Preamble to NCDC Act, 1962 An Act to provide for the incorporation and regulation of a Corporation for the purpose of planning and promoting programmes for the production, processing, marketing, storage, export and import of agricultural produce, foodstuffs, industrial goods, livestock, certain other commodities and services on cooperative principles and for matters connected therewith or incidental thereto.

CHAPTER - 1 HIGHLIGHTS National Cooperative Development Corporation (NCDC), in 2014-15, continued to perform well and despite constraints, scaled newer heights.
The business per employee witnessed a steady growth, from a level of R0.36 crore in 1989-90 to R14.27 crore per employee in 2014-15.
1.1 Finance
Effective rate of interest (per annum) was between 12.25% and 12.75%, applicable on payment of installments on or before the due date. Despite volatility in the money market, through effective fund management, the interest rates of NCDC were maintained at competitive levels for its beneficiary societies.
NCDC was able to raise funds at very competitive rate (at base rate or with marginal spread over base rate). In addition to this, NCDC has diversified its funding profile via raising of funds through commercial paper borrowing which has led to reduction in the cost of funds.
NCDC during 2014-15 sanctioned of R7160.18 crore and disbursed R5735.51 crore comprising loan of R5619.45 crore and subsidy of R116.06 crore (including R3.47 crore from NCDC’s own corpus). The disbursements during the year signify 19% higher achievements in relation to targets for 2014-15.
Cumulatively, assistance of R51616.37 crore has been provided till end of March, 2015 for various cooperative development programmes by NCDC.
Net surplus (before tax) of R223 crore was earned during the year.
Net NPA of the Corporation remained at zero in 2014-15.
Recovery level of loans was 99.89%.

State-wise cumulative releases up to 31.03.2015 are given below: STATE-WISE FUNDS RELEASED BY NCDC FROM 1962-63 TO 2014-15
Promotional & Developmental Activities 1.5 The promotional and developmental functions of NCDC aim at creating appropriate conditions and synergy to pave the way for successful conceptualization and implementation of developmental schemes and projects in cooperative sector. Some of the promotional activities undertaken during 2014-15 are as under: ••
TOPIC Training Institute of the Corporation at Gurgaon organised 31 training programmes mainly for key personnel of various assisted projects/ cooperatives and NCDC’s own personnel. A total of 1120 personnel including 34 women participants were imparted training by the Institute.

In order to improve the implementation of its flagship programme i.e. Integrated Cooperative Development Projects (ICDP), the institute conducted 9 in-campus and off-campus training programmes.
••
A new five day training programme on “Adopting Area Based Approach for Cooperative Development - An Experience of NCDC’s ICDP Scheme in Indian Context in Sri Lanka” was facilitated by TOPIC Institute faculty at Wannapuwa, Sri Lanka. The programme was attended by 31 participants from South Asian Association for Regional Cooperation (SAARC) countries. An International programme on

NCDC programme. There are four different type of programme in each State for the officials/managers/trainers of the cooperation department, functional line departments, cooperative federations/ banks/ societies, cooperative development agencies/projects and training institutions. Under this programme, NCDC has organised 31 training programmes in different States, providing advantage of awareness and multiple skill development to 939 personnel.
“Development of Managerial Skills for Agricultural Cooperatives & Rural Financing Institutions” attended by 20 participants from SAARC countries was also organised in collaboration with CICTAB (Centre for International Cooperation and Training in Agriculture Banking), Pune. ••

3 training programmes on “Futures Trading of Agricultural Commodities” were organised for cooperative personnel benefiting 57 participants. Further, 8 awareness training programmes on WDRA for farmers were organised in Haryana and Uttar Pradesh, in which 423 farmers participated in their capacity of Chairman/Members of Board of Management/Members of PACS. 7 in-house training programmes were organised including 2 new training programmes on “Image Building & Public Relations” attended by 15 Assistant Directors & Programme Officers and on “Human Resource Management - Rules & Practices” by 18 Officers of NCDC. In addition to the above, a 3 day training programme on ‘Management of Change’ was conceived and conducted for officers of NCDC. The programme was conducted by HR Consultants “HR Anexi” from 5.06.2014 to 7.06.2014 and attended by 36 Officers from Head Office and Regional Directorates. It focused on creating an environment of trust, collaboration and appreciation in the leadership team to achieve desired goals. Department of Agriculture & Cooperation, Government of India entrusted Capacity Building Programme for Agriculture Development through Cooperatives under Rashtriya Krishi Vikas Yojana (RKVY) to the Corporation. The aim is to integrate and increase the share of cooperatives in the RKVY

The Corporation also awarded 4 fellowships to cooperative personnel during the year for participation in Diploma Course in Cooperative Business Management at VAMNICOM, Pune. In addition, a study visit for officials and non officials of cooperatives from Tripura was organised to successful societies in Gujarat to help them learn and emulate the factors of success back in their own cooperatives.

NCDC continued to be actively involved as member of professional organisations and associated/represented on various forums/organisations (detailed at para 4.10 & 4.11)
Computerisation of Cooperatives 1.6 NCDC encourages and helps computerization in the functioning of cooperative societies from primary to national level by providing financial assistance as well as technical guidance. During 201415, NCDC sanctioned financial assistance of R16.43 crore to 8 Societies/Cooperative Banks for computerization and released R31.93 crore. Use of Hindi in Official Work 1.7 NCDC is complying with the provisions of Official Languages Act, 1963 to promote progressive use of Hindi in its day-to-day work. In this regard, among others, “Hindi Fortnight” was organized from 1.09.2014 to
Annual Report 2014-15 15.09.2014 at Head Office and at Regional Directorates of NCDC (details at para 5.5). Integrated Cooperative Development Projects (ICDP) in selected districts 1.8 NCDC continues to emphasize the need for developing primary cooperatives as multi-purpose entities to provide a package of services to the rural community. It is with this objective, NCDC is implementing the scheme of Integrated Cooperative Development Projects in selected districts. During 201415, NCDC sanctioned 16 new ICD Projects viz. Jammu & Kashmir (2), Bihar (5), Kerala (1), Tamil Nadu (3) and Mizoram (5) at a total project cost of R722.73 crore involving NCDC’s share of assistance of R699.80 crore comprising of R563.39 crore as loan and R136.41 crore as subsidy and released an assistance of R234.81 crore in 17 States, comprising R193.84 crore as loan and R40.97 crore as subsidy. Cooperatives in Cooperatively Under Developed States
Least/
1.9 Promotion and financing of programmes in Cooperatively Least/UnderDeveloped States is one of the major thrust areas of NCDC programmes. Assistance for cooperative programmes in these States (listed at Para 13.1) is provided on comparatively liberal terms. During 201415, NCDC sanctioned R4654.06 crore and released R4117.04 crore to these States for various cooperative development programmes. Cumulatively as on 31.3.2015, R25928.39 crore was disbursed to these States which is 50% of the total assistance disbursed by NCDC. Gender in Cooperatives 1.10 NCDC encourages women cooperatives to avail assistance under its various schemes. During 2014-15, NCDC has sanctioned assistance of R1.83 crore to 7 cooperative societies exclusively promoted by women and released R2.98 crore to such cooperatives. In 1047 projects/units
sanctioned in 2014-15, it is estimated that 5.79 lakh women are enrolled as members, out of which 910 women members are on the Board of Directors. Women Cooperatives are now covered under Weaker Section Programme for the purpose of availing subsidy and concessional funding during the remaining period of the 12th Five Year Plan programme under Central Sector Integrated Scheme on Agricultural Cooperation. ISO CERTIFICATION 1.11 NCDC has been certified as an ISO 9001:2008 compliant organization w.e.f. 9.10.2014 reflecting the organization’s commitment for continual improvement and better service delivery to its clients while complying with applicable statutes. VIGILANCE AWARENESS WEEK 1.12 NCDC observed the Vigilance Awareness Week from 27.10.2014 to 1.11.2014. The theme of the week was “Combating Corruption – Technology as an enabler”. The activities commenced with the administration of a pledge in Hindi & English followed by a Quiz Competition, a Workshop on “How to use vigilance to combat corruption”, a debate competition on the theme of the week and a talk by Shri P.K.Mishra, I.A.S. (Retd.). There was active participation by the employees of the Corporation. ALL INDIA COOPERATIVE WEEK 1.13 NCDC celebrated the 61st All India Cooperative Week from 14.11.2014 to 30.11.2014. The theme of the week was “Cooperative Model for Sustainable and Inclusive Growth”. Activities included presentation & quiz competition, field visit to Mother Dairy & Parag Dairy unit in Noida, talks by two eminent speakers - ”Strengthening the Cooperative Sector through inner direction and Government support” by Dr.U.S.Awasthi, Managing Director, IFFCO and “Cooperative Model for Sustainable and Inclusive Growth” by Dr. Anand Kumar, ex-Professor, Jawaharlal Nehru University, New Delhi.

CHAPTER - 2 GENESIS & FUNCTIONS Genesis of NCDC 2.1 NCDC is a statutory organization established under an Act of Parliament on 14.03.1963, on the recommendation of the All India Rural Credit Survey Committee for spearheading development of rural economic activities through cooperatives. It’s policies and programmes are prepared with the guidance of Board of Management and General Council, which are constituted by the Government of India out of a cross section of cooperatives, officials and non-officials. Mission and Objectives 2.2 NCDC is a non equity based promotional organization created exclusively for planning, promoting and financing programmes for production, processing, marketing, storage, export and import of agricultural produce, foodstuff and certain notified commodities, on cooperative principles. The NCDC Act underwent change in 1974 to include more business activities like fishery, poultry, dairy, handloom, & sericulture and by the amendment, NCDC’s resource base was broadened thus enabled raising funds from the market. The Act was again amended in 2002 to cover some more areas such as livestock, industrial goods, cottage and village industries, handicrafts, rural crafts and certain notified services like water conservation works, irrigation, animal health care, disease prevention, agriculture insurance and agriculture credit, rural sanitation and services pertaining to labour cooperatives. Alongwith the above, the amendment also enables NCDC financing cooperative societies directly under its various schemes on fulfillment of certain stipulated conditions. NCDC’s funding to States/Cooperatives is based on specific patterns of assistance. NCDC has divided the States/Union Territories (UTs) into three broad categories for lending assistance viz., Cooperatively Least-Developed States, Cooperatively Under-Developed States/UTs and Cooperatively Developed States / UTs as detailed under: -
Cooperatively Least Developed States- {Arunachal Pradesh, Assam, Bihar, Jharkhand, Jammu & Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura};

Scope of activities 2.3 NCDC’s schemes/activities are designed to enhance income and improve livelihood of farmers and economically weaker sections of the society like artisans, weavers, poor rural population including tribals. Cooperatives organised exclusively by women are assisted under the Scheme introduced for the purpose. Apart from activity-based assistance, NCDC also promotes area based projects like Integrated Cooperative Development Project (ICDP) in selected districts. ICDP is a project which works for the overall development of the people of a district by unleashing the potential of the district through development of various cooperative activities. Management and Administrative Set-up 2.4 The Management of NCDC vests in the General Council (GC) with 51 members and the Board of Management (BOM) with 12 members who are nominated by the Central Government. The GC lays down policy guidelines and the BOM oversees the general management of the Corporation. The composition of GC and BOM as on 31.03.2015 can be seen at Annexure-I & II respectively. NCDC is headed by its Managing Director, who is assisted by Deputy Managing Director, Financial Advisor and Executive Directors who are experts in various disciplines. NCDC functions through its Head Office in New Delhi and 18 Regional Directorates. The organizational set-up of the NCDC is depicted at Annexure-III. The employee strength, the number of employees belonging to Scheduled Castes (SC) & Scheduled Tribes (ST) and the number of vacancies filled up by SC & ST candidates are indicated at Annexure – IV & V respectively.

3.3. Recommendations of the Narasimham Committee on financial system for the banks and financial institutions and consequent guidelines issued by Reserve Bank of India (RBI) to the banks regarding non-performing assets have been implemented by the Corporation voluntarily since 1992-93 as approved by the Board in its meeting held on 30.6.1993. From 2006-07 onwards, as per guidelines issued by RBI, loans in respect of which interest remained overdue for a period of more than 180 days and/or installment of principal remained overdue for a period of 365 days, were treated as Non Performing Assets (NPAs) and interest accrued on these NPAs was not accounted for in the interest income. The same policy has been continued during 2014-15.The accrued interest of R8.27 crore (previous year R9.26 crore) relating to NPAs has not been accounted for in the interest income of the year. 3.4 As a result of recovery of principal against the previous years NPA, Gross NPAs of R72.20 crore as on 31.03.14 have come down at R65.19 crore as on 31.03.2015. Net NPA as on 31.3.2015 was Nil. Details of NPA provisions as on 31.3.2015 are as follows:

CHAPTER - 4 PROMOTIONAL & DEVELOPMENTAL ROLE Distinct Features 4.1 NCDC is involved in planning, promoting, coordinating and financing of cooperative development programmes at the national level. It provides financial and technical support to cooperative institutions of farmers and other weaker sections associated with agriculture and allied rural economic activities. NCDC’s strategy is to strengthen and develop these institutions to enable them to serve their members and to maintain a sustained growth in their income. 4.2 The promotional and developmental role is distinctly reflected in the following spheres of its operations: a)
Influencing the policies of Central and State Governments to support cooperative activities for rural development.
b)
Assisting in planning for cooperative development and thus, helping the Central and State Governments in formulation of Five Year Plans and Annual Plans.
c)
Sponsoring specific and Integrated Cooperative Development Projects.
d) Extending consultancy support for formulation of development projects in the cooperative sector. e)
Coordinating activities of cooperatives with various Government Offices, institutions etc.
f)
Imparting training to cooperative personnel to upgrade their operational skills for successful implementation of projects financed by the Corporation.
g)
h)
Convening All-India and Regional conferences to facilitate exchange of information and review of progress etc. Recognizing the performance of best performing cooperative societies
through cash awards and citation certificates for which the Corporation has instituted “NCDC Biennial Award for Cooperative Excellence”. 4.3. During 2014-15, R36.63 crore was disbursed by NCDC for various promotional activities. 4.4 Under Corporate Social Responsibility (CSR) Programme, NCDC during 2014-15 sanctioned grant of R0.39 crore in respect of 4 CSR projects in Jammu & Kashmir, Arunachal Pradesh, Mizoram and Telangana and released grant of R0.35 crore. Cumulatively as on 31.03.2015, NCDC has sanctioned 29 projects involving grant of R1.69 crore and released grant of R1.35 crore. Technical & Promotional Cell (T&P Cell) 4.5 During 2014-15, NCDC has sanctioned managerial assistance of R0.55 crore for technical experts (training, extension and project management) as a part of Integrated Fishery Development Project in Kerala. Further, NCDC sanctioned & released R0.32 crore to Government of Chhattisgarh and Jharkhand for establishment of T&P Cell in Chhattisgarh State Cooperative Marketing Federation and Jharkhand State Cooperative Lac Marketing & Procurement Federation Ltd. NCDC, an Accreditation Agency of Warehousing Development & Regulatory Authority 4.6 NCDC has been designated as an accreditation Agency by Warehousing Development & Regulatory Authority (WDRA) for accreditation of warehouses and cold

NCDC storage warehouses in the Country. NCDC has so far granted accreditation certificates to 59 warehouses (accreditation for 43 warehouses and renewal for 16 warehoused). In Service Training of NCDC Officers and exchange programmes 4.7 During 2014-15, NCDC sponsored 8 of its staff/officers in the various Management Development Programmes, seminars, conferences etc. conducted by reputed professional institutions as part of Human Resource activities to update their knowledge and skills. In addition, NCDC sponsored 76 of its staff/officers to its training institute (TOPIC Institute) at Gurgaon for undergoing tailor made training programmes. 4.7.1 More than 230 scholars from different institutions/ Universities/ Colleges in India and a foreign delegation from Mauritius visited NCDC, Head Office at New Delhi. They were briefed on various activities and functions of NCDC. Annual Report 2014-15 TOPIC (Training of Personnel Cooperatives) INSTITUTE
in
4.10 Realizing the importance of competent and professional personnel in achieving objectives in the NCDC’s assisted projects, the Corporation established TOPIC (Training of Personnel in Cooperatives) as its training institute to train and develop the personnel engaged in NCDC assisted projects / schemes. The Institute designs and conducts need-oriented customised programmes to equip key functionaries with appropriate knowledge, competencies and mindset to improve implementation of various components of the assisted projects. The institute also identifies the training requirements, develops and organises inhouse training programmes for NCDC's own employees. Special training programme for co-operators/ managers from SAARC countries and on specific requests from the cooperative organisations in the country are also conducted. To serve its mandate effectively the institute also collaborates with Government and its nodal institutions to create awareness on ‘Central Sector Schemes’, ‘NCDC Schemes’, ‘Rashtriya Krishi Vikas Yojana (RKVY)’, ‘Futures Trading’, ‘Cooperative Governance’ and ‘Negotiable Warehouse Receipt and WDRA’. During 2014-15, the Institute organised 31 programmes and trained 1120 personnel including 34 women participants under its regular work plan. Under the Capacity Building Programme of RKVY allocated by the Department of Agriculture & Cooperation, GOI, TOPIC Institute organized 31 training programmes during the year under report. Total 939 personnel of various states had attended these programmes. 4.10.1 In addition to organizing training programmes, the Institute awards fellowships, cash prizes and arranges study visits under the ‘Promotional and Developmental schemes’ of the Corporation. During 2014-15 the following activities were undertaken:
(a) Four fellowships were awarded for participating in Diploma Course in Cooperative Business Management at VAMNICOM, Pune. (b) A visit was organised for the cooperators/personnel from Cooperatively Least Developed State of Tripura to good working cooperatives in Gujarat under the scheme of ‘Organisation of study visits to successful cooperative marketing and processing societies’. Public Relations 4.11 NCDC’s public relations strategy is aimed at projecting the development role of NCDC in strengthening the rural economy through countrywide networking of cooperatives. During 2014-15, NCDC continued with its activity of publishing various types of literature for circulation to concerned organizations and beneficiary societies, which included publication of its Annual Report and the NCDC Diary. Corporate advertisements were also issued to a number of cooperative organizations and to publications related to agriculture.. 4.11.1 The General Council is the highest policy making body of the Corporation. The meetings are presided over by the Union Minister of Agriculture as President, General Council. These meetings are important occasions for publicity of NCDC’s activities and achievements etc. During the year, the 76th & 77th meetings of the General Council were held on 30.10.2014 and 26.03.2015 respectively. 4.11.2 Exhibitions are another effective medium for highlighting NCDC’s activities, where farmers, cooperators and agriculture related people come from all over the country and abroad get an opportunity to exchange views and information. During 2014-15, NCDC took part in various Exhibitions as under: i)

NCDC & Technology Expo’ & ‘Government Achievements & Schemes Expo2014’ organised under the auspices of Mission on Integrated Development of Horticulture (MIDH), Ministry of Agriculture, Government of India from 25.07.2014 to 27.07.2014 at Pragati Maidan, New Delhi. ii) Exhibition-cum-sale of products of Industrial Cooperatives, Artisans Cooperatives, Mahila Mandals, Self Help Groups and other Women Entrepreneurs organised by Centre for Industrial Cooperatives of Producer’s & Artisans (CICOPA) from 13.02.2015 to 15.02.2015 at Regional Institute of Cooperative Management (RICM), Bengaluru. iii) Annual PUSA Krishi Vigyan Mela organised by Indian Agriculture Research Institute from 10.03.2015 to 12.03.2015 at New Delhi.

NCDC Library 4.12 The NCDC library has around 23000 books including audio books on cooperatives, agricultural reports and various technical journals. The library subscribes to 30 daily newspapers published from Delhi as well as from important metropolitan cities. It provides desired reference service to its readers towards articles appearing in the journals on cooperatives, agriculture and related subjects. It also caters to the needs of outside readers. 4.12.1 The library uses Library Management Automation Software System (LIBSYS software) for storage and retrieval of information. Library also provides wifi / internet services, reference services and inter library loan facilities to the readers. 4.12.2 During the year under review, library records relating to Board of Management, General Council, Annual Reports etc. have been digitized to be easily accessible to readers.

CHAPTER - 5 PROGRESSIVE USE OF HINDI 5.1 NCDC is complying with the provisions of the Official Languages Act, 1963 to promote progressive use of Hindi. In conformity with the Government guidelines, a Hindi Section is functioning in the Corporation. Hindi Training 5.2 Out of 406 officers/officials (including 111 Multi Tasking Staff, Drivers & Electricians) working in NCDC, 295 officers/ officials possess working knowledge/ proficiency in Hindi. Progress in the use of Hindi 5.3 In compliance with the instructions issued by the Department of Official Language of Ministry of Home Affairs, all general orders, circulars, press communiqués, notifications and administrative reports were issued in bilingual form i.e. both in Hindi and English. During the year 2014-15, 20701 letters were originated in Hindi. Letters received in Hindi from the Regional Offices, States and individuals were replied to in Hindi. 5.4 To motivate the officers and officials of NCDC in noting, drafting and dictation in Hindi for day to day official work, the cash award schemes were continued during 2014-15. Prizes were awarded to 19 officers/officials individually and 7 Regional Directorates and one Division collectively under the schemes. 5.5 To boost the use of Hindi in official work, “Hindi Fortnight” was organized from 1.09.2014 to 15.09.2014 in NCDC. Hindi Essay Writing, Hindi Kavyapath, Hindi Typing, Hindi Debate and Hindi Noting & Drafting Competitions were held during the fortnight and prizes were distributed to 41 officials. Besides, one Hindi workshop was also organized on “Official Language Rules and their compliance” during the fortnight. Apart
from Head Office, Regional Directorates of Bengaluru, Bhubaneswar, Hyderabad, Gandhinagar, Chennai, Thiruvanathapuram, Chandigarh, Patna, Jaipur, Lucknow, Dehradun, Bhopal & Shimla and TOPIC Institute, Gurgaon also organised Hindi Week to propagate the use of Hindi in their respective directorates. 5.6 During 2014-15, all the Sections/ Divisions of the Head Office, TOPIC Institute, Gurgaon and Regional Directorates at Chandigarh, Shimla, Bengaluru, Thiruvanathapuram and Chennai were inspected to assess the progress of the Official Languages Policy implementation. 5.7 During 2014-15, 49% of library grant was spent on the purchase of Hindi books. 5.8 All letters heads, signboards, rubber stamps and forms in NCDC continue to be prepared in bilingual form. 5.9 In pursuance of Sub-Rule (4) of Rule 10 of the Official Languages / Rules 1976, NCDC has so far got notified all its Regional Directorates and TOPIC Institute, Gurgaon in the Gazette of India for doing day to day official work in Hindi. 5.10 All the Hindi Quarterly progress reports received from Regional Directorates during the year were reviewed and review letters were sent to the concerned Directorates. 5.11 To assess the progress made in the use of Hindi during the year, NCDC holds its Official Languages Implementation Committee meetings regularly. Cumulatively, 116 meetings have been held till the end of financial year 2014-15 from the date of constitution of the Committee.

NCDC CHAPTER - 6 MARKETING & AGRICULTURAL INPUTS 6.1. NCDC has been providing financial assistance under the following schemes to marketing cooperatives for creating infrastructure facilities and undertaking business operations. The details of assistance sanctioned & released during 2014-15 and cumulative assistance released till 31.3.2015 are provided in the Tables- 1A & 1B. I. SCHEMES FOR MARKETING OF AGRICULTURAL PRODUCE Margin Money assistance 6.2. Margin money assistance is provided by NCDC to National, State, District, Regional and Primary Level Cooperative Marketing/ Commodity Federations/Societies for raising working capital towards development of business activities. During 2014-15, NCDC sanctioned R35.85 crore in Himachal Pradesh, Mizoram, Sikkim & Uttar Pradesh and released R32.08 crore in Bihar, Himachal Pradesh, Madhya Pradesh, Mizoram, Sikkim, Uttar Pradesh & Chhattisgarh. Cumulatively, as on 31.03.2015, NCDC released margin money of R734.09 crore for marketing of agricultural produce. Working Capital assistance 6.3. Working Capital assistance is provided as short / medium term loan to National/ State/ District/ Regional/ Primary Level Cooperative Marketing/ Commodity Federations/ Societies for marketing, processing, import and export of agriculture produce, food stuffs, poultry feed, notified commodities, distribution of agricultural Inputs, consumer items etc. for meeting their working capital requirements. During 2014-15, NCDC sanctioned and released working capital assistance of R3600.00 crore to Chhattisgarh State Cooperative Marketing Federation. Cumulatively, as on 31.03.2015, NCDC has released R16198.10 crore under this head.

Strengthening share capital base of Primary Cooperative Marketing Societies 6.4. NCDC provides financial support to the State Governments for meeting margin money requirement and strengthening share capital base of primary / district cooperative marketing societies to enable them to raise funds to expand business and also for revitalization of weak societies. During the year under report, NCDC sanctioned R0.75 crore to 6 PCMS in Haryana and released R0.10 crore to a Cooperative Marketing Society in Chhattisgarh. Cumulatively, as on 31.03.2015, NCDC has released financial assistance of R122.66 crore under this head. Assistance for Purchase of Transport Vehicles 6.5. NCDC provides assistance to marketing/ processing cooperatives/ federations etc. for purchase of transport vehicles. During the year under report, NCDC has sanctioned R0.19 crore to Goa Bagayatdar SKVS Ltd., Ponda, Goa. Cumulatively, as on 31.03.2015, NCDC has released financial assistance of R6.62 crore to 345 cooperatives under this head. Technical and Promotional Cell 6.6 During 2014-15, NCDC sanctioned and released an assistance of R0.32 crore to Governments of Chhattisgarh and Jharkhand for establishment of Technical and Promotional Cell in Chhattisgarh State Cooperative Marketing Federation and Jharkhand State Cooperative Lac Marketing and Procurement Federation Ltd. Construction of Building /Creation of Infrastructure facilities 6.7 During 2014-15, NCDC sanctioned R0.02 crore and released R0.01 crore to Kisan Seva Sahakari Samiti Ltd., Distt. LakhimpurKhiri, Uttar Pradesh for construction of two shops.

SCHEME FOR AGRICULTURAL INPUTS Farmers’ Service Cooperatives 6.8 Under the Scheme, assistance is provided to all types of cooperative societies engaged in retail distribution of fertilizers and other agricultural inputs and non-credit activities. The main objective of the Scheme is development of cooperative societies as effective Farmers’ Service Centres for undertaking supply of wide range of essential agricultural inputs and also to meet the noncredit needs of farmers. During 2014-15, NCDC sanctioned and released financial assistance of R3.31 crore and R1.49 crore respectively. Cumulatively, as on 31.03.2015, NCDC has released financial assistance of R80.57 crore to farmer service cooperatives. Agro Service Centers 6.9 In order to provide modern mechanised farming facilities particularly to small and marginal farmers, NCDC provides assistance to cooperatives for establishment of agro custom hiring centers for purchase of tractors, power tillers and other agricultural machineries / implements. Cumulatively, as on 31.03.2015, NCDC has released financial assistance of R11.62 crore under this head.
Agricultural Inputs Manufacturing & Allied Units 6.10 Cumulatively, as on 31.03.2015, NCDC has released R126.28 crore for establishment of inputs manufacturing units. III. CENTRAL SECTOR INTEGRATED SCHEME ON AGRICULTURAL MARKETING INFRASTRUCTURE (AMIother than Storage Infrastructure Component) 6.11 This is a Central Sector Scheme of Department of Agriculture and Cooperation to encourage rapid development of infrastructure projects in agricultural and allied sectors including dairy, meat, fisheries and minor forest produce. NCDC is one of the implementing agencies to provide funds to cooperative societies for creation of marketing infrastructure. Under AMI (Other than Storage Infrastructure), 33.33% subsidy is available for North-Eastern, Hilly & Tribal areas, Women & SC/ST cooperatives and 25% subsidy is available for other category of beneficiaries. Term loan assistance is provided by NCDC under the Corporation Sponsored Scheme. During 2014-15, NCDC released subsidy of R10.93 crore. Cumulatively as on 31.03.2015, subsidy of R103.72 crore was sanctioned including subsidy of R8.02 crore sanctioned in 2014-15.

CHAPTER - 7 PROCESSING 7. NCDC provides financial assistance by way of investment loan, term loan, margin money and working capital loan to cooperatives for establishment, modernization, expansion and diversification of agro-based processing units such as sugar mills, sugar by-product units like distilleries & cogeneration of power, spinning mills, powerloom, cotton ginning and pressing units, oil mills, rice mills, dal mills, coffee, tea, rubber and fruit & vegetable processing units etc. Crop/commodity-wise activities undertaken by the Corporation during the year under report are given below: 7.1
SUGAR COOPERATIVES
7.1.2.1 Modernization/expansion of sugar mills, ethanol and cogeneration projects are eligible for soft loan assistance from Sugar Development Fund (SDF) towards shortfall in promoters contribution. Recently, SDF stopped providing assistance for exclusively expansion projects. However, SDF assistance is available for projects if expansion of capacity upto 5000 TCD alongwith cogeneration and/ or ethanol project. Cogeneration projects are eligible for capital subsidy from Ministry of New & Renewable Energy (MNRE), Government of India.
7.1.1. Growth of Cooperative Sugar Sector
NCDC’s assistance
The number of installed cooperative sugar factories increased from two in 1950-51 to three hundred and twenty six in 2014-15. The installed sugar production capacity of cooperative sector was 128.13 lakh MT at the end of year 2014-15 accounting for about 39% of the total production capacity of 329.31 lakh MT capacity in the country.
i)
Investment loan assistance to the State Governments to supplement their resources for equity participation in new co-operative sugar mills.
7.1.3 During 2014-15, NCDC sanctioned and released assistance of R1302.19 crore and R747.65 crore respectively to sugar cooperatives. Cumulatively, as on 31.3.2015, an assistance of `8926.89 crore was released, details of which are given in Table-1. In addition, during the year 2014-15, Sugar Development Fund (SDF) has sanctioned and released loan assistance of R242.51 crore and R125.94 crore respectively to cooperative sugar factories for modernization-cumexpansion, ethanol and cogeneration projects and cane development. Up to 31.3.2015, the cumulative assistance released by SDF to cooperatives was R1579.39 crore. State-wise details in respect of SDF assistance are given in Table-2.

Schemes for assisting cooperative sugar mills 7.1.2 NCDC promotes establishment and development of cooperative sugar factories under the following schemes:
7.1.4 During the season 2014-15, 221 cooperative sugar factories were in operation. These mills produced 104.47 lakh MT of sugar being 37% of the total production of 283.14 lakh MT in the country.

COOPERATIVE SPINNING MILLS Capacity installed in the cooperative sector 7.2.1 There are 161 Cooperative Spinning Mills, with a total installed capacity of 34.82 lakh spindles and 15320 rotors in the country. Scheme for assisting cooperative spinning mills 7.2.2 NCDC continued to implement the schemes for promoting, in the cooperative sector, programmes for establishment of new ginning & pressing units and spinning mills, expansion/modernization of existing units, rehabilitation of sick cooperative spinning mills and margin money/ working capital assistance to the cooperative spinning mills and the State Cooperative Cotton Marketing Federations. NCDC’s assistance 7.2.3 During 2014-15, NCDC sanctioned R230.57 crore for 13 programmes and released financial assistance of R167.51 crore. Cumulatively, as on 31.03.2015, NCDC has released financial assistance of R1802.69 crore to cooperative spinning mills as detailed in Table-3. 7.2.4 During 2014-15, NCDC sanctioned R29.70 crore to the Government of Kerala for setting up of Greenfield Technical Textile Project of Kerala Hi-Tech Weaving & Garment Cooperative Mills Ltd. (KELTEX), District Malappuram under Corporation Sponsored Scheme and released R8.13 crore for this programme as indicated as in Table 3. COOPERATIVE COTTON PRESSING UNITS

7.2.5 NCDC provides financial assistance for establishment of new Cotton Ginning & Pressing Units equipped with modern technology inputs, modernization of existing Ginning & Pressing Units as also to meet their

margin money/working capital requirements. During 2014-15, NCDC sanctioned R2.00 crore to Gadag Cooperative Cotton Sale Society Ltd., Karnataka to meet the working capital requirement with revolving facility. Cumulatively, as on 31.03.2015, NCDC released assistance of R24.70 crore under this head as per details provided in Table-4. POWERLOOM Scheme for assisting Cooperative Powerloom units 7.2.6 Assistance provided under this Scheme is for the development of the sector viz. (a) margin money/share capital for raising adequate working capital, (b) purchase of looms/ construction of workshed with looms and accessories, modernization/ construction/ renovation/ opening of godowns/ showrooms / marketing complexes / cooperative textile estates and (c) establishment of pre/post loom processing/ garment /knitting units. NCDC’s assistance 7.2.7 During 2014-15, NCDC released R1.98 crore to 6 Powerloom Cooperatives in Maharashtra with the completion of 6 projects. Cumulatively, as on 31.03.2015, NCDC sanctioned financial assistance of R545.11 crore to 490 units/projects and released R341.02 crore to powerloom cooperatives as per details given in Table-5. 7.3 FOODGRAINS 7.3.1 NCDC provides financial assistance for setting up of foodgrain processing units such as rice mills, rice flakes unit, dal mills, wheat flour mills, maize processing units, cattle feed plants etc. NCDC’s assistance 7.3.2 During 2014-15, NCDC sanctioned financial assistance of R0.02 crore to a foodgrains processing units in Himachal Pradesh and released R1.34 crore to 2 such units in Himachal Pradesh & Maharashtra. Cumulatively, as on 31.03.2015, NCDC assisted 739 units and released R139.87 crore under this head as detailed in Table-6.

7.6
7.4.1 NCDC continued to implement the Scheme to provide financial assistance for establishment of oilseed processing units.
7.6.1 NCDC is implementing a scheme to provide financial assistance for setting up of fruit and vegetable processing units by cooperatives. The primary objective of the NCDC Scheme is to provide the benefit of value addition to the growers in respect of their horticulture produce through processing in an efficient manner, which in turn may help in increasing the income of the farmers.
NCDC’s assistance 7.4.2 During 2014-15, NCDC released R0.68 crore to 4 oilseed processing units. Cumulatively, as on 31.03.2015, NCDC has assisted 156 oilseed processing units and released R493.76 crore as detailed in Table-7. 7.5

7.6.2 During 2014-15, NCDC sanctioned an assistance of R1.22 crore to 3 units in Himachal Pradesh & a unit in Haryana and released R2.64 crore to 5 units. Cumulatively, as on 31.03.2015, NCDC has released R55.93 crore for 78 fruit & vegetable processing units as detailed in Table-9.
7.5.1 NCDC continued to provide financial assistance for establishment of units for processing of Plantation Crops and for working capital requirement of plantation crops growers’ cooperatives. NCDC’s assistance
7.7 OTHER PROCESSING 7.5.2 During 2014-15, NCDC sanctioned financial assistance of R1.66 crore and 7.7.1 Cumulatively, as on 31.3.2015, NCDC released R6.44 crore (including subsidy of has released R78.71 crore for manufacturing R0.66 crore). CHAPTER - 8 STORAGE & COLD STORAGE COOPERATIVE STORAGE 8.1 Since its inception in 1962-63, NCDC has been making systematic and sustained efforts to assist in the creation of scientific storage facilities at various levels in cooperative sector. As a result of concerted efforts, the storage capacity assisted by NCDC and owned by cooperatives has increased from about 11 lakh MT in 1962-63 to 157.12 lakh MT by the end of March, 2015. A total amount of R918.25 crore has been released by NCDC under various programmes towards construction of godowns, repair and renovation of godowns, technical and margin money assistance for business promotion under Internationally Aided Component including assistance recovered in respect of desanctioned programme. The State-wise position of cumulative assistance provided and programmes implemented/under implementation as on 31.3.2015 are as per Table-1. 8.1.1 During 2014-15, NCDC approved a programme for construction of 37 godowns of 32561 tonnes capacity at a total block cost of R12.03 crore with NCDC share of assistance of R9.40 crore comprising R7.03 crore as loan and R2.37 crore as subsidy and for renovation of 6 godowns of 22530 MT capacity at a block cost of R1.29 crore with NCDC share of assistance of R0.90 crore
comprising of R0.64 crore as loan and R0.26 crore as subsidy under various Schemes, viz. Agriculture Marketing Infrastructure Scheme (erstwhile Gramin Bhandaran Yojana), Central Sector Integrated Scheme on Agricultural Cooperation and Corporation Sponsored Scheme (scheme-wise details are in Table-2). 8.1.2 During 2014-15, NCDC released R44.81 crore comprising of R32.57 crore as loan and R12.24 crore as subsidy. Performance for the year 2014-15 is depicted in Table-3 and State-wise programme sanctioned and under implementation is indicated in Table-4. COOPERATIVE COLD STORAGE 8.2 As on 31.3.2015, 315 cold storage projects have been organized/sanctioned with a capacity of 9.68 lakh MT. Against this, 304 cooperative cold storage projects with a total capacity of 9.34 lakh MT assisted by NCDC have been completed/installed. This includes 36 projects of capacity expansion of 1.28 lakh MT. Besides, 11 cold storage projects of 0.34 lakh MT (including 2 capacity expansion projects of 0.14 lakh MT) are under implementation. Upto, 31.3.2015, NCDC has disbursed R192.84 crore for promotion and development of cooperative cold storages in the country. State wise position is at Table-5.

NCDC CHAPTER - 9 INDUSTRIAL & SERVICE COOPERATIVES INDUSTRIAL COOPERATIVES 9.1 NCDC is providing assistance to Industrial cooperatives for production, processing, marketing, storage, import & export of industrial goods since 2003-2004. Under the scheme assistance is provided for: (i)
Establishment of Industrial work shed / units including plant and machinery for production/ fabrication/ assembling/ processing of Industrial good, handicrafts, rural crafts and other products;
(ii)
Expansion/modernization/renovation of existing industrial cooperative units;
(iii)
Construction of marketing infrastructure including showrooms/ warehouses/ transport vehicles etc;
(iv)
Strengthening of share capital base/ margin money assistance and working capital to industrial cooperatives for business operations; &
(v)
Establishment of Cooperative Industrial Estates for small-scale industries.
NCDC’s Assistance 9.1.2 Cumulatively, as on 31.03.2015, NCDC has released R11.62 crore to industrial cooperatives as detailed at Table-1. SERVICE COOPERATIVES 9.2 NCDC is providing assistance to various “Service Cooperatives” and the following services were included for the purpose; i) Water Conservation works/Services, Irrigation, micro Irrigation in rural areas undertaken by the cooperatives; ii) Animal care/health, disease prevention through the cooperatives; iii) Agricultural insurance & Agriculture credit through the cooperatives; & iv) Rural Sanitation/Drainage/Sewage systems through the cooperatives.

9.3. The list of notified services was expanded vide Gazette notification number 967 dated 18/05/2010 to include (a) Tourism (b) Hospitality (c)Transport (d) Generation & distribution of Power by New, Non Conventional & renewable Sources of energy (e) Rural Housing. Further vide Gazette notification number 457 dated 19/08/2010 (a) Hospital (b) Health Care & (c) Education cooperatives were declared as notified service programmes by cooperatives. The services relating to labour cooperatives were added to the list of notified services vide Gazette notification number 621 dated 21/06/2005. 9.4. Service cooperatives are assisted by NCDC for: i)
Creation, Modernization, Expansion, Repairs, Renovation etc. of infrastructural facilities;
ii)
Margin Money assistance;
iii)
Working Capital assistance.
iv)
Expansion/modernization/renovation of existing service cooperative unit; &
v)
Establish/Construction of Agri. Clinic/ Showroom/Service Complex.
NCDC’s Assistance 9.4.1 During 2014-15, NCDC sanctioned R11.68 crore for a Hospital & Health care, working capital to a transport cooperative and 11 units for creation of infrastructure facilities and released R25.06 crore. Cumulatively, as on 31.03.2015, NCDC released R154.69 crore as detailed at Table-1. Agricultural Credit Cooperatives 9.5 Agriculture credit cooperatives covered by NCDC are: a)
Primary Agriculture Credit cooperatives;
b) Primary Cooperative Agriculture and

State Cooperative Banks; &
and released R485.25 crore. Cumulatively, as on 31.03.2015, NCDC released R12868.43 crore for Agricultural Credit Cooperatives as detailed at Table-1.

ii) Short Term loan for period not exceeding two years to Agriculture Credit cooperatives towards working Capital for their loans/advances for activities/commodities/services under the purview of NCDC funding. iii) Working Capital loan for period not exceeding three years to Women Credit cooperatives for disbursement of loans/ advances for activities/commodities/ services under the purview of NCDC; & iv) Creation of new, modernization, expansion, repairs, renovation etc. of infrastructural facilities such as Branch/ Office buildings, counters, strong room, safe deposit vaults, vehicles, furniture & fixtures etc. of Agricultural Credit Cooperatives.
9.6 NCDC is providing assistance to Labour cooperatives benefitting labour contract/ construction, mining, forest and other labour operated cooperative societies including categories of workers like “village artisans, craftsman, rickshaw pullers, landless village labour etc.”. Under the scheme assistance is provided for: i)
Strengthening of Share Capital base/ Margin Money assistance;
ii) Purchase of construction related machines and equipments, tools & tackles, loading/unloading /packing equipment as relevant to labour cooperatives; iii) Establishment/Construction of Service Complex/Godown by labour cooperatives; & iv) Computerization, furniture and infrastructure for establishment of Data Bank by National level, State level and District Level Labour Cooperative Federations.

CHAPTER - 10 COOPERATIVES FOR WEAKER SECTIONS 10.1 NCDC took up promotion and financing of programmes for weaker sections in the field of fishery, poultry, handloom, sericulture, dairy, coir, jute, Scheduled Castes and Scheduled Tribes following amendment to its charter in 1974. The Corporation's programmes are supplementary to the schemes undertaken by State Governments and other developmental institutions. FISHERIES 10.2 NCDC provides assistance to fishery cooperatives to take up activities relating to production, processing, storage, marketing, etc. and covers the following activities:i)
Purchase of operational inputs such as fishing boats, nets, and engines;
ii) Creation of infrastructure facilities for marketing, transport vehicles, ice plants, cold storage, retail outlets, processing units, etc.; iii)
Development of inland fisheries, seed farms, hatcheries, etc.;
iv)
Preparation of feasibility reports; &
v)
Integrated Fisheries Projects (Marine, Inland and Brackish Water)
NCDC's assistance 10.2.1 During 2014-15, NCDC sanctioned R64.91 crore and released R74.29 crore as detailed below: (a)

Under Central Sector Integrated Scheme on Agricultural Cooperation (CSISAC) an assistance of R37.26 crore sanctioned for 2 projects / units and an amount of R20.02 crore released. Under Corporation Sponsored Scheme in Cooperatively Developed States/ UTs an assistance of R27.65 crore was sanctioned for 62 projects/units and R38.80 crore released. Further under the Integrated Fishery Development
Projects (IFDP), NCDC has released R15.45 crore towards IFDP Project in Kerala. As on 31.03.2015, NCDC has assisted total 61 IFDP (36 in marine sector and 25 in inland sector).
Cumulatively, as on 31.03.2015, NCDC has sanctioned assistance of R1664.41 crore and released R1255.00 crore under this head as detailed in Table-1.
POULTRY 10.3 NCDC has been extending assistance to poultry cooperatives since 1974-75. Activities assisted in this sector are: i)
Establishment of Integrated Poultry Projects;
ii)
Establishment of cluster of poultry units with rearing capacity of 5000 or more for each unit with provision for selling pullets to member farmers for backyard poultry farming;
iii)
Purchase of incubators, hatchers and accessories for providing day old chicks to societies;
iv) Marketing of poultry products involving producer members; v)
by
Dressing units with a minimum capacity of 300 birds per day;
vi) Arranging training for members of cooperative societies in collaboration with Government of India/State Poultry Training Centres; vii)
Expansion of existing capacity; &
viii) Margin money assistance. NCDC’s assistance 10.3.1 During 2014-15, NCDC sanctioned R1.81 crore to Arunachal Pradesh and Jammu & Kashmir for Poultry Projects (one each in the aforementioned two states) and released R0.80 crore.

Some of the Weaker Section activities assisted by NCDC
Annual Report 2014-15 10.3.2 Cumulatively, NCDC sanctioned R105.55 crore for 373 units / projects of which 316 units have been completed by the end of 31.03.2015 while others are in various stages of completion. State wise details of financial assistance sanctioned and released by NCDC to poultry cooperatives are given Table- 2. DAIRY & LIVESTOCK Dairy 10.4.1 NCDC provides assistance to Primary, District and State level dairy cooperatives for the following activities: i) Purchase, rearing and breeding of milch animals; ii) Installation of milking machine; iii) Establishment of Testing Laboratories; iv) Establishment/ expansion/ renovation of milk collection centres and chilling plants; v) Purchase of equipments and bulk milk coolers; vi) Milk Chilling Plants and Processing units; vii) Purchase of transport vehicles; viii) Setting up of small feed mixing/ manufacturing units; ix) Establishment of Integrated Dairy Project with the provisions for technical inputs for farmer’s organisation, mobile veterinary care, artificial insemination and fodder development programme; x) UHT Milk Processing and Packaging units; & xi) Margin money / working capital assistance is provided for increasing the business turnover. Livestock 10.4.2 NCDC’s Scheme for providing financial assistance for Integrated Livestock Project/ Modernisation/ Expansion/ Renovation of existing units; Processing and Marketing Infrastructure; Purchase of equipment and transport vehicles; & Margin Money assistance.
NCDC’s assistance 10.4.3 During 2014-15, under the dairy programme, NCDC sanctioned R90.90 crore for 791 dairy units and released R105.15 crore. Further, NCDC released R21.58 crore to livestock cooperatives. Cumulatively, as on 31.03.2015, NCDC has sanctioned R1482.09 crore and released R475.07 crore to dairy & livestock cooperatives with the completion of 1616 projects/units as given in Table-3. HANDLOOM 10.5.1. The Scheme for the development of handloom cooperatives, include (a) Strengthening the share capital base/margin money assistance to the Apex Regional and Primary Handloom Cooperatives, (b) Creation of pre and post loom processing facilities, (c) Construction and renovation of showrooms and godowns and (d) Establishment of handloom worksheds. NCDC’s assistance 10.5.2 During 2014-15, NCDC sanctioned R2.22 crore and released R2.65 crore. Since inception of scheme, NCDC has sanctioned R465.86 crore for 3571 units / projects and released an amount of R432.63 crore with the completion of 3443 handloom units as detailed in Table-4. COIR 10.6 NCDC has assisted Coir cooperatives for strengthening share capital base/margin money assistance, creation of processing facilities, construction of godowns, showrooms, godown-cum-showroom and purchase of transport vehicles by Apex/ Regional level coir cooperatives. Since inception of the scheme, NCDC sanctioned and released R67.57 crore for 421 units. State-wise sanction & release position upto 31.3.2015 under this head is given in Table-5. JUTE 10.7 NCDC has assisted Jute cooperatives over the years for establishment of Jute bailing units and transit godowns. Cumulatively, as on

NCDC 31.03.2015, NCDC sanctioned and released R3.97 crore for 183 units / projects. Statewise sanction & release position is given in Table-6. SERICULTURE 10.8 NCDC has assisted Sericulture Cooperative Societies and their Federations for strengthening of share capital base/ margin money, creation of processing facilities, construction of warehouses, godowns, showroom, Grainage-cumChawki centres, Reeling and Twisting Units, Rearing of silk warm, Chandrika Centres and purchase of transport vehicles. Since inception of the scheme, NCDC sanctioned and released R8.08 crore for 115 sericulture units/projects. State-wise sanction & release upto 31.03.2015 are given in Table-7. SCHEDULED CASTE (SC) COOPERATIVES 10.9 NCDC has formulated specific scheme for the economic upliftment of SC Cooperatives. Societies having more than 40% scheduled caste members are considered as SC Cooperatives for the purposes of NCDC assistance. During 2014-15, R85.70 crore was sanctioned. Cumulatively, as on 31.03.2015, NCDC sanctioned 9070 units and released R299.79 crore. Details of assistance provided to SC cooperatives are given in Table-8. SCHEDULED TRIBE (ST) COOPERATIVES 10.10 Cooperative structure in tribal areas primarily consists of 3621 Large Sized Agricultural Multi-Purpose Cooperative Societies (LAMPS) at the Primary Level, 12 Tribal Development Cooperative Corporation/ Federations (TDCCF) and the Jharkhand State Cooperatives Lac Marketing Federation (JASCOLAMPF) at the State Level and Tribal Cooperative Marketing Development Federation of India Ltd. base of LAMPS and provides margin money/ working capital to TDCCF for undertaking procurement and marketing of Minor Forest Produce (MFP) and surplus agricultural produce, distribution of fertilizers and other agricultural inputs, sale of consumer articles etc. During 2014-15, NCDC sanctioned R50.26 crore and released R34.59 crore to tribal cooperatives. Cumulatively, as on 31.03.2015, NCDC has sanctioned 4633 units and released R4868.65 crore to ST cooperatives as detailed in Table-8. CHAPTER - 11 CONSUMER BUSINESS OF COOPERATIVES Role of Consumer Cooperatives 11.1 The role of consumer cooperatives is very significant in the national economy for safeguarding the interest of the consumers not only against unethical trade practices by the private traders but also to enable them to have access to consumer goods of fair quality at competitive/reasonable prices. These cooperatives are rendering useful service by ensuring availability of consumer goods at the door step of consumers at reasonable price and also exerting a healthy influence on market price of essential commodities. 11.2 NCDC provides financial assistance for various consumer activities to primary cooperatives, District Wholesale Consumer Stores and State Consumer Federations for undertaking distribution of consumer goods in rural and urban areas. The assistance is available for (i) expansion/renovation of existing infrastructure, construction of new infrastructure such as shopping centre /
godown/kerosene bunk etc.; (ii) Margin money for raising working capital; (iii) Purchase of Furniture & fixtures and transport vehicle; (iv) Computerisation & (v) creation/ expansion/ modernization of infrastructure related to consumer oriented processing/industrial activities. NCDC’s Assistance 11.3 Under Central Sector Integrated Scheme on Agricultural Cooperation, during 2014-15, NCDC sanctioned R3.24 crore and released R2.07 crore to Cooperatively Least-Developed/Under-Developed States (Table-1) and cumulative assistance released upto 2014-15 was R76.04 crore (Table-2). 11.4 Under Corporation Sponsored Scheme, during 2014-15, NCDC sanctioned R0.83 crore and released R0.91 crore to Cooperatively Developed States (Table-1) and cumulative assistance released upto 2014-15 was R209.32 crore (Table-3).

CHAPTER - 12 INTEGRATED COOPERATIVE DEVELOPMENT PROJECTS 12.1 The Integrated Cooperative Development Project (ICDP) has an integrated area-based approach taking into account the local needs and resources. The scheme aims at development of cooperatives in agriculture and allied sectors, transforming cooperatives as multi-purpose entities and promoting horizontal and vertical functional linkages so as to enable the cooperatives to cater to the overall needs of rural community. 12.2 Under ICD Projects emphasis is on infrastructure development by village level cooperatives such as establishment of modern office & banking facilities, setting up of consumer shop, construction of scientific storage, manpower development etc. 12.3 During 2014-15, NCDC sanctioned 16 new ICD Projects viz. Jammu & Kashmir (2) Bihar (5), Kerala (1), Tamil Nadu (3) and Mizoram (5) with a total project cost of R722.73 crore involving NCDC’s share of assistance of R699.80 crore comprising R563.39 crore as loan and R136.41 crore as subsidy. The subsidy of R136.41 crore comprised of R28.41 crore for project implementation, R108.00 crore for beneficiary cooperative societies under the Central Sector Integrated Scheme on Agricultural Cooperation. In addition, assistance of R0.28 crore was sanctioned for preparation of DPR and R0.35 crore for imparting training to PIT personnel of the ICDP at NCDC’s TOPIC training centre at Gurgaon. Cumulatively, as on 31.03.2015, NCDC has sanctioned 345 projects at a total cost of R4838.33 crore involving NCDC’s share of R4556.87 crore comprising R3724.49 crore as loan and `832.38 crore as subsidy. In addition to above, subsidy assistance of R2.44 crore for training and R0.64 crore for impact evaluation studies was also sanctioned by the end of 2014-15. 12.4 During
2014-15,
NCDC
released
R234.40 crore in 17 States comprising of R193.84 crore as loan and R40.56 crore as subsidy. The subsidy of R40.56 crore comprised of R15.81 crore for project implementation, R24.55 crore for beneficiary cooperative societies under the Central Sector Integrated Scheme on Agricultural Cooperation and R0.14 crore for beneficiary societies for construction/renovation of godown for ongoing projects under AMI Storage component, R0.06 crore for beneficiary societies under AMI (other than storage) Scheme. Subsidy of R0.35 crore was utilized for imparting training to cooperative personnel at TOPIC Training Centre and R0.06 crore for impact evaluation studies. Cumulatively, as on 31.03.2015, NCDC released R2787.63 crore comprising of R2400.70 crore as loan and R386.93 crore as subsidy. In addition to above, subsidy assistance of R2.44 crore for training and `0.57 crore for impact evaluation studies was also released by the end of 2014-15. 12.5 Out of 345 projects sanctioned for implementation, 210 projects have been completed/ closed. Out of total of 345 projects, 268 are sanctioned in cooperatively under/least developed States including NorthEastern Region. 12.6 State wise assistance sanctioned and released during the year under report as well as position of cumulative releases are indicated in Table-1. 12.7 Contributing towards women empowerment, NCDC has sanctioned for R1.83 crore for women cooperatives/Self Help Groups (SHGs) in 7 ICDPs in the States of Mizoram(3), Tamil Nadu(1) and Kerala(3) and R1.94 crore was also released during the year 2014-15. In addition, NCDC also provided assistance for training of women cooperators of 5 States with collaboration of IFFCO foundation.

CHAPTER - 14 COOPERATIVES IN LEAST / UNDER DEVELOPED STATES 14.1 Financial assistance, on liberal terms, is provided by NCDC to the Cooperatively Least-Developed /Under Developed States (UD/LD States) under its various schemes. Assistance for cooperative programmes in these States is provided on comparatively liberal terms entailing subsidy component. For the purposes of funding by NCDC, the Government of India, in November, 2004, categorized 11 States as Cooperatively LeastDeveloped and placed 11 States and 2 Union Territories’ in the category of Cooperatively Least/Under-Developed States as shown below: Cooperatively Least-Developed States : Arunachal Pradesh, Assam, Bihar, Jharkhand, Jammu & Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. Cooperatively Under-Developed UTs :

Andhra Pradesh, Chhattisgarh, Goa, Himachal Pradesh, Madhya Pradesh, Odisha, Rajasthan, Telangana, Uttar Pradesh, Uttrakhand, West Bengal, Andaman & Nicobar Islands (UT) and Lakshadweep (UT) 14.2 During 2014-15, NCDC sanctioned financial assistance of R4654.06 crore and released R4117.04 crore to LD/UD States accounting for 65% and 72% of total sanction & release respectively. Cumulatively, as on 31.03.2015, R25928.39 crore released to LD/ UD States under various schemes of NCDC which accounts for around 50% of the total assistance released by the Corporation, so far. 14.3 Activity-wise assistance provided by NCDC under its various schemes to the LD/ UD States during 2014-15 is detailed below:
Marketing & Inputs: Sanction and release in 2014-15 are as under:

R35.85 crore sanctioned as margin money in Himachal Pradesh, Mizoram, Sikkim & Uttar Pradesh and released R32.08 crore in Bihar, Chhattisgarh, Himachal Pradesh, Mizoram, Sikkim & Uttar Pradesh.

R3600.00 crore was sanctioned and released to Chhattisgarh State Cooperative Marketing Federation Ltd. (CG Markfed) for meeting their working capital requirement for procurement of paddy.

R0.32 crore sanctioned and released to the Government of Chattisgarh and Jharkhand for establishment of Technical & Promotion Cell in CG Markfed and Jharkhand State Cooperative Lac Marketing and Procurement Federation Ltd.
Sugar: During 2014-15, sanctioned & released working capital assistance of R75.00 crore to one cooperative sugar mill of Chhattisgarh.
Fruit & Vegetable: During 2014-15, sanctioned and released R01.12 crore to 3 units in Himachal Pradesh.
Foodgrains: During 2014-15, sanctioned and released R0.02 crore in Himachal Pradesh
Oilseed: During 2014-15, released R0.23 crore for a processing unit in Chhattisgarh.
Ginning & Pressing and Spinning Mills: During 2014-15, NCDC sanctioned R38.60 crore in Madhya Pradesh for modernisation of spinning mill and working capital assistance and released R19.71 crore in Madhya Pradesh and West Bengal.

Handloom: During 2014-15, NCDC sanctioned ten units / projects involving assistance of R2.22 crore and released R2.65 crore on the completion of 11 units/projects in UD/LD States. Storage: During 2014-15, R6.64 crore sanctioned for construction of 32 godowns of 0.44 lakh MT capacity and released R12.31 crore in UD States. In LD States, NCDC released assistance of R1.02 crore in Mizoram.
Cold Storage: During the year 201415, sanctioned R3.00 crore and released R3.30 crore to cooperatives in Bihar.
Poultry: During 2014-15, NCDC sanctioned R1.80 crore for one unit each in Arunachal Pradesh and Jammu & Kashmir. Released R0.80 crore in Arunachal Pradesh for development of poultry activities.
Dairy: During 2014-15, NCDC sanctioned R3.94 crore for dairy activity in Assam, Bihar and Rajasthan and released R28.13 crore for ongoing projects in Arunachal Pradesh, Assam, Bihar, Rajasthan and Telangana.
Fisheries: During 2014-15, NCDC sanctioned R0.10 crore and released R0.02 crore for development of fisheries through cooperatives in Manipur.
Consumer: During 2014-15,financial assistance of R4.07 crore was sanctioned to 28 consumer cooperatives and R2.98 crore was released for consumer activities.
MIS: During the year 2014-15, NCDC sanctioned R16.06 crore to 7 Societies/ Banks and released R31.93 crore for computerisation in Goa, Himachal Pradesh, Madhya Pradesh, Rajasthan,
Uttar Pradesh and Uttrakhand.
Service Cooperatives: During the year 2014-15, assistance was made available to the District / State Level Co-operative Banks for providing Agricultural Credit to farmers. Financial assistance of R400.00 crore was sanctioned and R100.00 crore released for Credit and Service Cooperatives.
Integrated Cooperative Development Projects (ICDP) -
Out of 16 projects sanctioned during 2014-15, 12 projects with a project cost of R477.19 crore and NCDC’s assistance of R464.55 crore comprising R339.65 crore as loan and R124.90 crore as subsidy were sanctioned in cooperatively least/ underdeveloped States under the Scheme. Out of 345 projects sanctioned by the Corporation, 268 projects are in cooperatively least/under developed States involving NCDC’s share of assistance of R3445.55 crore comprising R2358.13 crore as loan and R1087.42 crore as subsidy.

During 2014-15, R234.40 crore was released for projects, of which R194.07 crore was provided to least/under developed States. Cumulatively, out of the total assistance of R2787.63 crore released to State Governments upto 31.03.2015, an amount of R2006.20 crore (72%) comprising R1679.38 crore as loan and R326.82 crore as subsidy was provided to cooperatively least/ under developed States.

NCDC CHAPTER - 15 GENDER IN COOPERATIVES 15.1 The prosperity and growth of a nation depends on the status and development of its womenfolk. In pursuance of this objective, the National Agriculture Policy of the Government of India has laid special emphasis on appropriate institutional measures to empower women who constitute about 48% of India’s total population and nearly 46% of its agricultural labour force. The policy also lays emphasis on building their capabilities and improving their access to inputs, technology and other farming resources. The National Policy also lays emphasis on institutionalization of a supplementary credit delivery system to enable women to have access to financial services of the formal banking system. Cooperatives play a significant role in organising women for various livelihood and income-generating activities. 15.2 In consonance with the National Policy for farmers, NCDC encourages women cooperatives to avail financial assistance under its various schemes. There is no gender bias in providing assistance by the Corporation. The cooperatives exclusively promoted by women or cooperatives having women as their members can also avail the assistance under various schemes/programmes of the Corporation. Women Cooperatives have been categorized under Weaker Section Programme wherein concession in rate of interest is available to these cooperatives. A large number of women members are involved in cooperatives dealing with fruits & vegetables, ICDP, sugarcane processing, consumer stores, handloom, powerloom, spinning & sericulture activities.

15.3 In 2014-15 Contributing towards women empowerment, NCDC sanctioned R1.83 crore of women cooperatives/Self Help Groups (SHGs) in 7 ICDPs in the States of Mizoram(3), Tamil Nadu(1) and Kerala(3). Further, NCDC released R2.98 crore under various programmes to women cooperatives. The activity-wise sanction and release during 2014-15 are given in para 10.12. 15.4 Cumulatively, as on 31.03.2015, NCDC has sanctioned and released financial assistance of R191.50 crore and `92.86 crore respectively for the development of cooperative societies exclusively promoted by women. This included activities related to Foodgrain Processing, Plantation Crops, Oilseed Processing, Fisheries, Dairy & Livestock, Spinning Mills, Handloom & Powerloom Weaving, Integrated Cooperative Development Projects etc. 15.5 In the 1047 projects/units sanctioned in 2014-15, it is estimated that 5.79 lakh women are enrolled as members, out of which 910 women members are on the Board of Directors. 15.6 Women Cooperatives are now covered under Weaker Section Programme for the purpose of availing subsidy and concessional funding during the remaining period of the 12th Five Year Plan programme under Central Sector Integrated Scheme on Agricultural Cooperation. 15.7 NCDC provided assistance for training of women cooperators of 5 States in collaboration of IFFCO foundation.

PATTERN OF ASSISTANCE IN RESPECT OF SCHEMES IMPLEMENTED AND ACTIVITIES ASSISTED DURING 2014-15 NCDC provides financial assistance in the form of loan (both Term Loan and Investment Loan) and subsidy to the cooperative societies for their development. The assistance is provided under the Central Sector Integrated Scheme on Agricultural Cooperation (CSISAC) & other Central Sector Schemes and NCDC Sponsored Scheme. The loan component is provided from out of NCDC’s own funds while the subsidy is provided from outlay earmarked under the CSISAC and other Central Sector Schemes. Subsidy is provided subject to availability from Government of India (GOI) otherwise equivalent amount is provided as loan. 2.

(iii)

Qualifications and scales of pay and other emoluments for the various experts/professionals would be determined by the concerned federations in consultation with NCDC. Subsidy, if available from the Central Govt., is proposed to be provided only for Pay, HRA, CCA, DA for 5 to 7 years. The assistance will be sanctioned by the Corporation only after careful consideration of the proposal of the institutions and assessing the need for appointment of such experts. F.
Agricultural Marketing Infrastructure (AMI) - other than Storage Infrastructure, Sub-Scheme of Central Sector Integrated Scheme on Agriculture Marketing (CS-ISAM)
Erstwhile AMIGS Scheme implemented from 20.10.2004 by GOI has been subsumed into AMI – Other than Storage Infrastructure Sub-Scheme of “CS-ISAM” from 1.4.2014.
NCDC is one of the implementing agencies to provide funds to the cooperative societies for creation of marketing infrastructure under above scheme. Under AMI – other than Storage Infrastructure, 33.33% subsidy is available for North Eastern, Hilly & tribal areas, Women &SC/ST Cooperatives and 25% subsidy is available for other category of beneficiaries. Term loan assistance is provided by NCDC under the Corporation Sponsored Scheme.

Annual Report 2014-15 Subsidy Ceiling a)
For land based Projects
The total subsidy which can be availed of by a co-operative society for all its projects in a District during 12th Plan period (2012-17) will be restricted to a maximum ceiling of R4.00 crore or R5.00 crore as the case may be.
b)
For non-Land based Projects (i)
For projects involving stand alone mobile infrastructure such as reefer van, combine harvesters (wherever permissible) etc., the maximum amount of subsidy that can be availed of by a cooperative society in a State/UT during the 12th Plan period (2012-17) is R4.00 crore or R5.00 crore as the case may be. It applies only to those cooperative societies who have not availed full benefit under land based projects. If a cooperative society has already availed the benefit of the scheme during 12th Plan period in a District, the maximum benefit eligible under this provision will be confined to maximum permissible subsidy minus the subsidy already availed.
(ii)
To determine the eligibility of projects for maximum permissible subsidy, the date of sanction of loan by Financial Institutions should be between 01.04.2012 to 31.03.2017.
(iii)
For the purpose of calculation of maximum permissible subsidy, all the projects sanctioned under erstwhile AMIGS since 1.4.2012 will be accounted for as if sanctioned under AMI other than storage Infrastructure Scheme.
G.
Agricultural Marketing Infrastructure (AMI)-Storage Infrastructure, Sub-Scheme of Central Sector Integrated Scheme on Agriculture Marketing (CS-ISAM)
Assistance under the scheme shall be available on capital cost of construction of godown including the cost of allied facilities like boundary wall, internal road, platform, internal drainage system, weighing, grading, packaging, quality certification, warehousing facilities which are functionally required to operate the godown.
Presently Ministry of Agriculture, Department of Agriculture & Cooperation, Government of India w.e.f. 5.08.2014 has stopped the sanction of subsidy for the time being for new projects in general except for projects of Scheduled Castes / Scheduled Tribes and those in the North Eastern Region (NER) under Agricultural Marketing Infrastructure (AMI).

ii.
Renovation of Godowns - For cooperatives located in North East States / Projects belonging to SC/ST
For renovation of storage projects by cooperatives financed by NCDC and Cooperative banks, subsidy will be 25% of the project cost as appraised by NCDC or actual cost whichever is lower subject to subsidy ceiling of Rs.187.50 per MT of storage capacity.
For sanction of financial assistance and subsidy for the projects including creation of storage capacity in the North Eastern Region and for SC and ST projects, operational guidelines 2014 of Integrated Scheme for Agricultural Marketing (ISAM) and norms of NCDC for direct funding to the societies will be followed.

General Criteria
i)
Debt-Equity ratio in case of processing units and other infrastructural facilities can be adjusted keeping in view the viability of the projects. Members’ contribution could be reduced provided the State Government makes good the members’ part of the share.
ii)
In case of projects funded under specific schemes of the Government of India/other Institutions, their pattern of assistance will apply.
iii)
The Schemes of NCDC could be dovetailed with the schemes of Govt. of India/ Departments of Government/any other source(s). The pattern of assistance will be adjusted accordingly, with the condition that only one central subsidy shall be available. State Governments can however contribute subsidy from their sources, if considered desirable.
iv)
Assistance to cooperatives having area of operations in more than one state could be provided directly subject to suitable security by way of mortgage of assets etc.
v)
Direct funding will be as per the guidelines decided by NCDC from time to time.
vi)
Pattern of assistance indicates the maximum limit of financial assistance that can be provided.

Programme/Project should meet the Statutory/Obligatory requirements viz. pollution, environment, hygiene etc.
viii) Cooperatives shall normally have a democratically elected Board, professionally managed and proper arrangements for forward and backward linkages. NORMS FOR DIRECT FUNDING 6.
Eligibility Criteria
(i)
NCDC may extend direct assistance to existing cooperative societies in operation for not less than three years.
(ii)
Routing of NCDC assistance will be as follows: a)
NCDC assistance (for projects/working capital) not exceeding `10 crore, subject to the eligibility criteria, may be considered for direct funding. These limits will be applicable to multi-state cooperatives also.
b)
Working capital loans to state/national level federations may be considered for direct funding on the merit of each case without any ceiling.
c)
NCDC assistance for the cooperatives, which are not eligible for direct funding or otherwise would continue to be considered through state governments.
d)
In exceptional cases, for the cooperatives which are financially strong, have good track record of operations and credit worthiness, NCDC assistance above R10 crore may be considered for direct funding with the approval of the Board.
(iii) The society should have positive net-worth not less than 100% of paid-up share capital i.e. there should be no erosion in the paid-up share capital. (iv) The society should not have any cash losses during last three years and there should be net profit in at least two of previous three years. (v)
The debt equity ratio will normally be 65:35, depending on economic viability of the project.
(vi) Value of assets to be mortgaged to NCDC as security against the loans should have adequate security margin, normally not less than 1.5 times (shortfall in the security may be made good by way of guarantee of a scheduled bank or an FDR endorsed in favour of NCDC). (vii) Working capital loans to cooperative societies/federations may be secured by hypothecation of stocks/debtors/other assets, keeping a minimum margin of 20%. If considered necessary, NCDC may ask for additional security of first or second charge on the fixed assets. (viii) If considered necessary, the society may be asked to open an Escrow account with a scheduled bank/state coop bank/district coop. bank in which part of sale proceeds will be deposited for servicing NCDC loan. In case Escrow account is opened with a district coop. bank, its financial position may be ascertained. (ix) Audit of accounts should be completed up to previous year within 6 months of close of the financial year. In cases where audit is undertaken by Government auditors and it is not complete, accounts audited by Chartered Accountant’s firm will be submitted.

NCDC (x)
The society seeking NCDC assistance, or any other society on which directors of this society have been directors, should not have any major default in repayment of loans to NCDC/Banks/Financial Institutions.
(xi) NCDC at its discretion may ask for additional securities by way of one or more of the following:

New Cooperative Societies
The cooperative societies, which are not in operation for more than three years, will normally be assisted through state governments. However, such cooperatives in exceptional cases may be considered for direct funding, if in addition to the eligibility criteria indicated in para 6 above (as applicable), following additional securities are made available:

(i)
Government guarantee or guarantee of a scheduled bank
(ii)
Personal guarantee of the Directors and collateral security, if considered necessary
6.2
Release
(a)
NCDC will consider release of 25% ways & means advance only after the society has raised 50% and utilized 40% of equity portion of the project by way of members/state govt. share capital and internal accruals.
(b)
As per existing procedure, subsequent releases will normally be considered based on the expenditure incurred and committed expenses for one month as certified by a Chartered Accountant. For the projects involving NCDC assistance above R10 crore or as decided by MD, NCDC, such certification may be carried out by a Chartered Accountant from the panel approved by NCDC.
(c)
Processing fee: In case of direct funding, processing fee shall be charged @ 0.5% of the sanctioned amount, not exceeding R3.00 lakh (0.5% of R6.00 crore) in each case. However, processing fee shall not be charged for working capital loans upto one year.
