1. Offer and target groups Please describe clearer and concisely what your satellite club offer is, what age groups the offer is targeted at and whether there is flexibility in the offer and if so what that flexibility is. England Netball are committed to supporting the development of community opportunities so that more young females can access netball in community settings. Through the development of new junior netball clubs and sections, Premier League 4 Sport and satellite clubs we have a number of ways to achieve this and also offer opportunities for young people with different motivations to take part in sessions that meet their needs. With high demand for more community opportunities England Netball wants to ensure that these clubs access the most appropriate support and funding to suit their needs. For 2015-16 England Netballs focus will be on supporting and funding new junior clubs and sections in areas of identified demand. We will not be providing match funding for satellite clubs through CSPs but will continue to provide Netball Development Officer support for identified satellite clubs to complement the funding they have accessed through their CSP (but will not report these on the Sport England portal). England Netball offer 1. New Junior Clubs or Sections Netball Development Officers will be identifying areas within their counties where there is demand for a new junior club or section where - current junior clubs are at full capacity and there is the need for a new club to provide additional training and competitive opportunities that can eventually cater for a variety of junior age groups 1

there are no local clubs to support the development of a satellite or junior section there is an adult club who are in a position to set up a junior section and there is identified demand for this.

Support for new junior clubs or sections - Clubs will be able to apply for England Netball Junior Club Starter funding. - Existing clubs will receive individualised support from their Netball Development Officer to determine what support they need including face to face meetings, regular communication, facilitating links with local partners e.g. the CSP, the SGOs, and if needed support with advertising for a coach, assistance with finding a venue, support with liaising with local schools and support to overcome specific challenges identified. - New clubs will be able to access England Netball marketing material to promote themselves - Clubs will receive a new on-line guide to setting up their club or section. 2. Satellite Clubs Based on satellites identified by CSPs Netball Development Officers will provide support to those in priority areas. Support for satellite clubs Netball Development Officers will provide the following support for identified satellite clubs: - Face to face meeting to plan the Satellite Club with the club and CSP. - Regular communication, to include email and phone calls. - Linking with CSP Satellite Club Development Manager. Additional support can be provided if needed including: - Advertising for a coach - Assistance finding a venue - Liaison between potential school and club. - Support to overcome key challenges highlighted in application forms. Target group Our target group is females aged between 12-19 with a focus on 14-19 year olds.

2. Geographical focus areas for delivery Year 3 (2015-16) Where possible please be specific about your focus areas for 2015/2016. If you are part of the PL4Sport programme you should also provide focus areas for this programme. Our Netball Development Officers are identifying during February and March 2015 where the need is for new junior clubs and sections. One this has been completed this will be shared with CSPs so that there is a joined up approach to club development. Premier League 4 Sport We will be working with the following clubs in 2015-15. Our focus will be to ensure that all clubs are running a minimum of two satellite sessions and that sustainable links are created with existing community clubs or new clubs developed. 2

3. Delivery approach/costs



Please describe what your delivery model is including among other things: investment available to clubs, timing of delivery (point in the year) support to CSPs, sustainability models, process (e.g. application forms) for clubs/CSPs to engage with your sport etc.

Netball Development Officers will support identified clubs as part of the process determined by each individual CSP. Once CSPs have identified any potential netball satellite clubs they wish to fund they should speak to their Netball Development Officer who will confirm if they can support the satellite(s).

If support can be provided an initial meeting should be arranged with the club and ideally with the CSP present to identify any specific support the club needs and what will be funded. The identified support is provided by the Netball Development Officer and CSP with all parties keeping in contact. CSPs report the satellite club and participant numbers on the Sport England portal as a CSP funded club.

Where it is not possible to provide specific support for a satellite club Netball Development Officers are still available to provide local netball information such as when UKCC courses are running, local competition opportunities, additional funding that maybe available from a County Netball Association and any other relevant information.

4. Workforce

England Netball recommends that clubs should have a UKCC Level 2 qualified coach or above to lead any coached sessions. The UKCC level 1 or England Netball Level 1 is an assistant award and coaches holding these qualifications/awards should not be coaching independently. Please note as of April 2015 we will only recognise UKCC qualifications and coaches with the old England Netball Level 2 are not covered by public liability insurance unless they have taken out their own insurance cover. It is also good to check other qualification such as: First aid – attended within a 3 year period so they are up to date Safeguarding/DBS – attended a scUK safeguarding course - attended within a 3 year period and 4

have a relevant DBS check if working with under 18 and vulnerable adults. Details of UKCC coaching courses and additional workshops are available at www.englandnetball.co.uk/make-the-game/coaching

5. Regional structure (if applicable) and wider NGB support 

Please provide details of how your satellite clubs and CSPs will be supported by NGB staff and details of the any wider NGB support that might be available e.g. coaching support, marketing support etc.

We have 9 Regional Managers who each manage a team of County Development Officers covering every county. The Netball Development Officers are responsible for supporting identified clubs with setting up satellite sessions (see section 1 for the detail).

6. Role required by CSP Club Link Makers 

Please provide bullet points of what support you require from the CSPs. Please be clear and make it relevant to satellite clubs, e.g. help promote satellite clubs via websites and CSPS communications, help connect with schools and identify venues, support clubs to access coaching bursaries etc.    

Identify local demand where possible and if needed speak to your Netball Development Officer about which local clubs to work with. Keep in contact with Netball Development Officers and make them aware of identified netball demand and proposed satellites linked to existing satellite clubs. Provide any additional information on club development opportunities, additional funding e.g. coaching bursaries and CPD e.g. scUK courses or other local opportunities available Provide support to individual clubs if needed on local venues, promoting their sessions to schools and at School Games events, and any specific challenges identified by the club that can be assisted by the CSP 5
