2
Market context
Freight transport growth much higher than overall economic growth Road +35%, short sea shipping +31%, inland waterway +9%, rail +6% Short sea shipping: competitive, sustained dynamism Inland waterway: considerable unexploited potential Rail: halted relative decline since 2001, higher increase in states with early market opening Environmental impacts of transport remain high: 1% of GDP, road congestion cost 1% of GDP Motorways of the Sea and Marco Polo
3
Motorways of the sea: a priority for the new Commission
. . .
Cheaper than building roads and railways Less noise, less accidents, less congestion, less pollution Quicker results
= attractive alternative for the society
Motorways of the Sea and Marco Polo
4
Motorways of the sea: overall objective
.. .. .. .. ..
Establish a trans-European network of Motorways of the Sea that: concentrates flows of freight on viable, regular, frequent, high-quality and reliable sea-based transport services that are integrated in door-to-door logistic chains
In order to…
Reduce road congestion Improve accessibility Motorways of the Sea and Marco Polo

Getting TEN-T Funding for MoS: a twostep process Step one: »
Participate in the call for MoS projects organised jointly by the Member States
Step two: »
Submit your project to TEN-T after having integrated feedback from the Member States
The Joint North Sea call for project is open since 9 November, a joint Baltic Sea call will open soon, a joint call in the West-Med is open until 31 December: Now is the time to take action! Motorways of the Sea and Marco Polo

Only EU 27 private or public undertakings Need for involvement of a maritime transport operator
»
Ports from at least two Member States
»
Co-financing up 20% and 30% for cross-border sections, 50% for sltudies Costs are eligible from 1 January

MoS Key features: what can be funded? Infrastructure and facilities open to all users
» high water protection devices (e.g. dikes, breakwaters, locks), » lights, buoys, beacons; ramps, jetty’s, signposting » infrastructure and facilities up to the terminal site (e.g. for temporary » » »
. .
» »
storage of loading units, facilities for drivers, facilities for shore side electricity, waste treatment facilities, terminal handling equipment…) land and sea access to port, including connecting links to the TEN-T or national land transport networks electronic logistics management systems, administration and customs facilities, e.g. VTMIS, reporting and information exchange systems, administrative simplification safety and security measures waterways and canals to shorten sea routes
Start up aid related to capital costs = incentive for non-port actors to join the project
» Vessels and vessel equipment » User specific facilities/infrastructure
Studies
» Support to MoS network deployment » Support a phased implementation of individual MoS projects Motorways of the Sea and Marco Polo

ABC guide to identifying/preparing TEN-T MoS projects
. . . . . .
1) Start from the market (trade flows analysis, port investment planning, MoS Master plan, new links, recent upgrade of existing maritime services, upcoming MP projects) 2) Build a partnership: involve key actors (ports, terminal service providers, maritime operators, hinterland transport operators, agencies…) 3) Scope your project: identify bottlenecks across the logistic chains and propose relevant actions 4) Include integration actions – single window, tracking and tracing, joint marketing, prospective studies, etc. 5) Build your case: use existing material, demonstrate market portential, socio-economic cost-benefit analysis 6) Talk to your supporters: national/regional governments, MoS help desk, EIB, TEN-T and EACI agencies, European Coordinator for the Motorways of the Sea Motorways of the Sea and Marco Polo

MARCO POLO – POLICY CONTEXT
2001: Transport White Paper: intermodality as key concept (shifting the balance, linking the modes)
2003: MARCO POLO programme (2003-2006) to support intermodal services and alternatives to road-only transport until commercial viability
2006: Keep Europe Moving - Mid-term review of 2001 White Paper co-modality: promotion of optimal use and integration of modes (continuity of policy, no U-turn) logistics: using existing capacities more efficiently, cutting costs, reducing environmental impact Motorways of the Sea and Marco Polo
15
MARCO POLO II Continuing Marco Polo I with larger scale and scope Duration: 2007-2013 Budget: €450 million more than twofold increase of annual budget Larger possibility to finance infrastructure – if linked to the service Larger geographical scope – close third countries 5 action types; 2 new innovative ones: Motorways of the Sea Traffic Avoidance Actions
Motorways of the Sea and Marco Polo
16
MARCO POLO II – Key Features
objective: shift or avoid international increase in road freight off the road (road freight transport estimated growth of 20.5 billion tkm/year in EU-25 in the period 2007 to 2013)
business-driven
all segments of international freight (except air)
services only no research, studies or (core) infrastructure Motorways of the Sea and Marco Polo
17

18
MARCO POLO II – Key Features
Eligible costs: only costs incurred after submission date of the application – even if the action starts earlier
No profit allowed: during the (accumulated) years for funding does not exclude the possibility to show profit sometime in the period
Viability: the project should show profit and continue after MP funding
Maximum combined public grant allowed = maximum subsidy rate of eligible costs of each action type (35% - 50%) Motorways of the Sea and Marco Polo
19
