If you want to buy a home of your own but cannot afford to, a HomeBuy equity loan may be just the answer! The loan can bridge the gap between what you can afford with a mortgage, and the price of the home you need. You will need to be able to raise 75% of the purchase price of the property either through a mortgage or a combination of mortgage and savings, with two equity loans (one from the Government and one from the mortgage provider) making up the remaining 25%. New Build HomeBuy

First Time Buyers Initiative

If you would love to be a home-owner but cannot quite afford it by yourself, New Build HomeBuy may be just the answer for you! A part buy – part rent scheme, you can purchase a share in a home (usually via a mortgage), and pay a reduced rent on the share you do not own. You may purchase a share from 25% to 75%, but generally it is from 40% upwards. If you wish, as your finances improve, you may purchase additional shares until you own it outright. (Some fixed equity schemes do not allow staircasing).

The First Time Buyers Initiative is a shared equity scheme that enables eligible first time buyers to buy a share in a new home that is affordable to them, and be able to sustain a mortgage to purchase a minimum share of 50% of the total market price, with English Partnerships retaining the remainder of the unsold equity.

Intermediate Rent

Previously owned shared equity properties will occasionally come up for sale. If you would like to purchase an available property, you will have to purchase the share percentage that the vendor is selling. You need to be able to raise a mortgage for the share you purchase, and pay a reduced rent on the share you do not own. In most schemes if you wish, you may be able to purchase additional shares until you own it outright, known as ‘staircasing‘ but you cannot do this for the first year after your purchase. Social HomeBuy Social HomeBuy allows some social housing tenants to buy their current home. They may purchase it on a minimum 25% share and maximum of 100%. The discount may vary depending on the location of the property, is proportional to the initial amount purchased and is only offered on the purchase of the initial share. Only certain tenants will be able to take advantage of this scheme as their landlords must have decided to take part. • Buy a share in your current home! • Lower income earners can get on the property ladder!

A far more affordable option than private renting. Intermediate rent is a government funded scheme for Key Workers that offers rental properties at about 75%-80% of market rent rates. Tenancies are Assured Short hold and ‘linked’ to your Key Worker employment. • More affordable than renting privately! • Available to Key Workers without UK/EU citizenship or Indefinite Leave to Remain! • On-going affordable tenancy subject to certain conditions. Herts County Council Employee Temporary Housing Hertfordshire County Council own a range of properties across Hertfordshire, to assist employees of Herts CC with temporary accommodation at an affordable rent with Assured Short hold tenancies. Case Study New Build HomeBuy - Julie Young Julie recently purchased a beautiful apartment at the stylish new development ‘Signature’ in Watford, through New Build HomeBuy (shared ownership). Recent Events St Albans Residents’ Conference Saturday 23rd September 2006 Lea Valley Homes recently attended the St Albans Residents’ Conference held at Nicholas Breakspear School from 9.30am to 3.30pm. This was the fourth annual conference and was an opportunity for St Albans tenants and leaseholders to meet some members of the council and participate in workshops. Lea Valley Homes helped with one of the workshops on Affordable Housing. The team informed people of all of the different products available to them, gave out information packs and offered advice to people requiring assistance in getting their foot in the property ladder. Feedback from the conference was very positive and the team will be attending other Residents’ Conferences around the county in the upcoming months.

MK New Homes Show Event

HomeBuy Open Day Saturday 14th October 2006 Lea Valley Homes recently held a HomeBuy Open Day at their offices in Houghton Regis. Over 250 people attended to learn more about low cost home ownership and meet the Lea Valley Homes team. It was the first Open Day Lea Valley Homes have held at their offices and it was an overwhelming success! The first person turned up before 9am, the last just after 3pm and there was a steady stream of visitors throughout the day. Along with the stands for the different products, two Independent Financial Advisers also attended the event to offer information and guidance on the HomeBuy options available. Their stands were never empty! Two seminars were planned for 11am and 1pm for visitors to attend and learn more about the different HomeBuy products available to them and to learn a little more about what the IFA’s do. An extra seminar was also run at 2pm to cope with the demand. We would like to thank everyone who made their way to Houghton Regis to attend the Open Day.

Thursday 5th October 2006 Lea Valley Homes were delighted to attend the Milton Keynes New Homes Show held by Catalyst, the HomeBuy Agent for Buckinghamshire on Thursday 5th October at The National Hockey Stadium. The event ran from 11.00am - 7.00pm and although the weather was very wet and windy the day was well attended with many enquiries regarding low cost home ownership options. The event was well supported by many different housing associations including Homes 2 Own (part of Midsummer), BPHA, Paradigm Housing and Aragon Housing Association. The day also offered an opportunity to chat to independent financial advisors and solicitors as well as get guidance and advice from Milton Keynes Council.

What is Open Market HomeBuy?

Open Market HomeBuy is a Government-backed scheme that aims to help certain groups of people who cannot afford to buy a home on the open market without assistance. The scheme provides access to additional money called equity loans, which run alongside a conventional mortgage loan. Two equity loans, each worth around 12.5% of the value of your home, are provided: •

the first is provided by the same lender that you select to provide your conventional mortgage loan; and



the second is provided by the Government and administered by a HomeBuy Agent (Lea Valley Homes) a housing association in England that has been appointed to operate the scheme.

You will need to be able to raise 75% of the purchase price of the property via a combination of a deposit and a conventional mortgage loan. This has to be arranged with one of the lenders joint-funding this scheme and is lent on conventional mortgage terms. Different lenders offer different products and you are advised to discuss which is best for you with a financial adviser.

Who is eligible for the scheme? The main groups of people to be helped by the scheme will be: •

Existing tenants of housing associations and local councils



People on housing waiting lists for social rented housing who are nominated by their local council as being in housing need



Key Public Sector Workers in London, the South East and the East of England



Some other priority first time buyers

In addition, to qualify for the scheme you must: •

be able to finance around 75% of your house purchase through a combination of savings and a conventional mortgage loan from one of the lenders participating in the scheme. They are Advantage, Bank of Scotland, Nationwide Building Society and Yorkshire Building Society;



have savings of at least £3,500 to cover all of the other potential costs of buying a home such as a Homebuyer’s report, legal fees, stamp duty land tax, etc;



be able to demonstrate to the HomeBuy Agent that you can sustain home ownership



hold an EU passport or have your passport stamped with indefinite leave to remain in the UK; and



not be in rent arrears or in breach of your tenancy agreement if you are a tenant of a Housing Association or local council.

How does Open Market HomeBuy work? The equity loans are partly funded by the Government through a HomeBuy Agent and partly by the mortgage lender, which will be Advantage, Bank of Scotland, Nationwide Building Society or Yorkshire Building Society. There are no interest charges on the equity loans for the first five years, and this is reflected in your monthly payment. In return, the lender shares in any increase in the value of your home if and when you decide to sell your home or repay the equity loan.

What is the lender’s equity loan? Alongside your conventional mortgage loan, your lender will provide you with an equity loan (usually 12.5% of the purchase price). Each of the lenders is offering a different product so it is recommended that you get advice as to the most appropriate one for you. However, the principles are the same in that during the first five years of your loan your lender won’t charge you interest on this amount and the interest will be capped at 3% for a further five years. After that, the amount of interest will vary depending on which lender you decide to go with and will be made clear before you proceed. Your mortgage lender and/or financial adviser will give you this information. When you sell the property or pay off the lender’s conventional mortgage and equity loan, you will also have to share any increase in your property’s value with the lender. In addition you will have to pay a redemption charge where that fee is levied.

What is the HomeBuy Agent’s equity loan? An equity loan from the HomeBuy Agent will account for the final 12.5% of the purchase price (unless you use your savings to reduce this – see below). You will never be charged interest or need to make monthly payments on the HomeBuy Agent’s equity loan, but you will need to give the HomeBuy Agent, like the lender, a share of any increase in your property’s value when you sell the property.

What happens to any savings that I have? You will need savings of at least £3,500 to cover the transaction costs associated with purchasing a home. In addition, you may retain a further £6,500 as a financial buffer, making a total of £10,000. this must be put towards the purchase price. Depending on which lender you go with, this will either be used to reduce: •

your 75% mortgage (if the lender is Advantage); or



your 12.5% equity loan from the HomeBuy Agent (if the lenders are Bank of Scotland, Nationwide Building Society or Yorkshire Building Society).

value, whilst some lenders will require you to repay the amount you originally borrowed. Important - There are circumstances when you will be required to repay your equity loans: •

The lender’s equity loan must be repaid upon payment of the final installment of your conventional mortgage loan;



The HomeBuy agent’s equity loan (and possibly the lender’s too) must be repaid when the property is sold; and



If you qualify for the scheme because you are a key worker and then leave qualifying employment, you will have to repay the HomeBuy Agent’s equity loan within two years, and possibly the lender’s too.

How do I repay the equity loans? You must repay the lender’s equity loan together with a share in any increase in the value of your property before you repay the HomeBuy Agent’s loan. Alternatively you can repay both the lender’s and HomeBuy Agent’s equity loans at the same time. Early repayment charges may apply on the lender’s equity loan in the first five years. When you wish to repay one or both of the equity loans, you will need to pay for a valuation to establish the new value of your property. This is because, you will need to share any increase in the property’s value with the lender and the HomeBuy Agent (HBA). If your property has fallen in value, the amount you repay the HomeBuy Agent will always fall in value. However, the amount you must repay the lender could also fall in
