Why is EXIM powerful?

The Concept

EXIM is an information system based on the Single Window concept - worldwide recognized and promoted tool for trade facilitation. EXIM is one of the first fully operational Single Window systems in the world, based on the contemporary international standards.

EXIM is a unique Single Window model in the world that includes issuance of all necessary licenses required from the Government Authorities for the cross-border trade.

Why is EXIM powerful? EXIM is based on international standards, tools and directives recommended by the United Nations, the World Customs Organization and the European Commission. EXIM is in line with the national government standards for interoperability and information security.

With the introduction of EXIM, the Government authorities in the Republic of Macedonia started to use electronic signature for verification for the first time.

EXIM Functionalities EXIM is a single frame for seamless performance of 16 Government Authorities in import, export and transit procedures. EXIM can be accessed by both the business sector and the permit-issuing authorities, with different interfaces depending on the type of access. EXIM includes 66 different procedures for eapplication, e-issuance, tracking and monitoring of licenses, quotas and payments in real time. EXIM provides secure and paperless environment for data processing. EXIM provides interoperability and centralized management of reference data.

EXIM Modules Module 1:

Registration

Four main groups of users are registered and authenticated. The customized version of web application is based on the access rights.

Module 2:

EI Licenses

Business entities submit and review export/import license requests, which Government agencies list and process. The license applications can be pending, approved, rejected etc.

Module 3:

Form designer

Tool that allows administrators from the respective institution to create new “active” forms and to modify existing forms; the forms are used to input and validate data.

Module 4:

Tariff Quotas

Allows companies to apply for a quota and review info for the allocation of quotas. Customs Administration can process quota requests and perform quota distribution.

Module 5:

Referential tables

Management of reference database tables used throughout the system. Administrators can insert, update and delete information in this tables so the changes will be reflected everywhere in the system.

Module 6:

Digital Signing

All EXIM users must have a valid digital certificate issued by national CA. Signed and security checked XML data is transmitted and inserted in DB, CRL check is performed, list of files processed is kept.

Module 7:

Management of taxes

Tracking and management of administrative tax payments (and other fees) for license applications. Payment data is electronically received.

Module 8:

Data exchange

Interconnection and data exchange between EXIM and other cross-border IT systems is provided and is based on web services XML message exchange.

Module 9:

Reports

Flexible tool for generating reports and statistical data for GA and printouts for GA and EO

Module 10:

Administration

Tool for administration of the system: referential data, user profiles, privileges, security issues, etc.
