2015 ANNUAL REPORT

Chairman’s Report 2015 saw the introduction, or re-introduction to be more accurate, of an amateur policy to Suburban Rugby. The Board has always been aware that this would be a significant change for some, but certainly not all, clubs. Also, the Board has always been mindful that the policy would require ongoing review and would need to evolve as clubs - and the Union - worked their way through the new regime. In reviewing our first amateur season, and after consultation with the Union staff and the Union’s Integrity Committee, headed by Graham Gorrie, the Board has recently approved a number of new rules. But they are more than just rule changes – they are in actuality a significant change in philosophy regarding player registration which will impact all clubs. The era of Subbies clubs registering whomever they want is over. As part of the amateur policy the Union is going to have a significant say in who plays in our competitions. This will involve the Union approving, or permitting, players to be registered for Subbies clubs, with particular focus on certain categories of players – those who have recently held a professional contract, those who have recently competed in the Shute Shield (1st grade) competition of the Sydney Rugby Union, and those who were last registered overseas. It is important to note that not all of those categories of players will be prohibited outright from playing Subbies – but they will be subject to review before registration is permitted, or refused. The Board does not believe these rules are overly onerous, nor unfair, on clubs. These rules are aimed at helping to enforce the amateur policy in a targeted way. Note this registration review policy will also be directed at our long standing efforts to reduce foul play in our game. Recidivist players incapable of behaving on the football field will be de-registered if deemed appropriate by the Board. I would also like to discuss the ARU’s National Rugby Championship (NRC), which has just completed its second season. The ARU conceived the NRC as “an elite rugby competition” and that “for players, it represents the missing link in their development pathway towards Super Rugby and Wallaby selection.” The Board does not view Subbies competitions as an appropriate direct player pathway into the NRC. The NRC is a semi-professional competition – those NRC players not contracted to Super Rugby are paid an (albeit small) honorarium – and therefore must be viewed as contrary to this Union’s amateur status and ethos,

particularly when you consider the concurrent timing of Subbies competitions and the NRC. A player should not be permitted, if we take our amateur ethos seriously, to bounce between a Subbies competition and the NRC from one week to the next. Never in Subbies has such an arrangement been permitted. It doesn’t even occur in the Shute Shield. There is also a player safety and welfare consideration. Is it appropriate, is it safe, for players in an elite rugby competition such as the NRC to go up against Suburban players who may not have had the exposure to elite training, fitness and strength & conditioning programs? Therefore, the Board has introduced unambiguous rules to prohibit players from moving back and forth between the NRC and Subbies, and to mandate a review of recent NRC players seeking to play Suburban Rugby. In addition to these registration and amateur policy matters, your Board this year was faced with an issue that our Executive Director describes as “the most consuming and troubling issue … in my 20 year rugby career” – namely the ARU’s ham-fisted introduction of the National Participation Fee, National Insurance Levy and RugbyLink. I have no real desire to rehash and re-fight these matters in this report, but I do wish to place on record my gratitude to our 2015 Board members for the thoughtful and united way in which they confronted the ARU and for achieving a “best-of-a-bad-situation” outcome – we minimized as best we could the ARU-mandated financial

impost on Subbies clubs, we avoided the logistical nightmare of per-head insurance, and we have extricated ourselves from the inadequate RugbyLink competition management system. None of that was easy, all of it time consuming, and every bit was necessary for the good of Subbies clubs. My congratulations to all the premiership winners of 2015 – particularly Balmain for winning the Kentwell Cup in a thrilling grand final; Forest’s undefeated Stockdale Cup team; Redfield Old Boy’s continued trophy bonanza; Beecroft’s clean sweep in Division Four; and new clubs Menai and Macarthur Crusaders for debut season wins. I was delighted to see Michael Iacono presented with the Peter Kelly Medal, for his incredible 51 years of service to St Patrick’s RFC and Subbies, at this year’s Presentation Night. What a most deserved winner! Our rep players, too, were deserved winners against both Country and Queensland. My thanks and congratulations to all the players, and coaches Damon Baffico and Kristian Berghofer. I acknowledge our hard working volunteers on the Judiciary, Appeals Tribunal and Integrity Committee. Thank you all for the time and expertise you bring to difficult jobs. My fellow Board members deserve praise for their dedication over what at times has been a challenging

year. Thank you for total support for what is best for all of Suburban Rugby. I want to congratulate and thank our esteemed Executive Director, Mark Green, who this year marked 20 years employment with Suburban Rugby. How incredibly fortunate this Union is to have had for so long the benefit of his dedication, expertise, wisdom, and clear thinking. Mark is widely recognized as the best rugby competition administrator in the country. He is also a delight to work and be with. Mark, from everybody in Subbies, I sincerely and warmly thank you. And thank you to Tim Richards, his faithful sidekick, who continues to ensure Subbies is the best run competition in Australia. Finally, as always, I recognise and thank the legion of club volunteers who keep our Union alive and flourishing. They are an amazingly passionate bunch who give up their time to make Subbies such an important part of Australia’s rugby landscape - I congratulate you.

Executive Director’s Report I direct your attention to the “Subbies Dashboard” on page 8 of this Annual Report. Whilst some of the metrics within show a decline and are a cause for concern, there are positives, too. Whilst we had a record number of new oneteam clubs join the Union (Dee Why, Collaroy, Wollondilly, Wakehurst, Engadine, Menai and Macarthur Crusaders) this was outweighed by the switch to Country Rugby of Hornsby and Campbelltown. The Radford Cup colts competition was discontinued, with Waverley and Lane Cove colts forced to participate in the Halligan Cup. Also, our premier division ran with only nine clubs, and a couple of those struggled to field lower grades in the latter stages of the season. The Australian Sports Commission reports participation in organised team sport is declining in favour of pursuits such as aerobics, running, walking, gym attendance, etc. These activities can be done reasonably cheaply, with low barriers to entry and at flexible times. Rugby needs to adapt in an effort to stem the tide. The Union started this process in 2013 with streamlined divisions, and shorter seasons with additional byes and wet weather weekends allowing for a reduced commitment and additional weekends off. The Union also “re-introduced” amateurism. In general, this move was well received and embraced. The Union acknowledges that this new policy will take time to permeate through Suburban Rugby until it becomes part of each club’s “DNA”. Though early signs were encouraging, the policy will continue to be refined to encourage good competition, improved club culture and provide lower division clubs the impetus again to covet promotion and be competitive. Many thanks to our Integrity Committee, chaired by Graham Gorrie, who oversaw this new policy. Of course, participation is not increased by placing a new per-head fee on every player – but this, exasperatingly, is what our national union did. The National Participation Fee (NPF) offset a reduction in ARU grants to states. For NSW Rugby to maintain the status quo, almost $1M needed to be raised. This was equated to $33/player. The introduction and roll-out of the NPF and associated per-head National Insurance Levy, along with the new National Registration and Competition Management System (RugbyLink), was the most consuming and troubling issue I have dealt with in my 20 year rugby career. Fortunately, through negotiations with NSWRU, and with the Union’s

reserves, we were able to ensure that the full cost of the NPF was not passed on to clubs. However, this new fee seems here to stay and the Union and clubs will need to allow for this when recruiting and budgeting. RugbyLink was an unmitigated disappointment for this Union. Rolled out nationally, and clearly prematurely, by the ARU to replace the MRA/Interfuse Competition Management and Registration system, it failed to deliver and meet the needs of the Union, clubs, volunteers and players – RugbyLink simply was not ready or capable of handling a competition the size of Subbies. The Union has re-engaged Interfuse so that we will again use our “old” competition management system that we built and refined over 15 years, and which has served us so well. The Division Six geographically based one-team competitions thrived, with 18 teams participating across two conferences. Congratulations to Menai, in their first year in the competition, winning the Noice Cup and then the Meldrum Cup for the overall champion across the North and South/East conferences. Also of note was the Macarthur Crusaders, who claimed the Halligan Cup in their inaugural year. Congratulations to Colleagues who won the overall Club of the Year Award, the Bruce Graham Shield for Division One Club Champions, as well as the Sutherland and Barbour Cup Premierships. Congratulations to our other Divisional Club Champions, Lindfield (Division Two), Redfield Old Boys (Division Three) and Beecroft (Division Four). Of note was Beecroft’s resurgence this year - in addition to their Club Championship they took out the McLean, Grose & Walker Cups and the Division Four Club of the Year. Well done to Forest’s Stockdale Cup Premiers, the only Subbies team to be undefeated in 2015, and to Redfield Old Boys who took out the preseason Magners Subbies 7’s. Congratulations to Balmain who came back from a 17 point deficit to beat a youthful Knox team 43-29 in the Kentwell Cup Grand Final. On an individual level, Balmain’s five-eighth Scott Meakin scooped the pool and became the first player in the Union’s history to win the Golden Boots for Man of the Match in the Kentwell Grand Final and the Kentwell Medal for player of the year. The Union was well represented in the ARU’s Volunteer of the Year Awards – Andrew Morbey (Lindfield) was named the Young Volunteer of the Year, Andrew Scannell (Sydney Irish) was voted the “Fans Choice” Volunteer of the Year, and Nicholas Sykes (UNSW) was a finalist for Young Volunteer. Michael Iacono, a former chairman of the Union and stalwart of the game dating back to St Patrick’s Rugby Club’s formation in 1964, was a popular choice for the Peter Kelly Medal for his service to rugby.

Coach of the Year went to Michael Cross for his efforts with the Knox Kentwell Cup Team. Thanks to our representative team coach, Damon Baffico, reclaiming the Maher-Ross Cup against NSW Country and then defeating QLD Suburban by a record margin and score to hold on to the Barraclough Shield. Our Colts 7s Representative Team performed admirably in three tournaments this year, with our thanks going to coach Gerard McLenaghan for his efforts. A break-even financial result this year was better than expected. Much of this strong performance is attributed to increased finals series gate receipts and an increase in sponsorship, particularly from our new sponsor, The Rugby Club, and the ongoing support of major sponsor, Magners Irish Cider. Additional funding was also received from NSW Rugby, but this was used to off-set the NPF, making this new impost from the ARU less painful for Subbies Club. Representative team expenditure increased significantly, attributed to the expanded Colts 7s Representative campaign which included tournaments in Queanbeyan, Bowral and Mudgee; as well as the senior team’s tour to Queensland. The Union’s Ausbil Australian Active Equity Managed Fund performed well for 11 months. Unfortunately, the economic climate in September adversely affected the funds price and in turn our end of year figure. This resulted in a small loss which contributed to the Union’s deficit in 2015. Send-off numbers were down, but this needs to be tempered by the fact there were fewer teams generally playing shorter seasons than previous years. In an effort to continue to clean up the game the Union introduced mandatory red cards for striking, and pleasingly the number of these intentional acts of foul play was down compared to last year. It should also be noted that the Board can - and will - refuse the registration of players who continually re-offend. Pleasingly, 17 clubs had no established offences recorded against them this season and these are listed in the “dashboard on page 8. Thank you to Judiciary Chairman Mark Groom and his team for their weekly commitment during the season. The Union welcomed new Board member, Phil Richardson, a long time administrator at Forest RFC. We farewelled our President Mick Kennedy (Mosman) at last year’s AGM. “Doc”, as he is affectionately

known, had served on the Board since 1997 and is still active within Mosman Rugby Club, where he has been involved for over 40 years. Doc has been recommended for life membership this evening for his service to the Union – an honour which he thoroughly deserves. We were saddened during the year by the passing of Clive Nettleton (St Ives). Clive, a winner of the Union’s Peter Kelly Medal for Service to Rugby, was a true rugby gentleman. Also, Nicholas Tooth, a former Colleagues player, died after playing a match for Quirindi. The Union extends our condolences to the Nettleton and Tooth families and to their clubs. Our thanks to the generous support of all our sponsors, particularly major sponsor Magners; new sponsor, The Rugby Club; and Unified Security. Special mention to our long term sponsors, Coca-Cola (21 years), Interfuse (19 years), Gilbert (19 years), Leuko/Elastoplast (17 years) and Icons of Sport (11 years), all of whom give generously to help defray costs to clubs. The Board had a busy year dealing with the ARU’s introduction of the Participation Fee and Insurance Levy (with emails and phone calls still occurring on New Year’s Eve) and our own introduction of the amateur policy. Representative Team Report

The Subbies Representative Team began its 2015 twomatch rep program in late April, guided once again by Damon Baffico and Kristian Berghofer, returning to the rep coaching ranks after a break. With player nominations sifted and selection trials played, the team began preparations for its first match, played on 23 May against NSW Country, and wonderfully hosted by Drummoyne RFC. NSW Country opened strongly in their defence of the Maher-Ross Cup, but Subbies were soon on the scoreboard, courtesy of a well constructed try in the 25th minute to Seb Burfitt (Redfield Old Boys). The second half saw Subbies go on the front foot from the kick off and after four minutes fullback, Cronan Healy (Colleagues), crossed for a converted try. More forced errors started to creep into Country’s play and Subbies grabbed the opportunity with UWSH speedster, Ben Borg, crossing for another unconverted try in the 57th minute. Subbies looked to have wrapped up the match when Captain Dan Kelly (Colleagues) barged over adjacent to the posts and scored a converted try, but the Cockatoos continued to mount attacks and with minutes left on the clock crossed for a try, closing the score to 24 – 18. The Cockatoos went on the attack from the restart, but the Subbies defence proved too good and we held on to take the match and regain the Maher-Ross Cup. Both the Suburban and Country Rugby Unions were most grateful to Drummoyne Rugby Club for hosting the match and providing the traditional Subbies hospitality. (Country won the boat race, BTW.) Two weeks later the team, with only minimal forced changes, travelled to Brisbane to meet Queensland Subbies in the curtain-raiser to the Reds v Chiefs Super Rugby match at Suncorp Stadium. In a devastating display of attacking rugby, NSW Subbies routed their old rivals 62-13, our biggest ever

score and winning margin in the 48 year history of the Barraclough Shield. The scoring began after eight minutes, with fivepointers to Shaun Dixon (Drummoyne) and try scoring machine, Seb Burfitt. The only ray of sunshine for Queensland came in the next passage of play when they were able to snatch two unanswered penalty goals, despite all the flow and enterprise of the game coming from the NSW team. The scoreboard soon began ticking over again for NSW with a brilliant near length-of-the-field try finished by half back Duncan Boyd Jones (Colleagues). And just on the other side of the break Seb Burfitt crossed again, quickly followed by Shaun Dixon with his second try for the match. With the game gone from their grasp the Queenslanders dug deep to score an awesome try in the 51st minute, taking the score to 31-13. It was to be their last reward for the night, as the floodgates opened and NSW scored again (Tom Evans, Petersham) and again (Dan Kelly) and again (Jone Tagivetaua, Brothers) and again and again (both by Will Hannam, Brothers). It had truly been a massively dominant display from NSW Subbies, in the process securing the Barraclough Shield for the seventh year in a row. A big thanks to all the players and clubs who represented their Union this year. Thank you also to all the club coaches who helped in team selection, and to those players who nominated, trialled and trained with the rep squad. Thank you to coaches Damon Baffico, Kristian Berghofer and Ronan Murphy for giving their time and skill. Our gratitude goes to our physios, Andrew Donovan and Peter Forch, and our trainer Shaun Lilly. Thanks also to manager, Stephen Mamo, for his hard work. Job well done to all of you. Finally, congratulations to all the undefeated rep players, and the clubs they represented so proudly.

In 2013, Suburban Rugby announced the formation of a Colts 7s Representative Program. Since early 2014 the Union has entered colts teams in five 7s tournaments. Post-season 2015, nominations were invited from the 19 colts teams competing this year in the Barbour, Robertson and Halligan Cups. The team eventually selected drew players from eight of those teams and competed in early October in the Southern Highlands 7s in Bowral, and the Mudgee 7s. In the most successful season yet for our Colts 7s Representative Program, this year’s team had five wins from eight games, including two Cup Semi Final (i.e. top four) appearances, establishing the Subbies Colts as a well respected and resourceful team. Thank you to all the clubs who nominated players for this year’s 7s program; and to those players who nominated, trialled and trained but didn’t make the final team. Thank you to coach Gerard McLenaghan, who organises and runs all aspects of the Colts 7s program with great skill, efficiency and good cheer. Also Jake Fuller (a Colts 7s team alumni) for performing his dual role of team manager and assistant coach. Job well done to you both. Finally, congratulations and thank you to the selected Colts 7s players for your commitment to the program.
