INDIVIDUAL INCOMES AND POVERTY RISKS OF WOMEN AND MEN Closing seminar of the research project BGIA « Belgian Gender and Income Analysis » Objectives of the Seminar: The aim of the project « Belgian Gender and Income Analysis » (BGIA) was to compute on the basis of existing data the individual incomes of women and men in Belgium and to propose a series of indicators that allow to measure income gaps between women and men and their individual poverty risks. The originality of the BGIA research lies in the focus on individuals’ personal incomes, i.e. those of which they dispose personally and freely regardless their lifestyle and the type of household to which they belong, because of their work, social transfers received by the state, personal property and real-estate. The research thus radically breaks free from traditional approaches to poverty and income that consider the household as the unit of analysis and of income sharing. Moreover, although numerous studies analyse and decompose gender wage differentials, few have shown interest for differences in individual gross or net incomes between women and men. The BGIA research has measured gaps in income and financial dependency between women and men in Belgium as well as in 8 other European countries. The indicators that came out of this research illustrate that all income components are systematically lower and that the level and intensity of financial dependency is stronger for women than for men.

Opening up the black-box of the family has put forward deep income and financial dependency gaps between the partners in a couple. Whereas couple dissolutions lead to huge income losses for women when a sharing assumption is applied to the household’s income before the break up, an analysis of the evolution of women’s and men’s individual incomes after a breakup or the decease of the partner does not confirm these effects. Finally, the BGIA research has focused on time poverty and material deprivation and again puts forth strong gender inequalities in this area as well. The seminar aims at presenting the main results of the BGIA research. Moreover, the interventions by the external experts will allow to contextualise and compare the BGIA results with those obtained by other authors. The seminar closes off the BGIA project or the "Belgian Gender and Income Analysis", that was financed by the Politique Scientifique Fédérale, at the request of the Institut pour l’égalité des femmes et des hommes (IEFH) and the Direction Générale des Statistiques et de l’Information Economique (DGSIE). At this seminar, the BGIA research results will be presented and compared with those found in other research endeavours.
