Twice each year Nuclear News sends a questionnaire to each utility or agency on this list, asking for corrections or additions to the information listed. In cases where a response is not received, we do follow up by phone, though such follow-up is not always possible for plants outside the United States. The criterion for listing a unit is that either an order or a letter of intent has been signed for the reactor. In cases where the definition of "letter of intent" may be ambiguous, or where a special situation may exist, the judgment of the utility is followed as to whether a plant should be included in the list. NOTES ON THIS LIST: All units in Italy, whether licensed, under construction, or planned, are being retained on this list. The Italian government voted on December 17 in favor of a number of actions, including closure of the Latina unit and indefinite deferral of the two Piemonte Trino units, but at this writing no firm action had been taken to define clearly what the Italian nuclear scene will eventually look like.

The PNPP-1 unit in the Philippines is also still retained; the government continues to express its intent to cancel the plant, but at this writing had not taken formal action. Notes on the United States portion of the list are given separately on the pages under the U.S. heading.
