THE GLOBAL MEETING POINT FOR THE OIL & GAS COMMUNITY NEW ADIPEC OFFSHORE AND MARINE CONFERENCE ADIPEC is the only oil and gas event in the Middle East, Africa and Asian sub-continent to dedicate an entire new quayside setting for offshore, marine and heavy machinery and equipment exhibitors. Offshore reserves will account for approximately 50 per cent of total oil production in Abu Dhabi by 2018 as a result of continued investments in production capacity, experts revealed. USD 25 billion worth of investments are planned by the Abu Dhabi National Oil Company (ADNOC) to boost offshore production within the next 3 years. In line with regional and global efforts to continue exploring and developing offshore production, ADIPEC is launching a dedicated offshore, marine and heavy equipment zone situated on the waterfront at the Abu Dhabi National Exhibition Centre (ADNEC), only 150 metres away from the main exhibition halls. Supporting the development of the quayside setting, ADIPEC’s inaugural Offshore and Marine Conference will take centre stage in a purpose built dedicated theatre enabling the sharing of valuable offshore oil and gas knowledge. The three day conference will see global industry experts participate as speakers and panelists outlining key offshore projects from the Gulf of Mexico, Egypt, Africa and the Middle East. Also in focus, the Conference will provide vital updates relating to shipping, maritime security and safety, economic analysis of the offshore sector, pipeline infrastructure and transportation, shallow and deep water exploration and production, oil field developments and technological advances.

OSV are increasingly taking over the traditional functions of rigs and platforms hence the emergence of a new generation of multitasking, more powerful OSV are needed. Points of Discussion will be:

Numerous offshore wells in the Middle East are hard to drill; new ideas are needed to improve drilling activities. Production can be increased by taking advantage of new techniques that will drill the most difficult wells. Making sure that targets are being achieved by maximising ROI through automation for the drilling process is an aspect that the industry cannot ignore. Points of discussion will be:

Contractors are facing a huge challenge due to IOC’s and NOC’s that demand cutting costs without reducing any of their technical or administrative requirements. This is putting a stall in contractors and sub-contractors in the offshore industry. If IOC’s and NOC’s want to remain competitive in offshore oil and gas production and have a reduced cost base for the future, they have to critically review their own demands first and see if everything they want is strictly needed on every offshore project. It is incumbent on all responsible organisations especially in the oil and gas sector to play responsible roles for the betterment of the industry. 09:15 Rating of jack up rigs • Drilling rigs constitute a large proportion of upstream costs for Operating Companies. Recently economic challenges and falling oil prices have resulted in OPCOs curtailing spend and in addition, drilling contractors are having second thoughts about retiring their aging rigs in an increasingly competitive market. • Risk tolerance meanwhile cannot be allowed to affect reputations and Operating companies are looking for integrity assurance for all units they employ. Some Class societies have therefore developed a system for the rating of jack up rigs. The presentation explains how this initiative of jack up rigs rating can be used by OPCOs and Rigowners to fulfil the asset integrity assurance requirements.

• Although jack ups have been in operation for over sixty years and owners have developed a good understanding of operating these units, some operational aspects require an understanding of the design elements enabling users to optimise utilisation and operation procedure. • When a shipyard is also involved in the development and evolution of the design this gives the yard a twin benefit. Not only does the yard have a deep understanding of the design but can also continuously incorporate improvements and changes during the execution of the rig construction.

14:00 Identification and assessment of foundation hazards – punchthrough assessment

This presentation provides rigowners with knowledge and understanding on the finer points of the optimal use of the assets from a rigbuilding yards viewpoint.

This presentation covers the hazard identification addressed at foundation analysis stage, assessment of jack-up capability to withstand storm and operational loads with potential foundation hazards and example assessment of unit capability to withstand leg-runs / punchthrough and the associated recovery therefrom.

10:45 Liftboat environmental and regulatory criteria selection impact: safety, performance and cost • Liftboats have long been the step child of the jack up rig community, but recent awareness of the utility of these extremely versatile units has sparked a new interest. • With a wide range of engineering and regulatory regimes, Liftboat design and operation criteria require significant decisions to be made by Owners and Charterers to obtain the desired outcome. This presentation highlights environmental and regulatory criteria and the impact owners choices can have on safety, performance and costs.

• The jack up industry has a longstanding history of units realising damage and even total loss, due to foundation failures from rig settlements, leg-runs and punchthrough events. • Numerous guidelines for foundation assessment have been published but the loss of experienced engineers and a large influx of new recruits have revived risks that had been controlled.

14:45 EAMS project Companies with operations stretching across the globe have unique challenges. They need to develop systems to assimilate the asset history and total costs. This was the driver for the implementation of the Ensco Asset Management System (EAMS).

15:30 Challenges in rig upgrades – a shipyard’s perspective

• A newly purchased Friede & Goldman L780 design jack-up drilling unit stationed in Bombay Harbour needed to be relocated to the UAE for shipyard upgrades and hull preservation - the challenge was that a monsoon had arrived in India. • An attempted wet tow proved difficult due to weather and the rig returned to Bombay to effect repairs. Even after waiting a month and opting for a shorter tow to the Gulf of Kutch where the rig could be loaded on a Heavy Lift Transport for relocation to the UAE, things took a turn for the worse.

• Rigowners routinely approach shipyards for awarding contracts of rig upgrades. Project challenges faced by the yards include short lead times from tender award till project execution; materials and equipment replacement; engineering challenges and the like. • Successful yard projects also depend upon interaction with Classification Societies for inspection and approvals, yard and client project team harmonisation, coordination of multiple incompatible activities on limited space and commissioning challenges.

This presentation showcases lessons learnt for Rigowners to raise the awareness of how integrity can be influenced by proper decision making.

This presentation will cover the management of challenges in major rig RIAPs faced by shipyards during project execution.
