The Chairman welcomed the members and informed the committee about the funds allocated to Himachal Pradesh State by Ministry of Tribal Affairs (MoTA), under SCA to TSS and Article 275(l) grants, which are as follows:

PAC advised the representative of Government of Himachal Pradesh as follows:

At least one-third of the total beneficiaries should be women / girls. There should be no duplication with any intervention by other State/ Central

(iii)

Norms of concerned Line Ministries of Central Government or those of concerned State Department applicable may be followed (eg. PWD SoR, NSQF etc). For individual beneficiary based projects / scheme (in kind or in cash i.e. Director Benefit Transfer), Aadhar Number should be obtained. Beneficiaries should be selected in a transparent manner. List of beneficiaries with their address and amount of benefit should be uploaded on the website of the State Government but the Bank Account Number, Aadhar Number, Mobile Number etc. should not be uploaded due to security and privacy concerns. Time limit for completion of all construction projects / works by December 2018 may be adhered to. Screening for sickle cell for all children may be completed on priority. Activities related to sanitation are also apart of Swachhta Action Plan.

VKY may be furnished urgently. A good monitoring and evaluation system may be put in place. Impact studies and concurrent evaluation on sample basis should be carried out. It may be ensured that in the educational institutions, the students get the textbooks etc. at the beginning of the academic session itself. The State will provide exact locations (Block and Village) of all the interventions, and provide break up, activity wise in the UC. State Government to take appropriate steps for promotion of Kinnaur apple including branding, marketing etc. MoTA, with the intention to preserve (in situ) indigenous and endemic farm and off farm flora and fauna (for instance - breeds of farm animals and plants like cows, goat, sheep, horse, mule, red-rice, grains, herbs, vegetables, fruits, medicinal plants etc.) encourages efforts of the States to conserve germ plasm particularly against genetic dilution due to cross-breeding or breed improvement or development of new variety or similar other interventions. Initially a token provision will be made and States will then bring detailed proposals for considering funding.
