the Vocational and Industrial Education Department of the State of North Carolina. It is my opinion, that after the meeting of this Board in July, the Industrial Education Department on Fire Service Training under the leadership of Mr. Russell Swindell and Mr. Keith Phillips, will be a worthwhile program and they, with the assistance of part-time instructors, will be able to cover a large part of the Fire Service training in North Carolina. Speaking of training, it has been suggested by many firemen that they would like to see the pump school extended to a five (5)

day program, the same as the Fire College and Drill School, be· cause they cannot get in as much time as they would like on pumps in the three (3) days now set up. It is my recommendation to the incoming Executive Board and Pump School Committee, that they work out a five (5) day Pump School that firemen may obtain more knowledge about fire pumps. As all of you know, by extending the pump school to five (5) days it will cost more money. We spent approximately $3,500.00 in changing the Fire College and Drill School this year, and we now feel this was money well spent by the remarks made by the firemen about this school. To keep our training program on the highest level of operation, it is necessary to have money for these things, and, I would like to recommend that the Per Capita tax .be raised to $2.50 instead of the $2.00 per fireman to cover these increased expenses. I think, with careful planning, that this amount will give us the necessary money to make some changes for the betterment in our Fire College and Pump School and other necessary functions of the Association that come up from time to time. Again, I thank the Executive Committee, each and every fireman, and others who have been such a help to me and this Association during the past year, and, if by chance I have failed to omit any individual for their oustanding work and support, I want to thank you also. Let me say in closing, that just because I am stepping out of the Association as President that I haven't quit! As long as God gives me the power to go, I will not stop fighting for what I think is right for the Firemen of the State of North Carolina! I hope that I may be able in the time to com~ ~o be of some useful service to the Firemen of this Association. Thank you again from the bottom of my heart for your many blessing to me, and maY God bless and keep you always. JOE T. recommend that we strive to improve this situation in Our state· by working with and through any agencies that are available to us. I will recommend that every effort be put forth to organize the Ladies Auxiliaries of our great state on a- state-wide basis, as they are a gr.eat help to any organization. I would recommend that some effort be made in receiving new members for this organization. We have some 26,000 firemen in our state but we have only some 12,000 members. In May, 1962, the Executive Committee, realizing that it is easier to kill legislation than it is to pass positive legislation, especially when it involves an appropriation and the imposition of a tax, authorized a Public Relations Office for the association, the primary and basic function of which was to establish and maintain a close contact with the General Assembly to safeguard the Pen· sian Act. Captain Berry Gibson, who did such an outstanding job in the Legislature on the Pension Act and a member of the Board of Trustees, was appointed to this office. As always, he did an excellent job in representing the association at the recent General Assembly in all phases of our legislative activity, particularly in maintaining the Status Quo of the Pension Act. While this is true, the fact remains that further court action is quite possible and that the appropriation will have to be Increased in future years if the amount appropriated for the biennium is not actually sufficient. The importance of this hard-won benefit, amol.mtiilg as it does, potentially, to millions of dollars for the firemen of North Carolina; cannot be over-emphasized. Neither can we over-emphasize the need of continuing and maintaining a close interim contact withthe members of the Legislature in general and the Appropriations Commi~tee in Partieiular, the legal -repres.entatives, and a grassroots relationship with our members through the various departments and associationS. · · · , Su$_-·yigil~nce ahd a.ctivity are essential, and it -is felt the association·· will heartily ag_ree should the Executive Committee see fit to augment the staff of the Public Relations Office. PROCEEDINGS NORTH CAROLINA We held several meetings during the year, and the first big .discussion was concerning the General Statutes that affect ·the fire service in the state. This was studied by our Legislative Committee and our lawyers and with the help of Chief Youngblood of Hendersonville, we had a meeting in Raleigh with .Mr. Lanier to discuss the possibility .of the Insurance Department helping us with this big problem, since it all comes through his office. Mr. Lanier went to work on this and found that he would have to wait until the new year began before he would have the money to go into this. In July I met with him and he will report to us here at the Conference what he has found -out. This is one thing that is a must for our Associ-ation, since some of the laws are as old as the Horse and Buggy Days. ·Our Legislative Committee .and lawyers have been doing a great deal of work on our rBy Laws also. This report you have already heard, and I wish to thank them for all of the time that they have put in this also. On April 29, 1964, your Executive Committee, along with Mr. Malcolm Clindenion of the Mecklenburg Firemen's Association, met with Governor Sanford who set up May 10-16 to be observed .as Firemen's Week. This Proclamation was signed by Governor Sanford and mailed out to all Fire Departments. May 25-29, 1964, when ·it Was again my pleasure to open the first sessiOn, we beg.B.n otl:i Fire College. This was held in Charlotte, North Carolina; , 'This was the best -Fire Scllool that I have ever attended, an:d1I did attend classes every day.'' Our conductors and instructors deserve a lot of credit for sUch a sUc-cessful school. During the past year it has been my pieasU're t_o a-ttend all_of the Associatioii"'m'ee'tings held in ·North Carolina, eXcept one,_ and I got within fifty miles o-f it before I was grounded because of bad weather. Here I must say that I have never met a finer .groUp of men in my life. 'I have traveled over ten thousand miles throughout this great state of ours and I have enjoyed every mile of it. I will recommend that every effort be put forth to get the General Statutes changed at the next session of our legislature, and that the Legislative Committee not stop until this is done. Recause of related interest, I would like to -recommend to this Conference that the President or the Secretary of The North Carolina State Fire -Chiefs' Association be invited and properly notified to attend all meetings of the North Carolina State Firemen's Association. In closing again, let me thank the Executive Committee and every fireman in this state for the opportunity I have had to serve the greatest group of men that I have ever met. If I have failed to mention any individual for their outstanding work or support, I would like to take the time to do now.
