MINUTES OF THE GENERAL ASSEMBLY The members of the AVEC association forgathered for the ordinary and annual General Assembly in Arles (Maison des Industries Culturelles -‐ 7 rue Yvan Audouard -‐ 13200 Arles), as requested by the presidency. The assembly is chaired by Mr Eduardo Luciano, representing Evora city from Portugal, chairman of the AVEC. The session secretary is represented by Amandine Lacoste, Delegate General. RAPPORT MORAL DU PRESIDENT The President reads to the Assembly the moral report 2014. -‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐ Created in 1997 as part of a European project, the Alliance of European Cultural Cities (AVEC) today brings together 26 local authorities in 9 European countries. Having continued to grow and become more professional since its inception, the AVEC network has positioned itself as a major cultural player and gain recognition until, in 2012, by the French Ministry of Foreign Affairs, the as "international expert of French local authorities" for the theme "Sustainable development and enhancement of cultures and heritages." Indeed, the AVEC network, the agreement between its members, sincerity and friendliness of their trade, remains an attractive combination for small and medium-‐sized communities wishing to develop their international links through a human structure . The network also has a major advantage: the label Qualicities which is a very interesting management tool for Member historic cities. Despite this, the financing of the association marked by the gradual withdrawal of French departments that no longer wish to fund only a network and projects with a European vocation, is a challenge for the future and it seems urgent to define a funding strategy long term. Recognizing this, several proposals were made in 2014 by the Board of Directors and the Managing Director in rallying AVEC network members, attracting new and develop new ways of financing and project development: • Focus network actions in three strategic areas of work: prospecting for new members, the response to national calls for projects and / or European and the development of trade with the cities of the southern Mediterranean. • Encourage members to promote the network with the departments in each country and to seek funding from local authorities • Reassess the amount of membership fees to encourage large cities to remain in the network and medium-‐sized towns to join. Following on these proposals and to actions in 2014, 2015 started very well: • The AVEC network was recognized "UNESCO Official Partner" following late 2014 filed a case. • Dialogue with the Earth project is now well advanced and could allow the network to strengthen ties with its financial partners • The proceedings of the Heritage Forum and Risks in Europe and in the Mediterranean and the methodological guide for the sustainable management of historic cities in the Mediterranean are completed or about to be. • Thanks in part to the work and the involvement of Mr Jacques Rousset, the opening of the AVEC network to Southern Mediterranean cities and started a new project symposium is being born.

Relations with the Regional Provence-‐Alpes-‐Côte d'Azur Council have intensified, and we will probably in 2016 to get a positive response to the presentation of a dossier as part of the call for projects "European Citizenship " A trainee has enriched our team in the person of Pauline Rostain, a student in Master 1 Management and administration of cultural institutions whom we thank for her work, mainly focused on the resumption and completion of the Methodological Guide to the sustainable management of historic cities Mediterranean. Finally, we are pleased to submit for validation of the General Assembly the candidacy of a new Hungarian town: Babolna.

REPORT OF THE TREASURER In the absence of the treasurer, was read the financial report by André Hullo, treasurer of the AVEC Network until 2014. -‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐-‐ Exercice clos le 31/12/2014 COMPTE DE RESULTAT Au cours de l’exercice clos le 31 Décembre 2014, le montant des produits d’exploitation s’élève à 60 052€ (102 510€ en 2013) dont : • 59 401€ de cotisations (41 501€ en 2013), cette hausse est expliquée par la régularisation des cotisations antérieures (2011 à 2013) pour 15 000€. • On relève l’absence de subventions cette année (61 000€ en 2013) • 3€ d’autres produits divers de gestion courante • 648€ au titre des transferts de charges qui concernent des remboursements d’indemnités journalières de sécurité sociale (liés aux charges salariales). Le montant des charges d’exploitation s’élève à 62 220€ (114 976€ en 2013) dont : • 16 380€ d’autres achats et charges externes (50 205€ en 2013). Cette baisse significative s’explique par l’absence de frais liés à l’organisation d’évènement. • 759€ d’impôts et taxes (1 223€ en 2013), cette variation s’explique par la formation professionnelle continue. • 28 240€ de salaires et traitements (35 115€ en 2013), baisse expliquée par l’absence du personnel. • 12 492€ de charges sociales (15 436€ en 2013) • 1 341€ de dotation aux amortissements (985€ en 2013) correspondant à la perte de valeur et à l’usure des investissements réalisés (bannières publicitaires…). • 8€ d’autres charges. En 2013 le poste « autres charges » était de 12 012€ qui correspondait à des pertes sur créances irrécouvrables. Le résultat d’exploitation est donc négatif pour 2 169€ (en 2013 le résultat était également négatif pour 12 466€). Le résultat financier s’élève à 769€ soit 780€ de produits financiers et 11€ de pertes de change. COMPTE DE BILAN Concernant les comptes de bilan, ceux-‐ci présentent un total de 111 041€ (110 932€ en 2013) : Actif • Actif immobilisé : 1 930€ • Actif circulant : 109 110€, composé en grande partie par les disponibilités pour 96817€. Evaluation des contributions volontaires et mise à disposition gratuite de biens et services :
Les contributions volontaires (Personnel bénévole) sont estimées à 29 139€ sur l’exercice (29 141€ en 2013). La mise à disposition gratuite de biens et services (locaux) est à néant sur l’exercice contre 10 000€ en 2013. Résultat
Le résultat de l’exercice est négatif d’un montant de 1 400€, et diminue directement les fonds associatifs (résultat négatif de 12 105€ en 2013). Le montant des fonds associatifs est positif d’une valeur de de 86 416€ (87 816€ en 2013), la variation correspondant au résultat de 2014.

SECOND RESOLUTION The General Meeting after hearing the various reports submitted to it, approve the annual accounts of the association arrested Dec. 31, 2014, as they were presented, as well as the transactions reflected in these statements and summarized in these reports. Therefore it gives the treasurer and directors of the association management discharge for fiscal 2015 from December 31, 2014. The team of the AVEC network presents the program of activities and the estimated budget for 2015. PROGRAMME D’ACTIVITE 1. DEVELOPMENT OF THE AVEC NETWORK
Opening strategy of the AVEC network towards the Mediteranean south cities : a step forward an Alliance of Euro-‐Mediteranean Cities of Culture? The President gives the floor to Mr Jacques Rousset, honorary member of the AVEC network, follow up the representative and prospective mission, realized on behalf of the Alliance of European and Cultural Cities, on occasion of the congress of the Historical Arabic Cities and Heritages Fondation (FPVHA), and the Regional Organization secretary of World Heritage Cities (OVPM), for Africa and Middle East, the 4th and the 5th of june 2015 at Tunis. The achievements of the network on Mediteranean basin: For several years, the AVEC network has led, with sucess, numerous operations concerning heritages sustainable management and preservation from the risks for the historic cities of Mediteranean : -‐ in 2008, the international seminary based on valorisation of urban heritage in Mediteranean -‐ in 2010, the international workshop « Urban heritage in Europe and Mediteranean area : social and economical development » -‐ in 2010, on behalf of the European Bank of Investment (BEI), the preliminary desk review of the program « Médinas 2030 » -‐ In 2010 and 2011, the Europe Agreement CWA-‐Qualicities ‘Sustainable development of historic and cultural cities » which is not confined to Mediteranean cities -‐ in July 2011, the Euro-‐Mediteranean campus, based on prevention of cultural heritages in front of natural risks Page 9/21

-‐ finally, in 2013, the international forum « heritages and risks in Europe and Mediteranean ». These achievements have been recognized by several of our important partners, as : -‐ the UNESCO which have granted the statut of official partner of the AVEC network -‐ the BEI which trusted us for the desk review of the program « Médinas 2030 » -‐ the French Ministry of foreign affairs, which have given us the task to elaborate a methodological guide about sustainable management of Mediteranean historic cities, which would be finalised before the end of 2015. -‐ the Mediteranean center of integration of Marseille (CMI), international body in charge of leading common interest actions between countries linked to Mediteranean, the Mediteranean commission of CGLU (United cities and locals governments), the Europe Council, Euro-‐Med Heritage, the UPM, etc. The invitation to the event organised the 4th and 5th of June in Tunis is a additional example of this acknowledgement for the AVEC network competence. I will get back to his in a moment. International congress and executive conference of 4th and 5th of june 2015 in Tunis I had the pleasure to represent the AVEC network to this meeting whose I will introduce you a short brief. The first day, the debates have been focused to the governance of historic and traditional arabic and african cities, one the major topic concerned by the AVEC network. The second day has been dedicated to the setting up of the BEI program, Médinas 2030, concerning Tunis médina, and the real involvment in the project. The BEI current officers have noticed the high level of the preliminary desk review that we had led. The meeting was organised by the Médina Conservation Association of Tunis (ASM Tunis, whose the President is the mayor of Tunis, present all along the second day) which will ensure the project management delegated, consisted on Médina refurbishment, and which especially is the leader of the organisations of the following cities : -‐ the foundation of arabic historic cities heritages (FPVHA) whose the CEO is Zoubeir MOUHLI, himself General Director of ASM, and the Deputy Director-‐General of the ASM Adnen EL GHALI. -‐ the organisation of Arabic Cities (OVA) -‐ the Africa delegation of Middle-‐East North from the organisation of world heritages cities All of them are installed into the ASM premises. The conversation I could have with Zoubeir Mouhli and Adnen El Ghali after the end of the meeting, supported the validity of our opening strategy towards the cities from the South of Mediteranean : effectively, they seem interested by a partnership with the AVEC network, because of both our activities and our statut of official partner of UNESCO. My two contacts have proposed to relay that possibility to cities and their organisations, and that could materialise by different form of association : join the AVEC network of certain cities or cities organisations, associated member formula, free crossover memberships (or similar etc.).

Because of that, it appeared recommended to organise, immediately, informations exchanges and mutual invitations to our respective meetings organised about topics with common interests : sustainable city, governance, formation and sensitization, etc. A new contact will be taken with them in the futur to review the present state of knowledge of talks they could have had. Conclusion : The opening of the AVEC network toward the cities of South Mediteranean will be logical in terms of its activities, and will strengthen its municipal credibility. Furthermore, the opening strategy will follow the directions of important actors like European Union, European Council, Unesco, the CMI, the UPM, financial institutions as the BEI, the AFD, the « Caisse des dépôts », etc. To move forward in a pragmatic way in that direction, we could : -‐ of course, to maintain the contacts with a certain number of partners as those I met in Tunis -‐ to precise practical dispositions concerning terms of membership or partnership, in transitory phase and final phase -‐ then, maybe, to update the name of the AVEC network association, as the Alliance of Euro-‐ Mediteranean Cultural Cities. Development of a partnership with the UNESCO Since May 2015, the Alliance of European and Cultural Cities is officially recognised as partner organisation of the UNESCO et profits from the consultative status. In a letter informing our team of that decision, Ms Irina Bokova, General Director of the UNESCO, emphasizes « the comitment of AVEC in management and valorisation of cultural heritage », and points that this aspect « join with the attempts of the UNESCO in conservation of cultural heritage ». The position of official partner of the UNESCO (consultation position) traduces a real recognition of the AVEC network into cultural and heritage areas. This official partnership between the UNESCO and the Alliance of European and Cultural Cities will encourage without a doubt the management of new and innovative cultural projects. Prospecting campaign – New members In order to support the network extension and to attract new territorial collectivites, we began a large prospecting operation destinied to french cities as a first step. We proceeded in that way : -‐ constitution of a major French cities file (in France = préfectures et sous préfectures), with a strong heritage dimension ; -‐ selection of municipal councellors and deputy to send nominative letters -‐ mailing of the presentation brochure of the AVEC and its activities, to more than 150 cities. At this moment, two cities, Troyes and Limoges, has testified of their interest, the follow-‐up to that first contacts will take place very soon. A campaign to boost that first step is planned in September 2015. Consequently, we would like to start a larger communication campaign, focused on cities ever linked with cities partners of the AVEC network (twin cities, etc.) and to the cities of Page 11/21

the South Mediteranean (see below). We count on you to direct our attempts towards the cities which show or have shew an interest for the AVEC network activities. 2. COMMUNICATION
Udating of the AVEC website The General Delegate reminds to the assembly, that the AVEC members dispose of a functioning website offering two relevant tools : an agenda of events, and a data base of cultural institutions. The network members are invited to share their informations thanks to that two support. Release and distribution of the Methodologic Guide for the sustainable management of historic cities in Mediteranean The AVEC network, in collaboration with the French Ministry of Foreign and European Affairs, and of international development, is working currently to the creation of a Methodologic Guide for the sustainable management of historic cities in Mediteranean. This ambitious work carry out as part of a project of decentralized cooperation gathering 9 cities and territories : Aix-‐en-‐Provence, Tours, Arles and Vienne in France, the M’Zab Valley in Algeria (Ghardaïa city), Eljem in Tunisia, Osijek in Croatia and Marrakech in Marocco. Since 2012, this project have had to cope with issues strongly linked to political events which have affected numerous countries from the South Mediteranean, and have disrupted the progress of data collection and experiences exchanges. The AVEC team is currently able to regain this project at the point where it has been delayed for reasons beyond our control, with the collaboration of Ms Pauline Rostain, intern from 1st April to 31st August 2015. The Methodologic Guide for the sustainable management of historic cities in Mediteranean will be published at the end of the year 2015. General Assembly 2015 – Arles, France Mr Christian Mourisard reminds that the General Assembly of the Alliance of European and Cultural Cities should have been occur Osijek, Croatia. Unfortunately, the city of Osijek has informed very recently the network members about its impossibility to welcome the event as agreed several months before. Faced with this situation, the AVEC network officials took the decision to organise the meeting into the administrative office of the association, to the House of cultural industries and editors, in Arles. And it’s with a great pleasure that the city of Arles is associated with the AVEC network to allow its members to meet and excahneg in the best conditions. Board of directors 2015 – Arad, Romania See the 10th resolution : the city of Arad (Romania) offers to host the board of directors of the AVEC network the 21st and 22nd of October 2015. Focus on… Arad Located in the west part of Romania, Arad is a modern city, an industrial center and a crossroads of communications, which have numerous edifices as the fortress, a fortification with elements Vauban, or the Administrative Palace which is today the city hall and department office (Renaissance Architecture) with its 54 meters tower. The AVEC network actively supports the candidacy of Arad, as European Capital of Culture for the year 2021. Call for entries « European Citizenship » of the PACA region : My Europe in Light As part of the call for entries « European citizenship » launched in March 2015 by the Regional Council of Provence-‐Alpes-‐Côte d’Azur Region, and on the occasion of the International Year of Light, the Alliance of European and Cultural cities (The AVEC network), in partnership with « La Compagnie des Patrimoines », wished to set up a project named « My Europe in light ». Dialogue with the Earth « Dialogue with the Earth » is a large survey-‐inventory about heritages/risks, proposed to young people from 15 to 18 years old. Carried by the Alliance of European and Cultural Cities (The AVEC network), and accompanied by Catalyse productions, this project consists in the realisation of a series of documentary films, from investigations conducted by young people from 15 to 18 years old, destinied to sensitize the general public to the protection of heritages in front of major risks. « Dialogue with the Earth – Arles, the Camargue and the Rhône » forms the first part of that series. It consists in a pilot film about the flooding risk that will be shooted in Arles and Camargue territories, part of the Region Provence-‐Alpes-‐Côte d’Azur. This project ever benefits from the support of the French Ministry of Culture and Communication, the French Ministry of Ecology, Sustainable Developement and Energy (General Direction of Risks Prevention), the city of Arles, the DRAC PACA (General Direction of Cultural Affairs), the french committee of the « Bouclier Bleu », the SYMADREM (Syndicat Mixte interrégional d'Aménagement des Digues du Delta du Rhône et de la Mer), the Prevention and Management of Urban Risks Institut (IPGR) and Vinci Company. The « Dialogue with the Earth » project is ambitious and count on a development on several French and European territories, to produce a series of documentary films presenting several type of heritages and risks.

On the occasion of the St. Martin anniversary, the County-‐Rank City of Szombathely will organise an arts and crafts exhibition with the title ‘Our contemporary, St. Martin’ between September and December 2016. The exhibition will be hosted by the Art Gallery of Szombathely. 2016 will mark the St. Martin jubilee when we commemorate the saint born in Savaria, Pannonia 1700 years ago. St. Martin is one of the most well-‐known and beloved saints in Europe, a person symbolising courage, solidarity and graciousness and who is respected all over the world. The city of Szombathely is preparing with several cultural events for the anniversary, the exhibition ‘Our contemporary, St. Martin’ is one of them. The career and character of St. Martin stand as an example to the people today as well. His determination, his being true to his principles, his humble love and abstemiousness and constancy serve as a thought provoking example to believers, seekers and also to non-‐believers to follow. With the invitation to the exhibition we inspire the artists to create works which reflect how they follow St. Martin’s spirituality and character in the present world and situations. It is as important to find and follow a safe compass today as Martin gave light and guidance in the chaotic 4th century, on the verge of ancient times and the Middle Ages. The jury will accept works of art for the exhibition which reflect the thoughts above and which are produced in 2015. You are invited to the arts and crafts contest in the following genres: • painting, graphics, sculpture, object, installation, photo, textile, porcelain, glass, ceramics, metalwork and leather carving • every artist can submit 2 (two) works of art • there is no restriction on material or technique • The maximal size of the works can be 3 x 3 x 3 m. • The exhibition materials will be selected by a professional jury on the basis of photos which we would like to receive on a CD. The exhibition materials will be transported from Budapest to Szombathely by the organisers.
