OVERVIEW OF THE FUNCTIONS OF THE POST Under the overall authority and direct supervision of the Director of the UNESCO Institute for Statistics (UIS), the incumbent assists the Director in the coordination and day‐to‐day management of the Institute, contributing to the achievement of the UIS’s overall goals and objectives. Specifically, the incumbent will have responsibilities in the areas of programme design, coordination and implementation; fundraising and advocacy as well representation. The post falls within the framework of the Institute’s Medium‐Term Strategy 2014‐2021. Core activities include:
Medium‐ and long‐term strategic planning and activity design in conjunction with the Director and senior management Coordination, monitoring and evaluation of UIS activities, including the preparation of reports, documents and briefings addressed to clients, partners, potential and existing donors, etc. Fundraising and advocacy Representation at meetings, workshops, conferences Oversight of institutional development initiatives and support to overall institutional relations and programme development and establishment of quality control mechanisms Supporting the coordination of the Director’s Office Research, training and technical assistance …/
Main tasks and responsibilities 1) Programme design, coordination, monitoring and evaluation: a) oversee the UIS's programme design, ensuring its alignment with the Institute's strategies and priorities, and its implementation and monitoring, and assure optimal use of available human and financial resources in line with results‐based budgeting principles; b) Design, in collaboration with the UIS senior staff, an operational plan and a result framework for the UIS. c) Liaise with colleagues in the collection, analysis and update of programme performance information, identifying synergies between programmes and modalities of interventions (training, research, technical assistance); and c) Negotiate cooperative research and training arrangements between UIS and its partners worldwide, and regularly reports thereon to UIS's Director d) Coordinates the preparation and provides input to progress and results reports to UNESCO and UIS Governing Body. e) Monitors strategic files and results‐based management for the Director, analyzing substantive issues and recommending avenues for improvement. f) Oversee and monitor the implementation of the operational plan of the Technical Cooperation Group (TCG) on the Indicators for SDG4 – Education 2030and the Global Alliance to Monitor Learning (GAML). 2) Fundraising and advocacy: a) In support of the implementation of the UIS programme, mobilize resources for UIS, and ensure smooth cooperation with UIS's financial partners, assisting the Director in development of relations with the Institute`s existing and potential partners and stakeholders b) Coordinate / draft substantive documents (proposals/reports) to support this action; identifying funding opportunities and partners and initiating exchanges and promotion of the UIS programmes. c) propose to the Director means to extend UIS's partnerships, and upon approval, negotiate agreements and contracts; and d) advise the Director on advocacy messages to UIS's partners and constituency in coordination with the Institute’s Communications team e) Set up a Donor Group and act as a focal point. …/
3) Office Coordination, Representation and Officer‐in‐Charge: a) Represent the Director of the Institute in meetings at policy and technical levels to which UIS is invited, and at high level meetings of the UNESCO Secretariat and UIS partners, as needed b) advise the Director on matters of evolving business needs, required staff profiles and staff development needs, coordinating implementation of initiatives in this domain; c) Fosters teamwork and communication among staff in the Director`s Office and Institute‐ wide and play a leading role in personnel management on behalf of the Director, when needed d) act as Officer‐in‐Charge during the Director’s absence on mission or on leave e) Oversee the implementation of the communication strategy of the UIS. 4) Research, Training and Technical Assistance: a) lead training, research, and technical assistance activities within her/his areas of specialization; b) assess requests for technical assistance from Member States and advise the Director on relevant activities to undertake in the field and on their coherence with overall institutional objectives; and c) Identify needs and lead training courses on programme/project management for UIS staff 5) Additional activities: Any additional activities that may be required to ensure the success of the work team to which assigned.
REQUIRED QUALIFICATIONS EDUCATION
Advanced university degree (Master’s degree or equivalent) in the field of education, statistics or an area related to educational assessment, economics or social sciences, business or public administration, or related area. A first‐level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. …/
WORK EXPERIENCE
Minimum 10 years of progressively relevant professional experience, including experience in planning, implementing and managing programmes and/or projects and managing staff (team of 30+) Experience in mobilising resources and developing partnerships at national, regional and international levels Proven experience in guiding, developing and motivating staff
SKILLS/COMPETENCIES Sound judgement as well as practised decision-making and problem-solving abilities Knowledge of UNESCO and UIS’s areas of work including statistical/methodological issues Excellent communicator (written and oral) including experience in report-writing and highlevel presentations Ability to advise on strategic/managerial matters as well as statistical/technical issues Demonstrated involvement on the implementation of Enterprise Resource Planning (ERP) software, particularly finance modules Capacity to drive for change and improvements while anticipating/managing possible risks Demonstrated ability to analyse work situations, statistical and other data
LANGUAGES
Excellent knowledge of English or French and good knowledge of the other language
DESIRABLE QUALIFICATIONS WORK EXPERIENCE
At least 5 years of professional experience acquired at the international level within a UN or similar agency SKILLS/COMPETENCIES Knowledge of UNESCO rules, regulations, policies and guidelines Familiarity with Structure Query Language (SQL), as it relates to Departmental Intranet web applications LANGUAGES
Working knowledge of Chinese, Russian or Spanish.
