Collection Requirements Team  Works closely with partners to define and refine data needs for use in critical infrastructure protection response, planning, and operations.  Provides an integrated systematic approach for collection requirements, requests for information, and data collection application  Drives data collection through information data needs and mission requirements defined by IP  Collection Requirements Activities: - Request for Information (RFI) - A request for information for which the data has previously been collected or resides within a current dataset - Infrastructure Data Need (IDN) - A request for information that asks for data that has not already been collected by IP or is not currently available in infrastructure datasets - Standing Information Need (SIN) - An intelligence need that is to be collected on a recurring basis

Data Exchange Partnership (DEP) Background  Established in August 2009 to enable the exchange of infrastructure data with State and local mission partners through a structured approach - NYC Office of Emergency Management in support of Foley Square Preparations

 Leverages skills, expertise, and existing State/local relationships from Homeland Infrastructure Foundation Level Data to the Regions (HTTR) Information Exchange Brokers (IEB)  Supports the “One IP” initiative by increasing awareness of available IP products and services to State and local mission partners  Serves as a resource to identify data sources at the State and local levels to fulfill Infrastructure Data Needs (IDNs)

Objectives The DEP is designed to:  Identify and collect datasets that support IP’s mission - Collection based on validated requirements - Enhance Homeland Security Infrastructure Program (HSIP) data holdings– Future Activity  Build relationships - Develop and maintain inventories of available data at the regional level to support IP’s needs - Strengthen the collaborative relationships between States’ Homeland Security Advisors (HSA), Protective Security Advisors (PSA), SectorSpecific Agencies (SSA), and local representatives - Increase the knowledge of the IP mission and available resources, using the HTTR IEBs as conduits between IP and regional, State, and local mission partners

Benefits to IP Mission Partners In addition to receiving increased visibility to DHS, mission partners are given access to IP resources, including:

 Automated Critical Asset Management System (ACAMS)  Homeland Security Information Network (HSIN) Geographic Information Systems (GIS) Portal - Integrated Common Analytical Viewer (iCAV) - DHS Earth - Homeland Security Infrastructure Program (HSIP) Freedom - Operations Support Branch (OSB) mapping products

 Infrastructure Data Taxonomy (IDT)  Other IP tools such as: - TRIPwire

Identify / Access State & Local (S/L) Data Catalogs

 IP Requirements driven data collection to fulfill IDNs as part of the RFI process

 Identify POCs within S/L organizations

 Need agreement from HIFLD Partnership

 Gain access to S/L data warehouses

 ICT’s ID data gaps and prioritize collection

 Data will be provided to the requestor and cataloged within IICS  Lack of requirements has resulted in no data collection as of July 31, 2010

 Develop and maintain inventories of data catalogs and web mapping services at the regional level

Support HSIP 2011 Data Acquisition

 Utilize DEP structure for 2011 data acquisition and maintenance as needed
