NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Cowlitz County, Washington, will receive bids for furnishing to Cowlitz County, culvert pipe, beveled end sections, couplers and other drainage system products during a period of January 1, 2011 through December 31, 2011. Sealed bids will be received by the Board of County Commissioners, Attn: Clerk of the Board, County Administration Building, third floor, 207 Fourth Avenue North, Kelso, Washington, 98626, prior to 11:00 o'clock a.m., the 14th day of December, 2010, at which time all bids received will be publicly opened and read in the chambers of the Board. RCW 39.34 allows cooperative purchasing between public agencies in the State of Washington. Other public entities (cities, school districts, and so forth), which have filed an interlocal cooperative joint purchasing agreement with the County may elect to purchase culvert pipe from the vendor based on the terms and conditions of this agreement, subject to vendor's consent. RCW 39.34 allows cooperative purchasing between public agencies in the State of Washington. Other public entities (cities, school districts, and so forth), which have filed an interlocal cooperative joint purchasing agreement with the County may elect to purchase culvert pipe from the vendor based on the terms and conditions of this agreement, subject to vendor's consent. Firm prices are solicited for culvert pipe, beveled end sections and couplers listed below. Cowlitz County will accept no additional charges including, but not limited to freight, fuel surcharges and other charges. This includes bulk orders processed by the vendor and drop shipped to the County. Prices may be increased with 30 days notice from the vendor. The price increase will be limited to an amount equal to the increase in cost to the vendor by the manufacturer. Written proof of the cost increase from the manufacturer shall be provided upon request. No maximum nor minimum quantities are specified. The County does not guarantee to purchase any specific quantity and will not expect the suppliers to furnish or stockpile any specific quantities or products. This is to be considered an open-ended bid, inasmuch as the materials will be purchased against this bid for a period of January 1, 2011 through December 31, 2011. Payment for purchases will be made according to State Statute, in the month following use of materials, providing a properly detailed invoice has been furnished. After the bids are opened, the Board will determine a list of qualified suppliers and notify those suppliers of their intention to purchase various materials during the period specified. SPECIFICATIONS AND PROVISIONS 1.
All culvert pipe, end sections, couplers and/or other items ordered hereunder shall be loaded onto a County truck at Vendor's stockpile. The prices stated in the bid shall include the cost of such loading.
2.
(a) Steel culvert, end sections and couplers. All items purchased hereunder shall comply with or be equal to the following specifications: (i) All culvert pipe shall be 16 gauge, galvanized, spiral, steel culvert pipe with flanged ends, and 2-2/3-inch x 2-inch corrugation. (ii) Flange band couplers shall be constructed of the same material as the culvert pipe and shall conform to the specifications of Washington State Standard Plan B-13d, a copy of which is attached hereto and by this reference incorporated herein. Couplers shall include all necessary nuts and bolts. (iii) Beveled end sections shall have a flanged end the same as the culvert pipe and shall conform to the specifications of Washington State Standard Plan B-7a, a copy of which is attached hereto and by this reference incorporated herein. (iv) All culvert pipe, end sections, and couplers shall conform to the specifications contained in Section 9-05.4 of the Standard Specifications for Road, Bridge, and Municipal Construction (Washington State Department of Transportation and American Public Works Association, Washington State Chapter, 2004).

(b) Corrugated polyethylene storm sewer pipe, end sections and couplers. (i) All corrugated polyethylene pipe, end sections and couplers shall conform to specifications contained in Section 7-04, 2006 English Standard Specifications for Road, Bridge and Municipal Construction except as modified below. (ii) All corrugated polyethylene pipe shall be Advanced Drainage System, Inc. (ADS) corrugated polyethylene highway tubing, N-12 with thermo-molded, gasketed joints, Hancor, Hi-Q, Sure-Lok, or approved equal. (c) Suppliers may submit prices on any or all items and are requested to list other materials which they will have regularly available. 3.
Measurement will be made per linear foot or per each, as indicated on the bid form.
4.
Vendor shall bill the County as products are purchased. The County shall make payment according to its customary payment schedule.
5.
Vendor warrants that all culvert pipe and other items delivered hereunder shall be free from defects in material and workmanship, shall conform to all applicable specifications and shall be fit for the County's intended use in road and drainage projects. Upon being notified that any item delivered hereunder fails to comply with the foregoing warranty, Vendor shall promptly repair or replace the defective item(s) to the County's satisfaction. No acceptance of, use of, or payment for such item(s) shall be deemed to constitute acceptance of any defect(s) nor release Vendor from its obligations under its warranty.
