Dear Majority Leader McConnell, Minority Leader Reid, Speaker Ryan, Leader Pelosi and Members of the United States Senate and the U.S. House of Representatives: We, the undersigned organizations, join together today to urge you to reject any gun-related policy provisions (i.e. riders) being considered for any Fiscal Year 2016 appropriations bills, which may be considered in the coming weeks. For too long, our communities have been ravaged by needless gun violence. Every day, close to 90 Americans are killed with guns and on October 1st of this year, we witnessed yet another horrific mass shooting in Roseburg, Oregon. That’s why we join with the overwhelming majority of Americans, including our nation’s law enforcement leaders, opposing any harmful legislative policy riders that could impair the enforcement of our current gun laws, the operations of Federal Firearm Licensees (FFL), or research into the causes of gun violence and how to prevent it, among other proposed restrictions. In recent years, such riders have had serious negative effects on law enforcements’ and researchers’ abilities to effectively identify and address gun related violence, death and injury. New riders could further hamstring or otherwise restrict the United States Department of Justice (DOJ) or the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and others in doing all that can be done within the scope of the law to prevent, prosecute and stop gun related violence in all of its forms. Indeed, this Congress should be looking to provide the DOJ, ATF and our federal law enforcement, research and public health related departments and agencies with greater resources, operational flexibility, research, and access to, analyses and sharing of, data and information to more effectively keep guns out of the hands of criminals, high risk and other dangerous individuals. Please oppose any gun riders that may be considered in any Fiscal Year 2016 appropriations bill. Thank you for your anticipated time and consideration of this matter.
