The meeting of the Board of Education of the Sullivan County Board of Cooperative Educational Services was held in the Administration Building, Conference Room #1, 6 Wierk Avenue, Liberty, NY 12754, the meeting was called to order by Board President, Mr. Herbert F. Public Forum Ellen Todd stated that she and Sharon Leroy are preparing for the Relay for Life. Last year the BOCES Team raised over $2,000.00 for the American Cancer Society. Special Education Overview – Mr. AJ Berger presented an overview of the Special Education CoSers offered to the component districts. Career and Technical Education Overview – Ms. Denise Sullivan, Director of CTE, and Deborah Theysohn, Asst. CTE Supervisor, presented an overview of the Career & Technical Education program. Central Business Office Savings Report – Mr. Keith Menges, CBO Manager, presented a report to the Board showing approximate savings for that the Districts that participated in the CBO in 2010-2011.

2012 NYSSBA Membership Approval On a motion by Joseph Todora, seconded by Paul Burckard, the Sullivan County Board of Cooperative Educational Services Board of Education authorizes the payment of the NYSSBA membership dues totaling $8,337.00 for the 2012 Calendar Year. Accept Donation On a motion by Paul Burckard, seconded by Frank Conklin, the Board of Education accepts the donation of three (3) Beckett Burner Motor Assemblies (Model numbers: Quantity 2 AF2 and Quantity 1 AFG ) from the Beckett Corporation, 38251 Center Ridge Rd., North Ridge, OH 44039 Attn: Shirley Dotson for use in the HVAC training class. Support for the National Healthcare Association Application for Certification On a motion by Gary Carlson, seconded by Paul Burckard, the Board of Education approves the following Resolution: WHEREAS the National Healthcare Association is recommended and approved by colleges and healthcare career programs around the country and WHEREAS offering national certification as part of the program will help Sullivan County BOCES Adult and Continuing Education recruit and retain students as well as provide our students with a competitive edge in the marketplace and WHEREAS there is no cost to the institution to become affiliated with the National Healthcare Association. BE IT RESOLVED the Sullivan BOCES Board of Education supports the Adult Education application to the National Healthcare Association (NHA). Snow Plow Bid Award On a motion by Linda Berkowicz, seconded by Frank Conklin, the Board of Education award the plowing services contract for the White Sulphur Springs building at a flat rate of $120 per plow to Burke and Warren. In addition, as needed snow removal services at the Administrative Building are also awarded to Burke and Warren at the rate of $ 120 per hour at the request of the BOCES'. Intermunicipal Agreement  Motion to Amend Intermunicipal Agreement On the recommendation of the Audit Committee and a motion by Joseph Todora, seconded by Linda Berkowicz, the Board amended the Intermunicipal Agreement as follows: 11. QUESTAR III shall not enter into subcontracts for the performance of work pursuant to this AGREEMENT unless such subcontractors are approved by DISTRICT before the work is completed. started. 16. Motion to Approve Amended Intermunicipal Agreement On a motion by Joseph Todora, seconded by Linda Berkowicz the Board approved the following Resolution: BE IT RESOLVED the Sullivan BOCES Board of Education approves the Agreement between the Sullivan BOCES and Questar III BOCES for internal audit functions for the 2011-2012 school year as amended by the Audit Committee. NYSSBA Annual Convention Report Frank Conklin, Susan Schmidt, Larry Thomas reported on the attended the NYSSBA Annual Convention in Buffalo October 26-28, 2011. The consensus of those that attended was that the conference was excellent, the topics of the sessions were appropriate and it was very worthwhile experience. It was also announced to the Board that Donna Hemmer was presented the NYSPRA Award of Merit for the 2011-12 BOCES Service Guide.



District Superintendent Report Mr. Thomas updated the Board on the SCBTA Negotiations process and the recent Alternative Education Survey that was given to the component Superintendents.

Board Member Comments Herbert Bauernfeind – Announced that Commissioner King is scheduled to meet with the Sullivan County th School Boards’ Association at Fallsburg CSD on December 13 beginning at 5:00 PM. Mr. Bauernfeind encouraged all Board Members to attend.

DRAFT Eugene Ganz – No Comment Gary Carlson – No Comment Paul Burckard – Congratulated Donna Hemmer for receiving the NYSPRA Award of Merit for the 11-12 Service Guide at NYSSBA Convention in Buffalo and Pam Rourke for the Adult Program being awarded a grant from the Office of Temporary and Disability Assistance’s Food Stamp Employment and Training Venture II. Mr. Burckard also thanked the Administrators for taking the time to spell out the acronyms in their reports, he said it is a timesaver. Frank Conklin – Shared that he has found himself in need of assistance with resume writing. He stated that Donna Hemmer has helped him but wondered who is out there that could assist community members with resume writing. Pam Rourke stated that the Sullivan Works One-Stop program at 50 North Street, Monticello is extremely helpful. Linda Berkowicz – Asked how information about our programs gets disseminated to the public, how can we help people access the help that they need?
