MINUTES OF MEETING SCHOOL BOARD OF INDEPENDENT SCHOOL DISTRICT NO. 11 (Anoka-Hennepin School District) STATE OF MINNESOTA The School Board of Anoka-Hennepin Independent School District No. 11 held a regular meeting on Monday, April 12, 2010, at the Educational Service Center, Coon Rapids, Minnesota. Chair Heidemann called the meeting to order at 6:30 p.m. The following members were present: Marci Anderson, Tom Heidemann, John Hoffman, Mike Sullivan, Kathy Tingelstad and Dr. Scott Wenzel. Chair Heidemann led the pledge of allegiance. The School Board recognized students and staff from the following groups and schools: CI Floor Hockey State Tournament Winners, PI Floor Hockey Championship Winners, STEP, Peter Enich Kindergarten Center, Champlin Park, Andover, Anoka and Blaine High Schools, Coon Rapids, Fred Moore, Northdale, Roosevelt, Sandburg and Jackson Middle Schools. Each of them was given a medal in honor of their achievements. Chair Heidemann recognized the more than 10,000 active volunteers with the following resolution: WHEREAS, April 18-April 24, 2010 is Minnesota and National Volunteer Recognition Week; and WHEREAS, Anoka-Hennepin volunteers benefit their own children, the students they work with directly, those they greet in the hall and those who see them at work; and WHEREAS, Anoka-Hennepin volunteers show that they value education by giving their time and efforts to the schools; NOW THEREFORE, BE IT RESOLVED THAT the School Board of the Anoka-Hennepin Independent School District recognizes the more than 10,000 active volunteers who have contributed over 167,000 hours of work during the past school year and thanks them for all they have done for the benefit of the students and staff in the district. CONSENT AGENDA John Hoffman moved and Marci Anderson seconded the motion to approve the following consent agenda items: 1. Minutes from the March 22, 2010, Board meeting. 2. COMMUNICATIONS DELEGATIONS OR PETITIONS Mary Duryea is here from California to address the Board to give information and consider Elizabeth Helm when renaming L.O. Jacob when it is repurposed. She gave Elizabeth Helm’s history and involvement with education. Elizabeth Helm moved into the Anoka-Hennepin area in the mid 1960’s. She became a teacher and focused on main streaming challenged students. She was very influential in Anoka County. Her services have impacted hundreds of Coon Rapids High School students. She was a doer and worked hard for the special needs children in our community. Ms. Duryea is asking the Board to consider renaming L.O. Jacob as the Elizabeth Helm Center for Special Education. Bernice Olson lived in Coon Rapids for 40 years. She is addressing the Board to support the renaming of L.O. Jacob to the Elizabeth Helm Center for Special Education. Elizabeth Helm was very caring, loving, and patient and had a great respect for all her students. It would be a wonderful tribute. Dorrie Leach has known Elizabeth Helm for many years. She was very dedicated to special needs children. Ms. Leach asked the Board to please consider the Elizabeth Helm Center for Special Education because Elizabeth Helm is very worthy to have the school renamed after her. Karla Jones thanked the Superintendent for his letter of response to their testimony on March 22. She feels the letter did not clarify some of the issues. Specifically the discrepancy between the official policy and the playing up key messages and that the key messages have become official policy without proper hearings. She has been told the key messages are an interpretation and she disagrees. She suggests the School Board fully disclose the events that lead up to the decision, action taken including documents as well as the opinion of coaches, athletic directors and principals on this issue. She feels this is a change in past practice and is discriminatory. Spring athletes who are 7th and 8th graders should be able to participate the same way as those who participated in fall and winter sports in the same school year. Comp, Stimulus, Specialty Schools and the Innovated Grant Programs. Superintendent Carlson referred to a letter from Anoka County about a consolidation forum. He asked the Board to join Steve Kerr and himself if their schedule permits. A PowerPoint of the Spring Administrative Workshop shared with staff is included. He went through the reorganization plan that will be effective July 1, 2010. Steve Kerr, Director of Community Education, has been added to the other direct reports to the Superintendent. Dale Zellmer, Director of Supplemental Services, will report to Dr. Mary Wolverton, Associate Superintendent of Elementary Education. Dr. Michelle Langenfeld will be in charge of middle schools and of an administrator of Q comp as the district moves forward. High School interviews will start this week for an associate superintendent to replace Dr. Bruce Borchers with responsibilities of high schools, work direction to AD AP Principal positions, Director of Research Evaluation and Testing and other areas of direct report. The Secondary Director of Curriculum will receive direction from both the Middle School and the High School Associate Superintendent. The hope is the organization will improve by clarifying roles and responsibilities, achieve greater efficiency and effectiveness improving communication and collaboration in programs and services and bring further focus to instruction. This is a reorganization of existing positions with a neutral effect on the budget. It has been a tough year but look what has been accomplished. There is optimism. We have great students and staff, great instruction and committed people from the community. The advertising policy was deleted from the agenda. Michelle Vargas, Chief Financial Officer, brought before the Board the proposed budget amendment for the current fiscal year 2010 general fund budget. Other funds will be brought back in June for a final budget amendment and will include the federal stimulus dollars. Ms. Vargas went through a PowerPoint showing the general fund amendment summary of: a beginning balance of 43,496,796, revenue of $400,976,214, expenditures of $404,681,475, and ending fund balance of 39,791,534 with an operating deficit of $(3,705,262). The updated unreserved-undesignated projected fund balance is $11,300,031 with 2.8% of expenditures. This is below the 5% the district would like to be at. The general fund balance is now actual, the previous report was an estimate. Ms. Vargas broke out and explained the details of the general fund budget. The budget timeline set up is to approve the amendment at the April 26, 2010, School Board meeting, a presentation of FY10 June final amendment for all funds at the June 14, 2010, School Board meeting and approval of the final amended FY10 budget for all funds at the June 28, 2010, School Board meeting. John Hoffman would like the number of children in the district eligible for medical assistance. Chair Heidemann said it was not easy to balance this budget and thanked Michelle Vargas for her hard work. Dr. Mary Wolverton, Associate Superintendent for Elementary Education, Dr. Bruce Borchers, Associate Superintendent for Secondary Education, Marilyn McKeehen, Principal of the new math science specialty school and Tom Sullivan, Principal of Jackson Middle School are before the Board to give an update on the current progress of the new specialty school campus and the Jackson Middle School campus. Dr. Wolverton reviewed the steps that have been taken since January 11. Marilyn McKeehen and Tom Sullivan shared the information and work they have done collaboratively on the cafeteria, gym, media center, portables, busing, health services and construction/renovation. There is an update link on the website showing the progress. John Hoffman watched Beauty and the Beast which was wonderful with all the kids involved. He hopes to see the arts supported with the transition. Dr. Wolverton, Dr. Langenfeld, Associate Superintendent of k-12 Education and Dr. Borchers brought forward information from the ad hoc committees regarding naming of facilities. Jacob/Bell Center of the Elizabeth Helm Special Education Center. Dr. Langenfeld and Dr. Mary Fonken-Holden, Director of Student Services, brought before the Board the Integration Budget for FY2011 for action to be submitted by the April 15 deadline. They looked at the mission and vision statement, and strategic directions set by the Board. Dr. Fonken-Holden shared a pie chart of the budget overview. The State set up guidelines. Student support of 63%, Administration of 10%, Staff Development of 12% and NWSISD of 15%. Dr. Fonken-Holden went through six goals that are represented and addressed in the four year budget plan. Dr. Langenfeld covered a legal graph summary of data by program. Chair Heidemann thanked all persons involved in giving this comprehensive report and Board members Wenzel and Tingelstad for being instrumental in bringing funds back to the district from NWSISD. Dr. Scott Wenzel moved to approve the Integration Budget for FY2011, seconded by John Hoffman. Motion carried. Steve Kerr, Director of Community Education and Chuck Holden, Director of Administrative Services, went over the guiding change document that has been presented previously. Three broad options for buildings are reuse, sell and rent. The first phase is to reuse buildings whenever possible: Washington Elementary becomes part of the Fred Moore campus and absorbs some enrollment from Sandburg Middle School and Parkview absorbs enrollment from Riverview and Champlin Elementary schools. Support program space needs were reviewed with recommendations and impacts. Recommendation 1: Move setting IV students from Bell Center to L.O. Jacob for school year 20102011. Recommendation 2: Move some Early Education sites to Riverview for the 2010-2011 school year. Recommendation 3: Move COMPASS to the Bell Center for the 2010-2011 school year. Transition the Welcome Center to the Bell Center to accommodate centralized enrollment and transition services for students and families. Next steps would be to review the space and instructional needs of the Crossroads program, the combining of the administration into one facility, and the movement of additional early education programs. Phase 3 would be sale of properties and Phase 4 would be rental of properties. They are continually working with communities and cities on space needs. Dr. Wenzel requested figures of how much the addition of portables at Washington and Jackson would increase the lease levy. He would also like to see any additional expenses to the general fund. Kathy Tingelstad asked what the time frame would be on what is next. Chuck Holden stated this is ongoing. Ms. Tingelstad thanked Mr. Holden and Mr. Kerr for all their hard work. Chair Heidemann mentioned more information needs to get out, because it is not fully understood by the cities. Chair Heidemann asked what would happen if the city does not approve the portables. Mr. Holden said music and dance would not be offered at that location. Superintendent Carlson stated that this is a significant issue that needs to be resolved. Chuck Holden requested policy language change on the district crisis management policy. Chair Heidemann recessed the meeting at 9:38 p.m. The meeting reconvened in closed session at 9:50 p.m. to discuss matters requiring data privacy.
