Thursday, November 24: Welcome & Introductions The moderator Jochen Gauly welcomes all the participants of the EPOurban kick-off Meeting and presents the agenda for the 1st International Partner Meeting. Karsten Gerkens (Head of Office for Urban Regeneration and Residential Development) welcomes all the guests and talks about the difficult way from project proposal to the actual start of the project on September 1. Subsequently, all participants are asked to briefly introduce themselves. 1st Issue: Introductory notes on the EPOurban project in the CENTRAL EUROPE programme (Markus Egermann) Markus Egermann vom Central Contact Point-Germany Leibniz-Institute of Ecological Urban and Regional Development Dresden explains the Central Europe as a whole and further gives reason why the EPOurban project was chosen within the 3rd call. While Mr. Egermann highlights the strengths of the project, he also presents weaknesses of the project proposal. According to Mr. Egermann the main weakness of the project proposal is the insufficient integration and involvement of private building owners. The core actions are nearly exclusively performed by external experts and it is still unclear how the private owners will be activated within the framework of the project. All project partners should keep this point in mind during the implementation phase of EPOurban and try to find ways to avoid this problem. To view the presentation click here

4th Issue: Discussion – Common project goals (all PPs) The EPOurban partners conclude that there prevail different aspects, conditions and challenges in their respective cities. However, these differences shall be viewed as a chance and not as a problem. The partners agree that the EPOurban should serve as an umbrella under which the different experiences, knowledge and skills are exchanged. That way, proper instruments to reach the different target groups can be found and optimized. In this context, Mr. Gabi explains that he views the already elaborate activities in the different partner cities as a strong point of the project and that these capacities will prove very useful for the successful implementation of the project. The partners from the A.I. Nova point out that the main benefit from EPOurban will be to learn from the partners, exchange good practice examples and therefore find suitable arguments in the initiated dialogue with the different stake holders. In this context, “consultancy” should mean the facilitation of public involvement and the acknowledgement of the public needs. The EPOurban partners conclude that the first step should be to collect experiences and the knowledge and to find methods and tools in order to successfully contact and involve private owners as well as investors.

Friday, November 25: The second day of the Kick-off meeting is started with a tram ride along the Georg-SchumannStraße guided by Deputy Mayor for Urban Development and Construction Martin zur Nedden and Head of Section and Team of the Office for Urban Regeneration and Residential Development Stefan Gabi. 1st Issue: Work Package Presentations WP 2: Communication Plan (PP2)  click here Although, the responsibility for WP 2 lies with the Municipality of Sopot (PP3), the tasks of communication, knowledge management and dissemination are divided between PP3, the Lead Partner and the Municipality of Bolzano (PP5). The Lead Partner already organized the development of the project logo. The partners from Bolzano will be in charge of the development of the EPOurban website with the assistance from the City of Leipzig. To present WP 2, Lisa Lorenz introduces the Communication Plan for EPOurban which was created by the Aufbauwerk Leipzig (PP2). WP 3: Definition of Local and National Preconditions and Consultation Needs (PP10)  click here Erika Horanská explains the proposal of the A.I. Nova on how to assess the social and demographic trends and developments and collect the data on the housing market, the funding conditions and legal preconditions and how to place this information in a transnational context in order to come to a joint conceptualisation. WP 4: Pilot Consulting (PP4)  click here As an example for a possible approach to the pilot consulting Hans-Erwin Draxler from the Regional Development Association introduces the NETZ.WERK.STADT, an initiative for the revival of the town center. WP 5: EPOurban impact, tools and policy (PP7)  click here Petr Burda from Prague 11 Metropolitan District explains how the impact of the pilot phases should be assessed and evaluated and a durable and sustainable consulting system could be institutionalized.

2nd Issue: Administration and Organisational Issues 1. Contracts, Reporting and Reimbursement (Mirjana Dominovic, JTS Vienna) To introduce the administrative section of the Kick-off Meeting the financial manager of EPOurban at the JTS Mirjana Dominovic gives a presentation on the general implementation of a Central Europe project. Financial and Administrative Issues (Lisa Lorenz, Aufbauwerk Region Leipzig GmbH) Lisa Lorenz from the Aufbauwerk Region Leipzig GmbH, which executes the financial management of the project and is in charge of the administrative support and assistance, explains the reporting and monitoring of the project as well as its audit and control. Emphasis is made on the depiction of the different budget lines within the project. Process of the Partnership Agreement (Margrit Beier, City of Leipzig) Margrit Beier from the City of Leipzig gives details on the content of the partnership agreement and explains the procedure of the signature of the agreement. All partners should sign the Partnership Agreement by mid-January 2012! 3rd Issue: Next Partner Meeting The EPOurban partners agree to meet at Sväty Jur on April 23 and 24, 2012 for the next International Partner Meeting. The Academia Istropolitana Nova (PP10) is responsible for the organization of the meeting.

EPOurban partners are asked to confirm this date or else give their feedback on possible alternative dates by the beginning of January 2012! 5
