RESOLUTION AMENDING RESOLUTION NO. 10-153 THAT APPROVED THE ATTACHED COOPERATIVE ENDEAVOR AGREEMENTS FOR HOMELAND SECURITY EQUIPMENT FROM SOUTH CENTRAL PLANNING AND DEVELOPMENT COMMISSION FUNDED THROUGH THE FY09 LOUISIANA STATE POLICE AND OFFICE OF HOMELAND SECURITY AND EMERGENCY PREPAREDNESS GRANT #2009-SS-T9-0059 AND TRANSFERRING OWNERSHIP OF SOME OF THE SAME EQUIPMENT TO OTHER RESPONDER AGENCIES WITHIN THE PARISH OF LAFOURCHE AND AUTHORIZING THE PARISH PRESIDENT TO SIGN, EXECUTE, AND ADMINISTER ANY AND ALL RELEVANT DOCUMENTS AND AMENDMENTS. WHEREAS, the State of Louisiana is vulnerable to a wide-array of disasters, which includes disasters caused by terrorists acts; while the probability may be very low that Lafourche Parish will be subjected to a terrorist incident involving Weapons of Mass Destruction (WMD) the consequences of being unprepared are catastrophic; and WHEREAS, the Parish desires to improve the capability and coordination with the State of Louisiana to respond to terrorist acts, as well as natural and man-made disasters; and WHEREAS, the Parish has prepared and had approved by the U.S. Department of Justice, the State and Local Domestic Preparedness Equipment Program Louisiana Strategy, to allow for the participation in the State and Local Domestic Preparedness Equipment Program; and WHEREAS, the Parish is fully qualified and eligible to receive said equipment herein; and is allowed to disburse said equipment to other fully qualified and eligible entities located within the Parish of Lafourche, through Chris Boudreaux, Director of the Lafourche Parish Government Office of Homeland Security and Emergency Preparedness; and WHEREAS, the Parish and any other recipients of said Homeland Security Equipment must meet minimum training certifications for all equipment purchased with grant funds; and WHEREAS, the Parish and any other recipients of said Homeland Security Equipment shall be responsible for maintaining equipment items and shall be accountable for all equipment items for audit purposes; and WHEREAS, the Parish and any other recipients of said Homeland Security Equipment shall dispose of such equipment in accordance with State laws, regulations and procedures; and WHEREAS, the Parish and any other recipients of said Homeland Security Equipment shall retain records for the disposition on non-expendable personal property valued at $5,000 or more at the time of acquisition for five (5) years after final disposition; and

WHEREAS, the grant provides for responder agencies beyond Parish Government including the Houma Indian Nation, the City of Thibodaux, the Town of Lockport and the Town of Golden Meadow, all Fire Districts, Thibodaux Regional Medical Center, Ochsner St. Ann Hospital, Lady of the Sea Hospital, Ambulance Service District No. 1; and WHEREAS, this amendment is necessary to adjust quantities and/or items; and WHEREAS, this resolution was sponsored by the Administration by Mr. Rodney Doucet, Councilman, District 8; and THEREFORE BE IT RESOLVED, by the Lafourche Parish Council convened in regular session on October 12, 2010, that: The Lafourche Parish Governing Authority does hereby transfer ownership of the below listed equipment from South Central Planning and Development as a part of the Louisiana State Police and Office of Homeland Security and Emergency Preparedness FY09 Grant #2009-SS-T9-0059; 5 3 2 1 1 1 32 5 2 2 13 35 2 9 1 2
