MINUTES OF A MEETING OF THE SCHOOL BOARD CITY OF CHESAPEAKE, VIRGINIA January 27, 2014 A meeting of the School Board of the City of Chesapeake, Virginia, was held on Monday, January 27, 2014, at 5:00 p.m. in the Board Room of the School Administration Building. Mrs. Christie New Craig, Chairman, presided. The Call to Order Mrs. New Craig called the meeting to order. She welcomed visitors to the meeting and informed them that a printed agenda for the meeting was available. Roll Call Dr. Jean Infantino called the roll and recorded attendance as follows: Present:

Also present were Dr. James T. Roberts, Superintendent; Mrs. Jacqueline C. Coppage-Miller, Assistant Superintendent for Student Services; Dr. Anita B. James, Assistant Superintendent for Curriculum and Instruction; Ms. Victoria Lucente, Assistant Superintendent for Budget and Finance; Ms. J. Paige Stutz, Assistant Superintendent for Operations; Dr. Alan L. Vaughan, Assistant Superintendent for Human Resources and School Services; Dr. Jean A. Infantino, Executive Director of Administrative Services/Clerk of the Board; Mr. Robert J. Barry, Attorney; and Mrs. Brenda A. Turbeville, Deputy Clerk of the Board. Adoption of the Agenda Dr. Roberts had no amendments to the agenda, but said he would need a closed session for three pupil matters and one matter requiring consultation with legal counsel. Mr. Murphy moved to adopt the agenda as presented. Mr. Bunn seconded the motion, which passed with all members voting yes.

Closed Session Mrs. New Craig asked Mr. Barry to prepare the language for the Board to go into closed session. Mr. Barry stated that the motion should read as follows: “The Board should convene in closed session pursuant to Section 2.2-3711 of the Code of Virginia, for consideration of three pupil matters and one matter requiring consultation with legal counsel.” Mr. Murphy moved that the Board go into closed session as provided in the Code of Virginia. The motion was seconded by Mr. Bunn and approved, with all members present voting yes. Reconvene in Open Meeting The meeting reconvened in open session. Mr. Mercer moved the record show that the only items discussed in the closed meeting were those specifically cited in the motion to convene into closed session. Mr. Murphy seconded the motion, which passed with all members voting yes. Items Resulting From Closed Session The Superintendent recommended the expulsion of Student #1, Student #2, and Student #3 under the conditions discussed. Mr. Mercer moved to approve the Superintendent’s recommendation. The motion was seconded by Mr. Murphy and approved unanimously. Invocation Father Brian Rafferty, St. Stephen, Martyr Catholic Church, gave the opening invocation. Pledge of Allegiance to the Flag Aysha Vaughan, a fifth grader at Camelot Elementary School, led the Pledge of Allegiance to the Flag. Clerk’s Items Special Recognitions – Chesapeake Scholar Athletes: Mr. Wayne Martin, Director of Student Services, recognized sixty-nine Chesapeake Scholar Athletes who had distinguished themselves through special achievements or accomplishments.

Special Recognitions – Fall Chesapeake Champions: Mr. Martin recognized fifty students who had distinguished themselves through special achievements or accomplishments. A list of all of the students and employees who were recognized is available through the Office of the Clerk of the Board. 2014 VSBA Tidewater Region Spring Network Forum: Dr. Infantino announced the Virginia School Boards Association (VSBA) would hold the Tidewater Region Spring Network Forum at Warhill High School in Williamsburg, Virginia, on March 12, 2014. She asked for a show of hands of those Board members wishing to attend and a motion to approve their attendance. No Board members expressed an interest in attending. Hearing of Citizens Mr. Gordon Sproat, 2008 Acentala Quay, Chesapeake, VA 23321, spoke regarding Engineer Career Day. Mr. Michael L. French, Chesapeake Council PTA, Chesapeake, VA 23320, spoke regarding PTA Day at the General Assembly. Old Business None New Business None Consent Agenda The chairman requested approval of the consent agenda. Items included the following: A. B. C. D.

Approval of the Minutes of the Previous Meeting Bids State Technology Resolution Proposed Revisions to School Board Policy P 8-14 – Probation, Suspension, and Dismissal – Second Reading and Final Action E. Proposed Revisions to School Board Policy P 8-23 – Reduction in Force – Second Reading and Final Action F. Department of Human Resources – Personnel Report

Mr. Murphy moved to approve the Consent Agenda. Mr. Boone seconded the motion, which passed with all members voting in favor of the motion. 5646

Monthly Financial Report Ms. Lucente presented the Interim Financial Report for December 2013. A small shortfall is expected in state revenue due to enrollment. At this time, no specific recommendations are necessary. Staff will continue to monitor revenues and expenditures. Superintendent’s Report Announcements: The Superintendent made the following announcements. 1. First semester officially ended January 27, 2014. January 28, 2014, is scheduled to be a teacher workday. If weather prevents schools from opening on Wednesday, January 29, 2014, it will be the second banked day used by the Division this school year. 2. February is Black History Month. Board members were provided a list of activities that will take place during February. 3. There will be a joint meeting of the School Board and City Council at City Hall on January 30, 2014. 4. February is school board appreciation month. 5. Starting with the second semester of this school year, Chesapeake Public Schools will allow middle school students to use privately owned electronic devices to access the division's wireless network. 6. The Superintendent thanked all school and city employees for their diligence during recent inclement weather. Principals were at the schools an hour early Friday, January 24, 2014, to allow parents to take students directly to school instead of having them wait for school buses. The Superintendent will also send a letter to the City Manager thanking city employees for their assistance in clearing parking lots and streets. 2012-2013 School Activity Funds Audit: Ms. Lucente introduced Ms. Caron Crouse, a partner with the accounting firm, Dixon Hughes Goodman. Ms. Crouse presented the audit report to the Board regarding the 2012-2013 School Activity Funds. Ms. Crouse reported the audit was a clean audit with no adjustments proposed. She thanked staff members in the school as well as those employees who work in Finance for their cooperation during the audit. Former SECEP Facility in Deep Creek: Ms. Paige Stutz and Mr. John Maddux, President of RRMM Architects, provided an update on the former SECEP facility in Deep Creek. It was the recommendation of Mr. Maddux that due to the age of the buildings and the need for extensive repairs, it would be more economical to tear down the structures rather than repair them. Both buildings have been vacated and the Division is concerned the buildings will become an attractive nuisance in the community as well as a liability. The Department of Parks and Recreation still utilizes the playing fields on the property. Staff suggested the School Board hold a Public Hearing on 5647

May 12, 2014, to get input from the community. Ms. Stutz answered questions from several Board members. Mr. Woods asked staff to consider holding a meeting with community members within the community. Proposed School Calendar, 2014-2015: The Director of Staff Development, Dr. Dalphine A. Joppy, presented three options for the 2014-2015 school calendar. Following the initial public presentation, the calendar options will be posted on the school division’s web site for review by employees and citizens. In addition, an online calendar survey will be posted to solicit input before a final recommendation is made to the Board. Adoption of a calendar for the 2014-2015 school year will be requested at a later meeting. Mr. Mercer asked that steps be taken to avoid using the Martin Luther King Holiday and Veteran’s Day as make up days. Mr. Mercer also asked staff to bring back information regarding absenteeism on teacher work days. Legislative Update: Dr. Infantino reported the 2014 session of the General Assembly opened on January 8, 2014. Over 2,000 pieces of legislation have been submitted for consideration. Although the Division is mostly concerned with funding issues, budget amendments favored by the Division include additional funding for inflation and salary increases. The Division does not favor restoring cost of completion funding for Northern Virginia support positions. Dr. Infantino then highlighted bills that are important to the Division. Board Member Items Mrs. Billingsley Harris apologized for missing the last Board meeting but said she was representing Chesapeake Public Schools in Indianapolis with her husband who was asked to speak at the American Football Coaches Association’s conference. Coach Harris spoke on Leadership at the conference. She also thanked the principals and staffs of the schools for their diligent work during the recent inclement weather. Adjournment The meeting was adjourned at 7:12 p.m.
