition for his excellent crime scene processing work on a residential burglary on July 15, 2010.
