INTRODUCTION

Nova Scotia Power Inc. (NS Power or the Company) is pleased to provide this quarterly

update on Post-Tropical Storm Arthur (Arthur) Action Plans, covering the period from
5
May 1 to July 31, 2015. Quarterly Updates were previously filed by NS Power on
6
November 17, 2014, and February 17 and May 15, 2015.

On October 10, 2014, the Nova Scotia Utility and Review Board (UARB or Board)
9
issued its Order concerning NS Power’s preparedness and response to Arthur. The Board
10
ordered that NS Power implement 32 directives from the Liberty Consulting Group’s
11
(Liberty) September 9 Report,1 and address and respond to eleven recommendations from
12
other Intervenors.

committed to implementing these directives in an efficient and timely manner for the

benefit of our customers.

Details A Regional Operations (ROPS) subplan revision will be completed to reflect process changes as a result of the implementation of this Action Plan. This will be implemented as part of a larger ROPS sub-process revision which is in progress. NS Power has engaged an external consultant to build geoprocessing reports to be run on demand by endusers. We are also assessing our ability to associate DA data with ADMS events. to utilities in the North Atlantic Mutual Assistance Group for one-on-one conversations

to reinforce relationships, discuss travel logistics, and confirm resource availability, and
12
will repeat this outreach on a regular basis. NS Power has committed to the CEA
13
National Mutual Assistance Agreement dated March 4, 2015. NS Power has also
14
committed to maintain participation in the CEA Mutual Assistance Working Group
15
which will manage future updates to the CEA Mutual Assistance Agreement.

action plan for PTS Arthur was completed and submitted to internal stakeholders in

plan, 48 are complete and 2 were cancelled as other action items implemented made them
10
unnecessary.

The Company has engaged industry-leading vendor iFactor for the new customer
2
preference portal and the Outage Map. Development has been completed and testing has
3
started. Item 25, to provide ETRs (Estimated Time to Restore) for all affected customers,
4
will be completed on August 31, 2015. The scheduled project implementation date for
5
the remaining items is targeted for October 31, 2015. The following table shows the
6
updated project dates and milestones.

Status Completed in April, 2015 with the deployment of ADMS, the automated outage line now provides all customers with a power on/off status.
Item 22: Fortify the website so that high demand does not render the site unusable.
Completed in January, 2015 with the update of www.nspower.ca with a new server with increased capacity to host the outage page. Also increased the internet bandwidth from 100Mbits/sec to 1Gbit/sec. Completed the load testing of the website.
Item 23: Enhance the website to let customers report outages, and get individualized outage restoration status. Item 24: Enhance the website to provide the same individualized outage information to customers logging-in as the automated outage line.
Targeted date is October 31, 2015 to implement changes to the website to allow customers to report their individual outages and monitor outage conditions.
Item 25: Revise the ETR Strategy and expand it to provide ETRs for all customers affected.
Targeted date is August 31, 2015 to change the outage threshold to allow individual ETRs to be spoken to every customer through our existing tollfree Outage Telephone line.
Item 26: Pursue other multichannel communication options.
Targeted date is October 31, 2015 to implement a new customer preference portal where customers can enroll in proactive alerts and notification from NS Power’s customer website through outbound email and two-way text.

Targeted date is October 31, 2015 to execute the Corporate Communications Plan to support new outage communication features. This will include the launch of a customer education training video on new outage communication options, storm preparedness and priority of restoration.

all vegetation areas that are classified as Urban have been moved to a 7-year cycle and

will continue to be addressed on that rotation.

The Asset Protection vegetation areas are currently being reclassified as Asset Renewal –

Urban or Asset Renewal – Sustainable. This reclassification allows the focus on these
24
areas to be on managing the vegetation to either an Urban classification (7-year cycle) or
25
a Sustainable classification (minimum future management required).
