ORGANIZATION AND ADMINISTRATION l.1

Leadership 1.1.1 The chair will be rotated alphabetically every two years 2009-10 and 2010-11 will be Linfield, followed by MEN, PAC, PLU, UPS, WHW, WIL, L&C. New chair begins service at conclusion of spring meeting. (Adopted Summer 2009)

Conference coaches will meet two times per year: in the fall at L&C on the Sunday following the last game of the regular season: in the spring prior to the Spring NWC meeting at a time and site designated by the chair. Coaches are encouraged to attend the officials meetings in August - the chair or his designee will attend the officials meeting.

Proceedings 1.3.1 Minutes of meetings and all business conducted must be sent to the NWC Football liaison administrator, the NWC Commissioner, and all head football coaches.

2.0 PLAYING AND PRACTICE SEASONS All of the NCAA-III constitution and bylaws shall be enforced as well as those NWC additions which follow: 2.1

The traditional season will be conducted in the fall.

Scheduling Procedures 2.3.1 The last seven weeks of the season shall be a round-robin between NWC institutions with additional open dates. Home games will alternate every other year.

The first four weeks of the season shall be used to schedule nonconference games or to also include an alumni game/scrimmage.

No junior varsity games may be scheduled prior to the first regular intercollegiate football game.

The schedule must be approved by the Board of Athletics Directors.

A maximum of 10 contests are allowed in football.

Changes to the time and/or date of a Conference contest must have the mutual consent of the athletics directors involved, with final approval from Commissioner. In the event of disagreement among athletics directors as to a proposed time and/or date change, a request can be made to the Commissioner to mediate the dispute. Responsibilities of the Host Institution (Adopted Summer 2008) 3.3.1

Host is to greet visiting teams, show them the locker room and discuss locker room supervision. 3.3.2 Host institution shall provide: an appropriate space for one video person from the visiting team, bench towels, ice for injury management, water and cups for

field use, training table for taping, chalk board and chalk, programs, and schedule for pre-game warm-up, leaving field, introductions, etc. End-of-game refreshments are optional. Medical services provided by host institution shall include: team physician, stretcher, and ambulance service. Home institution video person is to meet with visiting institution video person to exchange tapes. Home institution should provide a radio hook-up to visiting teams. Cost to be pro-rated at the end of the season among institutions who use it. Host institutions are encouraged to provide non-alcoholic refreshments to the officials. The home institution will provide a minimum of two quality head phone sets to the visiting team. Five (5) copies of game statistics, including a play-by-play, will be given to the visiting team’s video person. Home team will provide a copy of the sideline video to the visiting team at the end of the game. Home team provides a copy on a Digital Mini-DV tape. End zone copy needs to be sent by Monday following the contest.

General Event Management (Adopted Summer 2008) 3.4.1 There will be no in-person scouting of any contests involving NWC members; alumni, non-conference, or scrimmage. 3.4.2 Designate a coach who is responsible for up loading and down loading game video's to the conference’s web-based video exchange service provider. Institutions need to make sure that videos are available for down loading at the appropriate time. 3.4.3 Video exchange polices for NWC games will provide each team with both the Sideline and End Zone angles game video of the opponents' three most recent games, regardless of a bye situation, via internet web-based exchange program. 3.4.4 Sideline game videos of games two and three weeks prior must be uploaded by 12:00midnight on the Tuesday 11 days prior to the contest. End Zone game videos of games two and three weeks prior must be uploaded by the 12:00midnight on the Wednesday 10 days prior to the contest. The sideline game video of the most recent game – seven days prior shall be uploaded by 12:00midnight must be uploaded by 12:00midnight of the contest date. The end zone angle must be uploaded by 12:00midnight on Sunday. 3.4.5 Video must include all 22 players and should start with a picture of the down and distance markers prior to when the offensive team breaks the huddle before the play, or when the ball is placed in play; video should continue through the end of the play. An entire game must be on video. The scoreboard should be shot ate every change of possession and after every score. The end zone shot should include five yards on both sides outside tackle/tight end box. 3.4.7 Contact all appropriate teams if your video does not turn out and you have to make other arrangements. 3.4.8 The conference’s web-based video exchange service provider will default any games not involved in the current exchange.

3.4.9 All non-conference video exchange will be worked out by the two participating institutions. 3.4.9a NWC members will not provide film of other NWC members to nonconference opponents (Adopted Summer 2009) 3.4.10 Starting times for all NWC games will be 1:30 pm – changes are possible via guidelines in 2.5. After daylight savings time ends, starting time is 1:00 pm on fields that do not have lights. 3.4.11 Officials are to inspect the field one and one-half hours prior to the start of the game. 3.4.12 Coaches need to provide officials with the numbers and names of their team captains. 3.4.13 Each team needs to provide the head official with a minimum of three game balls. 3.4.14 Ball persons (2 per side), chain crew, head timer, and a :25/:40 clock operator need to meet with game officials 15 to 30 minutes before the start of the game. Ball persons should be college-age. 3.4.15 Scoreboard timer, in conjunction with game officials, should display a 20minute countdown to start of game on the official scoreboard clock. 3.4.16 Both teams are to be on the field at the 5-minute mark for the National Anthem 3.4.17 Coin toss is 3 minutes before the game begins. National Anthem and team introductions should be completed prior to the coin toss. 3.4.18 Chain crew must be on the opposite side of the field from the press box. 3.4.19 Half-time is 20 minutes and the timing begins immediately. 3.4.22 Visiting teams are responsible for providing their own shower towels, hosts will not provide them. (Adopted Summer 2009) 3.4.21 If the visiting team phone sets malfunction so that there are less than two, the home team will reduce phone use to a similar number (one or zero) until the malfunction is fixed.

The NWC Champion will be determined by the team with the best record in a single, round-robin schedule among NWC schools. In case of a tie, cochampions will be designated, procedures to determine the NCAA AQ are outlined in Football SPM 6.0. (Adopted Summer 2008)

The Conference champion is determined when the result of the last Conference game is known. (Adopted Spring 2003)

POSTSEASON ADVANCEMENT 6.1

Method of Selection (Adopted Summer 2009) 6.1.1

The team receiving the NCAA AQ will be determined by the following procedure: 1. Best Conference Record 2. If two-way tie – Head to Head Result 3. If three-way tie – Head to Head among three, 2-0 advances 4. If three-way tie without 2-0 record – record vs. 4th place team 5. If still three-way tie – Over all Record 6. If still three-way tie – the NWC team with longest time since participating in the postseason will receive NCAA AQ 7. If a tie still remains, a draw conducted by ADs prior to the end of the season will determine NCAA AQ

7.0 CONFERENCE AWARDS The chair shall monitor nominations and selections for all awards. 7.1

All-Conference 7.1.1

All-Conference teams shall consist of: first and second team offense and defense, by position (i.e., QB, RB, tackle, etc.). Positions will be determined by the coaches, and first and second special team, by position (i.e. punter and place kicker). All-Conference Honorable Mention will be given to any player who receives at least one vote. Seniors who are nominated by their own coach are automatically on the Honorable Mention list.

Conference coaches will nominate their own players for consideration. Coaches may not vote for their own players: one vote-one school.

Most Valuable Player 7.2.1 Most valuable offensive and defensive players will be selected by a vote of the coaches.

Coach of the Year 7.3.1

Coach of the Year will be selected by a vote of the coaches. In the case of a tie(s) co-COY awards will be given.
