National Guard Homeland Response Force (HRF)

SecDef has approved the implementation of a plan to restructure the  CCMRFs which  includes an integrated state response capability based on the CSTs, CERFPs and the stand‐ up of 10 NG Regional Homeland Response Forces (HRFs)  ‐ one per FEMA regional.  These  geographically distributed HRFs will improve the ability of DoD to quickly respond in case  of a major or catastrophic CBRNE CM event by providing the necessary life saving  capabilities to the incident area within hours vice days.   The NG is committed to providing  this capability to the DoD, the Governors of the 54 states and territories and the American  people.

Draft HRF Mission Statement When directed the NG Homeland Response Force (HRF) alerts, assembles and deploys to save lives and mitigate human suffering and prepares for follow-on forces.

• The HRFs mission is simple – conduct operations to save lives and to reduce human  suffering in the event of a CBRNE incident • Although the mission is simple and straight forward – developing and fielding of the  capability will be challenging. • A HRF is NOT: • Fenced Unit • T10 Response, except for a Presidential Call‐up • Single Service composition • Restricted to only responding in their FEMA Region • Restricted from State tasking for other missions when not employed • A HRF is: • Smaller units/faster response • QDR derived • SecDef program decision • One per FEMA region = 10 HRFs • Enabler for domestic response to catastrophic incidents • Rapid response for life saving • First truck rolls NLT 6 hours  • Minimum of 2 to be stood up in FY11; remainder in FY12

Intent To provide a CBRNE response capability in each FEMA region that is able to provide timely life-saving capabilities within the first 48 hours of a CBRNE event, and to establish when necessary a regional C2 structure in order to synchronize all SAD/Title 32 CBRNE response forces including Civil Support Teams (CST), CBRNE Enhanced Response Force Packages (CERFP) and prepare for follow-on forces. Key Tasks Include:  Brigade and Battalion level Command and Control  Security  Search and Extraction  Decontamination  Medical Triage End State: HRF effectively mitigates human suffering and loss of life and further coordinates the response efforts of several additional CSTs and/or CERFPs in order to provide the most efficient response and COP. 3

• HRFs provide the necessary life saving capabilities quickly, when time is of the essence. • Search and Extraction • Decontamination • Medical Triage • BDE level C2 • Security Forces  • The addition of the 10 HRFs to the 17 CERFPs – 98% of the US population will be with 5  hours of either a CERFP or a HRF.

‐ The keystone to the HRFs are the life saving capabilities contained with the CBRNE TF  elements – which are identical in size and capabilities of the current 17 CERFPs ‐ Important improvement: the HRFs add the additional capabilities of enhanced BDE Level  C2 to increase the span of control of a JTF‐State and integrated security forces to provide  force protection and assist in managing the large crowds in the vicinity of a  decontamination site.   ‐ The HRFs, combined with RCCMRF, will significantly mitigate the gaps identified in the  DOD HD and CS Capability Based Assessment (CBA) and in the NGB Capability Assessment  and Development Process (CADP). ‐Fulfills the SecDef’s stated objectives in the QDR.

‐ Regional perspective: HRFs will provide the C2 for the CSTs and CERFPs of a given region  when employed into a supported state ‐ Provides expanded span of control of the JTF‐State within the supported state or states  and significantly improve C2 of the overall NG CBRNE CM response. ‐HRFs will provide the nexus for coordinating regional CBRNE CM planning with the  regional FEMA office for all the states in each FEMA region.
