Vision Statement

The vision of New Hanover County Schools is to: - Have high expectations for all students. These expectations will be supported by improved test scores; - Have equity at all schools regarding facilities, services and staffing; - Ensure all students are actively engaged in meaningful learning and experiences; - Provide state-of-the-art technology throughout the system being fully utilized by students and staff; - Use data to inform and drive decisions regarding curriculum, instruction, and assessment; - Provide students diverse educational opportunities: academic, and career - technical - Partner and communicate with businesses, civic, faith-based organizations, parents and the community at large to enhance educational opportunities for children.

New Hanover County Schools Technology Plan Strategic Priorities 2012 - 2014

New Hanover County Schools is fortunate to have an abundance of technology equipment in the county. However there is a wide variance in the amount of technology in the individual schools within the district. We have schools where each classroom meets the AMTR definition of a Tier II 21st century classroom – an interactive whiteboard/tablet, a projector, and a document camera. Then we have some that share those resources among all classrooms in a building or by grade level. The district’s Strategic Plan calls for a base level of technology in all schools (Appendix B) to ensure equity across the district. Along with the base level of technology the Strategic Plan also calls for professional development to provide teachers with support for 21st Century teaching. It is critical for NHCS students to graduate with a firm foundation in communication, problem solving, collaboration, and using available tools for research so that they can be future-ready and globally competitive. To prepare our students for the future NHCS will have to provide equitable and equal access to tools and resources. To quickly reach equitable access, NHCS plans to take advantage of the tools that teachers and students already have by supporting a Bring Your Own Device (BYOD) policy. NHCS will have to assess and update the current infrastructure to support BYOD and the Strategic Plan. As we endeavor to have wireless access at all schools, supporting this becomes an achievable goal. There has also been a progression across the state to move from district servers to cloud based services. By taking advantage of cloud based services NHCS will be able to save money and focus on instruction.

Strategic Priority 1: A Statewide Shared Services Model Current Status and Moving Forward New Hanover County Schools (NHCS) has been utilizing methods such as standardization in computer hardware, software and infrastructure for many years as a means to save money. NHCS takes advantage of district or group purchases whenever possible. These purchases include ClassScape, Wireless Generation, tablets for elementary schools, and iPad bundles. We work with vendors to get the best pricing on goods and services utilizing the bidding process when appropriate. New Hanover County Schools also believes in looking to the state and open source tools for ways to save money. By using the state provided Internet access through NCREN, the county is saving $80,000 a year. We are currently reviewing the state Internet filtering package to see if it is a viable solution for our schools. The process of providing free Google email accounts and collaboration tools for students has begun. Following that, faculty and staff will be moved from county supported email accounts to cloud-based Google accounts. These changes from locally supported services to state supported services will allow NHCS to shift some support from hardware to instructional needs in the district. The savings will then allow us to upgrade other components of our infrastructure. As we move forward, New Hanover County Schools will continue to research methods of collaborative purchasing as well as review any state provided cloud services in order to implement a more strategic budgeting model.

Strategic Priority 2: Universal Access to Personal Teaching and Learning Devices Current Status and Moving Forward New Hanover County Schools began its work toward universal access to personal teaching and learning devices over four years ago. Both of our early colleges have been one-to-one schools with laptops and netbooks since their inception. Gregory Elementary is currently implementing a one-to-one program with their fourth and fifth grade students, while Williston Middle School has an iPad cart in every sixth grade classroom. Widening universal access to personal teaching and learning devices will provide equity among students and schools. It will expand opportunities for collaboration, communication, critical thinking, and creativity among the students of NHCS, and it will prepare our students for the workplace. Studies of one-to-one programs have shown this environment improved engagement, motivation, achievement, development of 21st Century Skills, and self-directed learning. Once there is universal access to personal teaching and learning devices there will have to be changes to instructional practices to realize the aforementioned outcomes. The county will need to provide directed professional development to teachers on how to instruct in a one-to-one environment. Classes will become more student centered and problem based learning will be evident. Moving forward, the county is in the process of installing school-wide wireless access in every school. This will support universal access as well as allow students and teachers to bring their own technology devices (BYOT) for school use. Board policies to support BYOT for teachers and students are in the process of being approved. Funding has proven to be a roadblock to providing universal access. NHCS does not have a constant revenue stream to initially provide the devices or the ongoing funding to support them.

Strategic Priority 3: Statewide Access to Digital Teaching and Learning Resources, Including Digital Textbooks Current Status and Moving Forward Digital teaching and learning resources fall into many categories. Any electronic resource that a teacher or student uses to teach or learn an objective qualifies. Just a few of the digital resources used by New Hanover County Schools are Discovery Streaming, Discovery Assessment, ClassScapes, Moodle, NCVPS, Google Apps for Education, WikiSpaces, Wireless Generation, Study Island, NC WiseOwl, and the Internet. Benefits to using digital resources over traditional paper resources include the facts that digital resources can be updated at any time, errors are easily fixed, students can have access from anywhere in the world, and the resources can be interactive. New Hanover County Schools is in the process of identifying digital textbooks and resources for teachers to use. As we increase our access to teaching and learning devices, it will be a natural transition to move away from traditional textbooks. Once the system identifies district resources, focused professional development will be provided to teachers. Moving forward will involve informing parents and the community on the benefits of using digital resources over traditional textbooks. We also need to ensure that we align this move with providing equity to devices. NHCS will continue to research new open source resources as well as offerings from DPI’s cloud services.

Strategic Priority 4: A Statewide Model of Technology-Enabled Professional Development Current Status and Moving Forward In order to adequately integrate technology, technology cannot be taught to teachers in isolation. To be most effective, technology and 21st Century Skills should be taught in conjunction with Common Core and Essential Standards training. Central office personnel and administrators need to model technology integration in any professional development. We need to be sure that technology resources are chosen purposefully and not just because something is new and cutting edge. The focus is, and always will be, about the curriculum. Professional development also needs to address the needs of the learners and be offered in a variety of methods: face to face, asynchronous and synchronous web based. To be most effective, professional development needs to be easy to access and collaborative in nature. The formation of PLCs for collaboration and sharing of strategies and best practices will facilitate the integration of technology into instruction. Moving forward with Tech Enabled Professional Development hinges upon universal access. As we work to increase access via connections and devices, educators will be trained on how to use available technology and they will become more adept at utilizing these devices during instruction.

Strategic Priority 5: 21st Century Leadership for All Schools and Districts Current Status/Moving Forward Through its strategic planning process, New Hanover County Schools has created a vision for 21st Century leadership and learning. Our objectives are to have 100% of classrooms utilizing 21st Century Technology by 2013-2014, to achieve 85% proficiency as measured by EOC and EOG test results (district goals) by 2013-2014, and to establish business and community partnerships with 100% of New Hanover County Schools by 2013-2014. We are actively moving toward accomplishing our objectives. Schools have been creatively using their resources to purchase interactive whiteboards, document cameras, netbooks, iPads, and response systems. Professional development opportunities have been in place to help administrators and teachers identify and learn digital resources that help in teaching 21st Century Skills. To reach this vision, New Hanover County Schools will need to revise some policies to include the use of student and staff owned personal learning devices for instruction. We will need to continue and to expand providing email and Google accounts for students at appropriate grade levels. Identifying and providing affordable Internet access for students at home will need to be a priority. Another priority will be to provide students with a personal learning device. Schools and the district will need to communicate with businesses, community members, and parents on t the move to digital learning resources and the use of technology in schools. One of the most critical items that needs to happen is training on how to move teachers and administrators from the expectation of teacher centered classrooms to the environments of student centered learning. This method of instruction as well as a focus on project based learning will result in lessons and activities that fall into the higher order thinking skills of Bloom’s Taxonomy. To reach this vision it will take a concerted effort between Instructional Services, the Exceptional Children's, and Technology Departments. They will need to work together to plan, budget, and provide training for administrators and teachers.
