The Northeast District is the result of the merger of the Northeast North and Northeast South Districts of the Ohio Elks Association. The two districts were split before the 1959-1960 Lodge Year, and were rejoined beginning in the 2009-2010 Lodge Year. The Northeast North District, at the time of the merger, had seven lodges: Willoughby-Cleveland #18, Ashtabula #208, Conneaut #256, Painesville #549, Lakewood #1350, Berea #1815 and Parma #1938. The Northeast South District, at the time of the merger, had nine lodges: Canton #68, Warren #295, Salem #305, Massillon #441, Alliance #467, Ravenna #1076, Kent #1377, Cuyahoga Falls-Akron-Barberton #1923 and North Canton #2029. At the beginning of the 2010-2011 Lodge Year, Massillon Lodge #441 and North Canton Lodge #2029 merged to form Massillon-North Canton Lodge #2029. Canton Lodge #68 voluntarily surrendered its Charter in June 2015. Our district is home to 6 Past State Presidents of the Ohio Elks Association. They are Nikolaus Martens, Jr. from Salem #305, E. D. “Pete” Hewins from Ashtabula #208, Stuart L. Bedell from Massillon-North Canton #2029, Jack Minarchick from Lakewood #1350, David Mix from Ravenna #1076, and Lance C. Knight from WilloughbyCleveland #18.
Ohio Elks Association Northeast District Veterans Memorial Ohio Western Reserve National Cemetery 10175 Rawiga Road Rittman, Ohio 44270 Dedicated June 11, 2011 On June 11, 2011, a project finally came to fruition for the Ohio Elks Association’s Northeast District. On that day, with the able assistance of Past Grand Exalted Ruler James L. Nichelson, the District dedicated a memorial stone to veterans at the Ohio Western Reserve National Cemetery to show the continuing support for our veterans by the Benevolent and Protective Order of Elks of the United States. Assisting the District with the ceremony were a firing squad and color guard provided by the Salem Ohio AMVETS Post 45 who presented the Colors and rendered a 21-gun salute, as well as two buglers representing Bugles Across America who rendered Echo Taps at the conclusion of the ceremony. The ceremony was attended by approximately 75 Elks and guests from the District and the State Association. Following PGER Nichelson’s address, the monument was officially accepted on behalf of the Department of Veterans Affairs by Mr. Gilbert Cody, Cemetery Director. An informal reception and dinner was held in honor of PGER Nichelson and his wife, Mary Carolyn at the Cuyahoga Falls-Akron-Barberton Lodge #1923.

DUTIES OF THE DISTRICT OFFICERS & CHAIRMEN OF THE NORTHEAST DISTRICT DISTRICT ACTIVITIES CHAIRMAN The District Activities Chairman’s primary duty is to preside over District Business Meetings and Executive Meetings for the fiscal year elected using the Elks predetermined guidelines and “Robert’s Rules of Order”. The Chairman will assist in the coordination of District meeting activities with the local host lodge so that the District’s objectives are met. The Chairman is to coordinate all committees and ensure that all chairs are filled and the communication flow between local lodges, district and state is functioning to reach each committee’s objectives. The Chairman is responsible for the Hospitality Rooms at the August State Reunion and at the April State Convention and also the June District Hospitality Room for the District State Officer. At the State Hospitality Rooms the Chairman will be responsible for the Eleventh Hour Toast each night, whether given by the Chairman or by the appropriate local District or State officer. The District Chairman will contact the State President before the State Officer’s visitation at the June District meeting to install the incoming District Officers. DISTRICT VICE CHAIRMAN The Vice Chairman is to preside at District Meetings if the Chairman is temporarily unable to perform his duties. The Vice Chairman is responsible to make sure that each chairman under his jurisdiction has his or her reports ready for each District meeting. DISTRICT SECRETARY The District Secretary’s primary task is to record accurate minutes at the District Business Meetings and the District Executive Meetings. The minutes should be completed in type written form and delivered to the First Vice President of the Ohio Elks Association no later than 30 days after the District Meetings have been completed. Copies of the previous meeting’s minutes should be distributed to the attendees of the District Meeting for correction and/or approval. The outgoing Secretary is responsible for the completion and delivery of the June District Meeting. The Secretary will create a composite of District Officers and Chairmen on the forms provided by the State and deliver forms as instructed on the forms. The Secretary will send out notice of District Meetings 30 days prior to the meeting. The notice will go to all District Officers, Executive Board Members, Past District Chairman, the District Deputy, Past District Deputies, Past State Presidents from the District and all District Committee Chairman. DISTRICT TREASURER The Treasurer is responsible for maintaining and recording all finances for the District. At each District Meeting, the Treasurer will provide a verbal and written report of all financial activity between District Meetings and Account Balances as of the day of the meeting. The Treasurer will obtain approval from the district to pay bills presented at each District Meeting. The Treasurer will sit on the budget committee and present the budget each year for the District’s approval at the May meeting. Before the meeting in which the books are to be audited, the Treasurer should contact the three members of the Auditing Committee in writing to inform them of the time and place the books will be available for audit. DISTRICT SERGEANT-AT-ARMS The Sergeant-at-Arms will escort and introduce Grand Lodge and State Officers at each District Business Meeting using proper protocol. District Deputy and other Grand Lodge Officers are introduced first, followed by State Officers in descending order of rank. The Sergeant-at-Arms will assist the Secretary to ensure all meeting attendees have a copy of the previous meeting minutes and make certain the roster is distributed and signed by attendees at the Executive Board meetings. The Sergeant-at-Arms is responsible to make sure that each chairman under his jurisdiction has his or her reports ready for each District meeting. DISTRICT INNER GUARD The Inner Guard is to organize the guests and record their names and titles so they may be properly introduced at the Altar. The Inner Guard should not allow unauthorized individuals to enter the meeting room during a meeting.

At the State Officers Visitation, see that a copy of the minutes is placed on the chairs reserved for the State Officers and make sure these seats are kept open. The Inner Guard is responsible to make sure that each chairman under his jurisdiction has his or her reports ready for each District meeting. DISTRICT CHAPLAIN The Chaplain shall perform the opening and closing prayer at the District Business meeting. The prayers do not have to be standard, but should be memorized, not read. The opening prayer should be given at the Altar and the closing prayer should be given at the Chaplain’s station. Chaplain is responsible to make sure that each chairman under his jurisdiction has his or her reports ready for each District meeting. RESPONSIBILITIES The District Chairman, Vice Chairman and one other Executive Board Member will meet, review, and approve the agenda, general outline and fund raising of the district meeting as suggested by the host Lodge at least 45 days prior to the date of the meeting. All letters and placards of notification of the meeting and any other information must be in the hands of the Lodges in the District at least 30 days prior to the date of the district meeting. All past and current D.A.C.’s, D.D.G.E.R’s and P.S.P’s must also be notified of District Meeting. It is the responsibility of all district chairmen to contact the lodge chairman under his/her jurisdiction to make sure the names are and addresses are correct and to explain what is required from him or her. All district officers and executive board members are to wear proper attire to all local, state, and national meetings, i.e. red jackets; white shirts; tie, scarf or other suitable collar-wear; pants, slacks or skirt. ALL CHAIRMEN ARE REQUIRED TO ATTEND DISTRICT BUSINESS MEETINGS AND SUBMIT A WRITTEN REPORT TO THE DISTRICT SECRETARY. ACCIDENT PREVENTION Accident Prevention is an important part of the operation of each lodge. It is the duty of this chairman to communicate this concern to the lodges and to alert the lodges of potential hazards within their facilities. Lodges should be inspected at least once per year and followed by a written report of findings.
AMERICANISM This committee's purpose is to promote Americanism in the hearts of all in the community. It is this committee's responsibility to urge every lodge to conduct our mandatory Flag Day Service in June, to promote the flying of the flag twenty-four hours a day and to urge all lodges to follow the programs suggested in the Grand Lodge Americanism Brochure. This committee should encourage all lodges to publicize their Flay Day Service in their local media. In addition, the Americanism Committee is to conduct an annual essay contest to promote the spirit of patriotism in the youth of Ohio. BOWLING This committee is responsible for promoting bowling activities within the district’s lodges. This committee should encourage all lodges to establish Elks Bowling Leagues and to have their members enter the Annual State Elks Bowling Tournament and the State Mixed Doubles Tournament. An attempt should be made to have newspaper coverage of all final results of these tournaments. This committee should also provide timely articles to the OHIO ELKS NEWS publicizing the bowling tournaments and recognizing the event winners.
CALENDAR PROJECT This committee has the responsibility of distribution and sales of the annual Ohio Elks Calendars. The State Chairman will have the calendars printed in time to be distributed to the District Chairmen at the annual Fall Reunion in August. The Northeast District Chairman must deliver the calendars to the Lodge Chairmen in time to allow the sale of the calendars well before the first of the next year. The District Chairmen must keep in touch with all the Lodge Chairmen so as to be able to replenish the supply of calendars to the lodges that require additional supplies as well as to retrieve calendars for the lodges that are unable to sell their quota CEREBRAL PALSY FUND BOARD The major project of the Ohio Elks Association is to provide financial assistance to organizations which specialize in the care, treatment and rehabilitation of those who have and suffer from Cerebral Palsy. The Ohio 27
Elks Cerebral Palsy Fund Board has the responsibility of maintaining and administering the Cerebral Palsy Training/Rehabilitation Fund. The Board receives written requests for financial assistance from organizations specializing in helping those with Cerebral Palsy. This Board evaluates each request and allocates funds based upon the merits of each request. Also, as this is our major project, every opportunity to make the public aware of our donations should be explored. The organization receiving the donation from the Fund should be a partner in obtaining this publicity. The Cerebral Palsy Board also has the responsibility to raise funds for the Cerebral Palsy Training/ Rehabilitation Fund. Traditionally, lodge donations, penny banks and the sale of Cerebral Palsy Pins have been depended upon for these funds. Other sources of funds need to be explored in order to increase our involvement in the treatment of Cerebral Palsy. Lodges should be encouraged to hold special fund-raisers such as dinners, dances and other social activities which contribute their proceeds to the Cerebral Palsy Fund. As this is the major project of the Ohio Elks Association, the participation of all members, of every lodge, must be invited and promoted so that we may continue to increase the revenue available to assist those in need. COMMUNITY SERVICE/PUBLIC RELATIONS The purpose of this committee is multifaceted. One of these facets is to promote Community Service within the areas of our lodges and to promote the publicity of these activities within the community. The lodges and all Elk members are encouraged to become more involved in service to the community. We must continue past services and develop new programs to give us exposure in the community. Through an expanded Community Service program, our public image can only be enhanced and membership will flourish. To do this, we must find a community need, develop a program to help meet its goals and participate in reaching these goals. Records of time and money spent on any such activities shall be kept so they can be reported on the Annual Report. Also included in Community Service is the coordination of disaster aid requests and programs as necessary. The chairman will also administer the Ohio Elks Community Service Grants program. Good public relations are extremely important today. The State Chair should work with the District and Lodge Chairs to prepare, in advance, new releases regarding any such programs. To accomplish this, all State Committee Chairs must let the State Public Relations Committee Chair know, in advance, of any awards, presentation, scholarships, donations or similar events they may be conducting that might provide an opportunity for any lodge in the state of Ohio. This will involve an increased awareness of planning and communications amongst the various State Committee Chairs so the news releases can be prepared in advance of the events. The news releases should then be sent to the local media as well as the Ohio Elks News and the Elks Magazine. When possible, photographs with the people in them properly identified should accompany the news articles. A Public Relations Clinic should be held at the Annual State Elks Meeting to train District Chairs to generate the same type of newsworthy items to facilitate quicker publication of local events. Today, more than ever, good Public Relations are crucial to building a positive public image. CONVENTIONS AND REUNIONS It is the responsibility of the Conventions and Reunions Chairman to communicate to the District all schedules, reservations and activities associated with District, State and National Conventions and Reunions. CREDENTIALS AND REGISTRATION Coordinate registration records to ensure all meeting attendees are accounted and communicate total attendees to members at District Business Meeting. DISASTER AID The Disaster Aid Committee’s responsibility is to encourage all lodges in the District to establish a Disaster Aid Committee to stand ready to assist those stricken in the event of a disaster. This assistance can be in the form of money, food, clothing, bedding, etc., to communities or individuals. The Chairman is to contact all lodges in the District to solicit monetary donations to the Disaster Aid Fund in an effort to build up the necessary reserves to be readily available at the time of a disaster. He must also ensure that the Lodge Chairmen are aware of the procedures for obtaining and implementing these funds as well as acquiring the necessary publicity concerning our donations. Many small disasters occur in Ohio. But we, as Elks, are not able to respond because we are not aware of who the families are that need our assistance. To help alleviate this problem, the following guidelines are being established when we become aware that a disaster has occurred in Ohio: 1. Contact the Exalted Ruler of the lodge in the problem area. By working with the Exalted Ruler or his designated people, we can get names of families who need help. 28

Contact the EMA Director of the affected county. He can give you names of families who need our help. Contact the American Red Cross Director of that area. There are always families who aren’t helped or need additional help. After you have received the names of these families, go and investigate to see what help they need. We do not give out money directly but will assist them in their needs. After you secure this information, forward to the State Chairman, along with your recommendations, the help these families may need. When available, please furnish the American Red Cross a copy. When there has been a fire, you must furnish a copy of the fire report. This report is obtained from the responding fire department.
DRUG AWARENESS EDUCATION The purpose of this committee is to stop drug abuse before it begins by educating the youth of Ohio about the adverse effects of marijuana, cocaine, alcohol and other mind-altering substances. The program is designed to reach the youth directly, as well as through parents and teachers. This committee should strongly urge the appointment of Lodge Chairmen who will be leaders in getting this important message to the community. Articles should be prepared promoting the Elks Drug Awareness Education Program and be submitted to the local media, The Ohio Elks News and the Elks Magazine. EDUCATIONAL FUND BOARD/MOST VALUABLE STUDENT SCHOLARSHIP CONTEST Providing educational funding to worthy students throughout the State of Ohio is the objective of this program. It is administered by the Educational Fund Board, which is composed of seven members and funded by the Elks National Foundation. The Board is responsible for the selection of the award recipients in the six districts in the state. In addition, the board is responsible for the administration of the Most Valuable Students Scholarship program for Ohio. This committee has the responsibility of making the Most Valuable Student Scholarship Contest available to all high schools within the jurisdiction of the local lodges. The Elks National Foundation funds the awards in this contest. The contestant's brochures are first graded at the local lodge level. The best brochures are then forwarded to the District Chairs. The District Chairs rank the brochures from all of the lodges in the district and forward the allocated number to the State Chairman. The State Chair ranks the brochures received from all of the District Chairs. These are forwarded to the ENF where they will enter into national judging. National Finalist Awards will be given to students in Ohio as determined by the Elks National Foundation. The Grand Lodge will notify the winners of the amount of their awards. Additionally, the Ohio Elks Association will award many $1,000 scholarships. The State EDF/MVS Chair will notify these state winners of their awards. Lodges are urged to have as much participation as possible by local area students as the contest is a great opportunity for the winners to receive financial help with their education. The Board should provide the State Community Service/Public Relations Committee Chairman with a list of both the Education Fund and MVS Scholarship award recipients so he may coordinate news releases for the sponsoring lodges. The Board should also provide the Ohio Elks News and Ohio Elks Website with a list of the award recipients for publication. ELKS NATIONAL FOUNDATION FUND RAISING The Elks National Foundation’s permanent Charitable and Trust Fund is truly the “Great Heart of Elkdom.” The principal of the Foundation Fund is never spent. Only the income from the investments of the monies contributed to the Fund is distributed for the charitable purposes of the Order. The Elks National Foundation provides funding for the “Hoop Shoot”-Free Throw Contest, Soccer Shoot Contest, Drug Awareness Education, Most Valuable Student Contest, Educational Fund Board Awards, Veteran Programs, Annual Grants to State Associations for use in their charitable programs, and many other benevolent programs. The goal of this committee is to have every member of the district commit a minimum pledge often dollars a year for ten years. This committee should make every effort to promote the Elks National Foundation within his district and to keep the membership informed about the distribution of National Foundation Grants on the local, district, state and national level. ELKS NATIONAL VETERANS SERVICE COMMISSION/ADOPT-A-VETERAN

This program is designed to provide Veterans, who are confined to Veterans Administration Medical centers, nursing homes, and the Ohio Veterans Home, with visits from Elks on special occasions such as birthdays and holidays and to send cards and gifts on these occasions. All lodges are encouraged to have an AdoptA-Veteran Program and to publish articles in the local media regarding the lodge’s involvement in the program. GOLF The Golf Committee is responsible for arranging and promoting the District Golf Tournament. This is a fundraiser for the district. It should also encourage tournament participation at the lodge and state level. GOVERNMENT RELATIONS This committee is responsible for being aware of any legislation on the local, district, state or national level which would adversely affect our Order. Areas of concern are our membership policies, Bylaws, Lodge House Rules or any other infringement upon our rights. Any local legislation pertaining to these matters should be brought to the attention of the District and State Government Relations Chairmen. Lodge and District Chairmen should also inform the State Chairman immediately of any inquiries received from any local, state or national agency questioning any of our policies. “HOOP SHOOT” - FREE THROW CONTEST The “Hoop Shoot” Committee conducts this free throw contest for boys and girls at the Local, District, State, Regional and National Levels. The “Hoop Shoot” Contest does much to bring another of the good works of our Order to the attention of the public. Therefore, it is important to bring the local lodges involvement in the contest to the attention of the local media and let them know about young people. At the conclusion of the State Contest, news releases should be sent to the lodges sponsoring the top three finishers in each of the six groups of contestants. The “Hoop Shoot” Committee should strive for 100% participation in this program by the Lodges in Ohio. This committee should also provide the Ohio Elks News with a list of winners at the State Contest and an article, including pictures, concerning the event. JUDICIARY/LEGAL ADVISOR This committee has the responsibility of examining all proposed amendments to the Constitution of the Ohio Elks Association, and all resolutions, memorials or motions relating to its Bylaws, with respect to the form, purpose and legality. The committee may present recommendations at the Annual Meeting for any changes or amendments of the Constitution and Bylaws, as the committee deems desirable. District rules and regulations and any amendment thereto, are submitted to the Judiciary Committee for its review and recommendation to the Interim Governing Board for approval. LODGE DEVELOPMENT The primary duty of the District Lodge Development Chairman is to find areas in the District/State that could support a new Elks Lodge. It should offer all assistance necessary in the planning and formation of a new lodge and act as a liaison between the District, State Association and Grand Lodge in developing a new lodge. LODGE MANAGEMENT This committee has the responsibility to promote good lodge management procedures by conducting clinics at State and District meetings. The Lodge Management Clinics are designed to assist Lodge Secretaries, Trustees, Club Managers and Lodge Officers in the performance of their duties. This committee can be invited to any Lodge in the District to assist it with its management problems. MEMBERSHIP AND LAPSATION The goal of this committee is to have a net gain in membership. Each lodge must have an active membership committee to work with the secretary and officers to promote new members and retain current members. An excellent tool for this job is the MEMBERSHIP AND LAPSATION MANUAL which is available from the Grand Lodge. Lodges should have copies of this manual in their secretary’s office. There are many good suggestions in the manual for obtaining new members and decreasing lapsation. ORIENTATION

The Orientation Committee is responsible for the promotion of the Orientation Program in the lodges. The District Committeemen should be made aware of this obligation and every effort should be made to keep the lodges up to date on the Grand Lodge and State Orientation Programs. It is the Lodge Orientation Chairman’s duty to see to it that all new members attend an Orientation Program. It is also a very good idea to invite the new member’s spouse to attend this program. Every lodge should have a working Orientation Committee using the latest media supplies made available by the Grand Lodge. RITUALISTIC This Committee is responsible for coordinating the District’s ritual contest at the February Meeting. The Chairman should work with lodges to promote ritual as the “back bone of Elkdom” and have as many lodges as possible participate in district contest. The Chairman serves as a liaison with the State PER Association in regards to ritual. SOCCER SHOOTOUT It is the responsibility of this committee to organize and promote Soccer Shootout Contests at the lodge, district and state levels. This contest involves another sector of our young people and does much to bring the good works of our Order to the attention of the public. Therefore, it is important to bring the local lodges involvement in the contest to the attention of the local media. At the conclusion of the State Contest, news releases should be sent to the lodges sponsoring the top three finishers in each of the groups of contestants. This committee should strive for 100% participation in this program by the lodges in Ohio. The committee should also provide the Ohio Elks News with a list of winners at the State Contest and an article, including pictures, concerning the event. A copy of .the article and pictures should also be sent to the Elks Magazine. VISITATION This committee is responsible for promoting visitation within the District and the State. By visiting other lodges, the members can exchange ideas that can be of use to all lodges. Visiting other lodges is an excellent way to promote good fellowship. Having group visitations to another lodge is a very good way to get to know many new members throughout the state of Ohio. YOUTH ACTIVITIES The Youth Activities Committee is one of the most important committees in the Lodge, District, the State and the Nation. When the local lodge has an active Youth Activities Committee, the community becomes aware that the Order of Elks cares about its youth. There are many excellent youth programs, which are available to the youth of all ages in your area. These programs described in the Grand Lodge Youth Activities Brochure, which is available from the Grand Lodge Youth Activities Committee, should be on file in your lodge secretary’s office. This committee can provide some of the most important public relations and greatly improve the public image of our lodges and our order.

NORTHEAST DISTRICT BY-LAWS Regulation I – Name The name of this organization shall be the Northeast District Activities Committee of the Ohio Elks Association. Regulation II – Purpose It shall be the purpose of this District Activities Committee to promote the best interest of the Benevolent and Protective Order of Elks of the United States of America and the Ohio Elks Association, to further mutual assistance and good fellowship among the several Lodges and to advance and develop ways and means beneficial to the Lodges of the Order located in this Ohio District. Regulation III – Membership All members of those subordinate Lodges of this District in good standing in the Ohio Elks Association and hereafter called “Member” and “Member Lodges” respectively shall be members of this District Activities Committee.
Regulation IV – Voting Privileges Members with voting rights in this District Activities Committee shall consist of all registered Members in good standing from each Member Lodge in the District. Regulation V – Officers The selected officers of this District Activities Committee shall consist of the following: A. Chairman, Vice Chairman, Treasurer, Secretary, Sergeant-at-Arms, Chaplain, Inner Guard, Executive Board — consisting of one member from each Member Lodge chosen by the individual Lodges. B. Any member of a Member Lodge, with voting rights, shall be eligible to hold office in this District Activities Committee, excepting only that of the offices of Chairman or Vice Chairman. Candidates for these latter offices must be Past Exalted Rulers at the time of officially taking office. Regulation VI – Selection A. The officers and members of the Executive Board of this District Activities Committee shall be recommended at the Winter meeting of this District by the current Executive Board members with their Lodge approvals. B. Members to be recommended to the First Vice President of the Ohio Elks Association for appointment as District Chairman of State Association Committees, shall also be selected at the Winter meeting of this District. C. A complete list of names together with proper mailing addresses, email addresses, phone and cell phone numbers of selected District Officers, Members of the Executive Board and those recommended for appointment as District Committee Chairman shall be forwarded to the First Vice President of the Ohio Elks Association by March 1st of each year. D. Members to be recommended to the First Vice President of the Ohio Elks Association as Chairman of State Association Committees, shall be selected at the October meeting and forwarded to the Junior Past State President by December 1st of each year. Regulation VII – Caucus A. In the event the District may advance a candidate for State Association office, the Candidate will be determined as follows: 1. Not less than 30 days in advance of a regularly scheduled District Activities Committee meeting occurring not less than 90 days prior to the State Association meeting at which the election for such office shall occur, a Lodge may propose a candidate for such office in a writing or writings addressed to the Secretary of the District Activities Committee, attesting to endorsement of a candidate by the Lodge and its Past Exalted Rulers Association. 32
2. The Secretary of the District Activities Committee shall, not less than ten (10) days in advance of said District Activities Committee meeting, provide written notice to the Lodges of the District of the name(s) and Lodge(s) of said duly proposed candidate(s) 3. Should two (2) or more such candidates be proposed to the District, a secret ballot shall be had under “New Business”, pursuant to Robert’s Rules of Order, until one candidate shall receive a simple majority of the ballots cast. Said candidate shall then be endorsed and presented to the State Association pursuant to Art. IV, Section 3 of the Constitution of the State Association. Regulation VIII – Installation All new officers and committeemen shall be installed at the regular June meeting following their selection and certification by the President of the Ohio Elks Association and shall hold office for a term of one year or until their successors are duly selected and qualified. Regulation IX – Duties of Officers A. The Chairman shall preside at all meetings and appoint such Sub-Committees as may be authorized by the District and perform other duties required by State Association By-Laws. B. The Vice-Chairman shall preside in the absence of the Chairman. C. The Secretary shall keep complete records and Minutes of the proceedings of the District Activities Committee, and after any meeting of the Committee send forthwith a true copy of such minutes to the President of the Association and to the Chairman of the State Activities Committee; receive all monies due the District and turn same over to the Treasurer forthwith taking his receipt therefore; send notices of the time and place of meetings of the District Activities Committee to each of the Member Lodges in this District; act as the District Credentials and Registration Committee. D. The Treasurer shall receive all monies due the District from the Secretary giving his receipt therefore; pay out monies of the District by voucher after having been duly authorized by the Executive Board and the Members present at the meeting; Make an official financial report at each regular meeting of the District. E. The Chairman, Vice Chairman, Secretary, and Treasurer shall be members of the Executive Board and entitled to participate in and vote upon all matters presented to the Executive Board for consideration. F. The Chairman, or in his absence the Vice Chairman, or in his absence the Secretary or Treasurer, in the case of emergency may expend sums not to exceed one hundred dollars ($100.00) per year. G. The Executive Board shall examine all Bills Against the District Activities Committee and recommend to the District the payment of same if, and in their opinion, said bills are correct; attend to all matters not referred to a special Sub-Committee. The Executive Board Members shall work for the betterment of the District in their respective Lodges. H. In order to effectively communicate with the committee Chairman, the District Activities Chairman will have the other District Officers responsible for the reports of the various District Committee Chairman at each District Meeting. The following Committees have been assigned to each District Officer to accomplish this: Chairman: Charity Ball, Knight School, “ For Our President” , Northeast District Advisory Board Vice-Chairman: National Foundation, Ritualistic, Soccer Shoot -Out, Credentials and Registration, Government Relations, Lodge Management, Web Page/Webmaster, Charity Tickets Sgt. At Arms: Cerebral Palsy, Scholarship/Leadership (Most Valuable Student and Fund Grant), Golf Drug Awareness Education, Bowling, Orientation, and Calendar Project. Chaplain: Community Service, Elks News Publicity, Hoop Shoot/Free Throw, Conventions and Reunions, Community Disaster, Americanism, and Public Relations. Inner Guard: National Service and VAVS Hospital Representative/Adopt -A-Vet, Visitation, Membership and Lapsation, New Lodge Development, Accident Prevention, Judiciary/Legal Advisor, and Youth Activities. It is expected that the District Activities Chairman will communicate with the Officers under his responsibility both orally and with written communications. Each District Committee Chairman shall be responsible for this report. It is unacceptable to have a “No Report” from a Committee Chairman.

The Conventions and Reunions District Chairman is responsible for coordinating the District Hospitality Suite at the Ohio Elks Association Annual Convention and Fall Reunion.
Regulation X – Vacancies In the event of death, resignation, or removal from the District of any officer of the Committee during his term of office, a successor, subject to approval and appointment by the President of the Association, shall be chosen by the Executive Board Members within fifteen (15) days following such death, resignation, or removal for cause of said officer. Regulation XI – Standing Committee There shall be an Auditing Committee composed of three (3) members appointed by the Chairman at the January meeting. This committee shall audit the financial records of the District Treasurer just prior to the June meeting or at the direction of the District Chairman or the Executive Board. Regulation XII – Meetings A. The regular meeting of this District Activities Committee shall be held at such hours, dates and places as may be determined by the Executive Board and approved by the First Vice President of the Ohio Elks Association. B. Special meetings may be called by the Chairman or Executive Board when deemed necessary. C. The Winter District Meeting shall be held during the third full weekend of January. (A full weekend constitutes Saturday & Sunday) D. The Summer District Meeting shall be held during the first full weekend of June. E. The Fall District Meeting shall be held during the month of October. This shall be the Sunday of the second (2nd) full weekend of the month. F. Notice indicating time and locations of all meetings shall be issued by the Chairman and Secretary at least Thirty (30) days prior to meeting dates. G. A pre meeting of the District Officers with the Host Lodge will be held not later than fifteen (15) days prior to the thirty (30) day deadline outlined in item “F” above to discuss with the Host Lodge the requirements needed to host the District Meeting. Regulation XV – Northeast District Advisory Board A. The name of the association shall be the Northeast District Advisory Board. B. Any Elk in good standing in the Order who has served as District Activities Chairman and/or District Deputy Grand Exalted Ruler in the Northeast District (including those who have served in the same capacities in the Northeast North or Northeast South Districts) or Past State President of the Ohio Elks Association for a full term of office is eligible for membership. Current District Activities Chairmen and current District Deputy Grand Exalted Rulers are eligible for membership during their term of office. It is provided that any Past District Activities Chairman and / or Past District Deputy Grand Exalted Ruler in good standing in the Order who becomes affiliated with the Northeast District is also eligible for membership in the Northeast District Advisory Board. C. If a Lodge in the Northeast District does not have a Past District Activities Chairman or Past District Deputy Grand Exalted Ruler, or if the Past District Activities Chairman or Past District Deputy Grand Exalted Ruler is incapacitated, or lives outside the District, that Lodge may elect a Past Exalted Ruler to serve on the Advisory Board until a District Activities Chairman is elected by the District to represent that Lodge, or District Deputy is chosen from that Lodge. All eligible members of the Northeast District Advisory Board have the right to vote. D. The Officers of the Board shall be nominated and elected at the Northeast District Advisory Board June business meeting, and shall serve for a period of one (1) year, or until a successor has been elected. The Officers shall be as follows: President, Vice President and Secretary-Treasurer. Executive Committee consists of the three immediate Past Presidents of the Board. Until such time that there are three immediate Past Presidents of the Board, the elected Officers of the Board will serve in that capacity, but will not consist of more than three members. If vacancy(ies) occurs on the Executive Committee, the duty(ies) will be assumed by the President, Vice President and Secretary-Treasurer, respectively. E. A Budget Committee shall be appointed by the President. This Committee shall consist of the SecretaryTreasurer, and two (2) members of the Board. Special committees may be appointed by the President, and shall serve until discharged by him, or until the President’s term of office is concluded. F. The Northeast District Advisory Committee shall meet the second (2 nd) Wednesday of September at 8:00 p.m. at a location to be determined by the committee. Special meetings prior to the January and June meetings will be held when deemed necessary by the Committee. Regulation XVI – Changes of Regulations A. Any amendments or revisions of these Rules and Regulations shall first be referred to the District Executive Board for action and referral to a regular meeting of the District Committee. B. A Two-Thirds (2/3) vote of all Members present and eligible to vote shall be necessary for adoption of any proposed changes in Regulations. C. Any change to these Rules and Regulations shall be filed in writing with the Chairman of the State Activities Committee and the Secretary of the Association for consideration by the Judiciary Committee and Interim Governing Board. D. Changes of Rules and Regulations suggested or required by the appropriate state official will then be submitted to the District Executive Board for referral to a regular meeting of the District Committee. E. All Member Lodges in this District shall be notified by the District Secretary by mail, of any proposed amendments at least Thirty (30) days before official vote on same. Regulation XVII – Limitations This District Activities Committee shall strictly observe all Ohio Elks Association Limitations and Restrictions. Wherever a situation shall arise for which there is no provision herein, recourse shall be had to the Constitution and By-Laws of the Ohio Elks Association for guidance. Whenever a situation shall arise for which there is no provision herein, recourse for relative guidance shall be had to the Constitution and Statutes of the Grand Lodge governing a same or similar situation. District Meeting Bid Form and Host Lodge Responsibilities
The Host Lodge, in bidding for a District Meeting, relinquishes their facilities to the district for the dates specified.
The Host Lodge shall provide breakfast (at regular lodge prices) from 9:00 a.m. to 12:00 noon on Sunday.
The District will have a one-day meeting.
Saturday will be used for the Ritual Contest in January, State Officer Visitation and District Golf Tournament in June. The October meeting will focus on Veteran’s Activities and also the Recommendation of District Committee Chairmen.
Registration will be required for the Sunday meeting only, thus allowing the Host Lodge to schedule their own Saturday evening activities.
The Host Lodge will create an Entertainment Committee Chairman to assist the Host Lodge with the Sunday Spouse/Guest Entertainment starting at 11:00 a.m.
