FOREWORD This document has been through many revisions and small changes. Many FITA people have helped in this considerable effort. It is a living document that will continue to change as we use it and find better ways to organize our competitions. Your input will always be appreciated. This latest revision (July 99) has some clarifications and minor changes that were required after observing the 1997 World Championships and the rule changes of the Victoria Congress. It also includes new schedules for the 7 days of archery competition. Although this book started as a “rule” book for the new Olympic Round (O.R.) it has become an organizers manual for the World Target Archery Championships. James L. Easton, FITA President

NOTICE

The information in this Organizers Manual is intended to support and clarify the rules in the FITA Constitution and Rules (C&R) published in 1998. The description in this document goes into far more detail than the C&R book and the implementation of the rules are clarified. All the relevant rules in this book appear in the Official FITA Rules Book. It is intended to be a helpful guide for the Organizers and Technical Delegates of future World Target Archery Championships. After each World Championships, the document will be reviewed and amended in order that it continues to be a complete reference and a valuable tool for future Organizing Committees. Within the manual there will be cross references to The Olympic Games and the format of competition used at The Games, please note that such cross-references are for information only. There is separate documentation available for OCOG (Organising Committee of the Olympic Games) and the appointed FITA Officials at The Games. The Document is available in English and will also soon be available in French. In case of conflict between the two versions, the English version will prevail.

MEDIA RIGHTS + OTHER COMMERCIAL RIGHTS FITA is the sole owner of all commercial and media rights to the Outdoor Target Archery Championships. These rights include the Television rights for production and distribution, the new media rights like Internet and webcasting and any other form of commercial right to a championship. Further information can be found in the contract that is signed for each championship between FITA and the Member Association that is hosting the championship. We also refer to Article 1.21.1 of the C&R Book.

Art 1.21.1 FITA shall have the sole right to arrange and to receive all revenue from all commercial promotion, media coverage and reproduction of FITA Championships. The Member Association responsible for staging any such competition shall ensure that no arrangements in respect to television, film, or photographic coverage or advertising associated with such competition or its locations shall preclude FITA from concluding agreements in respect of the same at its sole discretion. FITA may assign or delegate this right to a Member Association or other organizations at its sole discretion.

FITA will be willing to work with organizers to allow national coverage if the national broadcaster will provide the signal to FITA for International broadcasting

Definition The Accreditation Office is responsible for allocating official status, (which determines who can go where, etc), to everyone at the championships eg: • Competitors • Team staff and officials • Tournament staff • Press • VIPs • Officials Appointed to assist the Director of Shooting (DoS) Number allocated to competitors for identification at the Championships, to be worn throughout the qualification round and the competition . The match between the 2 (two) losers of the Semi-Final Round matches. Individual and Team Events At the World Target Archery Championships there are two (2) classes: • Men • Women At the Junior World Target Archery Championships there two (2) classes: • Junior Men • Junior Women Being the entire tournament including all ceremonies, competitions, meetings, official training and press conferences The Chairman of Judges (CJ) is appointed by the FITA Judge Committee. The CJ is responsible for the duty roster of the Judge Commission and liaison with the DoS. All appeals to Jury of Appeal must be channelled through the CJ to the TD. The Competition includes The Qualification Round, and The Olympic Round in all Classes and Events. Responsible for the venue layout and control of the event in liaison with the FITA TD & CJ The Competition Secretariat have the following responsibilities: • administration (eg: facilities, entries and procedures); • support the FITA commissions • organise the distribution of information to "sports users" Data Processing is responsible for the input and handling of data via the computer system. Regulating the timing of the Ranking Rounds, and overseeing the Match Timing in liaison with the Chairman of Judges and Line Judges. World Championships are organized in the following disciplines: • • • •

Distribution (Reprographic) Divisions

Draw

Elimination Round’s

Reprographic and Distribution is responsible for the organisation and distribution of information generated by all offices and committees at the championships Competitors who use different types of bows and will compete in different divisions: • Recurve • Compound A random draw of competitors to establish target allocation for the Qualification Round. Competitors from the same Member Association (MA) will be allocated to adjacent (consecutive) targets. The Draw will be conducted 2 days prior to the start of the Qualification Round, and will be open to Team Captains & Press. Computer/Random draw is permissible. The Elimination Rounds for 64, 32 and 16 archers (often called the nd th th 1/32 , 1/16 and 1/8 Eliminations) in the Individual Competition and for th th 16 and 8 teams (often called 1/8 and 1/4 Eliminations) in the Team Competition. Each Round comprises of series of matches, each match is contested as follows: •

Individual 18 arrows each, shot in ends of 6 arrows, time allowed for each end of 6 arrows 4 minutes.

Finals Round

Team: 27 arrows per team shot in ends of 9 arrows , 3 per team member in a time of 3 minutes per 9 arrow end. A series of arrows shot, then scored, and withdrawn from the target: An End can be : 1, 3, 6, or 9 arrows as each Round dictates. Events are part of the competition. The World Target Archery Championship medals will be awarded to the winner of each gender in each event. • Individual • Team Comprises of: l Individuals: The Quarter-Final (8 archers), Semi-Final (4 archers), Bronze Medal Final Gold Medal Final matches for individuals. l Teams: Semi-Final (4 team), Bronze and Gold Medal Final Matches. Each series of matches is contested as follows: •

Judges

Individual: 12 arrows each shot in Ends of 3 arrows in alternating format, time allowed for each arrow 40 seconds • Team: As for the Elimination Round Matches, excepting that an alternating format of 3 arrows per team following the format of the Individual Event, is introduced The match between the 2 (two) winners of theSemi-Final Round matches. Individual and Team The members of the Judge Commission for the FITA World Championships are appointed by the FITA Judge Committee. •

INDIVIDUAL COMPETITION

A. Qualification Round - Single FITA Outdoor Target Round A.1

Recurve and Compound Divisions will shoot at separate times (Generally Compound in the morning and Recurve in the afternoon). Note: If the number of entrants are too many to fit the field, the Divisions may be mixed to balance the use of the field in the AM and PM. If space is limited, require Recurve women and Compound men in the AM and Recurve men and Compound women in the PM.

A.2

The 3 (or 2) archers on each target will all shoot at the same time. Position on the line will be decided by the archers assigned to each target, or will be assigned by FITA Rule 7.5.1.3. or by the order the archers were assigned to the target. The space between targets should be 3.5 meters (3 meter minimum - 4 meters is desirable if space allows).

A.3

At the 2 long distances (90m and 70m for men, 70m and 60m for women), each archer will shoot all 6 arrows within 4 minutes on a 122cm target face. At the short distances (50m and 30m), each archer will shoot 3 arrows in 2 minutes on an 80cm target face. For 30m the triangular triple target face set-up will be used.

A.4

Two distances will be shot in the morning for one group (men or women) and the other group will shoot two distances in the afternoon. See Schedule Summary on Page 9.

A.5

A 15-30 minute break is required between distances to move the targets.

A.6

There will be a 60 minute (minimum) break between the AM and PM group.

A.7

In the Qualification Round, ties for 64 place (or last place to qualify for the Elimination Round) will be broken with the FITA Shoot-Off Tie Breaking Procedure on neutral targets near the center of the field at the distance the last end was shot (30m). See Appendix 1 (Page 39) for detailed tie breaking procedures.

A.8

The top 64 men and top 64 women in each division of the Qualification Rounds will proceed to the Elimination Rounds. See Diagram B on Page 14 for the pairing chart. See information on Page 13, Paragraph B.2 if less than 65 archers enter any Class in any Division.

FITA shooting rules used for the Outdoor Target Round will apply to the Qualification Round.

A.10

Practise arrows will be allowed at least 45 minutes before the Qualification Round competition Practice must stop 15 minutes before competition begins so that the target faces can be changed and the field prepared. Practise will not be scheduled on the competition field during Elimination and Final matches. An adjacent practice field will be open during all matches.

FITA Award Ceremony for the Winners, 2 and 3 Places in the Qualification Round (FITA)for each division, will take place immediately after Results Verification and before the next phase of the competition. For Example at the end of the FITA for both Men and Women Compound Divisions,and before the final distances in the FITA Round for the Recurve Divisions, the awards will be presented to each set of winners. The Organisers will use the FITA Fanfare rather than national anthems at this ceremony.

B. Elimination and Final Rounds for Individuals. (Olympic Round)

The Olympic Round at a FITA Championship is separated into two official phases: the Elimination Round and the Finals Round. The Qualification Round is not officially a part of the Olympic Round, but is a part of the FITA Championship format. In the Elimination matches, 3 ends of 6 arrows (18) are shot. In the Finals matches, 4 ends of 3 arrows (12) are shot. The Elimination and Finals Rounds will be managed with the following rules: B.1

The top 64 men and top 64 women in each Division will be placed on a single Elimination Pairing Chart (see Diagram B on Page 14 and modified format in Appendix XVIII, Page 100) according to their standing at the end of the Qualification Round. The other numbers show how the winners would progress if the higher-ranked archer won each match. In each match, the highest ranking archer (from the Ranking Round) will always shoot on the right hand target.

B.2

If fewer than 65 archers enter any class within any division in the Qualification Round, then only the top 32 will qualify for entry into the Elimination Matches. If there are fewer than 33 (or 17 or 9), then only the top 16 (or 8 or 4) will qualify for the Elimination Round (Final Round for 8 or 4). See Rule 3.5.6 in FITA C&R and Appendix XXI, Page 104 for clarification.

B.3

If anyone drops out of match competition, the archer matched up with them will win the match by forfeit and will have a bye through to the next Round.

B.4

The archer that wins with a forfeit or has a bye will not be allowed to shoot on the competition field during the scheduled time of his match but may practice on the practice field or practice area near or on the competition field. The practice area for archers (teams) to practice during their byes must be in an area that shoots in the same direction as the competition field, is subject to similar wind and light conditions and is within 100 meters of the competition field. If the regular practise field meets these standards, it may be used. If it does not, then a separate special practise area, large enough to accommodate all the archers with byes, shall be set up on an unused portion of the competition field and within 100 meters of the competition area.

A bye match in the 1/16 , 1/8 , 1/4 , Semi or Medal Matches will prevent the archer with the nd bye from setting any records. The 1/32 matches do not count toward a record, so a bye in nd the 1/32 Eliminations does not affect record setting. For the purpose of breaking ties among the losers of any matches, a bye score (or zero) in a previous match will not be used. The next earlier match, where both tied archers have shot, will be used to break ties for the purpose of final ranking.

In the 1/32 Elimination Round (and 1/16 Elimination Round in exceptional cases), all matches will be shot with 2 archers on one target. Both men and women will shoot 3 ends of 6 arrows at 70m on a 122cm face.

B.9

For the Eliminations, the archers in each match will both shoot their 6 arrows per end at the same time and then score, mark and pull their own arrows after verification by the Target Judge. Organizers will supply an official scorer for each match. Scores will be posted with flip cards at each target.

B.10

In each match, the highest ranking (based on the score of the qualification round) archer will shoot on the right hand shooting position or right hand target. See Appendix XIX for suggested target assignments.

B.11

In the Finals and Elimination Round, the clock will not be stopped for an archer's equipment failure. The archer must complete shooting during the prescribed time. Archers may use their back-up equipment ,which must be placed in the designated equipment area.

In the Elimination and Finals Rounds, the competition will not stop for bounce outs, passthrough’s or hangers. See Appendix XIV.

The 2 (two) targets for each match are placed in one lane, 4 meters wide, and will be placed 2.5 meters apart (center-to-center) in the middle of the lane. Leave one lane of minimum 6m (8m for the center lane) space between matches. (alternate wind flag and coloured target number for each of the targets) (See Diagram D) Depending on the recommendation of television broadcasters, the Finals may be all or partly shot on the same 2 targets, rather than alternating pairs, to allow for better camera placement and an optimum TV picture. If this is the case an organiser may also opt for only one lane of two targets. (See Diagram D)

In the finals, each archer will shoot 4 ends of 3 arrows (12 arrows) on a separate target.

There will be a minimum of one Judge at each target and one Judge per match on the shooting line (See Diagram D and E). Note: (in exceptional cases) When more than one match is shot at a time (1/4 or1/2 final), each will be timed by the line judge for that match with a clock visible to the archers. (see Appendix XI). A timing official (T) may be used during multiple matches if the Line Judge wishes assistance.

All Finals matches will be shot with the archers alternating their shots. Each archer will have up to 40 seconds to shoot one arrow.

B.20

In the Finals, the highest ranking archer (qualifying round) will call the disk (or coin) tossed by the shooting line Judge (black or white or heads or tails) to determine the order of shooting. The winner of the disk (or coin) toss will select the order of shooting for the first end (3 arrows). The order of shooting will change after each end and will be as shown on the chart on Page 19. See Appendix III for the detailed procedure to start each Finals match.

To start the single matches in the Finals, a "to-the-line" audible signal (2 beeps) will be given. Both archers will position themselves on the shooting line. At the end of the 10 second period, a single beep will start the first 40 second shooting period. As soon as one arrow is shot and the score is posted on the small scoreboard (in front of the target), the single beep "start shooting" signal will sound again and the second archer will have a 40 second period in which to shoot one arrow. The archers will continue to alternate their shots until each archer has a chance to shoot 3 arrows. After the last arrow is shot in that end or at the end of the time limit, 3 beeps will signal the end of shooting and the start of scoring.

The Line Judge will raise a red card if an archer shoots an arrow before or after the time period. The Line Judge will also notify the Target Judge that the archer has violated the time period. If the Spotter/Scorer Judge can positively identify the mis-shot arrow the archer will lose the value of the mis-shot arrow. If the arrow cannot be positively identified, the archer will lose the highest scoring arrow(s) of that end for each arrow shot before or after the time period

While the 3 arrows are being scored and pulled, the archers may leave the shooting line if they wish. As soon as the last arrow is pulled and the field is clear, the Director of Shooting will give a 2 beep "to-the-line" signal. Then 10 seconds later, the "start shooting" single beep audible signal will be given. The "Audible Signal and Order of Shooting Chart" on Page 19 describes the procedure.

NOTE: How To Shoot Four or Two Individual Matches At The Same Time (Normally not the case for World Championships unless in exceptional circumstances) When more than one Individual Match is being shot at a time, the procedure for individual matches cannot be used because the sound signals for each individual match would be too confusing.. The procedure for 2 or 4 independently timed matches being shot consecutively must maintains the integrity of all matches in the Olympic Round Eliminations and Finals and is as follows: A small portable digital time clock (without audible signal and with lights to indicate which archer is shooting) will be located in front of and between the 2 archers of each match. The judge or Timing Official assigned to each match will control the visual time clock. Each archer will have a maximum of 40 seconds to shoot one arrow. As soon as the arrow is shot, the Timing Judge will stop the clock and re-set the clock to 40 seconds. The second archer will be ready for the clock to start when the score of the other archer is displayed on the scoreboard under the target. As soon as the score is displayed, the clock will be started. This will be repeated for the 3 arrows of each end. At the end of the 3 arrow end, the D.O.S. will initiate an audible 3 beep signal to stop shooting and score and pull the arrows when the last archer has shot his last arrow, or when the time limit for the last shooter has expired. After official scoring is complete and the field is clear, the D.O.S. will give an audible 2 beep signal (to the line) followed in 10 seconds by a single beep to alert the judges to start their individual clocks and to start the shooting for the next end. The Individual Match Line Judges will signal the Director of Shooting by raising their right arms when the last archer in their match has finished shooting. The clock for each match, not the audible signal, controls each match.

To speed things up to make the Olympic Round more exciting for the spectators and TV, the archers will not walk to the target to score and pull their arrows. •

Each archer will designate an Archer's Agent (AA) who must have competition field accreditation to observe the scoring and pull the archer's arrows.



One Spotter (S) (a Judge) will spot arrows, operate the electronic scoring device in the blind and record scores at each target. Arrows will be recorded on the scorecard in the blind. Arrow values that cannot be identified will be verified at the target.



One (or more) Target Judges (TJ) will be assigned to each target. The TJ will help spot arrows on the other target in that match for the Individual and Team matches.



The 2 Runners (R) will be assigned to each archer in the Finals Round by the organizer.

The Archer’s Agent, Target Judge, Spotter and one Runner will be positioned in the blind on the field, located at about the 64 meters from the shooting line, about 1-2 meters on each side of every pair of targets (see Diagram C on Page X). They will be able to quickly go to the target each time the archers have shot 3 arrows to score and pull the arrows (see Diagram D on Page X). One Runner for each archer will stay behind the shooting line during the matches. The other runner will stay in the blind during the scoring. The Target Judges will be responsible for deportment, safety and security in the blind and at the target and will be in radio contact with the D.O.S. and Line Judge. Runners will not go to the target. Only one Runner will be in the blind at any time. Note:

There will be 2 spotters for each Finals match, one located in the blind on each side of each pair of targets with a clear view of the target and each other. These spotters may both be Judges or officials supplied by the Organizers. They will each have a high quality spotting scope or field binoculars to spot and immediately call the unofficial score. A Target Judge will be assigned to each target to oversee the unofficial remote scoring and to communicate with the Director of Shooting if necessary. At the conclusion of each 3 arrow end, the Target Judge will approach the target and call the official score of each arrow. The Target Judge will also help spot arrows for both targets.

The Spotters will quickly call the unofficial score for each arrow and immediately transfer it to the electronic scoreboard at each target (and on the main scoreboard). If the Spotter for one target is not absolutely sure of the call, he will look to the Spotter in the neighboring blind, who will signal the score if possible. Instantaneous display of scores is the objective. Certainly to have the arrow value recorded on the visual display within 2 seconds of its impact. The Spotter will electronically record the score with a scoreboard control (terminal) to eliminate any unnecessary delay. The Spotter of the target of one archer or team in the match will always watch (with low power field binoculars if needed) the arrows of the team or individual as they impact on the other target. If one arrow is close to the line, he will automatically call out the score or signal for the Spotter in the other blind. Signaling can be with hand signals, audible signals or with display of the actual score of the arrow with a card system during team competition if it becomes difficult to keep track of arrow location.

The announcer will also have a spotting scope and will call out the scores that are clearly visible. If the arrow is close, he will announce that fact and wait for the Spotters to display the score or stet.

B.29

If an arrow is too close to call by the Spotter and the Spotter (or the TJ) in the other blind can not clearly call the score, the arrow will be temporarily called the lower score (the announcer will inform the spectators during the single individual and team match competition). The "uncertain" signal, if available, will be displayed on the small scoreboard by the Spotter.

B.30

Each target will have an electric flip plate scoreboard with enough space to show the individual value of 3 arrows, a running total for the match and the number of arrows shot in the end. The archer's number, country and name will also be posted on the scoreboard (either on the electric flip plates if the scoreboards have 2 lines of characters, or on a sign placed above each scoreboard).

B.31

When each end of 3 arrows is completed, the shooting will stop and the score of the arrows will be officially verified and recorded. These 3 arrows will be returned to the archers on the shooting line after the next 3 arrows are shot. Estimated delay between ends is 45 seconds or less. The Runners must not be moving while the archers are shooting. The archers must have at least 6 good arrows since there will be a one end delay on return of arrows.

Ties in the Olympic Elimination and Final Rounds will be broken by the FITA Shoot-Off Tie Breaking Procedure. See Appendix I, for details.

Scores on the electronic scoreboard are official after the Target Judges have verified them.

Drug testing, as required at all FITA Championships, will be done immediately after the Awards Ceremony and photo session (within one hour of the end of the competition). A press conference shall be set up after the Awards Ceremony, if time allows, and before the archers must report to drug testing. Otherwise the press conference can be held after the drug testing is complete. Archers are required to attend the press conference.

A practice field must be available close to the competition area for archers to warm up while waiting for their match to be called. A staging area for the next matches will be set up on the practice and competition field. The practice field may be a part of the field used for the Qualification Round. See the paragraph on "practice field" on Page 13, Section B.4. It must

World Records may be set for: 144 arrows in the FITA Outdoor Target Round 36 arrows for each distance Olympic Round Elimination Round Match (18 arrows) Olympic Round Finals Round Match (12 arrows) The 36 arrows total of the Olympic Round Finals.

B.38

Archers (and all their team officials) eliminated in the Elimination and Finals Round must leave the competition field. They may watch the competition from a designated area, from reserved seats in the grandstands or on TV in the athlete's lounge.

B.39

There will be no practise arrows shot on the competition field before or during any Elimination or Final match. Exception, if all the archers in the 1/32nd Eliminations for each division and class shoot at the same time, the competition field may be opened for practice for a period of 45-60 minutes and closed 15 minutes before the start of competition.This option is entirely up to the organizers. They must determine if the competition field can be prepared according to the timing schedule in addition to practice being allowed. The adjacent practice field will be open before and during all match competition. Archers can practice and warm up on the practice field before each match. See B.4, Page 13. For Gold Medal Matches, it gives a better impression to spectators and press if all practise facilities are closed for the duration of the these medal matches (see B.40 below). (Remarks: For other tournaments, Organizing Committees can decide whether to allow practice on the competition field for any stage of the Elimination Rounds. However, whatever is decided must result in equal and fair practice conditions for all archers.)

B.40

It is required that the Finals , for each division and each gender are completed in one period i.e. from the Quarter Finals through to the Gold Medal matches.. Do not alternate divisions or genders. This has proved to be too confusing for the spectators and TV to follow. (Please schedule the same procedure for the Team Event .).

B.41

The awards should be given at the end of each day or after each Gold Medal match if the schedule will allow.

B.42

If there is a target or timing equipment failure or an emergency situation, the shooting will be stopped by the Director of Shooting (D.O.S.). When the equipment is repaired or the emergency is over, the shooting will resume with the remaining time reset on the time clock in the Elimination Round and with 40 seconds per unshot arrow reset on the clock for the Finals Round. The Assistant D.O.S. will be responsible to time each end with a hand held stop watch that will also be stopped when the D.O.S. stops the competition. A 10 second "to the line" signal will be given to restart the shooting.

2. TEAM COMPETITION A.

Concepts for the Team Competition

A.1

The top 16 men's and women's teams in each division will be selected using the combined top three scores from the Individual Qualification Round. All members of a team must be of the same gender, same bow division and from the same country. If less than 17 teams are available in any division or class, then only the top 8 teams will go the Elimination Matches. See Appendix XXI for more information. The rules for Individuals apply in concept for Teams also. If there is a tie for 16th (or 8th or 4th) place, the FITA Shoot-Off Tie Breaking Procedure will decide the last place to go into the matches. See Appendix I, item 2.1 for details. If a country wins one of the team positions to go on to the matches and they have 4 archers of the same division and class shooting in the Individual Competition, they may select any 3 members to shoot in the Team Competition, each archer in the Team Event must have competed in the Qualification Round. The ranking of a team will be established by the scores of the three highest scoring archers in that division and class. The ranking will not be changed if a lower scoring archer is substituted for a higher scoring one. The names of the members of a national team shall be communicated to the Organizing Committee before the start of the Team Elimination Round.

A.2

The teams will be placed into a 16 (8 or 4) team match-play draw sheet (See Diagram E on Page X). The team with the highest total score from the Individual Qualification Round will shoot against the 16th (8th or 4th) place team, etc. If a team that has won a place in the Elimination (or Final) matches is unable to compete in the matches for any reason (forfeits), then the other team in that match will receive a bye through to the next round. Teams with byes (or forfeited) matches will not be allowed to shoot on the competition field during their bye or forfeit, and will therefore be ineligible for a World Record Claim in that phase of the competition. They may practice on the practice field or on a special practice area on the unused portion of the competition field.

A.3

The men's and women's teams will shoot at the same time in separate groups. If field size is a problem, the organizers may mix the bow divisions and classes (as suggested for the Qualification Round) to fit the field size.

The target will be 122cm at 70 meters for both men and women. They will be spaced 7 meters apart (center-to-center) on the lane lines (See Diagram F for the elimination round) and 4 meters for the finals round.

One match consists of 27 arrows: 3 ends of 9 arrows per end. Each team member shoots 3 arrows per end (3 arrows X 3 archers X 3 ends = 27 arrows). Each team will shoot on their own target set up in a 7 meter spaced lane 4 meters between the two centers for the elimination round and on the 4 meters spaced lane for the finals round.

Both teams will start each match with their 3 archers behind the 1 meter line. In the elimination round when the D.O.S. starts the match and the time clock, one archer for each team will go to the shooting line to start shooting. After shooting, the archers must step behind the one meter line before the next archer from their team will be allowed to step over the one meter line. The time clock will run continuously during shooting and changing. The waiting team members will be positioned 1 meter behind the shooting line. ANNOUNCER If the next archer in rotation crosses the one meter line before the preceding archer has returned behind the one meter line, the line Judge will raise the yellow warning card. All additional violations of this rule (or any other rules) by any member of the team during the match will result in the loss of two points for each violation. The Judge will signal this penalty by raising a red card. See Appendix V for details on the team round violation penalties. A.7

All 3 archers on a team will be required to finish shooting before the prescribed time limit. The archers may shoot in any sequence and may shoot 1, 2 or 3 arrows each time they are on the shooting line. (The time limit is currently 3 minutes). Any arrow shot before or after the time limit will result in the loss of the highest scoring arrow in the target. An arrow shot before or after the allotted time will cause the archer to lose the highest scoring arrow of that end. An arrow shot before or after the allotted time that can be clearly identified by the judge(s) (assigned to spot the arrows) will cause the archer to lose the value of that arrow.

A.8

The time limit is necessary to create tension and excitement of an "interactive" team event. One waiting archer could be spotting arrows with an optical device and telling the shooter where his arrow hit while the other waiting archer could be telling the shooter information about the wind or being prepared by the coach. One team coach may be within the coach box behind the one meter line adjacent to the team area. (See Diagram G.) The coach may not use optical devices while archers are shooting. There can only be one team official or coach in the coaches box when their team is shooting. If there is a second team official on the competition field, that official must wait in the archers' waiting area.

A.9

Elimination Round. See the schedule in Appendix VI for information on how the Team Round will be scheduled. Teams will walk to the target to score, mark holes and pull their arrows. The arrows will be called from highest value to the lowest irrespective who shot the

arrow: eg 10 10 10 10 9 9 8 8 7. One archer in each team will be designated the caller, whilst one archer in each team may witness the scoring procedure at their opponents target. The organizers will furnish official scorers for each target. If only 8 teams qualify for the Elimination matches, See Diagram E1 on Page 14B. If only 4 teams qualify, they will start in the Semi-Final matches. To start the team match, two beeps will be given. Ten (10) seconds later the single beep "start shooting" signal will be given and the archers will cross the one-meter line and start shooting. All teams will have 3 minutes to shoot nine (9) arrows. A triple beep "stop shooting" signal will be given at the end of the 3 minute period or when the last arrow of that end is shot. See Appendix III for procedures to start the matches. A.10

Finals Round. The Finals Round will start with the Semi-Final competition.

A.11

The losers of the Semi-Finals will shoot for the Bronze. The winners will shoot for the Gold and Silver Medals.

A.12

In the Finals of the Team Round (Semi-Final, Bronze and Gold Medal Matches), the archers will not walk to the target to score or pull their arrows. Spotters will spot and record the arrows as in the individual Finals competition. Spotters will also record the official score at the target. Judges will be available to help call close-to-the-line arrows and call the official score of each arrow. An Archer's Agent will be designated by each team to represent the team. The Archer's Agent will pull the arrows, mark the holes and will observe the values of the arrows as they are called and recorded. The Agent will request a second or third call by the Judges on disputed arrow values. The Team Agent will then hand the arrows to the Runner that is waiting in the blind. (See Appendix IV for more information). The Runners will return the arrows after the next nine arrows are shot. Runners for the Team Round will function the same as Runners in the Individual Round. Each team member must have 6 good arrows as there will be a one end delay before their previously shot arrows are returned.

A.13

While the nine arrows are being scored, the teams may leave the team area. A two beep "to the line (1 meter line)" signal will be followed 10 seconds later by the "move to the shooting line and start shooting" one beep signal. This procedure will be repeated for 3 ends.

A.14

If tied, the FITA Shoot-Off Tie Breaking Procedure will be used. (each archer on the team shoots one arrow per end). See Appendix I.

A.15

Equipment failures will not stop the clock. An archer with equipment failure may vacate the line and fix his equipment or pick up a spare bow. If either of the archer's team members have not yet shot all their 3 arrows, one of these archers may step to the shooting line once the archer leaving the line has crossed the one meter line. If any time remains, the archer with the equipment failure may return to finish shooting the remaining arrows. All 9 arrows must be shot within the prescribed time limit. Each member of the team may have back up equipment which must be placed behind the 3 meter line.

Since scores on the electronic scoreboard are official after the Target Judges have confirmed them, the winners will go immediately to the Awards Ceremony.

Drug testing, as prescribed by the FITA Medical Committee, will be carried out immediately after the Awards Ceremony and photo session (within one hour of the end of the competition). A press conference may be set up (if time allows) after the Awards Ceremony and before the archers must report to drug testing. If there is not enough time before the drug testing time deadline for the press conference, it will be set up immediately after the drug testing. All team members must appear at the press conference.

The same procedure will be used for the men's and women's Recurve and Compound Division competition.

All archers’ arrows must be marked with their name or initials and it is suggested that there be some visible nock, vane or colour band difference so it can be more quickly verified that each archer shoots the proper number of arrows.

A warm-up field will be available close (within100m) to the competition area for archers to practice while waiting for their match to be called. A staging area for the next matches will be set up on the practice field.

The Assistant D.O.S. will be responsible to time each end with a hand held stop watch that will also be stopped when the D.O.S. stops the competition. To restart the shooting, the archers will go to the team area at the 2 beep signal. Ten seconds later, the one-beep "start shooting" signal will be given and the clock will be restarted. If the shooting is stopped within the last 20 seconds of the end, the team will be given 20 seconds to shoot their remaining arrows.

Note: For the Team competition archers have, effectively, 20 seconds per arrow and to keep the timed Team Competition fair to both teams, the above procedure must be used. A.29

There will be no practice on the competition field before or during the Team Round competition. The practice field will be open before and during the competition for team practice and warm up. If agreed to by the Organizer, practice may occur on the competition field, but only if all teams are shooting the next matches all at the same time. It is not fair to let one group practice on the competition field unless all groups in the matches in the same Elimination phase can practice on the competition field before their matches.

The Olympic Games alternating Match format will be used unless the schedule does not allow this format to be used for the Finals Round.

In the Finals Round in which the Olympic Games alternating format is used the shooting time is kept for each team separately. The clock is started at the D.O.S. signal. The first archer then crosses the 1 m line. After 3 arrows are shot and the archer has stepped behind the one-meter line, the clock is stopped and the remaining time to shoot is displayed on that team's clock. When the score for that team is displayed on the small scoreboard (under the target), the clock is started for the second team and their first archer can move forward of the one-meter line and start shooting. This routine is maintained until each team has shot 9 arrows, or the overall time has expired.

The timing and archer position for the alternating format will be as follows: 1. Start: All archers behind the one-meter line. 2. The D.O.S. will give the 2 beep “ warning signal” 10 seconds before shooting begins to alert the teams. 3. The D.O.S. will give a one-beep “start-shooting” signal to step to the shooting line and start shooting. The clock will be started by the Timing Official when this signal is given. Archers may not step over the one-meter line before the clock on their target starts. 4. At the "start shooting" signal, the archer from Team # 1 crosses the one-meter line, goes to the shooting line and starts to shoot 3 arrows (or 3 separate archers could each shoot one arrow, but each must wait until the prior shooter comes behind the one-meter line before the next archer can cross the one-meter line). 5. When 3 arrows are shot and as soon as the archer is behind the one-meter line, that team’s clock is stopped with the time remaining displayed. 6. After the score of the third arrow of the first team is displayed on the scoreboard at the target, the clock for Team #2 will start. The archer from the second team must be ready to cross the one-meter line as soon as the clock starts. The clock will start whether the archer is ready or not. The archer must not cross the one-meter line before the clock starts. See Appendix V.

Note: In the exceptional case of multiple matches in the Team Finals, there will be no intermediate one-beep signal as each team will be shooting at its own place using just the small match timer and signals from the target judge controlling that match. 7. After the third arrow is shot by the second team, the archer steps behind the one-meter line and the clock is stopped with the time remaining displayed. As soon as the score of the last arrow is displayed, the clock for Team #1 is re-started and the next archer can step over the one-meter line, go up to the shooting line and start shooting. 8. This is repeated until each team has shot 9 arrows or the time limit has expired. 9. When the last team has shot their last arrow of the end and the shooting line is clear, the D.O.S. will sound a 3 beep “start scoring” signal. If the time period to shoot an end has expired, the D.O.S. will sound a 2 beep “stop shooting” signal. When the shooting line is clear, a 3 beep “start scoring” signal is sounded. In multiple matches, the 3-beep signal will be given when the last match is finished and the shooting line is clear. 10. The Target Judge will call the score of the arrows. Spotters will record the official score of the arrows. Arrows will be marked and pulled by Archer's Agents. 11. The clocks will be reset by the Timing Official. There may be one Timing Official per team. 12. The archers will be behind the one-meter line. 13. The D.O.S. will give a 2 beep "ready" signal followed 10 seconds later by the "cross the one-meter line and start shooting" signal. The Timing Official will start the second team clock at the one-beep signal and a member of the second team will cross the one-meter line and start shooting (teams will alternate shooting first). 14. The sequence above is repeated for 3 ends.

APPENDIX I - TIE BREAKING PROCEDURES FITA CHAMPIONSHIPS 1.

Individual Ties. A.

Qualification Rounds. Ties for the last place(s) to qualify for the Elimination Round will be settled using the FITA Shoot Off Tie-Breaking Procedure. The archers with tied results (score only) will go to designated neutral targets near the center of the field. Each archer will shoot one arrow within a 40 seconds period. All archers will shoot within the same time period on separate targets set at the last distance shot (30m - 80cm multi target faces) in the Qualification Round. The arrows will be scored and the highest scoring archer(s) will fill the open place(s) in the Elimination Round. If there are any ties for remaining place(s), a second single arrow per archer end will be shot. The highest scoring archer(s) will fill the open spot(s). If the score is tied, the procedure will be repeated. If the score is tied on the 3rd one arrow end, the archer(s) with the arrow(s) closest-to-the-center will fill the open places. If tied, the 3rd one arrow end will be repeated until the tie is broken. All ties for other places will be settled using the FITA Tie Breaking Procedure. (Most hits, 10s, Xs.) If still tied, ties will be settled with a disk toss.

Elimination and Finals Rounds. Ties will be settled with the FITA Shoot-Off Tie Breaking Procedure. The archers will stay on the same targets they used for the prior 18 or 12 arrows. In the Eliminations, nd both archers will shoot on their target (in 1/32 the same target for both archers) at the same time. In the Finals, the order of shooting will alternate. The archer that shot first in the last end will shoot second in the first tie breaker. A single arrow will be shot by each archer and the highest scoring archer will win. Each archer will have up to 40 seconds to shoot one tie breaking arrow. If the score is tied after one arrow, a second tie breaking arrow will be shot for score. If the score is tied after two arrows are shot, a third tie-breaking arrow will be shot for score. If tied, the archer with the third arrow closest to the center will win. If, after the third tie breaking arrows, both archer's arrows are the same distance from the center, another arrow will be shot and the archer with the highest score will win. If the score is tied, the archer with the arrow closest to the center will win. This will be repeated until the tie is broken. The arrows will be officially scored, marked and pulled after each archer has shot one arrow.

Team Ties. A.

For 16th (or Final) place in the Qualification Round to qualify for the Team Event. The top men's and women's teams will be selected using the combined three best scores (of archers from the same country) from the Individual Qualification Round. If there is a tie for the last place(s) to enter the Elimination Round, the FITA Shoot-Off Tie Breaking Procedure will be used. Note: Since the archers in the Qualification Round were shooting a FITA Outdoor Target Round, the shoot off will not be in a team round format, but as if it were the same individual competition just shot. That is, all 3 archers of one team shoot one arrow at the same time in 40 seconds (1/3 the 2 minute time limit) at the distance last shot in the Qualification Round (30m - 80cm multiple face). The tied teams will shoot on two or more designated neutral targets near the center of the field. Each team will shoot at its own target and each team member will shoot at a target according his position on the line. However the team members can decide among themselves who shoots A,B or C. Ties in the Elimination and Finals Round. In the Elimination and Final Round matches of the Team Round, all ties shall be resolved by the FITA Shoot-Off Tie Breaking Procedure. The time limit for a team to shoot a 3 arrow shoot-off (one arrow per archer) shall be one minute [one third (1/3) the time limit for nine (9) arrows (currently 3 minutes for 9 arrows)]. Only one archer per team will shoot at a time during the same one minute period. The archers on both teams start behind the one meter line and go to the shooting line when the clock starts. The archers on both teams shoot during the same 1 minute period in the Elimination Round. In the finals round when the alternate shot Olympic Games format is used the team that shot first in the prior end will shoot second in the first tie breaking end. The two teams will alternate one arrow per team (with a cumulative total time period of one minute) until each archer on the team has shot one arrow. The teams will continue to alternate the order of shooting of 3 arrow ends until the tie is broken. Arrows are scored and pulled after each 3 arrow end. The clock will be stopped with the “time remaining” displayed after each arrow in a manner similar to the Team alternating procedure. See Paragraph B.31 and Paragraph B.32 on page 22. After the first 3 tie breaking arrows are shot, the team with the highest score will win. If tied, another 3 arrows end will be shot for score. 2. Why do we have a final ranking ? Since we have matchplay to determine the winner we need to have a system to rank the people that are eliminated in the different rounds. For places 1 to 4 this is obvious but not for the lower places. The final ranking is the final result of an Olympic Round and MUST always be part of the OFFICIAL Results. It is used for instance for the World Ranking and to earn Olympic Games places. 3. What is the criteria to make the final ranking ? First criteria is the stage of the competition each archer reached. The losers of the 1/4th finals will be th ranked 5-8, the losers of the 1/8 finals will be ranked 9-16, the losers of the 1/16th finals will be nd ranked 17-32 and the loser's of the 1/32 finals will be ranked 33-64. The following procedure will be used Criteria for deciding final rank for the loser of each match in this order: * Score * Hits * 10's * X (Inner 10's) If still tied then return to the previous match and repeat the process of score, hits,10's, X (Inner 10's), if still tied repeat the process until the Qualifying or Ranking Round, where the highest score in the Qualifying Round or Ranking Round will decide the final place. APPENDIX III - ANNOUNCER'S PROCEDURE TO START FINALS MATCHES There will be a disk toss by the Line Judge which will decide the order of shooting in the first end for individuals only. The target position will be assigned by the Organizers according to the ranking in the Qualification Round. The highest ranked archer or team will shoot on the right hand target. The announcer will assist the organisation at the start of the match and disk toss procedure (for individual Finals and Team Finals matches only) by describing the following sequence: -

Line Judge(s) and archers (teams) wait in the archer's resting area.

CHAIR

The announcer’s booth is designed for the Olympic Round, in which the main announcer needs to be elevated on a stable platform to call shots. The platform would be located in the center of the field, about 7M behind the shooting line and elevated so the announcer’s head would be at least 2.5M above the ground while in a seated position to allow him or her to see over any field personnel/photographers. Because this booth is in a very visible location, some attention should be given to making it cosmetically attractive. Covered sides are recommended. No shade is provided for in this design but some shade should be provided as long as it does not prevent the announcer form standing and allows for an unobstructed sight line for TV and the spectators that might be behind the stand. It is suggested that a small umbrella or shade structure be supplied that will be adjustable for height and angle of sun. At least 24” depth of desk space is needed, and the desk must have room for the controls for the microphone/PA as provided by the Organizers, extensive notes (2 clipboards), a computer monitor and a spotting scope on a small tripod. The announcer must be able to control the audio “on-off” function.

The announcer must also have the ability to receive papers, etc. which could be passed to the announcer form behind the booth. A ladder or steps are required to enter the booth. The booth must have a chair on rollers, capable of height adjustment. However the ability to work form a standing position was desired by the announcer in Atlanta.

1. SPOTTER/SCORER 1.1

Will spot arrows of archer shooting at his target.

1.2

If a Spotter can clearly spot the score of an arrow, he will immediately press the proper key on the scoreboard terminal/control to display the score at the target. If the Spotter cannot clearly see the score, he will immediately look to the Spotter in the next blind to see or hear a signal. The Spotter will then immediately push the button for the score as confirmed by the Spotter (or TJ) of the other target. For arrows that are not clearly scored, the spotter will display the lower score and will also push an "uncertain" button (if available) that will put a small symbol next to the score so the TV and spectators know that the score is too close to call and could be one point higher. In the exceptional case that the Olympic Games alternating format for teams is not used, the Target Judge will look at the other target to help the spotter.

1.3

While this is going on, the Announcer is looking through a spotting scope and will immediately call out any clearly determined arrow score. If the Announcer cannot determine the score, he will wait for the Spotter for that target to display the score and announce that to the spectators. The announcer should only call out scores that are clearly, indisputably the correct score.

1.4

The objective is to obtain instantaneous display of scores at each target. We expect scores to be displayed within one to two seconds after impact if the arrow can be visually scored without question. If a question arises, it may take longer to check with the Target Judge at the other target.

1.5

The Spotter then goes to the target after the 3 arrows are shot by all archers and records the scores as the arrows are officially called by the Target Judge for that target.

1.6

Official scoring at targets: The Scorer will record the individual score of all arrows shot, total by end and a running total. The number of hit’s, 10’s, and X’s will also be recorded. There should be a separate scorecard for each archer of the Olympic Round. Scorecards will be an approved FITA design (see sample in Appendix XXI) and be used on a clipboard that has a plastic rain cover available. Scores are to be recorded in permanent ink. To speed up the match competition, blank scorecards may be kept in the blind (under the

control of the Target Judge) and filled in with the next match participants once the prior matches are complete. A 3 part scorecard with an unofficial arrow scoring area (to record arrows as they are spotted) and an official arrow scoring area (to record arrows as the scores are called by the Target Judge) will be used at future Olympic Games. See sample in Appendix XXI. The archer’s name and country information can be relayed by person or radio to the blinds by the D.O.S. or Results Staff. The Spotters/Scorers will then enter the name and country on the small scoreboard. 2. CHAIRMAN OF JUDGES 2.1

Will assign and instruct all Judges.

3. LINE JUDGE 3.1

Will control the match to which he is assigned.

Will perform the disk toss to decide which individual shoots first.

Enforces the order of shooting for each end of the Individual Finals Competition and Team Finals Competition.

3.4

Verifies that archers obey the time clock and rules of shooting. A Timing Official or Officials will operate the 2 clocks needed for the alternate shooting of the Team Finals.

3.5

For the Team Round: • Watches that all Team rules are obeyed. • Indicates violations and penalties. • Controls the Team matches where the teams alternate shooting and manages the Timing Official for the Team matches.

3.6

If an archer or team shoots an arrow beyond the time period, the LJ must raise both the yellow and red cards and notify the TJ that a major violation occurred.

4. TARGET JUDGE 4.1

Controls the Archer's Agent (AA), Runners (R) and Spotter/Scorer (S) in the blind and calls the official score of arrows in the target assigned to him.

4.2

Will closely watch the other target in his match and indicate to the Spotting/Scoring Judge on the other target by a signal (or use visual arrow score signals if quicker and more accurate) to indicate the value of all arrows as they hit. The TJ may have some optical device available to help call close arrows.

4.3

When the official score is called at the target, if either Archer's Agent believes an arrow is a higher (or lower) score, they may request another opinion. If a second call is requested, the TJ from the other target of that match will be asked to make the second call. If the 2 Judges agree, the call is final. If they disagree, a third TJ from the closest target or the Chairman of Judges (if at the target line) or the Assistant Chairman of Judges will be called to make the final decision. If the CJ (or Assistant) is at the target line, he will have a third International Judge go to the target as soon as the second judge is called, or the Chairman or his assistant can make third call if the other judges are busy. This will speed up the arrow scoring process. If the score was incorrectly recorded on the scorecard, the TJ must sign the corrected area of the scorecard while at the target.

4.4

Once back in the blind, will verify that the score on the small scoreboard is the same as the official score recorded on the scorecard by the Scorer.

4.5

Keep in telephone or radio contact with the D.O.S. and LJ.

5. ARCHER'S AGENT 5.1

Chosen by the archer from anyone with competition field access accreditation.

5.2

Should wear the uniform of the team, Organizing Committee, or his own team if possible. If uniforms are not available, then the Archers Agent must wear FITA permitted shooting attire*.

5.3

Watches the TJ call official arrow scores.

5.4

Confirms that the score is properly recorded by the official Scorer and confirms score of the opponent. Stands next to the scorer.

5.5

Requests a second call on close arrow scores if he is not in agreement.

5.6

Acts as the archer would if at the target.

5.7

He will be responsible to see that all arrow holes are marked and will pull the arrows.

5.8

Co operates with the TJ to see that the confirming of scores, marking of arrow holes, pulling arrows and return to the blind occurs as rapidly as possible.

5.9

Hands arrows to the Runner who has waited in the blind.

5.10

May check a close arrow score decision on the opponent's target. The normal scoring and recording of a target will not be delayed if the AA goes to the other target to observe the arrows in that target.

FITA Championships are majestic occasions, honored by the attendance of many dignitaries. It is therefore respectful and fitting that all competitors, Team Captains, Officials, etc., participating in the Opening and Closing Ceremonies, should be properly and fully dressed in the uniform dress of their respective Member Associations. During competitions women are required to wear dresses, skirts, divided skirts, shorts or trousers (slacks), and blouses and tops. Men are required to wear full length trousers or shorts and long or short sleeved shirts. Sweaters/ cardigans may be worn. Shorts may not be shorter than the competitor's fingertips when the arms and fingers are extended at the competitor's side. Track suits supplied to the team as official uniform shall be permitted. All members of one team, men or women to be dressed in the Team's uniform. Footwear must be worn by all competitors at all times during the tournament. No advertising of any kind whatsoever shall appear on clothing worn by the competitors or officials at any time during the tournament except as specified in eligibility rules. Competitor's Registration Number to be prominently displayed and to be visible at all times while shooting is in progress. Competitors are permitted to wear clothing, etc., on which appears the name and/or the official insignia, flag or emblem of the country they represent, without restriction as to size.

6. RUNNER 6.1

Two per target. Selected by the Organizers from Scorers used in the Qualification Round or from the field crew. They must be in the Organizing Committee uniform or identical unobtrusive clothes suitable for the function. If a runner should fall while returning arrows, extra time may be given if the archer wishes to check his arrows.

6.2

One Runner is stationed at the target blind and one Runner near to the archers waiting area, but away from the shooting line and LJ.

6.3

When the AA, TJ and S go to the target to score the first 3 arrows (or 9 in the Team Round) of a match, the Runner in the blind and at the shooting line will stay there as the arrows are officially scored. The Runner will receive the arrows from the Archer's Agents while in the blind. The Runner waits in the blind until the next 3 arrows are shot. The other Runner will remain behind the shooting line during this time.

6.4

After the archers have shot the second end of 3 arrows (9 in the Team Round), the Runners in the blinds immediately run to the shooting line with the first group of arrows and the Runner at the shooting line runs to the blind at the same time. After the second three arrows (9 for teams) are pulled, the AA gives the arrows to the second Runner that is now in the blind. The Runner will wait in the blind until the next end is shot and then will change places with the Runner on the shooting line. The process continues until all arrows are shot for that match.

6.5

The Runners will never be in motion when the archers are shooting.

6.6

Arrow runners responsibility and procedures during the World Championships : •

Arrow runners will be selected and appointed by the World Championship Organizing Committee.



They will be dressed in uniforms supplied by the Organizing Committee.

Their duties will be as follows: • One runner will be located in the blind with the Judges and archers’ agents. The other will remain in the shaded structure behind the shooting line to replace him when he returns with the archer’s arrows. • The runner will be assigned to one or two archer’s agents in the blind, not a specific match. This will, on some exceptional occasions, require him to return arrows to archers from two adjoining matches in the multiple match play. • Prior to the start of each match, announcer will announce “Will the archers’ agents and runners please now go to their assigned blinds.” • The runners will never come out of the blinds until they are actually on their way back to the shooting line with the archer’s arrows. While in the blinds they will be under the control of the assigned Target Judge. • The archers agent in the blind will give the arrows to the assigned runner before the completion of the next end. • After the archers have shot the second end of 3 arrows (9 in the team round) the runner, with the arrows of the first end will immediately run to the shooting line with the arrows of the first end. The second runner who was at the shooting line will, at the same time, run to the blind to replace him. This runner will receive the second set of arrows and after the next end repeat the procedure. • When the match competition is finished the archer’s agent will keep his archer’s (team’s) arrows and return them himself. • Runners will always run on the outside of the target lanes.

7. TIMING OFFICIAL 7.1

During the Team Finals, will operate the separate time clock for each team in Olympic Games type alternating format. There may be one Timing Official for each team. This official may be a judge.(National or International)

7.2

Starts 3 minute clock for the first team at DOS signal. Stops the first team time clock after the first team has shot 3 arrows and the last shooter has stepped behind the one-meter line. Starts the clock for the second team when the score of the 3rd arrow of the first team is displayed. The archer from the second team may not cross the one-meter line until the second team clock has been started. The alternating shooting continues until 9 arrows per team are shot or the 3 minute time period for a team has expired (see paragraph 30 of the Team Round description). The DOS will observe the timing to be sure the clock is started and stopped correctly.

7.3

During Individual Finals, if multiple matches are required to shorten the competition schedule, the LJ or a Timing Official will time each match separately with a stopwatch..

APPENDIX V - TEAM ROUND RULES AND PENALTIES 1.

Crossing the one-meter line too soon. During the team round, all archers will wait behind the one-meter line until the clock is started. Then one team member at a time will go to the shooting line and start shooting. Rule: No more than one competitor per team shall be in front of the one-meter line at one time. In the alternating Team Finals one team shoots at one time. The other team members will wait behind the one-meter line. Major violation

Two (or three) archers on the shooting line at the same time = raise the red and yellow card (one in each hand) and loss of the highest scoring arrow(s) shot on that end. Exception to the above will be when dispensation has been given in respect of a disabled team member in a wheel chair,

Minor violation

All line violations other than above: First violation = yellow card is raised. Subsequent violations = red card is raised and loss of 2 points on the second and all subsequent violations of that match.

Note: "On The Shooting Line" is defined as straddling or standing on the shooting line. 2.

Removing the arrow too soon from the quiver Rule: The arrow may not be removed from the quiver before the archer is straddling or standing on the shooting line. Removing an arrow is defined as having the point of the arrow out of the quiver. Minor violation

First violation = yellow card is raised. Subsequent violations = Red card is raised and loss of 2 points on the second and all subsequent violations of that match.

Shooting too many arrows. Rule: Each competitor will shoot no more than three (3) arrows in each end. All violations

Target Judge raises the yellow and red card (major violation). If a Spotter or Target Judge can clearly identify the extra arrow, the score of that arrow is lost. If the extra arrow cannot be clearly identified by the judges in the blind, then the score of the highest scoring arrow of that end is lost. If an archer in the Team Round shoots 4 arrows and his two teammates shoot only 5 arrows, then the penalty will be the loss of the highest scoring arrow.

clearly separates the arrows of each team member so the Scoring Judge can more easily verify that each archer shot no more than 3 arrows. 4.

Coach using a spotting scope or field glasses or leaving the coach box. Rule: The coach must not use any optical magnifying aids while the coach is in the coaching box and while the team is shooting. The coach must stay within the coach box or in the archers' resting area behind the shooting line while the archers are shooting. The coach may leave the box during the time out while the arrows are being scored and pulled, but may return to the coach box or the archers' resting area when the shooting starts. The coach may use optical devices if the coach is in the archer’s rest area. First violation

The Judge will quietly approach the coach and point at the optical device in the coach box. The optical device must be removed from the box.

Second violation

At the end of that series of 3 arrows or when the archer shooting at that time has finished, the Judge will approach the coach and advise him that he will have to leave the coach box immediately and go to the archers' resting area for the duration of the match (where the optical device may be used).

Subsequent violations (Returning to the shooting area or coaches box at any time). The coach is banned by the Judge from the competition field for the remainder of all competition that day. If the Chairman of Judges or Assistant Chairman of Judges is on the shooting line, that person should assume responsibility for enforcing the ban on the disciplined coach. 5.

There is only one yellow card against the team allowed per match. Each minor violation does not receive a separate yellow card. For example, if a team violates the one meter line in a minor violation and receives a yellow card, then if the same team in the same match removes an arrow from their quiver before they are straddling or standing on the shooting line, then the red card will be raised and a 2 point penalty will be assessed. If a major penalty is assessed first, there will be no yellow card warnings for minor violations, but the red card and 2 point penalty will apply immediately.

6.

In the Team Competition, each archer must wait behind the one meter line until the prior shooter on his team has returned beyond the one meter line (or the clock is started to begin the next group of 3 arrows). In the Olympic Games, alternating 3 arrow Finals format, the archer of the waiting team must wait behind the 1-meter line until the archer on the shooting team has finished shooting, the score is posted and the clock for the waiting team is started.

All Team matches start with all team members behind the 1 meter line.

APPENDIX VII Design of Judges/Spotter-Scorer Blind and TV-Photographers Blinds The following drawings give some design suggestions for the Target Judges/Spotter-Scorer blind to be set at the 64m line. Less elaborate ones can be used for non-Olympic competition. The TVPhotographers blinds are also described. The location and security of these blinds are very important. The blind may also be a two sided blind shaped like a Vee with the point toward the shooting line, but a Vee blind will have less space inside for the same width and is not as practical for the new narrower field design. The blinds must be constructed of ¾” marine grade plywood (no voids and waterproof) which can stop the smallest diameter arrow shot from a 60 pound Compound bow at 30 meters. Any window must be resistant to impact from an arrow (e.g. 6mm thick polycarbonate) and must have a very dark film on the window or dark curtains on the inside to block the archers view of any motion in the blind. The recessed blinds may be placed in the open lane between target lanes about 4-6 meters in front of the target line. The floor of the blind should be recessed about 120cm and the roof be above the ground no more than 100cm. The floor of the blind should have about 10-15cm of gravel below it and be covered with sheets of 1.6-2.0cm thick plywood. Spotters and TJ will need elevated chairs or stools. The stairs need to be 1.2 meters wide (so 2 individuals can leave at the same time) and a barrier must be placed to prevent leaving the blind until the TJ has confirmed shooters are off the line and then raises the barrier that was blocking the stairs. A small shatterproof window with dark film or curtains is necessary so that the TJ can verify there is no safety hazard before leaving the blind.

Note: These designs are merely suggestions and variations that accomplish the same purpose are possible. As an alternative, a portable above the ground blind can be used at World Championships.

APPENDIX VIII Television and Spectator Requirements

1.

The announcer needs to be connected by radio to the target blinds so he can hear the result of tie breakers immediately from the Target Judge. Also, the announcer needs to announce how the ties are decided.

2.

. The time remaining before the next match is scheduled should be announced simultaneously by the announcer and visually on the main scoreboards display, so the waiting archers are able to be on the line when required. This may be the responsibility of the Organizers, but from experience a designated official should be appointed to this duty, it is important that waiting archers or teams are prepared in advance.

3.

The main scoreboard should display the description of the competition for each match, e.g. it should state at least: -

men or women 1/32nd 1/16th, 1/8th, Quarter, Semi-Finals or Gold/Silver Medal or Bronze Medal Final The Group letter (See Appendix XIII for scoreboard layouts)

4.

In the Finals, the target faces should be changed for each match and for tie breakers if the TJ requests it.

5.

There should be a large chart that shows the progress of all matches of the Elimination and Finals for Teams and Individuals. This should be situated in a prominent position accessible to TV broadcasters and spectators

6.

For the Finals of both the Team and Individual events, four pairs of targets should be set up in front of the grandstand (one target for each individual or team). One or two people would stand at these targets (extra targets and stands from the field) with a spotting scope. One person (extra scorer) would watch the targets and place a small arrow on the place where the archer's arrow hit. If it is too close to call, the person will wait for the score to be posted and place the small arrow accordingly. (See Appendix X.) Note: If the organizers provide a large screen videoboard these display targets are unnecessary

7.

All Teams must make their archers reasonably accessible to the written press and television. This will be after their matches in the "mix zone" near the competition field and in the press interview area at the end of shooting each day. Individual requests may also be made during the practice days.

8.

It is a requirement that the medal winners of the FITA Championships attend the press conferences scheduled after the medal ceremonies or after the end of the finals. Competitors are also required to comply with Art. 2.2.4.

Gold Medal Finals

NOTE:

The announcer should explain that the extreme pressure of the Gold Medal Match usually produces lower scores than the Bronze or other matches. The goal is to beat the other competitor and not necessarily to shoot a World Record score. The history of this Round shows that the Gold Medal score is usually lower than the Bronze Medal and prior matches.

Each Member Association will need to explain to their athletes the procedure for the disk toss so translation is not necessary. We prefer that the coach or a translator does not accompany the archer, but if the archer does not understand any English or the procedure, an interpreter may be necessary.

TEAM COMPETITION:

While using the Olympic Games format for the Team Finals or Team Medal Finals, teams need to select the order of shooting.

Use a similar procedure for Teams as Individuals. Use a disk toss for Teams also to select the team that shoots first in the first end. APPENDIX X Spotting Targets For Finals Of Individual And Team Competition

To better inform the spectators, place four pairs of targets in front of the grandstands. The targets will be extra targets from the competition with a 122cm face that has large stick-on numbers to show the score of each scoring ring. Nine short arrows will be made up for each target with a large black washer on the point end. Approximately 2-3 cm in diameter. One scorer or field crew person with archery experience will be at every target during the Individual Finals. There may need to be two persons on each target during the Team Finals. One will spot and the other will place the arrow on the target. Each person at the display target will have a spotting scope. The person managing those targets will spot the location of the archer's arrows and place small arrows in that location to clearly show the score and location of the arrow. If an arrow is too close to call, the operator will wait until the score of the arrow is announced or posted and then place the arrow in a position to clearly show the score. The short arrows will be about 15" (37cm) long. They will have large bright colored vanes and nocks. The point will be a short 1 1/2" (3.8cm) small diameter 1/10" (2.5mm) sharp spike that can be easily pushed into the target. At the base of the spike will be a large 1" OD (2.5cm) black washer that can be easily seen by the spectators. The operator will place the washer so the spectators can determine easily the score. The washer will be placed clearly inside any scoring ring, even if the arrow is on the line between scoring rings. One archer or team will be on one target of each pair. Use different color arrows for the two targets and put the archer's or team's name on the target. Note: If a large screen videoboard is available and it clearly shows the impact of each arrow, then the display targets may not be needed, but are suggested.

APPENDIX XI PROCEDURE FOR INDIVIDUAL TIMERS IN TEAM MATCHES (and exceptionally multi-match finals)

Note: This procedure will change if the timer controls are different than the controller described in this book. The principle of operation will be the same. A.

Individual (only in exceptional cases). To start:

1.

Press the "set target" button for whichever archer shoots first. The yellow light will be lit on the timer to indicate which archer is to shoot first. (Right or left side.)

2.

When the horn sounds, press the "green" button to: a. turn on the green light for the archer shooting b. turn on the red light for other archer c. set the 40 second timer and start the countdown d. turn off the yellow light

3.

When the first archer has finished shooting, press the "red" button to: a. turn on the red light on the side of the archer that was shooting b. leave the red light on the non-shooting archer c. touch the clear button to return the timer to "40" for individuals d. turn on the yellow light on the other side to indicate which archer is to shoot next If the timer goes to zero seconds, the above happens automatically and the shooter's red light will blink.

4.

After the score for the arrow just shot is displayed on the small scoreboard at the target, press the "green" button to repeat sequence #2 above: a. the green light of the alternate shooter comes on b. the red light of the other archer stays on c. the 40 second timer count down starts for individuals d. the yellow light comes on to indicate the next archer to shoot The program will automatically alternate the shooting sequence until the "start target" button is pushed.

5.

A yellow light for each target will come on automatically when 10 seconds remain on the timer. (This feature needs the ability to be disconnected by a switch if it is not used.)

Team

For the Team Finals, each team must have their own timer and timer control. A Timing Official will operate one timer and control for the teams so they may alternate shooting 3 arrows per team. If practical, two Timing officials can be used (so there is one official per team). To start: 1.

Press the "set target" button for the team that shoots first. The yellow light will be lit on the timer to indicate which team is to shoot first.

2.

When the horn sounds, press the "green" button to: a. turn on the green light for the team shooting b. turn on the red light for team not shooting c. start the 180 second countdown timer (team member then crosses the one-meter line) d. turn off the yellow light

3.

When the first team has finished shooting 3 arrows and the shooter is behind the one-meter line, press the "red" button to: a. stop the timer with the time remaining showing b. turn on the red light on the side of the team that was shooting c. turn on the yellow light on the other timer to indicate which team is to shoot next

After the score for the last of the 3 arrows is displayed on the small scoreboard at the target, the Timing Official for the second team will press the "green" button to repeat the sequence for the second team: a. start the 180 second timer (the next shooter may then cross the one-meter line) b. turn on the green light for the team shooting c. turn off the yellow light

5.

When the second team has shot 3 arrows, repeat #3 above and continue alternating 3 arrows for each team until all 9 arrows per end are shot or the 3 minute time period has expired.

6.

A yellow light on each timer will come on automatically when 10 seconds remain on the timer. (This feature may need to be disconnected by a switch if not used.)

7.

This alternating procedure may be used in FITA Championship competition also if there will be television coverage, or it is desired for spectators.

8.

Both will be presented to the FITA President (or his representative) for review on the day prior to the Opening Ceremony. The Opening Ceremony may be held one or two days prior to the start of the competition.

2.

Thirty (30) minutes prior to the Opening Ceremony, all of the officials and dignitaries in the ceremony program will meet in the VIP area and prepare for their entrance. The Organizing Committee will provide hostesses to guide the officials and dignitaries to the VIP area. The FITA President will welcome the highest authorities representing the host country and the Master of Ceremonies will explain the Opening Ceremony procedure to all officials and dignitaries. The hostesses will be able to translate the instructions to the guests. The hostesses will then escort the officials and dignitaries to their seats.

3.

The officials and dignitaries will take their position in the grandstand, or in seats on the field, prior to the start of the ceremony. Judges will be allocated seating with the officials or in a reserved section in the grandstand.

4.

All athletes and team officials will gather in country alphabetical order (in the language chosen by the organizers) in a staging area, usually outside the Opening Ceremony area. The host country is the last team to enter the field.

5.

Each country will have one team member carry its flag. The flag (of size requested by the organizer) will be supplied by each country. The Organizing Committee will prepare the country name placards and provide a uniformed person to carry each country’s name placard in the parade of athletes. The placard carriers will be fully informed of the parade route and will practice the march prior to the opening ceremony. The route should be indicated with small flags or markings on the ground.

6.

After the officials and dignitaries are seated, the Master of Ceremonies welcomes everyone to the Opening Ceremony of the World Target Championships. The Master of Ceremonies will make all necessary announcements in French, English and the host country language. Some speeches and other information can be given in fewer languages. This will be decided by the organizers and the FITA representative. (Depending on the language of the host country, the order of languages should always be from least known language to best known language in order to give the possibility to the speaker(s) to speak in three different languages [maximum] before the majority of the audience reacts.)

7.

The Master of Ceremonies starts the march of the host country, FITA flag, and the other countries. 7.1 The FITA flag will be marched onto the field in the Olympic flag march style following the host country flag. The FITA flag will be accompanied by the reigning World Champions and/or the most recent World Champions. The World Champions will carry or help carry the FITA flag if they wish. 7.2 The Master of Ceremonies mentions the names, countries and accomplishments of the Champions as they march onto the field with the FITA flag. 7.3 The flag carriers (and Champions) will take the FITA flag to the appropriate flag pole and present it to the Organizing Committee flag raising ceremony staff. The flag poles must be an appropriate height for their location so they give a distinguished look to the flag raising ceremony (no less than 5 meters in height). 7.4 The prior champions will either wait with the flag until it is raised, or return to their teams once all teams are on the field. If they leave before the FITA flag is raised, they will fold the FITA flag and give it to the flag raising staff. Any other carriers will remain with the flag raising staff until the flag is raised. 7.5 The Master of Ceremonies calls each country team in alphabetical order as the teams pass the review area where the officials and dignitaries are seated. Each team will march onto the ceremony field behind their country name placard and their flag bearer. Marching music will be supplied by a live band. The officials and dignitaries will stand as the FITA flag and each country’s team and flag passes by them. Note: in certain cases, FITA may change this procedure to eliminate the country name placards and/or the flags.

8.

The teams will assemble in order on the field behind their placard and flag in area (2) shown on the diagram on previous page, facing the grandstand.

9.

When all of the athletes are on the field, the following events will take place: 9.1

The Master of Ceremonies welcomes the dignitaries and all others to the Opening Ceremony.

9.2

The Master of Ceremonies then introduces the President of the Organizing Committee (or his/her representative).

9.3

The President of the Organizing Committee, the President of FITA (or his representative) and the highest authority representing the host country will be seated very close to the lectern. If close seating is not possible they will walk together to an area near the speaker’s lectern to be ready to speak as announced. (A lectern must be supplied.)

9.4

All speeches will be repeated in the languages determined in paragraph 6.

9.5

The President of the Organizing Committee welcomes all present and gives a speech (maximum of 3 minutes). If desired by the organizers and approved by FITA, the highest authority present is introduced to make a short speech (maximum of 2 minutes). The last person to speak then introduces the FITA President (or the FITA President’s representative).

9.6

The FITA President gives a speech (maximum of 3 minutes) and officially opens the Championships. (Or, he may ask the highest authority of the host country or another person to declare the Championships open.)

9.7

Immediately after the championship is officially opened, the FITA fanfare is played and the FITA flag is raised. The national anthem of the host country is played immediately after the FITA flag is raised. The national flag is raised as the national anthem is played. NOTE: The FITA fanfare is very short and it is difficult to raise the FITA flag fast enough to finish before the fanfare is over. The FITA flag raising should be practiced so the flag raising starts before the fanfare starts and the flag reaches the top of the flagpole as the fanfare is finished.

10.

After the flags are raised, the athletes move from the field to a reserved grandstand area (if available) in the same order they marched in and will view the remainder of the ceremony from the grandstand.

11.

Cultural or entertainment program (maximum 30 minutes). If a suitable grandstand is not available for the athletes, the program should be of a shorter duration and the athletes can sit on the field to view the program.

12.

End of Ceremony. The Master of Ceremonies closes the program and wishes the athletes perform at their best. The athletes will not exit the field or the grandstand in an official parade-they only parade when entering the field. The athletes will walk back to the staging area in an informal procedure after the ceremony is over.

Each country will have one team member carry its flag. The flag (of size requested by the organizer) will be supplied by each country. The Organizing Committee will prepare the country name placards and provide a uniformed person to carry each country’s name placard in the parade of athletes. The placard carriers will be fully informed of the parade route and will practice the march prior to the closing ceremony. The route should be indicated with small flags or markings on the ground.

7.

The Master of Ceremonies starts the march of countries and calls each country team in alphabetical order as the teams pass the review area where the officials and dignitaries are seated. Each team will march onto the ceremony field behind their country name placard and their flag bearer. Each placard carrier must carry only one country’s placard. Note: in certain cases, FITA may change this procedure to eliminate the country name placards and/or the flags. Marching music will be supplied by a live band. The officials, sponsors’ representatives and dignitaries will stand as each country’s team and flag passes by them. Note: An alternate procedure will be an informal entrance of the teams. Ø The placard carriers will be lined up on the field prior to the start of the ceremony. Ø The teams will be gathered off the field in alphabetical order, preferably behind the placard carriers’ position. Ø When announced by the Master of Ceremonies, the teams will walk onto the field and go directly to the place behind their country’s placard. Ø The teams will carry their country’s flag. This procedure will be quicker. The teams will march off the field after the medal ceremonies are complete.

8.

In both procedures, the teams will assemble in order on the field behind their country’s placard and flag in area (2) shown on previous page, facing the grandstands.

9.

Depending on how the competition is scheduled, the proper medal award ceremony will be selected. See the “FITA Medal Award Ceremony Procedure” for a description of the two procedures.

When all the teams are on the field, the following events will take place: 10.1

The Master of Ceremonies welcomes the dignitaries and all others to the Closing Ceremony of the World Target Championships.

10.2

The Individual winners whose medals may have been previously awarded (see the attached “FITA Medal Award Ceremony Procedure”) will be introduced in the order each division shot during the W.C.

10.3

As they are introduced, they will walk forward to the medallist area near the award podium in area (1) shown on page 77.

10.4

After all previously awarded medallists are introduced, the remaining winners will be awarded their medals in the same order each division shot during the W.C.

10.5

The Master of Ceremonies will ask the winners by division and gender to move forward near area (1) (escorted by ceremony staff). After all winners are in position, the appropriate FITA Award Ceremony will take place. See the “FITA Medal Award Ceremony Procedure” (attached).

10.6

When each group of medals has been awarded and photographs taken, the medal winners will be escorted back to area (1) to be with the other medal winners.

When all of the team winners have received their medals and are in area (1) the closing ceremony will continue: 11.1

The Master of Ceremonies will introduce the President of the Organizing Committee.

11.2

The President of the Organizing Committee, President of FITA (or his representative), the highest authority representing the host country (if agreed to by FITA), and a representative of the major sponsor (if approved by FITA) will be seated very close to the lectern. If close seating is not possible, they will walk together with the President of the Organizing Committee to an area near the speaker’s lectern to be ready to speak as announced (a lectern must be supplied).

11.3

The Organizing Committee President will give a short speech (2-3 minutes maximum). If approved, a government or sports official may also give a 2 minute speech. The representative of a major sponsor may be asked by FITA to say a few words and give any special awards or prizes they have sponsored. Note: 11.1 through 11.3 may be scheduled prior to 10.1, if that suits the program better.

Closing speech by FITA President. 12.1

The FITA President is introduced by the Master of Ceremonies and will thank the Organizers, archers, officials and Judges and invite the archers and officials to the next World Championships. He will then declare the World Championships officially closed (or he may invite a government official to do it).

12.2

The FITA flag is lowered by the Organizers’ staff after the championship is officially closed by the President.

12.3

The FITA Fanfare is played as the FITA flag is lowered. Note: the FITA fanfare is very short and it is difficult to lower the FITA flag fast enough to finish before the fanfare is over. The FITA flag lowering should be practiced so the flag is completely lowered before the fanfare ends.

12.4

The FITA flag is folded by the flag lowering staff. Organizing Committee will accept the folded flag.

12.5

The FITA flag is carried by the Organizing Committee representative to the current Organizing Committee President who is positioned next to the FITA President and President or representative of the next W.C. Organizing Committee.

12.6

The flag of the host country is then lowered (their national anthem will be played) as the FITA flag is delivered to the Organizing Committee President.

12.7

After the host country flag is lowered, the FITA flag is handed to the FITA President by the current Organizing Committee President.

12.8

The FITA President then hands the flag to the President or representative of the next Organizing Committee.

12.9

The flag of the country of the next Organizing country is then raised while the national anthem of the next host country is played.

12.10

The Master of Ceremonies will describe the above events as they happen, so they are timed properly. The Master of Ceremonies will announce the next championship location and date just before the next host country’s flag is raised.

March off the field. To honor the medal winners, the athletes will march past the medal winners and then past the officials and grandstand on their way off the field to the staging area. Marching music will be provided by a live band for the march off the field. The officials and dignitaries will stand as the athletes and medal winners march past the grandstand. Medal winners follow immediately after the athletes and march past the officials and grandstands on their way off the field.

13.2

After the teams march off the field, the officials and dignitaries will be escorted off the field by the hostesses.

FITA MEDAL AWARD CEREMONIES PROCEDURE Depending on the World Championship schedule selected, the awards may be given at different times. If the schedule used for the 1997 World Championships is used (where only recurve bows are shot on the last day) then all awards should be given at the Closing Ceremony. This gives the required equal attention to the medal ceremony of compound and recurve divisions. If the World Championship schedule from 1997 were changed to have all Individual Finals on Day 5 and all Team Finals on Day 6, the recurve and compound individual awards could be given out after the last competition on Day 5, and the recurve and compound team awards given out at the closing ceremony. If the second procedure is used, then all individual winners would be introduced and move forward to a medallist area near the award podium. They will remain there while the other medals are awarded. See description below. The winners and other competitors will be selected for doping control using the FITA doping control procedures. These athletes will follow the instructions given by the Medical Committee. The athletes selected for testing will be escorted by the Organizing Committee staff to the doping control area after the medal award if those awards are done on a day prior to the closing ceremony, or before the medal awards if those awards are done during the closing ceremony. A member of the FITA Medical Committee will be present during the testing procedure. MEDAL AWARD CEREMONY PROCEDURE The Medal Award Ceremony must be rehearsed by the Organizing Committee staff so it looks professionally done. The hostesses will then explain to the medallists and presenters the proper procedure prior to the actual ceremony. 1.

A person from the ceremony staff will escort the medal winners to the medal staging area either before or after the doping test procedure, depending on the medal ceremony schedule.

2.

The award podium, flags of the three medal winners and National Anthem of the Gold Medal winner will be prepared in advance. Each country must furnish the necessary number of flags and recording of the National Anthem.

3.

The Master of Ceremonies will introduce the award ceremony and then announce the Division (Recurve or Compound) and the gender receiving the medals as they march out in order with an escort to a position behind the award podium. The winners’ names are not mentioned at this time. The award podiums will be set up in the following configuration: Silver - Left side (as viewed from the grandstand) - Second highest Gold - Center - Highest Podium Bronze - Right side – The same height or slightly lower than Silver

Next, the Silver Medal winner will be called (name and country), will step on the podium, will be awarded the medal, and will be presented flowers (or a gift).

Finally, the Bronze Medal winner will be called (name and country), will step on the podium, will be awarded the medal, and will be presented flowers (or a gift).

5.7

If any medal winners have set new World or Championship records, that may be mentioned at the time the athletes step onto the award podiums.

After all medals are awarded, the anthem of the Gold Medal individual or team will be played as their country flag is raised (if no country anthem, play the FITA fanfare). The flag of the second place individual or team will be raised slightly delayed behind the first place flag. The third place individual or team flag will be raised slightly delayed behind the second place flag. All flags will be raised to their appropriate height (1st-Center-Highest, 2nd-Left-Lower, 3rdRight-Lower than 2nd). The flag poles must be an appropriate height for their location (no less than 5 meters) so they give a distinguished look to the flag ceremony.

7.

The individual or team winners will pose for group photographs for a minute before stepping off the award podium and being escorted back to the medallist preparation area by the ceremony escort(s). Note: When medals are awarded during the Closing Ceremony, the teams that receive medals will not be escorted to their team on the field, but will be escorted to the medallist area (1) to join all the previously awarded medallists.

8.

The order of competition and medal awards may be changed for Television purposes by the Executive Committee, with notice to all team captains. No winners should leave the competition area until they have verified the time of the award ceremony.

Small scoreboards for finals - located at the targets (4 required). The small scoreboards should be placed 5-6 meters in front of the target. This allows the scoreboard to remain visible while the arrows are being officially scored. They should be visible from all spectator seats. This requires they be placed near the front of the Judges blind. PROCEDURE FOR SCOREBOARDS AT EACH TARGET START MATCH: 1.

Press reset on control unit to clear scoreboard. Input archer name and country or put sign on scoreboard.

2. Ø As each arrow is shot, and if it is clearly in a scoring ring, the Spotter/Scorer will immediately push the proper arrow score button on the control unit. Score will display immediately on small scoreboard and large scoreboard. 3. Ø If an arrow is too close to a line to score, look to the Spotter on the other target of this match and observe his signal: - thumb up = higher score - thumb down = lower score or cannot determine - or a display of the score of the arrow. 4. Ø If a close arrow score is clearly seen by other Spotter (or TJ), then the Spotter presses the proper numbered key. 5. Ø If arrow score is not clearly seen by the other Spotter (or TJ), press key of lower arrow score and display on the scoreboard. Then immediately press the "unsure score" button to display a symbol next to the arrow score. 6. Ø If correction needs to be made, press button under the score display that is incorrect and then press correct number key. 7. Ø After the TJ has made the scores official and any scores are corrected, press the "send" button and official scores will be sent to the Organizer's Results System.

APPENDIX XIV Procedure For Bounce Outs, Pass Throughs or Hangers

1.

Bounce Outs. Bounce outs will be scored by locating the unmarked hole in the target. The arrow must have been shot (observed by the Line Judge) and must be located in a position in front of the target as a bounce out would lie (not as a short shot arrow).

2.

Pass Throughs. Pass throughs will be scored by locating the unmarked hole in the target. The arrow must have been shot (observed by the Line Judge) and must be located behind the target in a position reasonable to be a pass through (and not clearly an over or under shot arrow).

3.

Hangers. Hangers will be scored where the original unmarked hole was made whether the arrow is still in the target or has dropped to the ground (considered a bounce out at that time). It is important that the competition keep going and not be stopped (except for safety circumstances).

Shooting will not stop for any of the above events until the end is over.

APPENDIX XV New FITA Target Stand Design 1997 For Heavy Compressed Buttress DESIGN: The following target stand design was developed with the intention of saving time and effort for those who do not already have a tried-and-true stand in use. This stand is designed to accommodate single or double mats with either round or square shapes while also folding into a compact shape for simple transport and storage. The size is designed to accommodate standard board sizes and lengths to make the building simple and inexpensive. Any well-tested designs that offer sturdy and reliable mat support are encouraged. APPENDIX XVI PRACTICE AND COMPETITION FIELD TIMER DESIGN Four per Qualifications and Eliminations Round field. Two Finals set-up (can be moved from the Qualification Round field) and must be placed to be visible to all archers and spectators. Each clock should have a large red, yellow and green light plus a 3 digit countdown timer with 6" or 9" high digits. The yellow light will be adjustable to turn on with 30 seconds remaining on the 2, 3 and 4 minute period (add option to turn on the yellow light with 10 seconds remaining on the 40 second period for individuals rounds). The horn will be timed with the lights and be programmed to FITA requirements for the Qualification Round, FITA Outdoor Round and the Olympic Individual and Team matches. Note: Multiple matches in the Eliminations will be individually timed with a small timer for each archer or team. Team matches will be individually timed with the small timers for each team. In Individual Team matches, the large field timers must be connected to the same system used for the small individual timers. This will give TV and spectators a better view of the time remaining. Place the right side team's remaining time on the right side of the field, left team on the left.

APPENDIX XXI Numbers Of Individuals Or Teams To Qualify FITA Championships Only

The Target Archery Committee has made a ruling on entry of archers from the Qualification Round to the Elimination Round (See FITA Information #64 and FITA Rule 3.7.8). If there are fewer than 65 archers, but more than 32 archers in a class within a Division in the Qualification Round, then only 32 archers will move on to the Elimination Round. A World Championship shall not be held for any Division and Class for which preliminary entries reflect less than twelve (12) individuals and six (6) teams. If fewer than 65 competitors enter any class within any division in the Qualification Round, then only the top 32 will qualify for entry into the Elimination Matches. If there are fewer than 33 (or 17 or 9), then only the top 16 (or 8 or 4) will qualify for the Elimination Round (Final Round for 8 or 4) see Appendix XXI of the Description of Outdoor Target Archery Championships for further details.

3.5.6

The Organizing Committee shall notify the Secretary General, and all Member Associations which have entered participants, when the championship shall not be held for a division or class. Member Associations which have entered participants shall be notified no later than forty (40) days before the first day of shooting.

APPENDIX XXIV Advertising and Promotion Rules for FITA World Championships This item will be further developed in a marketing guidelines chapter for organizing committees and participating teams in the next version. Here you find a summary of the rules covering the advertising for athletes. 1.

A competitor may allow his person, name, picture or sport performances to be used for advertising purposes and may accept prizes and/or money without any restriction or limit (see Appendix 6 Bye-Law to Rule 45 Article 4). Competitors shall comply with the requirements of FITA sponsorship contracts during FITA Championships. Competitors may wear advertising in addition to the normal manufacturer trademarks of the articles worn. The manufacturers trademark is the registered mark of the company who produced the item. If a company has an item made for it under contract the label of the item, if appropriate to the item, shall correspond to its trademark. Competitors may have advertising on their personal and technical equipment (i.e., bows, bags, etc.) in addition to the item's normal trademark. All advertising referred to in Articles 3 and 4 above shall not exceed 400 square cm per item. The archers' Registration numbers are not covered by this Article. All trademarks referred to in Articles 3 and 4 above shall not exceed 30 square cm except trademarks on bows and stabilizers. Provisions under articles 3, 4, 5 and 6 are to be observed by all team officials present on the shooting field. These rules do not apply to the Olympic Games participation.

APPENDIX XXV Qualification Procedure for the Olympic Games

International Archery Federation (FITA) EVENTS

Women's Individual Archery Competition. Women's Team Archery Competition. Men's Individual Archery Competition. Men's Team Archery Competition.

Maximum number of athletes: 128 (64 males, 64 females). QUALIFICATION SYSTEM A. GENERAL PRINCIPLES Qualification procedure to select the 128 Olympic Games places allocated to FITA. Women and men each have 64 places. The number of Olympic places defined in this summary is the same for each gender. A.1

Individuals:

The host country for the Olympic Games will be awarded three individual places (new procedure). The most significant Qualification tournament will be at our World Target Championships (WTC) in 1999 (Riom, France). FITA will qualify 43 Olympic places based on criteria established in the 1997 FITA Qualification Procedure for Participation In The Olympic Games (Revision #5c-Section B attached). Continental Qualification Tournaments (CQTs) will determine three Olympic places in each of the five Olympic Continental Regions (15 places). Three (3) Invitation places will be awarded by the IOC-ANOC-FITA Tripartite Commission. A.2

Teams:

The three individual archers selected by the host country will automatically be awarded a team place for their country in the Olympic Team Competition. The top eight teams from the WTC Team Competition (other than the olympic host country team) will qualify a three person team to compete in the Olympic Games Team Ranking Round. The three team members will also compete in the individual competition.

A maximum of 16 teams will compete in the Olympic Team Competition. The host country team is automatically given one of the 16 places. Also, any other country that can earn three individual places from the WTC, CQT, Invitation allocation or from the WTC or CQT standby list, will qualify a team to compete during the Ranking Round for the 15 remaining Olympic team competition places. B. SYSTEM IN DETAIL Because of the limited number (64 per gender) of Olympic places allotted to FITA, FITA will use an archer place qualification plan for the Olympics. The number of Olympic places defined in this procedure is the same for each gender. The plan listed below was developed by the FITA Executive Committee with input from the IOC Sports Director with the knowledge of how other sports qualify their athletes. It has been reviewed and approved by Council and revised and approved by the IOC. Qualification Methods There are four methods used to select the maximum number of archers that an NOC may send to the Olympics: B.1

At the WTC, the Olympic Games host country will automatically earn three individual places and a team place.

B.2

World Target Championship (WTC) ranking (based on final standings at the end of the Olympic Round Individual and Team Finals) at the WTC held in the year prior to the Olympic Games.

B.3

Continental Qualification Tournament (CQT) ranking (based on final standings at the end of the round used to determine the tournament winner).

B.4

Invitation places (development places) - Decided by Tripartite Commission of IOC-FITA-ANOC.

The archers who qualify through the above four methods will win a place for their country. They will not win a place for themselves. The National Olympic Committee (NOC) of each country will determine the number of archers (up to the maximum places qualified) they will send to the Olympics and the NOC will choose these archers after consulting with the FITA Member Association in their country. FITA must review the scores of all archers submitted by the NOC to verify if they have performed to the minimum score standards of FITA. The FITA Executive Committee will make the final determination on any archers who do not meet the FITA minimum score standard.

B.1

First Qualification - Host Country:

B.1.1

The host country for the Olympic Games will automatically qualify three places per gender for the Individual and Team Competition. All countries that have obtained three individual places per gender will compete in the Team Ranking Round at the Olympic Games for the places allotted in the Olympic Team Competition. If more than 16 teams are registered at the Olympics, the 15 highest

scoring teams in the Team Ranking Round plus the host country team will compete in the Olympic Team Competition. The host country team will compete in the Team Ranking Round and will be ranked as it scores in the Team Ranking Round, or ranked 16th place if it did not rank in the top 15 places. B.2

Second Qualification - World Championship Ranking:

B.2.1

The largest qualification will occur at the WTC in the year prior to the Olympic Games. The Individual and Team ranking at the WTCs will be used to select the Olympic places during this qualification. There will be 43 of the 64 available Olympic places (per gender) selected at the WTC with the following procedure:

Only three places per gender can be awarded per country. If a country has four archers competing, any qualifying place won by the fourth ranked archer will be forfeited and will be awarded to the country with the next highest ranked archer.

Ÿ

The top eight teams in the WTC Team Competition (other than the host country team) will earn three places in the Individual Competition, even if one or more members of the teams have placed below 46th place in the Individual Competition.

Ÿ

If the host country team wins one of the top eight places at the WTC Team Competition, the ninth ranked team will earn three individual places and a team place to compete in the Team Ranking Round at the Olympic Games.

Ÿ

The host country will participate and attempt to earn three individual Olympic places. If they do not earn three places at the WTC, they will be awarded enough places so they have three places and will be able to enter three archers in the Individual Competition and Team Competition.

To summarize: At the WTC, 24 places are chosen from the eight highest ranking teams (other than the host country team), three places given to the host country and 19 places chosen from the remaining highest ranked places (those places not previously selected as part of the top eight teams and host country archers), for a total of 46 places. A standby list will be created for places below the qualifying limit. Any places earned at the Individual Competition in the WTC that are not used by a country will be assigned to the country or countries on the standby list.

B.3

Third Qualifications - Continental Qualification Tournament (CQT) Ranking:

B.3.1

After the WTC, there will be five official FITA qualifying tournaments selected on the following basis:

The CQT will be selected by the FITA Continental Association from the Continental Games, a major tournament or Continental Championship in each Olympic Continent.

Ÿ

At least two teams from other countries in that continent, in addition to the CQT host country, must attend.

Ÿ

The results must be confirmed and signed by an International Judge or FITA Official that is in attendance for the entire competition.

Ÿ

Confirmed and signed tournament results must be received at the FITA office 60 days before the Organizing Committee of the Olympic Games (OCOG) requests athlete registration by name.

Ÿ

In the CQTs, no more than two places per gender can be won by any one country.

It is suggested that CQTs must be registered FITA Star Tournaments. B.3.2

The places will be selected at the CQT as follows:

The final standings of each CQT will be used to select the top three places per gender.

Ÿ

An archer that has won a qualifying place for their country at the WTC may compete, but may NOT win another place for their country. If an archer wins a place in both the WTC and CQT, the WTC place will stand and the CQT place will be relinquished to the next highest scoring eligible archer at the CQT.

Ÿ

Archers from countries outside the defined continental area may participate in any CQT, but may NOT win places for their country in that competition.

Ÿ

The total number of places that can be won by any country in any manner is three per gender.

Ÿ

If earned places or standby places at a CQT are not accepted by a Member Association (MA) or NOC, the FITA Executive Committee will allocate the unused places to the countries in that continent with the next highest CQT standby places.

Ÿ

If there are no standby places from the CQT, the unused CQT places will be awarded by the FITA Executive Committee.

Ÿ

If a continental region does not have a qualifying tournament, the places allocated to that continent will be designated by the FITA Executive Committee as follows: a)

Two of the six places will be chosen from the next highest scores from the WTC tournament standby list.

b)

Four places will be allocated by the FITA Executive Committee to countries in that continental region that wish to send archers. The archers must have met the FITA minimum score standards or be approved by the FITA Executive Committee.

c)

Any unused places will be awarded by the FITA Executive Committee.

The CQTs may be scheduled no sooner than one week after the completion of the WTC that is immediately prior to the Olympic Games. The CQT in each continental region will give an excellent opportunity to promote the importance of the tournament at the highest media level. This tournament may also be

a Regional Championship or be at a Continental Games with the added interest of the allocation of Olympic Games places. Member Associations are encouraged to cooperate with their NOCs to promote this new and exciting qualification system for places at the Olympic Games. The CQT will also provide the MAs, otherwise unable for various reasons to attend the WTC, an opportunity to compete for a place at the Olympic Games. It is recommended that the CQTs in each Continental Region be similar to the match play format of the WTC.

B.4

Fourth Qualification - Invitation Places (Development Places):

B.4.1

The Tripartite Commission (IOC-FITA-ANOC) will allocate three places per gender to encourage the development of our sport. These may be given to countries that have not won a qualification place at the WTC or CQT. The IOC will try to geographically balance the attendance at the Olympics with the granting of Invitation places. If a country believes they deserve an Invitation place, they must request these Invitation places through their NOC. Their NOC must approve the request and submit it to the Association of National Olympic Committees (ANOC) for approval and send a copy to FITA and the IOC. Only places requested through and approved by ANOC will be considered for the Invitation places.

Comments

B.6.1

There will be a standby list created from the WTC archers who did not win an Olympic place. There will also be a separate CQT standby list for each CQT. The NOCs of the countries with places on these standby lists will be asked, at least three months before the Olympics, to tell FITA if they intend to send their archers to the Olympics, if Olympic spaces should open up. As Olympic places open up, FITA will select the countries whose archers are on the top of the standby lists and will contact the NOCs and the Member Associations of those countries. If an NOC does not use an Olympic place or places previously earned by their country only at the WTC, the replacement will be selected from the top of the WTC standby list. That is, if a place was earned only at the WTC, the replacement would be selected from the top of the WTC standby list. If a place was earned only at the CQT, then the replacement would be selected from the top of that CQT standby list. If there are no CQT standby places, the available places will be awarded by the FITA Executive Committee. In some cases, where a country has earned places at both the WTC and CQT, it may not be clear where the unused place was earned. For example: a country could earn three places (two in the WTCs and one in the CQT). If one or two of those Olympic places were not used by their country’s NOC, the CQT places will be given up first and the WTC places given up last, regardless of which archer originally won the relinquished place. Therefore, in this case, the Olympic replacement place (or places) will be selected first from the CQT standby lists in the region in which the country that declined the place (or places) is located and second from the WTC standby list. The places chosen from the CQT and WTC standby list will not exceed two per gender per country from the CQT or three per gender total.

B.6.2

One (1) CQT tournament will be held in each FITA continental area:

The Tripartite Commission will select a total of three archers per gender from countries in regions that do not have a desired or balanced representation of athletes participating in the Olympics or for other reasons. All archers selected must meet the FITA minimum score standard unless an exception is made by the FITA Executive Committee.

A detailed workbook with forms has been developed to administer the Qualification procedure. This is utilized by the Executive Director to monitor the Qualification procedure.

Note: The IOC has changed these rules because of the difficulty archery and other Olympic sports had filling all available quota places.

Any unused places will be offered to the standby places from the WTC or at the various CQTs, depending on where the regional places were won (see actual Qualification Procedures). Deadlines will be assigned to each standby place that is offered an Olympic place in order to fill all 128 spaces 21 days before the Games start.

APPENDIX XXVI Description of the draw DRAW TO SELECT TARGET ASSIGNMENTS FOR THE QUALIFYING ROUND 1

The Organizers shall allocate to each competitor a Registration Number. Registration numbers can be allocated as confirmed inscriptions are received, alphabetically, by world ranking list position or by random allocation. These numbers shall be worn by the competitors and be shown in the program to afford the spectators and others a means of recognition. The Registration Number shall remain unchanged throughout the tournament. The allocation of competitors to targets and the order of shooting shall be arranged by the Organizers electronically or manually as follows: •

An urn will contain as many cards as there are Member Associations competing, each card bearing the name of one Member Association;



The chairman or secretary of the Organizing Committee will first draw one card;



From another urn the Registration Numbers of all competitors of that Member Association will be drawn; these will be allocated one to each target (or shooting group) in the order in which they are drawn;

Having finished with one Member Association, another is drawn and so on and the same procedure continued until all Registration Numbers have been drawn. Competitors shall be allocated targets and shooting positions (i.e., the alpha-numbers) as they are drawn, thus: •

Photographers’ blinds within 15 meters in front of the shooting line that allow photographers to shoot close ups of the archers. These blinds should however be constructed in such a way that they do not obstruct the view for the spectators or the TV camera's

APPENDIX XXXII Bid procedure and bid questionnaire for a FITA Outdoor World Championship Questionnaire for Candidate Cities and Federations bidding to host a FITA World Championships INTRODUCTION The following questionnaire must be completed in its entirety, and received at FITA headquarters in Lausanne by … June, …… – A timeline is attached that outlines the deadlines for completion, and the specific stages of the bid procedures. FITA has identified three essential features in evaluating candidate cities and federations bidding to host FITA Championships. They are as follows: 1. The possibility that all Members of FITA can participate in the World Championships in a fair manner and are allowed to enter and leave the country without any major problems. 2. The quality of the accommodation, transportation and other services offered to the teams – price and distance to the venue. 3. The quality of the infrastructure of the venue – that must allow the creation of a major world sporting event. These three features form the foundation of the evaluation process. The information requested in this document would allow FITA to evaluate each candidate. GENERAL REQUIREMENTS The requirements for hosting a FITA World Championship are outlined in a number of documents. Each candidate federation will be expected to use the information provided in the latest edition of these FITA documents. Therefore, it is a requirement of each candidate federation to have a clear understanding of the information presented in the following documents: 1. FITA Constitution & Rules (1998 Edition) 2. The Organisers Manual for the World FITA Championships (under development) EVALUATION PROCEDURE & PLANNING The objective of the FITA World Championship bid process is to ensure that all championships are organized at venues that are fair and equal to all archers. As well the venues must provide the possibility to promote the sport of archery. The purpose of the bid process is to determine which candidate and city is the most qualified to host the championship in question. All federations interested in hosting a FITA World Championships must successfully complete all of the steps outlined in the planning below.

34. Warrantee by bid group. Please submit the following with the questionnaire:

(a) Letters of support from your National Olympic Committee, Sports Minister, and the responsible official in the city in which you intend to hold the tournament. (b) A preliminary budget to stage the Championship. (c) State from where the funds needed to organise the Championship will be received. (d) A commitment letter (if possible) for the funds needed. (e) A letter from appropriate government official stating all FITA Member Associations may enter the country on equal basis. Also, that their national or FITA approved flag, country (or FITA approved association) name and FITA approved anthem may be used. See ¶ 31. (f) A letter by the Member Association that they will sign the Organisers Contract as soon as the bid is allocated. If any changes are required by the Member Association they need to be indicated during the bid process.

NOTE: FITA will require a FITA Technical Delegate to make two visits to the organising committee city to view and approve the site, technical equipment, housing, transportation and the organisation.

APPENDIX XXXIV Jury of Appeal Procedure and forms 1. Procedure Notice of intent to protest should be advised by the appellant to the Chairman of Judges within 5 minutes of the incident, or within 5 minutes of the end of the Ranking Round or Match, with the written protest to follow as soon as possible. The protest to the Jury of Appeal must be made in writing by the plaintive, preferably in English or French, on the appropriate FITA Jury of Appeal Form, which will then be handed to the Chairman of Judges. The submission of the protest should be made before the next phase of the competition, or within 30 minutes of filing the intent to lodge a protest, whichever one comes first. The protest will be passed from the Chairman of Judges to the Chairman of the Jury of Appeal who would have already assembled the 2 other Members of Jury and if required an alternate, in the event of a Jury Member having a conflict of interest.

2. Information flow and distribution of information The Technical Delegate will be advised of the notice of intent, and the formal submission of the Protest being lodged with the Jury of Appeals, and will arrange for a suitable announcement to be issued by the FITA Press Officer. The FITA Press Officer in liaison with the Competition Manager will prepare the preliminary output process in readiness for a decision from the Jury of Appeal. Chairman of Judges advises: 1) Technical Delegate 2) Chairman of the Jury of Appeal Then: Technical Delegate advises: 1) Competition Manager - Results Manager at the venue, Venue Announcer and Team Captains of relevant athletes affected by any subsequent delay in the competition schedule or results approval 2) FITA Press Officer / Venue Press Officer - to prepare Official Communiqué and News items. The Technical Delegate will assist the FITA Press Officer to complete the text of the Jury of Appeals decision, taking into account that the explanation should be easily understood and devoid of technical words. The Organizing Committee's Data Processing Department will receive the form, enter it into the computer and print a copy of it within two minutes. After the FITA Press Officer has authorized the copy, it will be distributed immediately. 3.
