Miami Valley Comprehensive Plan Content Analysis I. Local Comprehensive Plan Survey A.
Purpose of the Survey 1. To identify and gather all planning documents, including comprehensive plans, in the Miami Valley Region. 2. To update the inventory of local plan documents in the MVRPC Resource Center. 3. To compile a regional GIS dataset of water and sewer lines. 4. To gain an understanding of local issues, strengths, and challenges throughout the Region.
B.
Survey Administration 1. The six-question survey was sent out to all 81 local jurisdictions in the Region, which included the county governments of Greene, Miami, and Montgomery. 2. The survey was administered from May 18 to July 20 of 2007 3. 75% of jurisdictions responded to the survey. 4. The survey was mailed out with a list of the most recent comprehensive plan that MVRPC had on file for each jurisdiction at the time, and included the following questions: a. Does your jurisdiction have a comprehensive plan? b. Does the enclosed list contain your most recent comprehensive plan? c. Please tell us more about your most recent comprehensive plan (name, adoption year)? d. Is there GIS or CAD data from your most recent comprehensive plan that MVRPC may obtain (contact info)? e. Does your jurisdiction intend to develop or update a comprehensive plan (when)? f. Please list any additional planning documents related to comprehensive planning, zoning, land use, or public utilities (name, adoption year).

Resulting Data Products From Survey 1. An updated regional inventory of local comprehensive plan documents in the MVRPC Resource Center. 2. A regional water line and sewer line GIS dataset, as well as a regional service area boundary. 3. An updated regional adopted land use GIS dataset. 4. A collection of additional planning-related documents from local jurisdictions throughout the Region.
II. Local Comprehensive Plan Content Review A.
Purpose of the Content Review 1. To identify common concerns among communities throughout the Region. 2. To evaluate differing community needs. 3. To gather local input in every phase of the planning process. 4. To identify to what extent the Going Places initiative will aid local planning.

Comprehensive Plan Coverage 1. Of the 83 jurisdictions in the Metropolitan Planning Organization (MPO), 73 have a Comprehensive Plan, or are covered by a County plan. 2. Adoption Year 3. Horizon Year

III. Summary A. Most (88%) local jurisdictions have comprehensive plans. B. Some key plan elements are missing or outdated. C. Many communities throughout the Region share common strengths and challenges. D. The strengths of some places are challenges in other places, and visa versa. E. Land Use and Providing Services are two of the main concerns throughout the Region.
