Article 1 INTRODUCTORY PROVISIONS 1. The Board of Directors of Dopravní podnik města Pardubic a.s. (hereinafter referred to as the "Carrier") within their decision No. 1685 – 205/2015, with effect from 1 August 2015, set out the Pardubice Public Transport Tariff and Pardubice Tariff Terms and Conditions. This Tariff is in compliance with the decision made by Pardubice Council No. 1091/2015 on 22 June 2015. 2. This Tariff is acceded to by the Pardubice Regional Office, which has concluded a contractual relationship consisting of the public service obligation of Dopravní podnik města Pardubic a.s. to ensure basic transport facilities for municipalities in accordance with the provisions of Section 19 of Act No. 111/1994 Coll. on Road Transport, as amended, and in accordance with the provisions of Section 39 of Act No. 266/1994 Coll. on Railways, as amended. 3. This Tariff is acceded to by the Municipalities which have concluded a contractual relationship consisting of public passenger transport services with Dopravní podnik města Pardubic a.s. to ensure transport facilities in accordance with the provisions of Section 18 of Act No. 194/2010 Coll. on Public Services in Passenger Transport facilities. 4. The Tariff sets out the method of selling tickets, types and maximum fare and transport fees, methods of acquisition, validity and usage of transport passes on vehicles within the whole municipal public transport system (hereinafter referred to as "Public Transport" only) operated by Dopravní podnik města Pardubic a.s., unless otherwise stated hereinafter.

Article 2 DEFINITIONS Public Transport Carrier is meant to be Dopravní podnik města Pardubic a.s. Activation of a card is the charging of a card chip with an electronic season fare of electronic cash. Free transport is a type of transport where a passenger is entitled to use Public Transport with a particular card/licence entitling him/her to use such transport. Blocking of a card is an operation where the card's holder carries out suspension of its validity within the Public Transport system. This operation aims to limit its validity for the necessary period. Debit payment of fare is payment of a fare where a passenger does not have sufficient funds in his/her electronic purse. Transport fee is the price of transporting carry-on luggage or a dog executed in accordance with the Terms and Conditions of Transport. Electronic cash on card is an electronic form of cash intended for the payment of fares within the electronic fare-collecting system on Public Transport vehicles. Fare is the price of transporting a person (a passenger) executed in accordance with the Terms and Conditions of Transport.

Transport pass is a document proving a passenger has concluded the Agreement on passenger transport in accordance with the Terms and Conditions of Transport; it is presented to the Carrier's authorised person during transport inspections. Conclusion of an agreement on transport is executed when a passenger exercises his/her right to transport arising from a valid transport pass by boarding a Public Transport vehicle with a valid transport pass or by entering an area accessible only with a valid transport pass (hereinafter referred to as "boarding a vehicle"). An agreement on transport is also concluded if a passenger has boarded a Public Transport vehicle without a valid transport pass and if he/she pays the fare immediately upon boarding the vehicle. Night service is the Public Transport service run during night hours, according to the Public Transport night service time-table, which is subject to special tariff provisions. On-vehicle Fare Collection is an operation where a passenger meets the conditions of having a valid transport pass. Pardubice Card (hereinafter referred to as the "Card" only) is an electronic form of transport pass. Personalization of a card is an operation where the personal data of a card user are saved on an electronic card chip while the card is provided with the user's photo, name and surname. Passenger transport is delimited by the boarding of a Public Transport vehicle by a passenger and his/her getting off the same Public Transport vehicle at another bus stop on the particular Public Transport Route. Transfer is termination of transport using a vehicle on a Public Transport route by a passenger and timelimited boarding of another Public Transport vehicle on the same or another route. Balance transfer is an operation where a card's user requests the transfer of his/her electronic cash or pre-paid fare to a new card, or requests a cash payment of the maximum amount of the electronic cash balance on a card. Tariff Zone is an area served by Public Transport vehicles bound by the tariff zone boundary where prices of the fare apply in accordance with this Tariff. The tariff zone is used to delimit the validity of a transport pass for a particular zone. Within the Tariff, zones are indicated with Roman numerals. Card user is every passenger who uses the Card for transport on Public Transport vehicles in accordance with these Tariff Terms and Conditions. Public Transport vehicle is the Carrier's means of transport designated for public transport in accordance with the Terms and Conditions of Transport. Card issuer and owner is Dopravní podnik města Pardubic a.s. Discounted fare is a type of fare which is set out by these Tariff Terms and Conditions for persons who are entitled to a discount on the basic fare. Application for the Pardubice Card is the form necessary to be issued a personalized card. Stretch between bus stops is the distance between two bus stops on a particular Public Transport line. SMS ticket is a ticket bought in the form of an SMS by means of a mobile communication device. A prerequisite for purchasing an SMS ticket is an active Premium SMS service, which can be activated by the passenger via the mobile operator of his/her mobile device.

DISCOUNTED AND FREE TRANSPORT OF PASSENGERS The following are entitled to discounted one-off tickets: children aged 6-15 years, all passengers aged 65 and over. - entitlement to the discount is proved by a valid identity document. Exercising entitlement to a discounted resident season ticket: The entitlement to a discounted season fare for citizens who have reached the age of 65 years arises upon presenting: a) a valid identity card, b) a valid Pardubice Card, The entitlement to discounted season fare for retired persons arises upon presenting: a) a valid identity card, b) certificate on the awarding of a retirement pension or a postal order stub for the recipient thereof, c) a valid Pardubice Card. If a citizen has not yet been awarded a retirement pension (an applicant for a retirement pension), he/she shall submit confirmation of filing an application for a retirement pension issued by the District Social Security Administration. If a retirement pension is paid abroad, the applicant shall present a certified translation of the confirmation of entitlement to a retirement pension in the Czech language. Disabled persons retired due to disability of the 3rd grade are entitled to a discounted season fare upon presenting: a) a valid identity card, b) confirmation of entitlement to a disability retirement pension due to 3rd grade disability issued by the respective District Social Security Administration, c) if a citizen has not yet been awarded a 3rd grade disability retirement pension, he/she shall submit confirmation of filing an application for the retirement pension issued by the District Social Security Administration, d) if a retirement pension is paid abroad, the applicant shall present a certified translation of the confirmation of entitlement to a disability retirement pension in the Czech language, e) persons entitled to a disability retirement pension due to 3rd grade disability are obliged to present, no later than by 31 December of the calendar year, confirmation issued by the District Social Security Administration (with a December date) of entitlement to the disability

retirement pension due to 3rd grade disability for the following calendar year; otherwise, the entitlement to a discounted season fare shall not be recognized, f) a valid Pardubice Card. Exercising entitlement to a discounted schoolchild’s season fare: The entitlement to a discounted season fare for children aged 6-15 years (inclusive) arises upon presenting: a) a birth certificate, b) a valid Pardubice Card. Exercising entitlement to a discounted student season fare: The entitlement to a discounted season ticket for pupils, apprentices and students of secondary schools and universities up to the age of 26 years, with the exception of permanent earners, arises upon presenting: a) a valid identity card, b) for students aged 19-26 attending full-time courses, a duly filled-in form confirmed by the educational institution; student card issued by another carrier and confirmed by the respective educational institution; or a valid ISIC card, c) a valid Pardubice Card. Exercising entitlement to a discounted Seniorpas season fare: The entitlement to a discounted Seniorpas season fare for citizens who have reached the age of 70 years arises upon presenting: a) a valid identity card, b) a valid Pardubice Card. The following persons are entitled to a discounted season fare for selected organizations: employees of institutions and companies which have a respective agreement concluded with the Carrier. The following persons are entitled to discounted fares for employees: family members of DPMP a.s. employees. The following persons are entitled to free transport: a) children up to the age of 6 years if accompanied by a person older than 10 years, b) ZPT-P disability card holders including their attending person or dog, and ZPT disability card holders, c) a baby carriage occupied by a child, d) carry-on luggage (1 piece) with dimensions of up to 25 x 40 x 60 cm,

Persons included in item b) prove their entitlement to free transport with a special card issued by the Czech Republic public administration body.

Article 4 OTHER TERMS AND CONDITIONS OF PASSENGER TRANSPORT 1. Transport passes for transport on Public Transport vehicles are the following: a) paper transport passes for a one-off ride for transport of a passenger in the respective number of tariff zones without the possibility of transfer, b) paper season tickets, c) Pardubice Card as a non-transferable electronic season ticket for a specified number of tariff zones, d) Pardubice Card as a transferable electronic season ticket for a specified number of tariff zones, e) Pardubice Card as an electronic ticket for the transport of a passenger in a specified type or number of tariff zones, f) cards entitling the holder to free or discounted transport, g) a transport pass issued within an integrated transport system valid at the place where it is used, h) SMS ticket or a ticket bought using the Sejf application. 2. The Tariff for transport of a passenger on Public Transport vehicles is defined as "Tariff Zone I and Tariff Zone II". The tariff zone is used to delimit the validity of a transport pass for a particular zone. Within the Tariff, zones are indicated by Roman numerals. The boundary of a zone lies in between two bus stops which lie in different tariff zones. The tariff zone to which a bus stop belongs is defined according to the data given in the valid time-table. 3. The boundary of a tariff zone between Zone I and Zone II is defined by the following Public Transport bus stops: Line No. 3: a) UMA, točna (Zone I) – Lázně Bohdaneč, aut. nádr. Tariff zones are graphically indicated (marked) on the Public Transport lines map, which is an integral part of this tariff – see Appendix No. 1. 4. A passenger with a season ticket for Zone I who decides to travel further to Zone II or from Zone II is obliged to purchase, immediately upon boarding a vehicle, a so-called "one-off charge from/to Zone II" in the value of 5.00 CZK/per ride using either an electronic wallet or by payment to the driver. 5. The season tickets are valid from the requested date of validity according to the passenger's requirement stated at the moment of sale. Purchase of a transferable or non-transferable season ticket using the Pardubice Card: at the time of purchase, the validity of a season ticket may overrun the date of the new Tariff Terms and Conditions announcement or the end of the calendar year without entitlement to a change or additional payment. Prior to a change in tariff, a passenger is allowed to purchase a season ticket for the price of the original tariff no later than by the end of the calendar month preceding the last calendar month before the validity of the new Tariff. The beginning of validity of such season ticket shall be at least 30 days before the date of validity of the new Tariff. After the date, season tickets can be purchased only at the price of the new Tariff. This provision does not apply to the following season tickets: -

schoolchildren for 365 days, 6-month or 10-month ticket for students, monthly or 6-month ticket for organizations, 12-month subsidized senior fare.

6. If, as of the moment of purchase, the requested validity period of 365 days of a ticket for pupils exceeds the validity of a pupil’s discount (the passenger reaches the age of 16 years in the following 365 days), the 365-day ticket cannot be activated on the card. However, in that case the passenger is entitled to buy a season ticket valid from the date of purchase to the day preceding his/her 16th birthday for the price of the 365-day ticket for pupils. 7. The validity of 10-month student pre-paid season tickets is set out for the period from 1st September to 30th June of the following calendar year. This transport pass can be purchased by any student

whose age does not exceed the specific age limit to be entitled to the fare within the period of the transport pass validity. 8. Season tickets for students (6-month and 10-month tickets) and organisations (6-month and monthly tickets) are always valid within the specific calendar period. 9. 12-month subsidized Seniorpas tickets are valid for the period from 1st February to 31st January of the following calendar year. 10. On night service lines, only resident season tickets, employee tickets and tickets for organisations, non-discounted IDS tickets and one-off transport passes for night services can be used. The entitlement to free transport is not limited. Discounted season tickets cannot be used on night service lines. 11. If a passenger using a card as a transport pass medium for fare-collection in accordance with Article 4, para. 1, item e), performs a transfer within 30 minutes of the previous fare collection upon starting transport, he/she is provided with a 50% discount on the respective fare for the following ride. This provision does not apply to tickets purchased for fellow-passengers. The provided discount on the respective fare is rounded up to ten-heller amounts. 12. On weekends and bank holidays, every passenger using electronic cash on a card for fare collection who is not entitled to discounted one-off tickets, is provided with a discount for each ride following the first fare collection operation in the amount of 50% of the price of the respective ticket. Rides charged this way cannot be discounted by discounts applying for transfers. This provision does not apply to night service lines. If a passenger performs the first fare collection operation in Pardubice and the second in Hradec Králové, it cancels the right to a discount for another ride in Pardubice, which is regarded as another first ride. The provided discount on the respective fare is rounded up to ten-heller amounts. 13. A passenger travelling from one to three stretches between bus stops shall be provided with a discount in accordance with the valid Public Transport Tariff for Zone I and Zone II. 14. On weekends and holidays, two children aged up to 10 years can travel for free with the user of a nontransferable resident season ticket for both zones (I and II) with 30-day or longer validity. This provision does not apply to night service lines. 15. The user of a non-transferable resident season ticket with 30-day or longer validity is entitled to free transport of one piece of carry-on luggage or one dog normally subject to a transport fee payment. 16. When being inspected on Public Transport vehicles, users of transferable paper season tickets present a valid ticket. 17. A transferable season ticket applies within the whole Public Transport network, always for one person on a Public Transport vehicle. Another person may use the same ticket only after the transport of the first person is terminated.

18. Non-transferable season tickets activated on a card are valid within the whole Public Transport system in accordance with the terms and conditions set out in this Tariff. 19. A card user can pay the fare for another two passengers who travel with him from boarding to getting off the Public Transport vehicle. If a passenger equipped with a card terminates transport, and the passengers for whom the card user paid their fares continue travel and, when being inspected, do not have a document proving payment of the fare, they will be treated as passengers without a valid transport pass in accordance with the Terms and Conditions of Transport. No further benefits or discounts applicable to a card user apply to tickets paid for fellow passengers using electronic cash from an electronic wallet. 20. If it is proved that a passenger with a card failed to pay the fare for a fellow passenger, it is regarded as if the fellow passenger were travelling without a valid transport pass and he/she will be treated in accordance with the Terms and Conditions of Transport. 21. If a passenger finds out that his/her electronic cash balance is insufficient for the payment of the respective fare during fare collection on a Public Transport vehicle, the Carrier may provide the passenger with the option of debit payment of the fare. The minimum cash balance for payment is 1.00 CZK. This type of payment can be used only for one ride on a Public Transport vehicle. Upon subsequent charging of the electronic wallet, the amount of debit balance will be settled with the credited cash. This type of payment is available only to personalized card users. If a negative card balance is not settled within 30 calendar days of its origin, the card will be blocked. 22. Additional sale of tickets from the driver is available throughout the duration of Public Transport operation. The driver sells both discounted and non-discounted non-transferable transport passes for a single journey. Conditions of purchasing tickets from the driver are set out in the Terms and Conditions of Transport. Drivers accept coins and banknotes from 1.00 to 100.00 CZK. 23. The fee for receiving the duplicate is paid to the service provider, Direct Pay s.r.o. A payment document (tax document) can be issued in electronic form via the website at www.dpmp.cz within 60 calendar days of the date of purchasing an SMS ticket. Through entering a code and the phone number used for the purchase of an SMS ticket, the passenger can access a system containing a list of all SMS tickets issued for the specified phone number. By confirming an SMS ticket selection or a particular period, a printable electronic payment document will be displayed. A claim concerning an undelivered SMS ticket can be submitted by a passenger in writing via a form available at the DPMP a.s. Customer Centre and at points of sale at Czech Railways stations, or using a claim record, which is available at www.dpmp.cz. A passenger is entitled to submit a claim without undue delay no later than within 60 calendar days of the date of faulty service provision. Claims are settled by the service provider, Direct Pay, s.r.o. 24. When buying a ticket using the mobile Sejf application, a passenger selects the desired validity duration in the application (options are the same as with SMS ticket service) and makes payment using the balance charged in the application. 25. If a failure occurs on a regular line vehicle, a passenger can transfer to the subsequent or backup vehicle. The procedure of fare collection is as follows: 1. Using on-vehicle audio equipment, a passenger will be informed of any failure of the vehicle and instructed to transfer to the subsequent or backup vehicle. He/she will also be instructed to place his/her card in the reader while getting off (if a passenger has used electronic cash on his/her Pardubice Card for fare collection). The passenger will be refunded the fare in the full amount. 2) Upon boarding the subsequent or backup vehicle, the passenger shall perform the fare collection operation again by placing his/her card in the reader. 3) In case of a vehicle failure, a passenger with a valid paper ticket can board the subsequent vehicle on the same route or a backup vehicle without having to validate another paper ticket. In case such a passenger uses a different route, he/she shall validate a new ticket.

Article V TYPES OF PARDUBICE CARD 1. For non-personalized transferable cards, the charge amounts to 170.00 CZK.



For personalized non-transferable cards, the charge amounts to 130.00 CZK. For personalized Pardubice Cards issued immediately, the charge amounts to 180.00 CZK.

3. To purchase a non-personalized card, it is not necessary to submit a filled-in application. 4. A personalized card is issued to the applicant on the basis of submission of a filled-in application where all the requested data are included and their correctness confirmed by his/her signature, herewith granting consent to inclusion of the data in the user database. For applicants below 15 years of age, the correctness of data shall be checked and approval for their registration given by their parent or guardian. Upon the occurrence of changes in the data, the applicant is obliged to report such changes immediately, and, where data printed on a card have changed, request the issuing of a new card. 5. Blocking of a card at the user's request is carried out for personalized cards only, on the basis of proving their identity, or a confirmation password by phone, if a password was included in the application for issue of the card. 6. A valid card is a card which: has been issued at the Carrier's points of sale and information centres, is provided with the card holder's current photograph, name and surname (for personalized cards), and is: a) provided with the business firm of the Carrier and an identification number, b) activated in line with these Tariff Terms and Conditions, c) functions and whose validity has not expired.

7. Activation of transport passes in accordance with Article 4, para. 1, items c-e) of these Tariff Terms and Conditions will be carried out only at the Carrier's points of sale and information centres, in selected ticket vending machines and via internet charging at www.dpmp.cz. Upon activation of a ticket on a card, the passenger will receive a document containing the following data: a) the Carrier's business name, registered office and company identification number, b) date and scope of validity of the pre-paid season ticket, c) type of season voucher uploaded on the card, d) date of sale of the transport pass (number of dealer, date of sale, time of sale), e) price in accordance with the Public Transport Tariff. 8. If: a) a card is damaged, b) not working, c) data on the card are illegible or do not reflect the reality, d)

the user's photo on the card is damaged or does not reflect the reality,

e) validity of a card has ceased, its user, or for children aged 6-15 years a parent or guardian, is obliged to request replacement of the card at his/her own cost or to lodge a complaint regarding its failure. Otherwise, the Carrier is entitled to reject activation of transport passes on a card and, within transport inspection, regard it as invalid.

Article 6 FARE REFUND 1. Rights arising from the agreement on passenger transport are exercised by a passenger at the carrier where the actuality to become the basis to exercise the right arising from the agreement on passenger transport occurred. 2. For all types of season tickets, the full fare can be refunded upon submission of the card, an identity card, the payment document of the respective type of fare, at least a day ahead of the first day of its validity. 3. A passenger who returns to DPMP a.s. a season ticket with 90-day or longer validity unused due to serious reasons on the passenger's part, can - on the basis of a written explanation - be refunded an aliquot part of the unused fare calculated from the day following the day when DPMP a.s. refunded the cash, while crediting a handling fee of 50.00 CZK. The fare is not refunded for other unused season or one-off tickets.

4. For season tickets with 90-day or longer validity purchased at any point of sale, the fare is refunded solely by the Head of the Tariff Sales Department or his/her deputy at the Pernerova Street Customer Centre, on the basis of verifying the validity of the unused ticket. Away from the counter, the fare is refunded for subsidized Seniorpas tickets. For the subsidized Seniorpas ticket, while refunding the fare, the aliquot part of the fare and the subsidy shall be calculated separately. 5. Upon cancellation of the Card at the passenger's request, the handling free for the issue of the Card shall not be refunded. 6. If a card user requests the transfer of an electronic cash balance to another card solely due to reasons on his/her part, the transfer is charged 20.00 CZK. 7. Surviving relatives may apply for redemption when returning a season ticket, on the basis of a presented death certificate. The subject of redemption is an aliquot part from the day of death till the end of the season ticket validity. 8. No blocking of transferable cards is carried out. Refund of the cash credited on a card is carried out on the basis of presenting the card. 9. In case of a claim concerning a fare or failure of the card's functionality, the Carrier undertakes to provide the passenger - until the issue is resolved - with a Claim Card to which the fare from the card concerned will be transferred. A Claim Card can be issued by an employee of the Tariff Sales Department of the Pernerova Street Customer Centre. A Claim Card shall not be issued in case of loss, theft or evident damage to the card.

Article 7 OTHER PROVISIONS 1. The duties and rights of residents using Pardubice Public Transport are stipulated by a special regulation. Part of such regulation is included in the excerpt of the Terms and Conditions of Transport, which are displayed on each Public Transport vehicle. The full wording of the Terms and Conditions of Transport is available at the Carrier's points of sale, at the Carrier's Transport Inspection seat, at the Carrier's seat and also at www.dpmp.cz. 2. The validity of one-off transport passes and season tickets issued before new Tariff Terms and Conditions enter into force are subject to the Carrier's rules, which will be published at all points of sale, information centres, on Public Transport vehicles and all media.

Dopravní podnik města Pardubice a.s. and Dopravní podnik města Hradec Králové a.s. have concluded an agreement on mutual recognition of the electronic cash necessary to pay a one-off fare in both Public Transport systems under the condition of observing the valid Tariff Terms and Conditions and Terms and Conditions of Transport of both carriers. 4. The validity of transport passes valid in transport systems integrated into the Pardubice Public Transport is governed by the Pardubice Public Transport Tariff, unless set out otherwise.
