RECOMMENDATION It is recommended that: 1.

The firm of Brown & Storey Architects Inc. be retained to complete the design and specification of three Chatham-Kent pool facilities, at a cost of $104,900 from the Reserve for Future Matching Funds for Senior Government Programs.

BACKGROUND On May 11, 2009, the governments of Canada and Ontario announced the Recreational Infrastructure Canada Program (RInC) that will support upgrades to community recreation facilities over the next two years. Eligible projects include local hockey rinks, swimming pools, multi-purpose facilities, and other community sites with physical recreational emphasis. The RInC Program in Ontario is intended to provide a timely, targeted stimulus to the Ontario economy, through investments that will spur construction activity related to existing recreational infrastructure. Beyond the economic stimulus and job creation, renewing, rehabilitating and modernizing Chatham-Kent’s recreational infrastructure has the added benefit of encouraging higher levels of physical activity, and community building. At the May 25, 2009 Council meeting, Council authorized administration to prepare and submit applications for several RinC projects, which included the revitalization of three Chatham-Kent pools, i.e. Orville Wright Pool and Walter Hawkins Pool, both in the Community of Chatham, and Thamesville Community Pool, in the Community of Thamesville. On June 30, 2009, both the federal and provincial governments announced the Municipality of Chatham-Kent was approved for projects totaling $7,061,644. This included $1.3 million dollars towards the revitalization/replacement of three Chatham-Kent pool facilities.

Orville Wright Pool The Orville Wright Pool facility was built in 1963 and is in great need of replacement. The Parks and Recreation Master Plan, as well as Chatham-Kent Recreation Programs recommends a new splash pad for this site. The RInC funding gives Chatham-Kent the opportunity to replace the existing pool with a new, innovative splash pad, upgrade the existing change rooms to make them meet accessibility standards and to refurbish the overall site. A public consultation process will be scheduled to review the conceptual design once the architect has been approved by Council. The three options for this site are as follows: •

Repair for 2010, close for 2011



Install a new splash pad and total site refurbishment for the cost of $495,000, for which the Municipality would be responsible for one third of that cost ($165,000). An application for RInC funding was approved for this project, therefore two-thirds of this cost would be funded by the provincial and federal governments ($330,000)



Rebuild the pool and make the change rooms accessible at a cost of approximately $400,000. This is not a RInC Fund approved project, therefore the Municipality would be responsible for the total cost

Walter Hawkins Pool The Walter Hawkins Pool facility was built in 1963 and is in need of restoration. The existing pool liner has been patched/repaired many times over the years. The RInC Funding will allow for a complete overhaul of the site to include a new liner, pool shell, deck and concrete repair, new heater and fencing and the addition of a change room/washroom facility, (built to meet accessibility standards) for all pool users. Total funding available is $385,000. Thamesville Community Pool The Thamesville Community Pool facility was built in 1956 and is in need of restoration. The RInC Funding will allow for the removal and replacement of the existing pool, including concrete decking, new heater and mechanical equipment, as well as upgrades to the change room facilities to meet accessibility standards. Total funding available is $462,000. A Request for Proposal (RFP) for Architects was advertised on January 8, 2010 with a closing date of February 3, 2010. A site plan meeting was held on January 19, 2010. Four proposals for the project were received.

COMMENTS An administrative team conducted a review of all proposals, with consideration for content, experience, service, lead staff commitment and hours, sub-consultants, proposal quality, budget, timeline, communication skills, etc. After extensive review, it is recommended that the tender be awarded to Brown & Storey Architects Inc. in the amount of $104,900. Brown & Storey Architects Inc. has completed other projects for the Municipality including design services on the Tecumseh Park Master Plan, Chatham-Kent Urban Design Study, Downtown Chatham BIA Study and the Tilbury Business Improvement Area and was the successful firm chosen for the Kingston Park Revitalization Project, also a RInC project. The following is the proposed timeline for the next steps of the projects with the expectation that all pool renovations/replacements will be fully completed by December 18, 2010. Date

2010 Season Temporary repairs to the Orville Wright Pool would be made, so it can be opened for the 2010 season only. Walter Hawkins and Thamesville Community Pools would open for the season with minor repairs. The recommendation will not adversely impact on the remainder of the Community Strategic Plan. CONSULTATION Municipal representatives from Infrastructure and Engineering Services, Parks, Cemeteries and Horticulture, Municipal Assets and Recreation Facilities selected the proponent, and are confident they have presented the skills and resources to complete the work in a timely manner. The Director of Budget and Performance Services was consulted and has provided information on the one-third municipal funding requirement.

FINANCIAL IMPLICATIONS During the 2010 budget deliberations, Council approved the one-third municipal funding share requirement be funded from the Reserve for Future Matching Funds for Senior Government programs. The status of these projects is as follows: Total Funding Allotted for Pool Revitalization Projects: • Walter Hawkins Pool (revitalize facility) $385,000 • Orville Wright Pool (remove existing pool and replace with splash pad) $495,000 • Thamesville Pool (revitalize facility) $462,000
