LEGISLATION OF OFFICIAL STATISTICAL SYSTEM Statistical Office of Montenegro - MONSTAT is responsible body for the production of official statistics. Legislative framework of official statistical system consists of the following legal acts: 1. Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro No 18/12); 2. Programme of Official Statistics 2014-2018 (Official Gazette of Montenegro No 13/14, its amendments (Official Gazette of Montenegro No 71/15); 3. Development Strategy of Official Statistics 2014-2018 (Government of Montenegro adopted it on 23 January 2014); 4. Annual plan of official statistics for 2016 (Official Gazette of Montenegro No71/14 od 17.12.2015); 5. Rulebook on Internal Organization and Job Descriptions (adopted by the Government of Montenegro on 4 September 2014), and 6. Calendar of Publishing Statistical Data for 2016 of Statistical Office and Other Producers of Official Statistics.

HUMAN RESOURCES The Rulebook on Internal Organization Job Descriptions of Statistical Office envisages 200 staff members. Currently in Statistical Office we have 105 employees. Figure 1: Number of staff members in Statistical Office for period 2010-2015

IMPLEMENTATION OF ANNUAL PLAN OF OFFICIAL STATISTICS FOR 2015 Table 1. Overview of total number of statistical surveys planned, carried out and not carried out in 2015 .

Statistical Office carried out 189 (99%) statistical surveys out of a total of 192 surveys planned by Annual Plan of Official Statistics for 2015; 6 publications issued; 282 press releases published; 2 analyses; 18 methodological guidelines; 5 press conference held, 630 users’ requests responded;

United Nations for Development – UNDP

- In July 2014, agreement signed between UNDP and Statistical Office, when Statistical Office took over the role to prepare, organize, and produce material flows and domestic material consumption DMC indicators in Montenegro. -

In September 2014 there was signed an agreement between UNDP and Statistical Office aimed at the implementation of project “Biannual updating report on climate changes” with duration of 8 months. The United Nations Children’s Fund – UNICEF

Statistical Office in cooperation with UNICEF coordinated the data collection at the annual level for the purpose of updating the TransMonEE database

Multiple Indicator Cluster Survey – MICS 2013

International Labour Organization – ILO Upon request of Ministry of Labour and Social Welfare, Statistical Office carried out a survey ‘Way to School and Employment’ within the project of International Labour Organization - ILO.

United Nations Office on Drugs and Crime (UNODC)and MONSTAT collaborated in following projects: 2012/2013 Survey on Corruption and Crime affecting the Business Sector in the Montenegro

World Bank and MONSTAT collaborated in following projects: Agricultural Census - 2010

reporting system for the implementation of the NSSD/UN Agenda for Sustainable Development

 Budget allocations for statistical monitoring and the

establishment of reporting using the UN indicators
