USI Multi-purpose Range – SOP 1.1

OPENING 1.1.1. Get key for range from Rifle / Pistol or Skeet & Trap Range Master. Report to the Skeet & Trap office that the M/P Range is open. 1.1.2. Open range and return keys immediately. 1.1.3. Run up flag. 1.1.4. Register all persons shooting and not shooting. 1.1.4.1. Sign in everyone. 1.1.4.2. Collect money. 1.1.4.3. Check for current membership cards. 1.1.4.4. Hand out targets 1.1.5. Safety Check Range 1.1.5.1. Door in south wall closed. 1.1.5.2. All shooters must have eye and ear protection 1.1.5.3. Ammo is not Tracer, Armor Piercing, Steel Jacketed or Steel Core. Use magnets to test for steel cored ammo. 1.1.5.4. On the firing line all muzzles pointed down range or vertical at all times. 1.1.5.5. All fire arms open and empty during ceasefire periods. 1.1.5.6. Rule violations 1.1.6. Shooter safety meeting – Review Safety Rules CLOSING 1.2.1. 1.2.2. 1.2.3. 1.2.4.

Take down flag and lock up. Take down all targets paper and steel. Remove paper targets and stick-on targets (Shoot-n-sees) from target stands and place frames in racks. Empty garbage cans. Turn in money and sign in sheet in envelope to Skeet & Trap office. Fill out front of envelope as follows. Sign in and pay range fee first. Gun handling is not permitted behind the red line. Case and uncase firearms on the firing line with muzzles pointed down range. All firearms shall be open and empty except when on the firing line at the Range Masters direction. Muzzles on the firing line must be pointed down range or vertical at all times. No other directions are permitted. Range Safety Officers’ and Range Masters’ directions and decisions are not debatable. Children visiting the range must be under the immediate control of an adult supervisor at all times. All persons on the range must wear eye and ear protection. The speed limit on USI property is 15 mph. Alcoholic beverage consumption is limited to the clubhouse and clubhouse porch. No one is allowed to shoot under the influence of drugs or alcohol. No one is allowed to shoot firearms alone. A minimum of two (2) persons is required one of which must be a Range Master. Those shooting air guns with under 20 ft-lb are excepted. No shooting on the range when both the Rifle/Pistol Range and Clubhouse are closed. Special use of ranges is by authorization from the board of directors, President of USI or the authorized USI Chair Person of the particular venue. There may be only one guest per member at any one time. There is to be no parking in front of the dumpsters.

3.0 USI Multi-purpose Range – Safety 3.1 No food or drink is allowed on the firing line. 3.2 No cross firing is allowed on the range at any time. 3.3 Shooting at anything except authorized targets will not be tolerated. 3.4 Handling of firearms during a cease-fire is not allowed. 3.5 Bring sights up to targets – not down. 3.6 Fire .50 caliber at paper targets only from the left of Position One. 3.7 Firearms must only be discharged with the muzzle beyond the red firing line 3.8 The shooting benches are to be positioned all the way forward so as to put the two front legs between the red and blue lines. 3.9 Shooters are NOT permitted in front of the red line during firing periods. 3.10 Empty chamber indicators are mandatory.

4.0 USI Multi-purpose Range – Rules for Metal Targets 4.1 USI supplies no metal targets. 4.2 No fixed metal targets are permitted at any time. 4.3 Center fire on metallic silhouettes at 200 yard line only. 4.4 No .50 caliber firing on steel targets. 4.5 The Range Master must approve all metal targets. 4.6 Metal targets must be in good condition, i.e. NO deformities. 4.7 No drawing from holsters allowed. 4.8 No rapid fire. There must be a minimum of one (1) second between shots. 4.9 Shooting is not permitted unless there is visibility all the way to the 200 yard berm. 4.10 Minimum Distance for Shooting Metal Targets. 4.10.1 Center fire pistols & low power rifles (2500 fps max.) – 50 yards 4.10.2 High power rifles & black powder cartridge rifles – 200 yards 4.10.3 Black powder muzzle loading rifles – 50 yards 4.10.4 .22 rim fire rifles & pistols – 25 yards 5.0 USI Multi-purpose Range – Muzzle Loading Safety Rules 5.1 Never use smokeless powder. Use only black powder or pyrodex. 5.2 Never smoke while loading, shooting or handling black powder. 5.3 Never load your firearm directly from a powder horn or flask. Use a measure separate from the powder container. 5.4 Never cap a percussion firearm or prime a flintlock until you are ready to fire. 5.5 Never keep a powder container on the shooting bench plugged or not. 5.6 Never fire a muzzleloader unless the load is firmly seated against the powder charge. 5.7 Always keep the firearm pointed downrange after any kind of misfire. 5.8 Always notify adjacent shooters before firing a flintlock. 5.9 Eye and ear protection is required at all times. 5.10 If you have any questions, ask the Range Master. 5.11 A wet load is any black powder muzzle loading rifle, shotgun or pistol that has powder down the barrel. 5.12 On a cease-fire if a black powder shooter raises their hand it means they have a wet load. Allow the shooters with wet loads to finish loading and shoot. 5.13 Loading is allowed on the firing line only.

Open the range in accordance with SOP

6.3 To call a cease-fire the Range Officer will make the following announcements. 6.3.1 “Cease-fire.” 6.3.2 “Actions open and empty.” 6.3.3 “Fire arms on the firing line pointed downrange.” 6.3.4 “When firearms are safe stand behind the yellow line” 6.3.5 When everyone is behind the yellow line 6.3.6 When the Range officer has determined that all firearms are safe announce: “You can proceed downrange.” 6.4

All firearms that are not on the firing line are to be cased or in the racks open and empty. 6.5 Firearm may be cased and uncased only on the firing line with the muzzles point downrange. 6.6 Keep the area marked “No Parking” clear. Do not park in front of the dumpsters. 6.7 Check for current membership cards. 6.8 Allow only approved targets. 6.9 If someone is breaking the rules tell him or her in a nice way what rule they are breaking. If they give you an argument do not argue with them. If they insist ask them to leave the range nicely. If they refuse call a cease fire and close the range for the day. Report the incident to your superior. 6.10 In case of an accident follow the SOP. 6.11 Close the range in accordance with the SOP.

7.0 USI Multi-purpose Range – Accidents 7.1 Statement of Authority: The Senior Range Master on duty has absolute authority, in all instances, over all shooters and spectators present on and/or utilizing the Rifle and Pistol Ranges. Where Assistant Range Masters are present, and on duty, they will follow the instructions of the Senior Range Master on duty. The Senior Range Master on duty will relinquish authority to any of the following individuals at their request. 7.1.1 President, USI 7.1.2 Vice President, USI 7.1.3 Safety Officer, USI 7.1.4 Chair Multi-Purpose Range At that time the requesting individual will assume all responsibility for subsequent necessary action, orders, events, and/or occurrences. 8.0

In the event of a Serious Incident: 8.1 Cease fire, clear and secure any loaded guns. 8.2 If the accident is serious and supervisory personnel will be occupied with handling the injury, CLOSE THE RANGE. 8.3 If the injury is minor, the injured party should be directed to the First Aid kit and allowed to treat the injury themselves. 8.4 Administer First Aid if necessary -- stop bleeding, protect the wound and prevent shock. 8.5 The Senior Range Officer, NOT THE INJURED PARTY, will make the decision to call or not to call 911 for assistance. 8.6 If the accident requires that 911 be called, post someone at Evora Road gate into the USI property, and at the front of the Multi-Purpose range to direct EMS personal. If required and / or deemed necessary, secure the area of the incident. 8.7 Obtain verified ID of the injured and any others involved. 8.8 ASAP notify one of the following in order listed; 8.8.1. Chair person Multi-Purpose range 8.8.2. President, USI 8.8.3. Vice President, USI 8.8.4. USI Range Safety Officer 8.8.5. Any USI board member 8.9 The Range Officer and all witnesses should write a report of the incident using the Injury Report form. In addition, the General Liability Notice of Accident form should be completed, and given to a USI officer as soon as possible after the accident.
