People seeking credit for this unit standard must hold a current first aid certificate and have proof of training in the use of emergency oxygen in diving related incidents or accidents.

Explanatory notes 1

Industry technical and safety criteria refers to dive instruction, supervision and performance being carried out in accordance with the standards, procedures and training materials of the respective dive training agency. The agency must meet or exceed the World Recreational Scuba Training Council training standards.

All dive operations must comply with the requirements of the Health and Safety in Employment Act 1992, the Health and Safety in Employment Regulations 1995, the Accident Compensation Act 2001, AS/NZS 2299.3:2003 Occupational diving operations – Recreational industry diving and snorkelling operations, the Guidelines for Occupational Diving 2004, the Environmental Protection Authority (EPA) Guide to Gas Cylinders 2013, the Maritime Transport Act 1994, Maritime Rules, the Maritime Operators Safety System and have a current Maritime Transport Operators Certificate.

Definitions Industry practice refers to practices generally accepted by competent persons within the maritime industry. SCUBA refers to Self Contained Underwater Breathing Apparatus. Vessel refers to any form of watercraft and is sometimes used in maritime circles interchangeably with the word ship. Vessel operating practices refer to the operator’s own safety system as documented in their Maritime Transport Operator Plan.

Outcomes and evidence requirements Outcome 1 Demonstrate knowledge of recreational SCUBA and snorkel diving. Evidence requirements 1.1

Entry level SCUBA and snorkel diving knowledge is described in accordance with industry technical and safety criteria. Range

may include but is not limited to – dive equipment, dive equipment use, diving physics, diving physiology, dive planning, the aquatic environment, hazards, managing dive specific emergencies, diving first aid, international dive signals, dive agency certifications; a minimum of six is required.

1.2

Dive cylinder transportation, storage and use is described in accordance with the EPA Guide to Gas Cylinders 2013 Part 6.

1.3

The supervision of certified divers when diving from a vessel is described in accordance with AS/NZS 2299.3:2003.

Outcome 2 Demonstrate knowledge of vessels used for recreational and occupational diving activities. Evidence requirements 2.1

Common parts, fittings and operational areas of a vessel in terms of their location, name, and function are described in accordance with industry practice. Range

common parts and fittings may include but are not limited to – stem, stern, bow, quarter, transom, chine, cockpit, gunwale, hull, centre line, bilge, freeboard, scuppers, stanchion, cleat, duck board, capstans and windlasses; a minimum of ten is required. operational areas may include but are not limited to – cabin, deck, fly bridge, wheelhouse, head, galley, engine room; a minimum of six is required.

Directions within a vessel, directions beyond a vessel and position relative to the wind are identified in accordance with industry practice. Range

directions within a vessel may include but are not limited to – fore, aft, port, starboard, amidships; a minimum of four is required.

directions beyond a vessel may include but are not limited to – ahead, fine to starboard or port, port or starboard bow, forward of port or starboard beam, abeam to port or starboard, aft of port or starboard beam, port or starboard quarter, astern to port or starboard, astern; a minimum of four is required. positions relative to the wind may include but are not limited to – windward, leeward; a minimum of two is required. 2.3

The application and purpose of dive specific equipment on a vessel is described in accordance with industry technical and safety criteria. Range

may include but is not limited to – oxygen equipment, entry and exit ladders, drop bars, safety stop cylinder and line, descent or ascent line, current line (granny line), trail line (surface current line), orientation or surface support station, dive operations night and day signals, dive safety log, diver recall; a minimum of eight is required.

Outcome 3 Assist the master of a vessel engaged in SCUBA and snorkel diving. Evidence requirements 3.1

Assist the master of the vessel when it is being prepared for sea in accordance with vessel operating practices. Range

may include but is not limited to – loading, stowing and securing equipment, springing a boat off a berth, trip reporting, passenger accounting, customer service; a minimum of four is required.

Assist the master of the vessel by conducting an orientation and familiarisation briefing for the vessel in accordance with vessel operating practices. Range

may include but is not limited to – location of safety equipment and its intended use, location and function of specific areas of the vessel, areas that are off limits to passengers, duties and responsibilities of the crew, dive instructors and individual divers, visual and written roll calls, projected sites, expected weather and environmental conditions, vessels procedures for what to do in the event of an emergency – diving related or otherwise, reminder to persons who suffer from motion sickness or who are taking medication, placement of litter, safe diving practices and adherence to seafood regulations, stowing of equipment, equipment that is specific to recreational and occupational diving activities, pre and post dive procedures; a minimum of ten is required.

Assist the master of the vessel when it is en route to a dive site in accordance with vessel operating practices. Range

may include but is not limited to – securing of gear in preparation for heavy weather, determining safe anchorages and dive site selection based on diver experience, qualifications and dive objective, customer service accident management; a minimum of four is required.

Assist the master of the vessel prior to, during and after a dive in accordance with vessel operating practices. Range

prior to a dive may include but is not limited to – anchoring, hoisting dive flag, dive site briefing, dive roster, assembling oxygen equipment, deploying safety stop cylinder and line, descent or ascent line, current line (granny line), trail line (surface current line), orientation or surface support station, drop bars, entry and exit ladders, assisting divers; a minimum of six is required. during a dive may include but is not limited to – acting as a lookout, evaluating conditions, assisting divers, responding to emergencies, diver recall, picking up and dropping off divers; a minimum of three is required. after a dive may include but is not limited to – weighing the anchor, assisting divers, diver accounting, stowing equipment, customer hospitality; a minimum of four is required.

Assist the master of the vessel using ropes, knots and hitches in accordance with vessel operating practices. Range

making fast to a cleat, making fast to a bollard, figure-of-eight, reef, sheet bend, double sheet bend, bowline, clove hitch, rolling hitch, round turn and two half-hitches, anchor bend; a minimum of six is required.
