It seems like just yesterday we were at Maggiano’s the installation dinner that began my presidency. It has been an honor to serve as your Chapter President for 2010. This was a very exciting year. Beginning with the membership meeting in a snow storm in February and ending with an outstanding fall conference in October, I am proud to say the chapter continued to provide the high quality events and wide ranging education that we have all come to expect from the Metro New Jersey Chapter. Of course none of these events would take place without the hard work and commitment of the chapter’s officers, board of directors, committee chairs and committees. Thank you to all the chapter volunteers and our executive director extraordinaire for your outstanding efforts. Any organization is only as strong as its individual members. Fortunately for the Metro NJ Chapter, we have an incredibly strong, intelligent, diligent and diverse membership that has sustained us as one of the premier chapters of the Appraisal Institute. As we move forward I encourage all members to stay or get involved in order to continue the illustrious seventy eight year history of the Metro NJ Chapter. We’ve witnessed dramatic changes to the economy, legislation, and long term alliances, and have weathered the storms. METRO NEW JERSEY CHAPTER EDUCATION INCENTIVE PROGRAM Appraisal Institute Members/Metro New Jersey members/Appraisers/Students The Metro New Jersey Chapter classroom courses are scheduled to meet your needs: January – May and September - December courses are scheduled on Fridays and Saturdays to avoid conflicts with work and June - August courses are offered on consecutive weekdays to complete the licensing package in minimal time. We have an excellent cadre of instructors and we offer a classroom experience that cannot be gained with online education. In order to continue to run courses our members want and need to take, we have been offering a *5% discount for educational offerings when individuals register for two or more educational offerings simultaneously and $10 discount for early registration. In addition, scholarships will be offered for advanced education with the Metro New Jersey Chapter . Scholarships will be awarded and must be used towards courses in 2011. 4 scholarships will be given out each year. Designated Members of the Appraisal Institute are ineligible. Meetings are the best Mike Damato Award 2010 Recipients Every year the outgoing chapter president chooses a chapter member who made a difference throughout the year, by their contributions to the chapter. In honor of past Chapter Executive Director, Mike Damato who made the Metro New Jersey Chapter what it is today, the chapter recognizes members at the holiday dinner as a way of paying forward the energy and positive contributions Mike was known for. The 2010 recipients were Patrick Josephs, MAI and Anthony Graziano, Jr., MAI. Patrick chaired the education committee for the third year and the newly formed Diversity Committee as well as serving as regional rep and regional Diversity chair. He has worked hard to create scholarships and share information about national scholarship programs to assist students in their pursuit of the AI designation. Anthony Graziano, Jr., MAI chaired the associate guidance committee for the 2nd year, developed a model program to guide members through the designation process, and made time to assist associates with tips and tricks on the path to designation. Anthony presented his associate guidance program at a regional meeting which has been considered to become a national program. Patrick and Anthony are busy appraisers who found the time to educate, inspire and contribute: The Metro NJ Chapter is grateful for their time and expertise.

Report from the National Board ―The Principle of Change‖ By: Russell K. Sterling, MAI

The Appraisal Institute is a global membership association of professional real estate appraisers, with nearly 24,000 members and 91 chapters throughout the world. Organized in 1932, its mission is to support and advance its members as the choice for real estate solutions and uphold professional credentials, standards of professional practice and ethics consistent with the public good. The Appraisal Institute advocates equal opportunity and nondiscrimination in the appraisal profession and conducts its activities in accordance with applicable federal, state and local laws. Members of the Appraisal Institute benefit from an array of professional education and advocacy programs, and may hold the prestigious MAI, SRPA and SRA designations.

Years from now, we will be looking back on 2010 as one of the most significant years in the history of our organization. Hyperbole?

Well, consider these events:

Earlier this year, the Board of Directors of the Appraisal Institute voted to resign as a sponsor of The Appraisal Foundation (TAF). The Foundation is a non-profit organization formed in the 1980’s by several sponsoring appraisal organizations, including the Appraisal Institute. TAF is responsible for setting appraisal standards as well as criteria for appraiser qualifications. Over the years, the Foundation and the Institute have clashed over a few key issues that are related to how each organization view their public roles. The Appraisal Institute has always acted in the best interests of the public good, our members and our profession. Earlier this year, a member of Congress asked the Appraisal Institute for input regarding pending legislation and our Government Relations team suggested some wording for some key elements of the bill. It is important to note that the wording never went anywhere – the Board voted against the proposed wording. However, the Foundation believed that the actions of the Institute were ―conduct materially and seriously prejudicial to the purposes and interests of the Foundation‖. TAF reprimanded, suspended and sanctioned the Appraisal Institute for attempting to speak out on issues that affect the appraisal profession. In addition, they demanded that, going forward, the Appraisal Institute would need to seek approval from TAF before speaking out on appraisal issues. The Board of Directors did not believe that the Appraisal Institute violated any of TAF’s bylaws, that the sanctions were unreasonable and that the Institute needed to remain an independent. Going forward, it is important for our members to understand that TAF represents the minimum standards and qualifications for appraisals and appraisers. The Appraisal Institute represents the highest standards. Along those lines, there are two other key developments that occurred this year that will change the course of the Institute. In August, the Board of Directors approved a new business model for the organization. Going forward, the Appraisal Institute change from a ―professional association to a ―professional society‖ business model. Basically, the Institute will become an organization of designated members and those who aspire to be designated members. Continued on page 7

The Board believes that this model will allow the organization to focus on the most highly qualified individuals: the ―best of the best‖ real estate professionals. The valuation profession has evolved dramatically over the decades. We must adjust to meet the demands of the market, the public and our members. Not everyone involved in real estate valuation writes appraisal reports. We are consultants, analysists, teachers, reviewers and researchers. It benefits the organization and the industry to have a place for these highly qualified professionals within our organization. The new business model has also lead to the most recent change in the by-laws: Core Competencies. Core Competencies are the professional expertise, skills and proficiencies that result in outstanding performance by Appraisal Institute designated members. The goal of this program is to attract the most qualified and skilled real estate professionals into our organization. Up until now the designation process involved a combination of education, experience, a demonstration of knowledge and a passing grade on the comprehensive exam. Going forward, there will be a number of rigorous alternatives available for a potential designated member to demonstrate their competencies. A lot of people have a problem understanding the Core Competency concept. I needed a bit of explanation myself. However, it’s not a new concept – it’s used in other professions, business, as well as academia. Job descriptions, for example, are based on the core competencies needed of an individual, not on specific tasks they need to perform. When we were promoted from 3rd grade to 4th grade, our ―core competencies‖ were evaluated to approve that step. In store for 2011 are a few more changes. A key element of the new business model is the focus on those professionals who wish to earn the MAI and SRA designations. I have been leading an effort to do that through development of a ―Candidate Program‖. If adopted by the Board, this program will be an exciting, pro-active and structured designation program, similar to an MBA program. You’ll be hearing a lot more about this in coming months. And finally: this is an organization of volunteers. There are hundreds of members who donate their time giving back to the Appraisal Institute, whether it be serving on a Chapter Committee, as a Regional representative, or serving on a National Committee. As we come to the end of another year, I can say it is a real education being your Education Chair. We have had some successes this year but the Chapter’s Education Program continues to face a myriad of challenges. First, the successes. We did surpass our own projections as far as education revenue is concerned in a non-certification year when expectations were low. Education has always been the Chapter’s bread and butter, but lately it has been more bread than butter. Thanks to all those who attended our courses and seminar, especially those from outside our chapter. We did roll out two home grown seminars this year and the enthusiasm and support was impressive. “Analyzing Real Estate Transactions in a Depressed Market” and “Reviewing Appraisal Reports in Declining Markets” were very fitting for the times and they both received rave reviews from those who participated. Home grown seminars in the works for 2011 are the General and Residential version of “A Comprehensive Review for State Appraiser Examination”. We are expanding our cadre of instructors. Two of our members – Amy J. Donow, MAI and Diane V. Christiana, MAI - attended the Instructor Leadership & Development Conference last August in Chicago and hopefully you will get a chance to meet them in the classroom in 2011 as newly minted Appraisal Institute instructors. Lastly, our first Chapter Webinar, that I promised would roll out this year, is still in the development stage but it may still make it by the end of the year. This is my not-so-subtle way of putting some pressure on the Communications and Technology team.

Now for the challenges. Education revenue continues to decline as student enrollment falls and competition from online education and other providers intensifies. However, we are facing this challenge standing up, by instituting a package of Loss Mitigation measures pertaining to course cancellation and Instructor Honorarium. We have also increased the cost for our courses slightly, to keep pace with increased fees and rates charged by other chapters. On the positive side, we continue to offer a variety of incentives to students and potential students. I also encourage you to make a tax-deductable contribution to the Chapter’s Education Incentive Award Fund. Membership participation needs to improve. Please call and/or email me or our Executive Director – Debra Miller – with information on courses and seminars that you would like to see offered by the Chapter.

On the Diversity front, several of our Associates applied for AI Education Trust Education and Diversity Scholarships this year but unfortunately no one received an award. Again, I encourage you to visit the national website and fill out the scholarship application and I will continue to lobby the National Diversity Committee on your behalf. The emphasis is on your financial need as expressed in your letter and funding for the more advanced courses.

Notwithstanding all the challenges, our Chapter continues to carry the mantle as the leader in the education of our members not just locally but regionally. We will continue to uphold that mantle and to make you proud, even when it is less profitable to do so. Member’s first shall remain our motto. It has been my pleasure serving as your Education Chair for the second consecutive year and thanks to all the other committee members for serving.

2011 Lifetime Achievement Award Recipient Leo T. Souza, MAI, SRA

Leo T. Souza, MAI, SRA started his career at the Municipal Revaluations in Maplewood as an office manager. He worked at Fidelity Union Trust Company in Newark and Charles F. Evans & Associates in Springfield. He was a partner at Evans-Souza & Associates in Springfield and then joined Cronheim, Turteltaub & Associates operating as Affiliated Realty Services in Chatham where he became a co-owner. In 1990 Leo joined Professional Appraisal Associates where he remained until retiring in 2004. Leo earned his SRA, SRPA, and MAI with the Appraisal Institute. He was a former president of North Jersey Chapter 37 Society of Real Estate Appraisers and former president of Chapter 1– American Institute of Real Estate Appraisers. He was a mentor and role model to many appraisers who worked with him over the years. 2011 Chapter President, Ronald D. Chiarello, MAI presented Leo with the Lifetime Achievement Award at his Installation on December 9, 2010.

2011 President’s message (continued from page 1) Fortunately, we at the Metro Chapter are honored with several prominent people that represent us. This past year Joe Palumbo was appointed to the NJ State Board, our own Russ Sterling represents our Region on the National Board of Directors, and Debra Miller has served as Executive Director of our Region. Past President Mike Hedden has instructed at the International level and a growing number of our members are becoming AI instructors. I am looking forward to our Chapter continuing as a relevant and robust organization in the upcoming year. This is a recertification year and we have a full schedule of educational courses and seminars scheduled. We will commence the year with the leadership retreat that has been successful for the past several years. We still need committee members for every committee. Please consider volunteering and contact either me or Debra Miller to define your role in helping the Chapter achieve its’ goals. All members are invited to participate. Please make time for this opportunity to share ideas and come together as a group to formulate our plans for 2011 at the leadership retreat on January 8, 2001. These are challenging times. Technology, budgets, and world economics are bringing tremendous changes to the world and our profession. Yet challenges also bring promise of opportunity. From the Chapter Office Dear Members, The chapter sponsored 3 social events this year to bring members together and encourage networking opportunities in addition to education programs. Mike DeNoble, MAI, SRA hosted the spring social event at the Office in Summit, Anthony Graziano, Jr. MAI and Bob Gagliano, MAI hosted the summer social event in Asbury Park and Laura Whitaker, SRA hosted the fall social event in Bridgewater. These events are a throw back to the days when appraisers exchanged ideas, comps and conversation at area meeting places to keep on top of what was happening in the New Jersey market. Take advantage of a great way to meet other appraisers at a free social gathering in 2011. Dates and locations will be on the website early in the year. Education is still the focus for the chapter. As always courses and seminars are scheduled according to the needs and requests of our members. This year, the chapter added 2 seminars and 3 courses to a full schedule of licensing courses, in response to members requests and needs. It’s never too late to make a request for a course or seminar to be added to the schedule, so take a moment and email the chapter at [email protected] with your request.

The chapter committees worked hard to bring interesting programs and events to its members. The challenges the Appraisal Institute faced were felt by chapters and communication became extremely important to keep members in the loop. Please make sure to keep your member profile up to date so you don’t miss out on the latest information. If you need assistance updating your profile, please contact the chapter office. Volunteering is rewarding in many ways, but mostly it gives you a voice that helps not only you, but the appraisers and industry you work with and for.
